Abstract

The village government in its implementation can not be alone carried out by the actors of village government but also needs to be assisted by other stake actors even though the village head becomes the main actor in building synergies with other stake actors with good results on the contrary. Descriptive research with qualitative approach is used in this study with the aim to analyze the synergy of interest actors in the administration of village government in Urek-Urek Village, Gondanglegi Sub-district, Malang Regency. Based on the analysis that has been conducted this research has resulted in the conclusion that among other things the communication that has been built, by the village government and other actors of interest has run well although the optimization especially communication by the village government together with women and poor groups which seems rarely done. Coordination that is built among actors of interest has also been running well although it is still deemed necessary made improvements including related aspects of direct relationships, preliminary planning and clear formulation of authority and responsibility.DOI: https://doi.org/10.26905/pjiap.v2i1.1421

Abstract

City Government of Jakarta, especially Government of North Jakarta as the authorized party has critical role in managing green open space in accordance with Law No. 26/2007 on Green Open Space Arrangement. The presence of green open space is needed as a climate regulator so that the air and water circulation system can be well maintained to support the embodiment of healthy and sustainable city, as a shade, oxygen producer, rainwater absorber, provider of animal habitat, pollutant absorbent, and windbreak. Green open space can improve ground water quality, prevent flooding, reduce air pollution, and lower city temperatures. In addition, green open space can also be a place of recreation, media communications for citizens of the city, as well as an object of education, research, and training in studying nature. This study aims to analyze the implementation of Green Open Space policy in the area of Jakarta particularly in North Jakarta. This research is a qualitative descriptive research that aims to provide a systematic, thorough, detailed, and profound analysis of the implementation of green open space management in North Jakarta. Data collection techniques were conducted with interviews supported by data collection through document review and observation. This research uses qualitative interactive data analysis technique which includes data reduction, data presentation, and conclusion / verification. The data validity test is done by using source triangulation. The results present that the implementation of the provision of green open space in North Jakarta Administration City is still not optimal and realized by 5% due to the use of land available for RTH does not function as the designation and the existence of some obstacles faced as weak supervision, land prices are expensive, improvement of undeveloped land and the lack of dissemination to the public. Therefore, this study recommend the need for a political will from the government, a review by the government to make Jakarta just as central government alone, and a tighter control by enforcement strict sanctions.DOI: https://doi.org/10.26905/pjiap.v2i1.1422

Abstract

The presence of SIMDA of Finance is expected to be contribute towards the process of financial management, particularly at the stage of financial reporting should be able to running better. The ideal management information system is able providing a support to the process of planning, control and decision making. In addition the effectiveness of financial reporting has to fullfil several criteria, which is reliable, accuracy / accurate, timely and report forms. This study was conducted to analyze the role of SIMDA towards the effectiveness of the financial reporting process, and the factors that influence it. This study uses qualitative data to describe and analyze objectives: Implementation of Regional Management Information System (SIMDA) of Finance toward the Effectiveness of Financial Reporting In Badan Pengelolaan Keungan dan Aset Daerah of Blitar Distric. Data was collected by using an interview, observation and documentation. Results from this study indicate that the SIMDA of Finance Aplication in the process of financial management, especially the financial reporting work better but still could not said to be fully effective, this is because of the presence of various obstacles are still fundamentally highly influential in the implementation SIMDA of Finance AplicationDOI: https://doi.org/10.26905/pjiap.v2i1.1424

Abstract

Research in budget control  field has magnetized the interest of many researchers as a tool of development for many countries. This study examined the impact of Performance Based Budgeting on effectiveness of control budget. To achieve the above objective a survey of over 33 employee of DPKAD. Data was analyzed through descriptive and inferential statistical analysis. Abstract

Unlike during the New Order era which saw village as an extension of the central government without adequate authority to run the village government, village now has recently become self -governing community equipped with broad authority to manage their own affairs for the sake of realizing people’s welfare. It is an entity of community combined with government. It is community who possesses special governmental organizational structure with unique and vast authority to carry out development programs. In doing so, they handle themselves autonomously based on their own cultural values, their initiatives. As such, the central government has nothing but to respect and concede the uniqueness of its each respective village across the nation. In addition, central government has to allocate state budget to realize social and economic justice for more than 17,000 villages. This is the way the Village Law No 6 2014 has designed which differs dramatically from the previous village law. It has adopted recognition and subsidiarity principle in managing village development. In order this to materialize, Village Council whose membership consists elected representatives from among the villagers prominent figures has been empowered its political roles by means of annulling its inherent legislative authorities. To pave the way, it is positioned outside the formal village government organizational structure which makes it fit to function as representative of villagers civil organization. Given this setting, the Council’s main duty is to fight to people’s interest by preventing themselves from village government vested political interest. To make things better, the law has authorized it to organize a strategic villagers gathering held annually namely Village Meeting. As the key actor of the meeting, the council members has to show off their capacities in political communication as well as public communication to run village democratic governance whose operating values are transparency and accountability. For this to occur, advocating people’s information rights is necessary requirement. By so doing, those values will institutionalize within village government daily operations by establishing Public Information and Archives Operator as required by Public Information Transparency Law No 11 2008 which will bring about good village governance.DOI: https://doi.org/10.26905/pjiap.v2i1.1447

Abstract

Palm sugar is an important commodity for Indonesia. In Banyumas regency, it plays an essential role too. Unfortunately, the palm sugar makers remain far from prosperity. There is an imbalanced social relation, the palms sugar makers are always in subordinate position towards middleman and big corporations above them. Given this condition, some palm sugar maker decided to organize themselves to have some cooperations in improving their quality of economc life. It also helps them to strengthen their bargaining position by establishing an organization called Argo MulyoJati. With its available social capital, certain value is being institutionalized in Katanda village, called GotongRoyong (mutual cooperation). Actually, It has existed inherently in the lifes of Indonesian people. Despite being a newly-born organization Argo MulyoJati is able to prove that collective work could enhance their bargaining position among the stakeholders in Katanda village. It is achieved with high level of social trust that has been growing as their social capital. This study explains how the role of social capital and the practice of mutual cooperation are conducted by members of Argo Mulyo Jati. The discussion is limited on the reformation of social capital as a power owned by palm maker, their aspect of trust as a part of social capital which supports the development of Argo MulyoJati Co-operative, and how is the institutionalization process of GotongRoyong value in the organization activities.DOI: https://doi.org/10.26905/pjiap.v2i2.1467

Abstract

Elections are one of the most important components or instruments in a country's political system. As a political system, elections will be a quality democracy party for both the presidential elections at the central and regional or local levels, as long as the political principles and values ​​of ethics and moral integrity are met. In the 2015 election of the Head of Region, there is an interesting political fact that there are many incumbent candidates, who have failed to win, there are also incumbent candidates, who have won and even won a landslide. For example, the Surabaya City Pilot won by Tri Rismaharini-Wisnu with 86.2%. From the results of this study, researchers can conclude that first, the victory of the incumbent more on social capital factor (second), Bina Desa prorgram, third door to door strategy, fourth, offer environmental, tourism, health, and fifth , regional infrastructure development program. Abstract

Separation of powers provides norms and values that make a difference even the never-ending debate about divisions and work programs in the public policy process between politics and administrative that often occur in the system of relationships between the executive and legislative. This separation in politics and administration as a separation of related structural tasks with policy recommendations, regulation and control (control), ownership and distribution of resources, and so on. This happens that bureaucracy often plays for interference in the policy sphere so there is little intervention by bureaucrats to policy matters and is also done by politicians to in administration.Politik and administration as the distribution of values, costs, and profits, as a whole participates in this distribution process and in it the bureaucracy has the opportunity to submit proposals to policy makers, using discretion, the process in the implementation of policies, forming policies formulated by elected officials.DOI: https://doi.org/10.26905/pjiap.v2i2.1934

Abstract

The nightlife scene is inevitable. Through Perda Kota Probolinggo Number 9 of 2010 it is regulated. However, in its development, it has little impact on society; Covert prostitution, the circulation of liquor, disputes between visitors, and moral decadence, made the Islamic stakeholders critical of guarding the local regulation, until finally the new law was born. This paper seeks to see how the participation of stakeholders labeled Islam ultimately succeeded in reforming this policy. The method in this research is descriptive qualitative with focus on three Islamic stakeholders, which are in the policy arena, outside policy but formal and outside but informal. Data is taken through observation, interview and documentation. Methods of data analysis using interactive analysis model Miles and Huberman. The results concluded; 1) Partisiapasi of Islamic stakeholders in the policy area conducted by the PKB and PPP factions joined in Commission X. Through the legislative authority of this group proposed Raperda after previously hearing and cooperating with LPPMUB. Supervision authority is carried out by recommendation. 2) The participation of Islamic stakeholders outside the policies incorporated in the main formal organization comes from NU circles. The group is pro actively guarding every phenomenon as a result of the enactment of local regulations, starting letters of recommendation, joining in the hearing, giving moral support to the Police, and so on. 3) The participation of Islamic stakeholders outside the policy sphere and not directly incorporated in formal organizations is used as the last ammunition through demonstration media.DOI: https://doi.org/10.26905/pjiap.v2i2.1939
