Publisia: Jurnal Ilmu Administrasi Publik, with registered numbers ISSN 2541-2515 (print) and 2541-2035 (online) is a multidisciplinary journal published by the Public Administration Department - Faculty of Social and Political Sciences, University of Merdeka Malang. The purpose of this publication is to discuss the conceptual or concepts and research results that have been achieved in the field of public administration and policy. The main focus of Publisia: Jurnal Ilmu Administrasi Publik is problems in the development of the sciences of public policies and administrations areas. It covers the administration development, the regional autonomy and bureaucracy, the state apparatus, the decentralisation, the economic and science development, the public management, the governance and its policy, and any social sciences that cover sciences of public health, fiscal politics, and regional planning.

Abstract

The large bureaucratic structure will cause a range of negative consequences, comprehensive changes required. Adhocracy is one option from the many models of re-bureaucratic structure. This model is seen as an antithesis of bureaucracy that is outside the formal bureaucratic structure. Adhocracy is also referred to as the modern organization structure, innovative organization that can adapt to the changing environment. The purpose of this research seeks to contribute its knowledge by exploring a variety of secondary data, multiply a couple arguing about the concept and the form of adhocracy in bureaucracy. Meta-theory is used as a research method, data reduction in deductive to draw conclusions. The results of this study reveal adhocracy needed in bureaucracy, bureaucratic structure changes are objective needs in the last decade to get a performance of bureaucracy is more effective for delivering a quality of public services.DOI: https://doi.org/10.26905/pjiap.v3i1.1809

Abstract

Indonesia's defense and security system embraces Sishankamrata system. In the case of realizing this sishankamrata, the formation of hansip or community as a component of society which cooperates with TNI and POLRI in realizing security, public order and protection. This study aims to describe the optimization of Satlinmas in Gilingan, Surakarta. The method used in this research is descriptive qualitative. Research data in the form of events obtained from observations and interviews, and supporting documents. Researchers get data by way of observation, interview and documentation. The data were analyzed using interactive analytical models of Miles, Huberman and Saldana. The results showed that the optimization has been implemented in accordance with the role of Satlinmas as stipulated in Permendagri No.84 of 2014 and Surakarta Mayor Regulation No.58 A in 2012. Satlinmas is active in assisting disaster management, both natural and disaster caused by the outbreak of disease outbreak , conducting routine patrols in every area, especially vulnerable areas, assisting community social activities, assisting in the election and defense of the State.DOI: https://doi.org/10.26905/pjiap.v3i1.1922

Abstract

In order to optimizing its performance, regional police of Lampung used cultural approach as a problem solving. This research intend to analyze how is the performance of regional police Lampung with the presence of that adoption and describe the stages of adoption of local wisdom. The type of this research is descriptive research with qualitative approach. The primary data was collected from the result of interview and observation, while the secondary data was collected from documents such as the decree of featured programs by the chief of regional police Lampung which included program that has been adopted from local wisdom of Lampung. The researcher has found the stages of adoption of local wisdom in the performance of regional police Lampung; a) Awareness stage, b) Interest stage, c) Assessment stage, d) Eksperiment stage, and e) Adoption stage. However, the performance of regional police Lampung considered good enough and quite able to decreasethe number of crimes in Lampung, although they are still working hard to optimalize the process of reducing a crime in Lampung.DOI: https://doi.org/10.26905/pjiap.v3i1.1923

Abstract

Policy reform in the development of state civil apparatus competence is the government's commitment to continuously make improvements in the management of civil state apparatus. It aims to produce the optimal performance of the state civil apparatus. Especially in performing public service duties. The commitment is marked by the enactment of Law No. 5 of 2014 on State Civil Apparatus. This study aims to determine the implementation of apparatus competency development policy in Sumenep regency. The research method used is qualitative with descriptive approach. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. The result of the research shows that implementation of apparatus competency development policy in Sumenep regency has been implemented effectively.DOI: https://doi.org/10.26905/pjiap.v2i2.1928

Abstract

Ethics has always been a part of human life in which ethics as a guide to judge the good of an action. Ethics is actually very close to one's life including public leaders. If the public leader always presents ethics in every action, then the public leader will be able to minimize actions that conflict with ethical values, including in cases of corruption. Ethical values that should be used as guidance for public leaders, especially the head of the region seems to lose its meaning when the head of the region committed ethical violations such as corruption cases. Therefore, it is important to understand that public ethics can fortify regional heads to keep acting in accordance with prevailing norms and not to deny public ethics. Public ethics that always be the basis of behavior of the head of the region will bring to the head of the region that is able to represent itself as a person who has personal integrity and can be an example for the bureaucratic apparatus and society in a region.DOI: https://doi.org/10.26905/pjiap.v2i2.1929

Abstract

Amid the diverse capacities of local governments in exercising their authority in the era of democracy and regional autonomy, local elites have emerged in the regions. The consequences of the emergence of local elites in the region then gave rise to obstacles in democracy, such as political dynasties as well as conflicts related to control of resources, while the rotational dimensions of power and the welfare of the community began to be marginalized. This can be seen from the strengthening of local strongmen and local bossism. This certainly makes the paradigm confusion associated with local elites and local conflicts that occur in the local post-democratic and regional autonomy regions. As it is known that when the regions have not implemented local autonomy and democracy, what happens is that local elites tend to derivate from national politics so that in the event of local conflict the resolution of the conflict can be more easily resolved. Therefore, it is necessary to return to reasoning to redefine the position of the local elite as a central representation as well as a representation of the local community. This research is qualitative using desk-research. The results show that with local democracy and regional autonomy the spread of political forces makes the formation of local elites that are formed today is centrifugal. Abstract

Kapital sosial selain menjadi norma, juga menjadi kepercayaan sosial dan juga sebagai pertukaran menjadikan entitas masyarakat semakin  menguatkan kelompok masyarakat tersebut. Keberadaan sosial kapital dalam lingkungan masyarakat mampu membentuk entitas masyarakat tersebut menjadi lain dengan lingkungan lainnya. Modernisasi yang terus berkembang terus menjadi pendorong dalam pengikisan terhadap norma-norma yang berlaku dalam komunitas masyarakat. Oleh sebab itu trust society yang telah terbentuk harus terjaga oleh satu struktur kapital sosial yang mapan. Islam memandangnya sebagai kondisi masyarakat madani. Dalam konteks kehidupan masyarakat Indonesia yang notabene memeluk agama Islam, kapital sosial telah terbentuk dalam interaksi masyarakat. Zakah, infaq, dan sedekah yang dianjurkan oleh Islam menjadi rutinitas sosial serta rutinitas spritual bagi masyarakat. Oleh sebab itu, kerukunan dan keguyuban masyarakat tekelompok dalam kelompok-kelompok yasinan maupun tahlilan, dan lain sebagainya.

Abstract

Demokratisasi yang berlangsung luas diberbagai negara dunia setelah berakhirnya perang dunia I, melahirkan negara-negara rejim demokratis. Seiring dengan itu tuntutan untuk menyusutkan peran negara dalam kehidupan berbangsa semakin meluas. Peran administrasi publik dalam konteks demikian secara imperatif mereposisikan dirinya  sebagai governance, yang semula menjadi instrumen negara menjadi  instrumen publik dalam konteks yang luas. Administrasi publik menjadi sarana utama untuk meningkatkan tercapainya tujuan publik utamanya dalam mengalokasikan resorsis publik sehingga terhindar dari distorsi, manipulasi. Sekalipun demikian, governance, sebagai sebuah pendekatan dalam administrasi publik juga mulai memasuki ekologi sosial baru yang sarat dengan sistem nilai misalnya  budaya, politik, informasi, komunikasi. Nilai-nilai formal yang direproduksi secara hirarkis dan rasional memang turut membangun watak reposisi ini. Tetapi aspek yang lebih penting dan strategis menentukan karakter administrasi publik adalah justru terletak pada idiom-idiom dan kuadran nilai spontan  dan arasional yang menjadi modal sosial sebuah masyarakat. Karena itu peran kapital sosial dalam proses reposisi administrasi publik menjadi sangat penting dan lebih substantif. Apalagi citra governance sebenarnya banyak mengandalkan energi sosial yang dibangun secara otonom, kolboratif dan genuinely dari masyarakat. Dalam konteks inilah pejabat publik juga perlu melakukan deformasi watak dan etikanya menuju apa yang disebut dalam paper ini sebagai "spiritual wisdom ethics". Bagaimana interaksi antara kapital sosial dan governance itu terjadi, bagaimana kapital sosial dibangun, apa peran governance dalam proses ini, dan bagaimana wacana ini akan menempati setingnya dimasa depan . Persoalan-persoalan inilah yang dianalisis dalam paper pendek ini.

Abstract

Revolusi hijau yang didengungkan mampu memberikan dampak positif bagi industri pertanian global, dan bahkan mampu merubah wajah petanian dalam negeri seperti di Indonesia khususnya. Pergeseran paradigma petani dalam mengelola lahan-lahan pertanian sejak revolusi hijau, hingga saat ini belum mampu memberikan efek bagi kedaulatan pangan dalam negeri. Swasembada pangan yang menjadi ikon kebijakan para penguasa era orde baru juga belum mampu menahan gejolak pasar. Kran impor terus dibuka oleh pemerintah selaku pemegang kendali (otoritas tunggal) pangan. Oleh karena hal ini, kehidupan para petani semakin berada dalam pusara kekuatan pemburu rente, para pemain-pemain pasar yang menentukan harga dan kebutuhan pasar. Dengan demikian, kehidupan para petani-petani lokal semakin terhimpit diantara kekuatan negara dengan kebijakan fiskalnya serta kekuatan pemodal dengan kekuatan jaringan bisnisnya. Petani tidak lagi memiliki posisi tawar bagi negara, dan petani cendrung termarginalkan oleh kebijakan-kebijakan yang lebih memihak pasar.
