Abstract

Abu Sayyaf is a terrorist group that possibility threatens the stability and security in Southeast Asia region. Terrorist activities of the Abu Sayyaf group are not only conducted in the Philippines but also in neighboring countries. Therefore, it is necessary to handle the terrorism issue at the regional level which is through ASEAN. However, ASEAN's role in responding the Abu Sayyaf group is hampered by the ASEAN Way norms. This research analyzes how ASEAN Way hampers ASEAN cohesiveness in handling the Abu Sayyaf group. This research used qualitative method with sources of secondary data. Then, data for this research were analyzed with the concept of ASEAN Way, regionalism and foreign terrorist fighters (FTF). The main result of the research found that the elements of the ASEAN Way, namely the principle of non-intervention and consensus decision-making are hindering the ability of ASEAN to handle the Abu Sayyaf group collectively. Abstract

ABSTRACT The increasing of human trafficking problem in Indonesia is an issue that needs to be addressed. This was the reason why MTV came out with their MTV EXIT Program or End Exploitation and Trafficking. the objective of this program was to raise the awareness of teenagers of how this issue mattered and how dangerous it could be. the approach was carried out by some methods that were easily accepted by teenagers such as concerts, documentary films, workshops, public service advertisements, and counseling to several cities and countries. The program took place in Indonesia from 2007 to 2014 as this country was one of the countries with the largest numbers of human trafficking cases. in 2012 MTV EXIT held a huge concert and roadshows to 3 cities that were known as places with highest numbers of cases. MTV EXIT hoped that teenagers at those 3 cities would be aware and put more attention to the human trafficking issue in Indonesia. Abstract

ABSTRAK This research explained Timor Leste’s strategy on hoisting Batek Island ownership issue which is used to gain advantages in negotiation of southern sea border, which is Block Greaater Sunrsie. Qualitative method was used as a means to collect secondary data through the documentation and literature study. Aftewards, all of the secondary data was analysed by using foreign policy theory, concept of national interest and also concept of power to explain the reson behind Timor Leste’s hoisting the ownership issue of Batek Island issue based on intentions to gain one of natural source of power, which is natural resources. By getting that power sources, that’s closely related to the national interest of Timor Leste, that is to pursuit their state survival. Abstract

ABSTRACT Marijuana legalization is a form of public policy that most raises pros and cons in Colorado, United States. The United States Federal Law which classified marijuana as illegal drugs causes millions of people to be arrested and prosecuted with heavy fines even though they have a small amounts of marijuana. The Marijuana Policy Project (MPP) as the largest Non Government Organization (NGO) for marijuana reform in the United States feels the need to reform the legalization policy of marijuana in the state that has a long history of marijuana use, Colorado. This study aims to describe the influence of the Marijuana Policy Project as an interest group towards the forming of public opinion and the process of public policy making in Colorado. Abstract

ABSTRACT China is a country which has been concerned about their country's air security. Early in 2009, China began to focus its national security through air security. China established an idea of Great Wall in the Sky in 2009 to build and improve China air security. This research discussed by answering the question to how China`s strategy to implement the idea of Great Wall in the Sky. Data for this research were collected from various sources including: literary sources, journals and reports. Data were describe with Geopolitical View and National Security Strategy concept. By using qualitative method, this research shows that China is trying to strengthen its military army air force posture to implement the idea of Great Wall in the Sky. China takes advantage of the air space for raising its national security which is influenced by Geopolitical View and made some strategies based on the National Security Strategy. Abstract

ABSTRACT East Nusa Tenggara is a Food Insecurity Province in Indonesia in 2000-2005 and that’s make that issue is important in that country. World Food Program (WFP) is an International Organization Agency that provides food assistance when the issue of Food Security in Indonesia occurs. WFP collaborates with the Indonesian government to build programs to create appropriate food security conditions in vulnerable areas such as East Nusa Tenggara. WFP plays a full role in its assistance to national and regional governments which the government believes can be a solution to solve these food problems. This study focused on explanation of the role of international organizations such as WFP in helping Indonesia solve food security issues in one of the provinces in Indonesia, namely NTT, and purpose of this study also present a descriptive analysis of roles and functions of international organizations in helping countries face national food security issues. Abstract

ABSTRACT This research describes an implementation of the Palermo Protocol as an international law in Indonesia in an affort to overcome the problems of Indonesian’s Woman Labour who are victims of human trafficking throught the point of view of human security. Indonesia not only as a sending country, but also a transit and destination country for the human trafficking issue. This study will elaborate on three things: first, there has been setup in an effort to combat and prevent human trafficking throught the international instruments called the Palermo Protocol in 2000. Second, in Indonesia human trafficking has occurred since the royal era in Indonesia. However, Indonesia does not have a law that can be used to view the exact definition related to human trafficking, the punishment that is fitting to the perpetrators, and to provide protection for victims of human trafficking so that problem can not be solved properly. Abstract

ABSTRACT Human resources issue in Lao PDR is a complex issue, such as less attention from government, unwilling children to go to school, unskilled teachers to inaccessible and uneven access of education. Responsibility to protect of Lao PDR government in dealing with education issue is in a form of implementing Education for All (EFA) programs of UNESCO in 2003-2015. This research aims to analyze the implementation of Education for All (EFA) programs by Lao PDR government. The concept of human security is able to explain the importance of education through the process of how the government captures this as a threat to the individual and the responsibility to protect (RTPR) from Lao PDR government. Since the collaboration with UNESCO, the Lao PDR government has finally directed its national policy to be focused on education This research uses descriptive qualitative method using official documents issued by Lao PDR government and UNESCO data. Abstract

ABSTRACT This final assignment discusses about Australia's choice to decide the policy to impose sanctions on Fiji after the 2006 military coup. The Australian decision will be analyzed using the Foreign Policy Theory and the Rational Actor Model. The analysis within this final assignment will provide the reasons behind choosing policies to impose sanctions in response to a military coup in Fiji. The Rational Actor model is used to explain that Australia as a rational actor will choose the most strategic policy among various alternatives to achieve its national interests. The outcome of this research is a clear explaination about the reason that motivate Australia chose the option to impose sanctions on Fiji. After considering the costs and benefits of various alternative options available, the option to impose sanctions is the most suitable for Australia in response to the 2006 military coup in Fiji. Abstract

This research aims to describe the causes of ASEAN’s failure in making the Code of Conduct for South China Sea dispute during the period of 2002-2012 by using the concept of international organization’s weaknesses and influence of external actor. The above-mentioned dispute involves four ASEAN member states; there are Vietnam, The Philippines, Malaysia, Brunei Darussalam and China, which is not an ASEAN member state. This research perceives that the failure of ASEAN in making Code of Conduct is influenced by internal and external factors. By using qualitative method, the author found that there are three internal factors that challenge ASEAN, namely different national interest among member states, decision-making process based on consensus, and weak dispute settlement mechanism. The external factors are economic relations between ASEAN and China, China’s persuasion efforts to ASEAN, and China’s ability to prevail strategy towards Cambodia.
