Abstract

This research aimed to find out how the application of Online Single Submission as a strategy for controlling business licensing administration at Investment and One Stop Integrated Service Department (DPMPTSP) of Denpasar City. With descriptive qualitative research methods, strategic management theory from Wheelen and Hunger (2012) is used with indicators environment analyses strategy formulation, strategy implementation, also evaluation and control. Based on the result of each indicator, the main strategy that DPMPSTP of Denpasar City applied are adapting the Online Single Submission system, improves the quality and quantity of employees, maximizes socialization, and publishes supporting programs. In its implementation, Online Single Submission system has proven to be progressively successful in streamlining the flow of licensing services that make it easier for the public, provide transparency over time and costs, and increase the amount of investment in Denpasar City. Abstract

Klungkung Regency, as one of the regencies located in Bali Province, tries to implement Good Environmental Governance through public service innovations in the form of the Local Waste Processing Place Program or TOSS Center Gema Santhi Karangdadi to overcome waste problems and their management, especially for urban areas. TOSS itself still has various problems, both in terms of environmental governance and innovation in public services. This study uses a descriptive-exploratory method with purposive and snowball sampling techniques. The results show that the TOSS Center Gema Santhi Karangdadi program in Klungkung Regency in terms of Good Environmental Governance and public service innovation is still not fully optimized. However, TOSS Center needs to improve several things, especially on community participation, transparation, human resources and facilities infrastructure. Abstract

The background of this writing is based on the Regional Regulation of Badung Regency No. 18 of 2013 concerning the Implementation of Transportation by Public Motorized Vehicles related to the problem of congestion in Badung Regency caused by the imbalance of road capacity with vehicle volume. Based on this study using the theory of performance measurement of the Badung Regency Transportation Service from Agus Dwiyanto (2006) namely Productivity, Service Quality, Responsiveness, Responsibility and Accountability. This research uses a qualitative research type with a descriptive approach. The results showed that the performance of the Department of Transportation in Traffic Services in Badung Regency in minimizing traffic congestion problems was quite optimal. Recommendations that can be given in this study are to reorganize employees, provide a special base for online vehicles and disseminate information about complaints systems such as social media. Abstract

Kutuh Village is one of the villages in South Kuta District, Badung Regency which has succeeded in establishing BUMDes on October 30, 2016 under the name BUMDes Manik Sedana Kutuh. BUMDes Kutuh was established based on Village Regulation Number 5 of 2016 concerning the Establishment of Village-Owned Enterprises. BUMDes Kutuh's efforts to increase village original income are by establishing three work programs, namely the Pancali Spa business unit, the waste transportation service unit, and the goods and services business unit which currently still has problems.This research uses a qualitative research type with a descriptive approach. Based on this research study using the theory of effectiveness by Masruri (2014). The results of the study show that the effectiveness of BUMDes in increasing village original income in Kutuh Village is quite good but not effective as a whole. Abstract

Punggul Village is one of the villages that is aggressively innovating by utilizing technology. Their success in innovations makes Punggul Village earn the title of Digital Village. However, its management has several problems, such as public awareness, organizational culture, human resources, finance, and system management. This study aims to determine the implementation of Innovative Governance in Digital Villages Management at Punggul Village. This research uses the Innovative Governance theory from UN-Habitat in Sangkala (2014). Using the descriptive qualitative method, data were collected through interviews, observations, and documentation analyzed by the Miles and Huberman model. The results indicate that Punggul Digital Village can be categorized as Innovative Governance. However, Punggul Village needs to improve several things, especially on indicators of partnership and leadership-community empowerment. These problems can be resolved by increasing the number of human resources and a more in-depth study of village problems. Keywords: Digital Village, Innovative Governance, Management

Abstract

Koperasi Tani Mertanadi is a cooperative business that is engaged in asparagus production through the OVOP approach in empowering the economy of rural communities . But in its implementation there are problems such as breeding, mentoring and the marketing process. The method used in this research is descriptive qualitative. Based on the study, this research uses the theory of community empowerment according to Mardi Yatmo Hutomo. The results of the study show that several indicators have been running well such as indicators of capital assistance, infrastructure development assistance, assistance assistance, institutional strengthening and strengthening partnerships, but not yet optimal due to several obstacles such as indicators of infrastructure development, then indicators of strengthening partnerships and on the indicators of mentoring is quite good but needs to be improved again, especially assistance on cooperative operational management. Abstract

This study aims to analyze the management of Monkey Forest Tourism Objects during the Pandemic Period through the concept of Community Base Tourism. This research uses descriptive qualitative method. The findings show that in the planning stage this concept has been running well. However, this was not matched by the enthusiasm and knowledge and skills of the people inside and outside of MSW management. At the implementation stage, the implementation of CBT has not run smoothly. There are obstacles such as the addition of attractions which are constrained during the pandemic due to the restrictive policies carried out by the government as well as drastically reduced tourist visits. In the monitoring/evaluation stage, CBT is already good. But on the other hand, during the corona virus pandemic there was a decrease in visitors so that the income from the Monkey Forest Tourism Object also decreased and indirect participation also decreased. Abstract

The purpose of the study was to analyze the performance of the Bali Province UPTD PPA in handling cases of domestic violence in Denpasar City. Analysis of the findings using the theory of Organizational Performance Agus Dwiyanto (2006). The findings show that the productivity of the organizational performance of the Bali Province UPTD is not optimal, this can be seen from the quantity of work that there are still many constraints on limited human resources. Then the quality of work provided by the Bali Province UPTD PPA is quite good with the services provided by the officers. The quality of service related to physical evidence and public trust has not been optimal. Responsiveness relates to speed and accuracy as well as community participation and assistance. Speed and accuracy are considered good enough by the community. The responsibility of the Bali Province UPTD to the community is in the form of providing alternative solutions to the problems they complain about. Abstract

Kedisan Village is designated as a tourist village based on Gianyar Regent Regulation No. 429/E02/2017 concerning Determination of Tourism Villages in Gianyar Regency. Various efforts have been made by the Kedisan Village government in the context of developing a tourist village. Over time, development efforts have decreased tourist visits caused by internal and external factors. This research uses a qualitative descriptive research type. The analysis used is the indicator of strategic management by Wheelen and Hunger and the concept of capacity building according to Grindle. The results showed that the tourism village development activities have been running quite well but not yet fully running optimally. There are still several obstacles, namely in determining strategy and policy directions, low coordination between parties, the Covid-19 pandemic, as well as the low quality of human resources in the tourism sector and the lack of public awareness in seeing the opportunities that exist.
