Abstract

Safety is one of the main considerations in designing toll roads. Vehicle running at speed higher than the speed limit contribute to such a high number of traffic accident. PT Jasa Marga, the operator of Cipularang toll road, has taken preventive actions to reduce the number of accidents by installing transverse rumble strips. The objective of this study is to determine the effect of installing transverse rumble strips at Cipularang toll road in reducing the speed of light vehicles and the number of accidents. Using parametric and non-parametric tests, this study showed that the transverse rumble strips do not affect the speed of light vehicles. In addition, the transverse rumble strips has no significant effect in reducing the number of accidents either.Keywords: traffic safety, toll roads, transverse rumble strips, traffic accidents.

Abstract

An Electronic Toll Collection (ETC) system can be used to reduce vehicle queues in toll gates. This study aims to determine the most effective combination of conventional and ETC booths in a toll gate. The Pondok Gede Timur toll gate was selected as a case study for this research. The results show that vehicle flow did not linearly affect the vehicle lost time since the fluctuations of vehicle flows were significantly different from one day to another. The application of ETC system could reduce the queue length, both in conventional and ETC booths located in a toll gate.Keywords: conventional toll booth, ETC booth, lost time, and queue length.

Abstract

Abstrak Pada hampir semua aplikasi perencanaan transportasi, input data yang paling sulit dan mahal untuk diperoleh adalah Matriks Asal Tujuan (MAT). Metodologi telah dikembangkan untuk mendapatkan MAT tersebut, yang secara garis besar dikelompokkan menjadi 2 (dua), yaitu metode konvensional dan metode tidak konvensional. Penggunaan metode tidak konvensional mempunyai keunggulan komparatif dibandingkan dengan metode konvensional dalam hal kemudahan memperoleh data, yaitu murah, cepat dan tidak mengganggu arus lalulintas. Meskipun demikian terdapat beberapa faktor yang mempengaruhi akurasi MAT yang dihasilkan dari data arus lalulintas, di antaranya adalah pengaruh teknik pemilihan rute yang digunakan. Pada penelitian ini dikaji pengaruh penggunaan teknik pemilihan rute terhadap tingkat keakurasian MAT yang dihasilkan dari informasi data arus lalulintas. Jenis metode pemilihan rute yang akan ditinjau pengaruhnya adalah metode pemilihan rute All-Or-Nothing dan keseimbangan (Equilibrium Assignment). Selanjutnya proses estimasi MAT dengan menggunakan data arus lalulintas tersebut akan dianalisis menggunakan data untuk wilayah Kota Bandung dan sekitarnya. Hasil penelitian menunjukkan bahwa terdapat tingkat keakurasian yang cukup tinggi dalam proses estimasi MAT. Hal tersebut ditunjukkan berdasarkan nilai optimum fungsi tujuan serta hasil pengujian statistika.Kata-kata kunci: pemodelan transportasi, matriks asal-tujuan, metode estimasi, distribusi perjalanan, pemilihan rute

Abstract

Bacan Island, located in South Halmahera, North Maluku Province, is a potential region with a variety of important sectors, such as plantations, fisheries, mining, tourism, industry and trade. Until recently, this potential has not been exploited fully due to lack of transportation infrastructure systems. The government has prepared the plan to construct the road network systems, which consist of five road segments connecting the potential regions. With limited funding available, it would be impossible to build the road in the same time. Therefore, an optimum and carefully planned prioritization program should be applied. The purpose of this study was to determine the priority of road construction on the island of Bacan using Important Performance Analysis and Analytical Hierarchy Process methods. The result shows that the criteria considered important in determining the prioritization of road construction are as follows: (a) accessibility, (b) linkage, (c) land use, (d) cost, (e) technical aspects, (f) economic, and (g) environment. It is recommended that the construction phases of the road network in Bacan Island are Labuha-Babang, Babang-Songa, Songa-Wayaua, Labuha-Sawadai, Sawadai-Kubung, Babang-Yaba, Labuha-Belang-belang, Belang-belang-Yaba, Songa-Wayatim, and Wayatim-Wayaua, consecutively.Keywords: road construction, Importance Performance Analysis , Analytical Hierarchy Process

Abstract

Abstract People need transportation for social and economic daily activities. Since road network usually experience traffic congestion, railroad is one of good alternatives. People will choose train as a public transportation if there is a good service performance. In accordance with domestic and international social and economic activities in Indonesia, national and international service standard is important. The aim of this study is to evaluate the service performance of large railway station in a large city in developing country. Bandung large railway station is carried out as a case study. Indonesian transportation minister regulation No. 48 year 2015 regarding people transport by train and Department for Transport Scotland, 2015 regarding design standards for accessible railway stations used as the standards. Results indicated that waiting room, boarding room, and prayer room fulfill the standards while restroom, lighting, and air-conditioner are unfulfilled. Furthermore, improvement, routine inspection, and maintenance have to be implemented consistently. Keywords: service performance, large railway station, large city, developing country  Abstrak Manusia memerlukan transportasi dalam kegiatan sosial dan ekonomi sehari-hari. Jaringan jalan umumnya selalu mengalami kemacetan lalulintas, karenanya jalan rel adalah alternatif yang baik. Orang akan memilih kereta api sebagai moda transportasi publik jika terdapat pelayanan yang baik. Berkenaan dengan kegiatan sosial dan ekonomi yang bertaraf nasional dan internasional di Indonesia, maka pemenuhan terhadap standar pelayanan nasional dan internasional menjadi penting. Tujuan studi adalah mengevaluasi kinerja pelayanan stasiun besar kereta api di kota besar di negara berkembang. Stasiun besar kereta api Bandung digunakan sebagai studi kasus. Peraturan Menteri Perhubungan Republik Indonesia No. 48 Tahun 2015 tentang Standar Pelayanan Minimum Angkutan Orang dengan Kereta Api dan Standar Department for Transport Scotland, 2015 tentang Standar Desain untuk Stasiun Kereta Api yang mudah diakses digunakan sebagai pedoman. Ruang tunggu, ruang boarding, dan mushola memenuhi kedua standar. Toilet, penerangan, dan sistem pendingin ruangan tidak memenuhi kedua standar. Selanjutnya perbaikan, inspeksi rutin, dan pemeliharaan harus konsisten dilakukan. Kata-kata kunci: kinerja pelayanan, stasiun besar kereta api, kota besar, negara berkembang

Abstract

In ASEAN, Indonesia has largest area and population, longest road infrastructure, and largest number of motor vehicles, but road victims’ fatality is low. This indicates under-reporting. Existing model of road victims’ fatality is Andreassen models which use population numbers and motor vehicles numbers asvariables to prediction numbers of fatality. This study aimed to obtaining the best predictive model of road victims’ fatality which suits Indonesia’s conditions. Three models were compared are Andreassen model, Artificial Neural Network with two variables (ANN2) and four variables (ANN4), with driving license holderand road length as two additional variables. Model validation was performed on three cities in West Java with different categories population densities. The results reveal that ANN4 is the best fatality prediction model. In addition, predictions of road victim numbers in Indonesia are not only influenced by populationand vehicles number, but also by driving license holder numbers and road length.Keywords: fatality, model comparison, Andreassen model, Artificial Neural Network model

Abstract

Abstract This study aimed to analyze the level of consumer expectations and the performance of the service and the satisfaction level of stevedoring service users at the Container Terminal of Semarang. It also analyzes the factors that have to be maintained, the main priority, and low priority of customer satisfaction. The samples are 73 respondents (companies) with the data analysis performed using the Important Performance Analysis. Based on the Cartesian diagram analysis, it is known that factors considered essential are in accordance with the reality perceived by the customer so that the satisfaction level is relatively high for the clarity of service personnel, service personnel discipline, fairness of service, and comfort environment. While the factors that are considered less important by customers and in fact not very special are service procedures, service attendant responsibilities, service speed and courtesy and hospitality workers. Key words: performance, interest, satisfaction, service, quality  Abstrak Penelitian ini bertujuan untuk menganalisis tingkat harapan konsumen dan kinerja layanan serta tingkat kepuasan pengguna jasa bongkar muat pada Terminal Peti Kemas Semarang. Selain itu juga menganalisis faktor yang harus dipertahankan, prioritas utama dan  prioritas rendah dari kepuasan customer. Sampel yang digunakan sebanyak 73 responden (perusahaan) dengan analisis data menggunakan Important Performance Analysis. Berdasarkan hasil analisis diagram Kartesius diketahui bahwa faktor-faktor yang dianggap penting telah sesuai dengan kenyataan yang dirasakan oleh pelanggan sehingga tingkat kepuasan relatif tinggi terdapat pada kejelasan petugas pelayanan, kedisiplinan petugas pelayanan, keadilan mendapatkan pelayanan dan kenyamanan lingkungan. Sedangkan faktor-faktor yang dianggap kurang penting oleh pelanggan dan pada kenyataannya tidak terlalu istimewa adalah faktor prosedur pelayanan, tanggungjawab petugas pelayanan, kecepatan pelayanan, serta kesopanan dan keramahan petugas. Kata-kata kunci: kinerja, kepentingan, kepuasan, layanan, kualitas

Abstract

Abstrak Peningkatan permintaan penumpang di Bandar Udara Adisutjipto-Yogyakarta serta peningkatan status menjadi bandar udara internasional menuntut tersedianya fasilitas yang dapat mewadahi kegiatan yang berlangsung. Perkembangan pergerakan angkutan udara di Bandar Udara Adisutjipto mengindikasikan bahwa fasilitas terminal penumpang eksisting sudah tidak mampu lagi menampung volume penumpang yang ada.Kebutuhan fasilitas bandar udara dibangun berdasarkan prakiraan (forecast) untuk mencari hubungan antara permintaan (demand) dengan kapasitas fasilitas yang ada sehingga kebutuhan fasilitas bandar udara dapat ditentukan. Proyeksi penumpang dilakukan dengan membentuk persamaan regresi linier berganda antara volume penumpang sebagai variabel tergantung (dependent variable) dengan jumlah penduduk, PDRB, atau PDRB per kapita sebagai variabel bebas (independent variable). Analisis kebutuhan luas terminal penumpang dilakukan berdasarkan jumlah penumpang pada saat jam puncak dan standar luas yang berlaku. Perhitungan lalu lintas pada jam puncak dilakukan dengan memasukkan faktor jam puncak (Cp) terhadap pergerakan lalu lintas harian, menggunakan formula JICA (Japan International Cooperation Agency).Jumlah penumpang domestik pada jam puncak tahun 2024 adalah 1.516 penumpang dengan 24 pergerakan pesawat dan fasilitas terminal penumpang domestik yang dibutuhkan adalah sebesar 22.399,78 m2. Jumlah penumpang internasional pada jam puncak sampai dengan tahun 2024 mencapai 170 penumpang dengan 3 pergerakan pesawat dan fasilitas terminal penumpang internasional yang dibutuhkan adalah sebesar 2.345,70 m2.Kebutuhan ruang parkir tahun 2024 adalah seluas 16.639,68 m2 untuk menampung 661 mobil penumpang, 124 taksi dan 42 sepeda motor.Konsep perencanaan pengembangan terminal penumpang Bandar Udara Adisutjipto-Yogyakarta adalah secara vertikal dan horisontal dengan sistem bangunan linier.Kata-kata kunci: jam puncak, peak hour, forecast, demand

Abstract

Abstract This study is aimed to analyze the Vehicle Operational Cost due to the functioning of JORR W2 segment (Ulujami-Kebon Jeruk) in July 2014, and to analyze the VOC with and without the operation of JORR W2 segment on the JORR S-E1 segment and Prof. Sedyatmo toll road. Variables used in this study are International Roughness Index, speed, and traffic volume. The Vehicle Operational Cost is calculated using the method developed by the Ministry of Public Works in 2005. The result shows that before JORR W2 was operated, the traffic volume from Pluit to Pluit IC was bigger than the one from Ulujami to Cikunir, while it was in contrary after the JORR W2 was operated. Before and after JORR W2 was operated, i.e from 2012 to 2016, the of JORR S-E1segment were higher than the ones of Prof. Sedyatmo toll road with the increase trend on Vehicle Operational Cost of both segments. As JORR W2 was operated, the Vehicle Operational Cost of JORR S-E1 became bigger than if it was not operated, but it was in contrary for Prof. Sedyatmo toll road. Keywords: vehicle operating cost, toll road, International Roughness Index, traffic speed, traffic volume  Abstrak Penelitian ini bertujuan menganalisis Biaya Operasional Kendaraan akibat berfungsinya segmen JORR W2 (Ulujami-Kebon Jeruk) pada Juli 2014, dan menganalisis Biaya Operasional Kendaraan dengan dan tanpa beroperasinya segmen JORR W2 pada ruas JORR S-E1 dan Jalan Tol Prof. Sedyatmo. Variabel yang digunakan dalam penelitian ini adalah International Roughness Index, kecepatan, dan volume lalu lintas. Metode penelitian dilakukan dengan pengumpulan data variabel kemudian menghitung Biaya Operasional Kendaraan dengan metode yang telah dikembangkan oleh Departemen Pekerjaan Umum tahun 2005. Berdasarkan analisis, sebelum dioperasikan JORR W2 volume lalu lintas dari Pluit ke Pluit IC lebih besar daripada dari Ulujami ke Cikunir, sedangkan sesudah dioperasikan terjadi sebaliknya. Adapun pada saat sebelum dan sesudah JORR W2 dioperasikan, Biaya Operasional Kendaraan pada ruas JORR S-E1 lebih besar daripada ruas Tol Prof. Sedyatmo dengan trend naik untuk Biaya Operasional Kendaraan di kedua ruas ini. Pembukaan JORR W2 mengakibatkan Biaya Operasional Kendaraan di JORR S-E1 lebih tinggi dibandingkan dengan bila segmen tersebut tidak dibuka, namun sebaliknya yang terjadi pada Jalan Tol Prof. Sedyatmo. Kata-kata kunci: biaya operasional kendaraan, jalan tol, International Roughness Index, kecepatan lalu lintas, volume lalu lintas

Abstract

Traffic safety on the highway is a complex problem involving the behavior of drivers, driving conditions, vehicle characteristics, and features of the highway. Traffic accidents can be reduced with safety programs, in an attempt to address these traffic accident problems. This study aims to reduce the severity and frequency of road accidents. An observation made in Cikundul Bridge, located at Puncak Road, West Java. This location is a dangerous location, which needs to be given priority for remedial based on analysis of existing traffic accident data. The remedial that needs to be done includes installation of better traffic signs, installation of road markings, installation of fences, improving road geometric conditions, and improved visibility.Keywords: traffic safety, accident severity, road safety program
