Abstract

This article examines the sprawling and urban transportation system in Yogyakarta City. The development and Population increasing will affect the habits of the community in using private vehicles. This article uses qualitative methods and data collection techniques are through the study of literature by finding written sources. The main sources are literature books, scientific papers, national and international scientific journals related to this research. The results of this study found that the implications of the urban transportation system in Yogyakarta still could not meet the community's need for effective and efficient urban transportation, this phenomenon had an impact on urban air quality which possibly decreasing every year and the use of private vehicles that were considered more practical by the society had resulted in density traffic, the solution and improvement of the urban transportation system needs to be done to reduce the environmental impact and habitual use of private vehicles.

Abstract

Village-Owned Enterprises or Badan Usaha Milik Desa (BUM Desa) is institution that promote economic growth that have a role related to the hope of bringing changes in the welfare of rural communities for the better. The purpose of this research is to know the characteristics of BUMDesa in the study location and evaluate the existence of these institutions. This study uses a qualitative method with a case study approach. The results showed that the characteristics of BUM Desa were formed at the initiation of the village government and were welcomed by the community. Natural potential is the main capital in developing BUM Desa. The main problem of BUM Desa is the quality of human resources and capital in developing business units. In terms of institutional success indicators, the business unit is able to have a positive impact on the community and village government. In terms of internal support and other institutions, BUM Desa institutions have collaborated with various institutions both local and international scales. In terms of leadership, the character of a leader who is visionary, professional, political, multitalent, and able to mingle with members so that he becomes a role model for members.

Abstract

The research question is how the district government collaborates through the task force, MCCC and volunteers in handling the COVID-19 pandemic in Sleman Regency. This research aims to describe and analyze the collaboration of the Regency government through the task force, MCCC in handling the COVID-19 pandemic in Sleman Regency; to describe and analyze supporting and inhibiting factors in collaboration between district governments through the task force, MCCC and volunteers in handling the COVID-19 pandemic in Sleman Regency. This type of research is a type of qualitative research with a case study design that will describe and analyze the collaboration of the Regency government through a task force, MCCC and volunteers in handling the COVID-19 pandemic in Sleman Regency. The data collection methods used were interviews and documentation. The data analysis technique used qualitative data analysis. The results of this study can be concluded that the government and Muhammadiyah as private parties have established relationships and resulted in collaboration. The existence of the COVID-19 pandemic has made the government form a special team to deal with the pandemic, namely the task force, the COVID 19 program created by the Task Force to coordinate with the central government and private elements. For the government, MCCC is a partner in capturing aspirations, while for MCCC the government is a means of realizing aspirations in a broader context.

Abstract

Multi-stakeholders governance (MSG) is a new governance design that involves many experts from multiple stakeholders to participate in dialogue, decision-finding (and possibly decision-making) and solution to common problem that occur. This article aims to analyze and identify topics on multi-stakeholder governance with a focus on social science disciplines. In particular, this article takes qualitative research with a literature study approach. The approach adopted in this paper consists of an initial selection of articles based on keywords of "multi-stakeholder governance" in social science disciplines in the Scopus database - limited to titles, abstracts, keywords, and in English and using articles published from early to 2020. Several stages are then identified; The first stage is analyzing the number of citations and analysis by country, and analysis of cumulative citations. The second stage analyzes the primary approaches, strategies, and scope used in MSG learning. Finally, the primary topic analysis of several previous studies on MSG. Therefore, the study results illustrate that there are eleven main topics in MSG in social science disciplines; some of the propositions on these topics are summarized.

Abstract

The innovations in the public sector in Indonesia produced by the state civil apparatus have not been fully managed systematically and integrated. Several Ministries and Institutions, as well as Local Governments, have made efforts to facilitate the innovation ecosystem even though there has been no connectivity and innovation platform integration together. The problems that occur in the management of innovation in the public sector are different from those of the private sector, especially in the aspects of the complexity of the problem, uncertainty, and the capacity of bureaucratic innovation. These problems require a different approach to studying them. One approach that is suitable for studying complex, uncertain, unstructured, and involving human social activities is the systems thinking approach, especially the Soft System Methodology (SSM). This study aims to formulate a conceptual model of the innovation management system produced by the state civil apparatus, especially civil servants in Indonesia, through the Soft System Methodology. The research results will be useful for policymakers, especially agencies that have the task and function of encouraging innovation for the government sector (public sector) in Indonesia at both the central and local government levels.

Abstract

The Covid-19 pandemic has a high impact on higher education governance so that it has the potential to reduce the performance of the institution. Universities must adapt and innovate in strategic management to respond to environmental changes during the Covid-19 pandemic. This study aims to explain the results of the implementation of strategic management carried out by Yogyakarta State University (YSU) during the Covid-19 pandemic. Data collection is done through documentation from journals, books, YSU performance reports, Kemendikbud performance reports, policy documents, documentation of mass media reports. The data needed is in the form of secondary data that can support (4) generating strategies to be implemented in higher education management during the Covid-19 pandemic, (5) formulating policy recommendations. The analysis was carried out by collecting data, reducing data, submitting data, as well as verifying and drawing conclusions. The achievements of the implementation of the strategic management of universities during the COVID-19 pandemic with the YSU case study showed stagnation in the fields of education services, student affairs, human resource development, research and service. Implementation of agile organization and adaptive governance in higher education governance can be done with the following principles 6 principles.

Abstract

   This study aims to describe community participation in realizing policy accountability for handling the covid-19 pandemic in the Special Region of Yogyakarta. The research design used was a descriptive study with a qualitative approach. Community participation was analyzed using a spectrum of five levels of participation. The results showed that community participation has manifested itself at every level of the spectrum of public participation. However, community participation is still limited to passive participation, where the community is only involved in policy implementation. At the information level, various information systems have been created to provide information, but not all of them can be accessed by the public. At consult level, various opinions from the community and stakeholders have received a good response and used as a consideration Governor. At the level of involvement, community has positioned as both a subject and an active participant in volunteering since the start of the pandemic. At the level of collaborate, collaboration has reached the stage of opening space for participation from various stakeholders.  Last at the empower level, it has been carried out through various efforts. starting from the RT, RW, and Village levels. However, there has been no coordinated effort and clear division of roles in implementing the collaboration and empowerment.
