Abstract

ABSTRACT The development of the world nowadays has made traditional diplomacy shifts to become more modern. This also means that there would be more instrument that diplomacy can use for it’s track, which is one of the instrument is cultural aspect. The Japanese government through Bali Japan Matsuri hopes to introduce more of Japan's popular culture and enhance its positive image in Indonesia as a target country. This study aims to provide an explanation of how Japan uses its popular culture as an instrument of diplomacy to provide a positive image to the Indonesian nation, and the purpose of this study will also present a descriptive analysis of the values contained in the Bali Japan Matsuri festival through the concept of soft power currencies. Abstract

ABSTRACT This research aims to explain China’s strategy on taking measures to build Gwadar-Kashgar oil pipeline by using qualitative method. The above-mentioned pipeline through Pakistan-China line is a response of Malacca Dilemma that vividly captures the nature of the Sea Lanes of Communication (SLoC) challenges to China’s oil transportation from the Middle East. Given the proposed pipeline is far from cost effective compare to the usual routes, China still dependent on the sea routes considering the small proportion of oil that can be transported through the pipeline. The data in this research was analysed by using energy security, national strategy and rational choice theory frameworks. This research perceives that China’s overland oil supply route plan is driven by a purpose to strengthening China’s energy security by using a minimizing the maximum lost strategy and to avoid possibility of any damage lost. Abstract

ABSTRACT Indonesia is Australia’s closest neighbor countries are cooperating in various fields including the field of aviation. Australia has a strong aviation company and contribute to the advancement of the world’s airlines to join the international civil aviation organization (ICAO) and helped develop the company’s low in many countries, especially in Asia Pacific. The Aviation sector included into one of the most important area, because of the creation of air traffic for people’s mobilization especially tourists who produce the country’s foreign exchange. The implementation of aviation safety improvement is done through the cooperation of the air transport sector in which inside it there are grains of technical implementation carried out by both countries, and also implementation support in such cooperation namely Indonesia Australia Aviation Security Project (IAAP), Indonesia-Australia Direct Flight Cooperation, and Indonesia Transport Safety Assistance Package (ITSAP). The implementation is a form of political negotiation within the framework of relations between the two countries to persue their own national interests. This study assessed using two concepts that is sustainable development of air transport and geostrategic concept. The Locus of this study is from 2008-2013. Abstract

ABSTRACT This research aims to explain the change in China’s response regarding the deployment of THAAD in South Korea. THAAD is one of United States – South Korea cooperation in order to deter North Korea, but China also views the THAAD as a threat to its national security. China retaliated with a boycott towards South Korea in 2016, but then decided to normalize its relations with South Korea at the end of 2017 even though THAAD is still deployed in South Korea. The theoretical framework in this research used liberalism’s economic interdependence theory to analyze this case, with further explanation using trade-peace model. This research found that the reason behind China’s change of response regarding THAAD was based on a tendency to maintain its economic relations with South Korea. Abstract

ABSTRACT The emergence of new silk road economic belt can be analyzed by international relations study. This study attempted to analyze China’s interests towards Central Asia in the path of the new silk road economic belt. This research using two concept, namely: first, the concept of China's grand strategy by Simon Norton explaing that economic belt’s principle is neighborhood policy. Second, the national interest concept by Nuchterlein. Both of concepts help to map China's national interests to Central Asia in new silk road economic belt. The national interests to be achieved by China are: Trade interest, energy security interest, interest to maintain of Xinjiang Province, and the interests of spreading influence and increasing power. There are also many obstacles in the implementation of economic belt, such as: political instability of the partner country, racial and religious differences, three evil-force issues and regional boundary disputes from the countries in the Central Asia region. Abstract

The increasing demand of the world market for Indian cotton, made the Indian Government issued a policy regulating the production, distribution, and management of cotton seeds called the Seed Bill Act 2004. After the implementation of Seed Bill Act 2004, problems arose directly related to the life of Indian cotton farmers. The Seed Bill Act 2004 is considered do not reflect the interest of Indian cotton farmers. This study analyzes the phenomenon through the response of cotton farmers after the implementation of the Seed Bill Act 2004. This study was analyzed by qualitative descriptive method and also using public policy and Intermestic concept. The data in this study were obtained from various sources such as books, journals, and other sources directly related to this research. The tempus of the study is the years 2004 - 2010. This research found that the obligation of seed certification and the inclusion of GMO seeds in the Seed Bill Act 2004 gave the bad impact on the social and economic life of cotton farmers that resulting respons up to form mass suicide. Abstract

ABSTRACT The Philippine government has had a prolonged conflict with armed group in Mindanao, South Philippines. One of the most influential groups in Mindanao is a MILF. MILF wants to establish an independent and sovereign state in the Southern Philippines as a result of the efforts of Christianization by the Philippine Government to cause land disputes and power shift. However, it has never been realized until giving rise to various rebellions. The various peace process has been done, such as the Tripoli Agreement, the Final Peace Agreement and the Memorandum of Agreement on Ancestral Domain but always failed. Finally succeeded with the signing of the Framework Agreement of Bangsamoro (FAB) in 2012 between the Philippine government and the MILF. FAB will contain the guarantee of basic rights Bangsmoro by the Government. This study shows that the motivating factor for MILF to sign FAB with the Philippine Government is a political recognition given to the Bangsamoro, special autonomy, as well as the creation of the Bangsamoro Basic Law that will include various things about the basic rights to the Bangsamoro. Abstract

ABSTRACT This research aims to analyze the UNEP process in response facing the threat of water crisis in Ogoni, Nigeria through Responsibility To Protect (RTPR) in human security perspective. The water crisis caused a threat to the survival of the Ogoni community by decreasing the water quantity supply, increasing economic, social and health issues. This issue discussed by answering question to how UNEP implementing the Responsibility to Protect (RTPR) in dealing with water crisis issues in Ogoni, Nigeria. This research used collected data from various sources including, literary sources, news and reports. Data were analyzed with responsibility to protect of international community from human security perspective in international relations. By using descriptive qualitative method,this research shows what is done by UNEP as a fulfillment of the fundamental rights of the Ogoni community through environmental assessment project and regulatory policy recommendations as well as build a facility sanitation and water supply. Abstract

ABSTRACT Uncontrolled illegal elephant ivory trade has become an international issue. It causes a decline in the elephant population. Thailand is a country that still trades elephant ivory, even though it has ratified CITES. Legal uncertainty in Thailand, and the lack of attention to this issue, make the handling of illegal elephant ivory trade is still not optimal. This condition made WWF carry out several advocacy activities to help deal with the case. The locus of this study is 2013-2016, with the type of research is descriptive qualitative. This research uses the concepts of international norms, NGO advocacy roles, and NGO advocacy strategies and tactics. The results of the study illustrate that in this case, there were two strategies and tactics used by WWF in carrying out its advocacy role. Abstract

This study analyzed the reasons behind US anti-missile defense shield construction called United States Ground-based Midcourse Defense (US GMD) which was located in Eastern Europe, Poland, during George W. Bush prescidency (2001-2008). The efforts of maintaining unipolarity and minimizing any threats in order to weaken the US was crucially to be done due to the US was experiencing transitional phase from unipolar to multipolar at that time. Related to this issue, the United States mapped Iran as a potential threat as well as an “axis of evil” since it was rapidly developing the ballistic missiles which resulted in threatening the US security and unipolarity. Iran was even considered as a country which capable of carrying the nuclear warheads without any warning. Through a qualitative methodology, this study found that the main purpose of building the US GMD in Poland was to maintain US hegemonic stability in Europe. The stability of hegemony was derived from an important combination of defense, economy, ideology, and world order. Therefore, the reason behind US GMD construction in Poland was to achieve the US national interests in the form of defense, economy, ideology as well as the world order, which then confirmed the stability of US hegemony in Europe.
