Abstract

his research is motivated by several problems with contract employees at the personnel and human resource development agency, namely work procedures that are not in accordance with educational backgrounds, work skills, lack of training for contract employees, small salaries and delays in receiving salaries, some employees who are less discipline such as coming late to the office and leaving before office hours are over. This research uses performance theory according to Bernardian & Russell (in Faustino Cardoso Gomes 2005:142). The results of the study show that the performance of contract employees at the Jembrana Regency Personnel and Human Resources Development Agency is measured to be quite good, but there needs to be an increase in performance in indicators of quality, quantity and persistence at work. Abstract

“The Village Credit Institution (LPD) is a financial institution owned” by traditional villages which is one source that can assist community development and empowerment. The establishment of the LPD is inseparable from the Bali Provincial “Regulation No. 8 of 2002 concerning Village Credit Institutions to support” the “economic” development of rural communities. In managing the profits obtained by the LPD Adat Duda, they carry out the kelayusekaran program and the scholarship program. “The research method used is descriptive qualitative method,the interview, observation and, documentation” techniques. The findings show that the active role of LPD Adat Duda in the implementation of the welfare and scholarship programs can be seen from several indicators of the implemented role theory, such as “the interpersonal roles, informational roles and, decisional roles” that have been well implemented. In conveying information to the community, the role of the Duda Traditional Village LPD is still lacking, there is a need for regular socialization, and in the implementation of the scholarship program, further coordination is needed. Abstract

Denpasar City has successfully adopted Perwali Denpasar No. 36 of 2018 concerning the decrease of the use of single-use plastic bags since 2019. The usage of plastic bags in Denpasar City was greatly reduced at the start of Perwali Denpasar No. 36 of 2018's implementation, with a drop in modern stores and shopping malls reaching 99.8%, traditional markets reaching 54%, and other commercial stores reaching 80%. However, at this point, due to people's continued use of plastic bags and the government's lax enforcement of restrictions, the policy has deteriorated performance, particularly in the sector of traditional markets and other business stores. Abstract

Bali provincial regulation number 6 of 2014 is a policy by the government to regulate about child protection in Bali. This regulation is under the Social Government and several related departments. The research objective the be achieved is how to evaluate the regulation of child protection. This study uses descriptive qualitative methods with data collection, interviews and documentation. The indicator uses to dissect the result of the regional regulation evaluation research are effectiveness, efficiency, adequacy, alignment, responsiveness, and accuracy. The results of this study indicate this regional regulation has not effective, because it cannot reach the targets is written in the constitution. The lack of the equity means there are still many children of hawkers in Denpasar who were employed by their parents. The civil service police unit routinely patrols to certain points with high mobility, it’s activities to reduce children hawkers. Keyword: Local regulation, Child protection, Hawkers, Evaluation

Abstract

In an effort to enhance community development and empowerment in Telaga Tawang village, the purpose of this study is to ascertain how the management of village money distribution is held accountable. The implementation of Law Number 6 of 2014 Concerning Villages gave rise to the Village Fund Allocation Management program, which aims to enhance one component of good governance and has accountability as one of its foundations. The government's effort to improve government administration is called accountability. It takes the form of rural communities' development and empowerment and is based on good governance. The type of research that was done used a descriptive qualitative research approach. Instruments for interviews, observations, and documentation are used in data gathering approaches. The principle of accountability put out by Jay M. Shafritz and E.W. Russell demonstrates planning, execution, management, and accountability indicators. The findings demonstrated that, in terms of planning, execution, administration, and accountability indicators, the management of village fund allocation (ADD) has been operating successfully. Participation of the community in planning the distribution of village money, however, is still a problem. The management of village fund allocations has been running smoothly, and the transparency provided by the village government has been good with the realization in accordance with the village fund allocation planning, with the construction of residential roads being one example. Abstract

During the Covid-19 pandemic, the Gianyar Regency Population and Civil Registry Office received many complaints from service users. Therefore, it is necessary to measure the quality of public services to assess the quality of public services at the Gianyar Regency Population and Civil Registry Office during the COVID-19 pandemic. This study uses a qualitative research type with a descriptive approach. This study uses the theory of service quality measurement according to Zeithaml, Berry, and Parasuraman in Hardiyansyah which includes five dimensions, namely tangibles, reliability, responsiveness, assurance, and empathy. The results showed that the quality of public services at the Gianyar Regency Population and Civil Registration Service during the COVID-19 pandemic was still not running optimally. Based on the results of the study, the researcher provides recommendations, including adding support for health protocol infrastructure, increasing direct supervision of employee performance, and optimizing the provision of online services. Abstract

This BUMDES was formed on the legal basis of PP RI No. 11/2021 regarding BUMDES. This BUMDES has a trading unit, photocopy and ATK, PPOB, and a Parking Service Unit. However, in increasing PADes there are still some obstacles. Among them, the village government does not fully shop at BUMDes, lack of socialization, lack of coordination with several banjar clients, difficulty finding parking attendants, and weather and pandemics. This research use desciptive qualitative approach. Data collection techniques used are observation, interviews, and documentation. The data analysis technique used is SWOT analysis. The result of this research is that BUMDes seems quite able to identify its internal and external environment. BUMDes Dasa Kriya Loka Amerta in formulating strategies is still said to be not optimal. BUMDes Dasa Kriya Loka Amerta in implementing its strategy is quite good. And BUMDEs Dasa Kriya Loka Amerta have done a good evaluation. From these results, researchers provide alternative strategies in the form of opening business units and programs needed by the community, innovating, socializing, and receiving input and suggestions from the Village Government. Abstract

The main focus of this research is the Strategy of the Social Service in Empowering Persons with Disabilities in Buleleng Regency. This study aims to explain how the Strategy of the Social Service in Empowering Persons with Disabilities in Buleleng Regency. This strategy is analyzed using John Bryson's strategic planning process and using SWOT analysis. This study uses a qualitative approach because this study describes how the Social Service Strategy in Efforts to Fulfill Accessibility Rights for Persons with Disabilities. The results of this study indicate that women's participation has not fully occurred as expected in an effort to empower people with disabilities in Buleleng Regency, the Buleleng Regency Social Service provides social assistance to Persons with Disabilities. The formal mandate carried out by the Buleleng Regency Social Service regarding the Empowerment of Persons with Disabilities is in the form of the Buleleng Regency Regional Regulation Number 2 of 2019 concerning the Protection and Fulfillment of the Rights of Persons with Disabilities. The Social Service of Buleleng Regency has carried out the mandated mission to carry out empowerment activities for people with disabilities. However, the Social Service of Buleleng Regency needs to pay attention to threats in the form of human resources who are difficult to move forward, and the lack of socialization so that they cannot reach all areas in Buleleng Regency. Evidence of the performance of the Social Service Office of Buleleng Regency in implementing the Empowerment of Persons with Disabilities program is that it has carried out mentoring and training for Potential Persons with Disabilities, in order to improve the economic level of Persons with Disabilities. BUMDes Bhuwana Sari Jaya has a program in the field of trade, namely large trade and small trade, then a program in the field of services, namely waste management services and online counter payment services. Because the existence of BUMDes is still being helped recently and is still in the process of development, in its implementation still found some problems, namely (1) difficulty finding suppliers (2) lack of socialization and promotion ; (3) do not have a warehouse storage of goods ; (4) lack of cooperation with related parties This study uses qualitative descriptive approach and data collection techniques used are observation, interview, and documentation .The data analysis technique used is SWOT analysis.
