Abstract

In an effort to improve the welfare of the fishermen community, PT. Pertamina RU II Dumai created the Minapolitan Village CSR program. However, in the implementation of the program there are still problems, First, the Minapolitan village development program has not made the right contribution to the results desired by the TUNA fishermen group. The second problem is that the form of assistance provided for the Minapolitan Village Program often fails and does not generate any profit for the Tuna Fishermen's Group. The aim of the research is to analyze the Development of the Minapolitan Village CSR Program Model PT. Pertamina RU II Dumai to the Tuna Fishermen Group. The research method uses qualitative methods. The findings on the Leadership indicator are implemented, the Proportion of Assistance indicator is quite implemented, the Transparency and Accountability indicator is Enough Implemented, the Area Coverage indicator is implemented, the Planning indicator is implemented, the Stakeholder Engagement indicator is Enough Implemented, the Sustainability indicator is not implemented enough, and the Real Results indicator is quite feasible. The conclusion of this study is the development of the Minapolitan Village CSR Program model by PT. Pertamina RU II Dumai for the Tuna Fishermen Group is more maximized on indicators that are quite implemented and not implemented.

Abstract

The Warehouse Receipt System (WRS) is one of the tools available for farmers to combat commodity price instability that often happens during harvest season. The WRS Program, complemented by the WRS Subsidy Scheme, has already been implemented in Indonesia for almost fourteen years with minimum participation from the farmers. This research uses a model based on the Theory of Planned Behavior to understand factors affecting the intention level of paddy rice farmers in Demak to participate in the WRS Program. This research employs a quantitative approach, collecting data using surveys to sample farmers from Demak and Dempet Subdistricts and analyzing it using descriptive analysis and SEM-PLS. This research found a small yet positive intention of paddy rice farmers in Demak to participate in the WRS Program. All direct and indirect determinants of intention based on the TPB positively affect farmers' intention to participate in the WRS Program. This research also suggests improving farmers' intention to participate in the WRS Program. The government is advised to build more facilities in the WRS Program warehouse to make it easier for farmers to store their commodities in the WRS warehouses, increasing their perceived behavioral control. The government needs to focus on and increase the frequency of information-sharing sessions regarding the WRS Program to improve farmers' attitudes, subjective norms, and perceived behavioral control. The government can also explore other policy instruments besides the WRS Subsidy Scheme, such as the Nudge to improve farmers' participation In the WRS Program.

Abstract

This study aims to examine the relationship between social capital and local government entrepreneurial activities on local government public value with local government innovation as an intervening variable. This study used a quantitative method with a questionnaire as a data collection tool. Data analysis technique using path analysis. The research was conducted in the city of Situbondo with the premise that the area is trying to improve and develop the concept of government innovation which aims to increase the public value of local government which is characterized by the value of regional local wisdom. The results of the direct influence analysis show that there is a positive and significant influence of social capital on local government innovation, there is a positive and significant influence of social capital on the public value of local government, there is a positive but not significant effect of local government entrepreneurial activities on local government innovation there is a positive and significant influence of local government entrepreneurial activities on local government public value and there is an influence of local government innovation on local government public value. The indirect effect analysis shows the positive and significant influence of social capital on local government public value through local government innovation. There is a positive but not significant effect shown by local government entrepreneurial activities on local government public value through local government innovation.

Abstract

Indonesia is among the nations with the highest number of natural disasters. This syndrome is aggravated by unbalanced information provided by the media. The media use framing to enforce information distribution rules, particularly in regards to forest and land fire reporting. Using a constructivist research methodology, this study argues that framing is the key to influencing public opinion towards actors who might be perceived positively or negatively. The results showed that mass media framing was divided into several themes. This framing explains how the mass media has an important role in disseminating disaster-related information to the public. Some evidence suggests that political competition among the local political elite contributes to the occurrence of forest fires, it’s also ensued in mass media in Indonesia. If the government is unable to enforce strong regulations on irresponsible parties, forest fires will persist. The mass media must exist as a tool to regulate its population so that they do not burn forests and land that is detrimental to the nation.

Abstract

  Work motivation that encourages enthusiasm or enthusiasm for work following organizational goals. And the challenge is one employee with another employee who is driven by different work urges. Many things affect a person's work motivation both from within the individual and external factors. The role of leadership is one of the factors that influence employee work motivation in providing services. The leadership role is at the core of the organization's progress and retreat. Based on the explanation above, this study aims to determine the role of leadership in increasing the work motivation of the State Civil Apparatus in Puncak Cendrawasih Village, Sorong City. The research method used is qualitative. Then the data collection techniques include observation, interviews, and documentation. Data analysis techniques are the way the data is obtained in the study so that conclusions are obtained, and both primary data and secondary data are carried out to complement the data from the results obtained. This study shows that the role of leadership in Puncak Cendrawasih Village, Sorong City is not yet optimal in increasing employee performance motivation. This can be seen from the lack of encouragement to encourage the work system, not giving praise or praise to employees who excel, lack of work discipline, less satisfaction with the work system in the office, and lack of employees towards their employees. The decisions taken by the leadership in Puncak Cendrawasih Village, Sorong City have not been to the expectations of their employees.

Abstract

This study examined the factors behind the advancement of bureaucratic reform in online tax services at the Regional Technical Service Unit (RTSU) of Regional Income for the City of Kupang, or Unit Pelaksana Teknis Daerah (UPTD). This investigation employed a qualitative method with an interpretive paradigm. This analysis discovered five factors from the internal and external dimensions of the bureaucracy that affect the quality of online tax revenue. From internal sources, this article found that the lack of leadership commitment, the weak capacity and professionalism of implementing actors, and the lack of budget allocations contributed to the weak progress of bureaucratic reform in online tax services. Meanwhile, on the external dimension, this study uncovered that the lack of public pressure and the existence of business practices in the service process contributed to strengthening the low quality of online tax services. To increase the quality of online tax services, the government must ensure that the public managers appointed firmly commit to the bureaucratic reform agenda. Additionally, the government needs to increase front-line implementers' professionalism and capacity to learn information technology. Finally, the government needs to minimize the occurrence of business practices in the process of public services.

Abstract

The COVID-19 pandemic has caused economic crises in many parts of the world, including post-disaster areas in Indonesia. Various studies have found that COVID-19 has caused most people to lose their livelihoods, leading to more severe poverty. However, not much is known about the impact of COVID-19 on Vulnerable Groups in post-disaster areas. The approach used in this research is descriptive qualitative where data is collected through interviews, observation, and utilizing secondary data. This study found that the pandemic caused worse conditions for vulnerable groups in post-disaster areas. The impact can be seen from both social and economic aspects. Socially, the pandemic has changed the livelihood patterns of vulnerable groups, ranging from changes in the type and number of business products to changing professions from farmers to construction workers. In addition, female family heads and the elderly are often stigmatized during the pandemic. Violence against children has also increased significantly. Economically, the pandemic has led to an increase in the unemployment in the disaster area. Female heads of household have experienced shrinking incomes and have contributed to the poverty rate. Businesses in the affected areas have difficulty accessing capital due to lack of business legality from the government.

Abstract

Government procurement of goods and services plays an important role in implementation of national development for improving public services and economic development. To achieve that, requires the implementation of E-Government, one of E-Government implementation in procurement of goods and services is JATIM BEJO. The aim of this research is to determine the success implementation of Jawa Timur Belanja Online (JATIM BEJO) in Biro Pengadaan Barang/Jasa Sekretariat Daerah Provinsi Jawa Timur. This study uses a qualitative research method with a descriptive approach. Data collection techniques through interviews, observations, and documentation. The theory used in this research is based on the study and research of the Harvard JFK School of Government concering success factors of E-Government implementation, which consist of support, capacity, and value. The results of the study indicate that the implementation of JATIM BEJO for online procurement of goods and services under 50 million is considered successful because fullfil three success factors that is support, capacity, and value.
