Abstract

Indonesia is one of the countries that is vulnerable to natural disasters, especially in Bali. The regional disaster management system in Bali has an authorized body, namely BPBD which has the task of formulating and determining disaster management policies by acting quickly, precisely, effectively, and efficiently. Regional natural disaster management system in Bali and regulated in Bali Governor Regulation No. 26 of 2012. This study uses a qualitative descriptive research method, and is analyzed based on the policy implementation model proposed by Charles O. Jones which consists of three indicators, Organization, Interpretation, and Application. The results of this research BPBD Bali Province has an SOP which has two types of services, BPBD Bali has conducted socialization to the community, which is mainly done through social media. However, the problem is that the human resources and financial resources owned by the Bali Province BPBD are still quite small.

Abstract

The realization of accountability can also be supported from several factors, the factors that can support it is the culture of an area. Tri Hita Karana is a Hindu religious philosophy that is always present in every aspect of the life of indigenous peoples in Bali. This study aims to describe the accountability of village financial management based on Tri Hita Karana philosophy in Buduk Village. The research approach used is descriptive qualitative research and data collection methods in the form of observation, interviews, and documentation. This study measures how accountability in village financial management based on the Tri Hita Karana philosophy in Buduk Village using the theory of financial accountability which has 3 (three) indicators, transparency, accountability, and the principle of value of money. The results of this study show that the Buduk Village Government has implemented village financial management in accordance with the Tri Hita Karana concept well.

Abstract

Efforts to deal with sprawl by the Denpasar City Social Agency have been carried out since 2015 until now, but there are still many problems that have not been resolved, therefore it is necessary to measure the performance of public organizations to review how the performance of the Social Service in handling sprawl in Denpasar City. This study uses a qualitative research type with a descriptive approach. Informant Determination Techniques in this study using purposive sampling. Based on this research study using the theory of performance measurement of public organizations according to Dwiyanto in Pasolong (2014: 178-179). The results showed that the performance of the Social Service in handling sprawl in Denpasar City was quite good. Keywords: Performance, Denpasar City Social Agency, Homeless and Beggars

Abstract

The Covid-19 pandemic, which began on 2020, had an impact on the planning and implementation of the Bali Province's Regional Budget. The Bali Regional Government released a Covid-19 response budget based on traditional village by reallocating the Traditional Village Fund with a cost cap of Rp. 300,000,000.00 (Three Hundred Million Rupiah) for each traditional village in Bali. The Traditional Village Fund reallocation effectiveness in discussing the impact of Covid-19 in Peminge Traditional Village, Bali is studied in this research. The process of identifying effectiveness uses qualitative research methodologies. This research resulted that the Traditional Village Fund Reallocation in Covid-19 pandemic treatment was effectively done, but there is still a need for improvement and optimization. There was some challenge in engaging the effectiveness indicators such as the restrictions on activities according to applicable technical guidelines, the process of disbursing funds within a quarterly period, and so on. Abstract

Bangli Regency has high stunting cases in Bali Province, based from RISKESDAS (National Basic Health Research) 2018, Bangli Regency was declared to have a stunting prevalence of 43.2%. In its efforts to deal with it, the Bali Provincial Government has set Bangli Regency as the locus of stunting reduction in Bali in 2020. Therefore, the Bangli Regency Government through the Office of Bangli Public Health continue to improving their performance in reducing stunting rates in Bangli. The purpose of this study is to find out about the performance of the Office of Bangli Public Health in reducing stunting rates in Bangli Regency according to the Ministerial Regulation of health of the Republic Indonesia number 29 of 2019.The indicator that we used to define the Performance of the Office of Bangli Public Health Service in reducing stunting in Bangli is the performance measurement of Dwiyanto (2006) there are Productivity, Service Quality, Responsiveness, Responsibility and Accountability. The research method used in this research is descriptive qualitative, datas were collected by observation, interviews, and documentation studies. The results showed that the performance of the Office of Bangli Public Health in suppressing the stunting rate in Bangli was still not fully optimal. There are still deficiencies that cause the stunting reduction efforts is hampered, such as the lack of nutrition workers, budget limitation, the lack of additional food for stunting children and the lack of socialization regarding the function of iron tablets for young women in Bangli Regency. Abstract

This study aims to determine the extent of the accountability of the e-procurement system in the procurement of school goods and services through the School Procurement Information System (SIPLah) at Saraswati 5 Elementary School Denpasar. The author uses qualitative research methods whose studies are reviewed from written regulations. The author uses the basic legal reference in the Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 14 of 2020 concerning Guidelines for the Procurement of Goods/Services by educational units. The author also uses the theoretical reference from Koppel (2005) in measuring accountability including 5 dimensions including transparency, accountability, control, responsibility, and responsiveness. The results findings show of the dimensions of accountability which include transparency, accountability, control, responsibility, responsiveness show that SD Saraswati 5 Denpasar leads to an optimal level of accountability and principles in the procurement of goods and services by education units. Abstract

This study aims to determine the strategy implemented by the Regional Public Company Bhukti Praja Sewakadarma during the COVID-19 pandemic in Denpasar City. In this study the author uses a type of qualitative research with descriptive methods. The theory used in this research is the theory of strategic management process by Hunger and Whelen which consists of four indicators, namely environmental scanning, strategy formulation, strategy implementation, and evaluation and control. The findings in this study indicate that the four indicators have been carried out by the Regional Public Company Bhukti Praja Sewakadarma, but have not been optimal. Abstract

The level of public satisfaction with the government in the tax sector is still lacking as a result of several things such as the lack of transparency in tax management, hoaxes that spread through social media, tax officials who commit corruption, and most importantly the tax administration system which is still lacking. One of the programs from the Official Assessment System in Bali Province is Electronic Samsat or known as E-Samsat. E-Samsat is an information service for bills and online payments through banks. The existence of the urgency of public satisfaction in knowing the reputation of the Bali Provincial Government in the field of taxation, this study raises the title Effect of the Modern E-Samsat-Based Tax Administration System on the Level of Public Satisfaction in the Government with the aim of knowing the regression relationship in the E-Samsat-based Modern Tax Administration System on the level of Public Satisfaction in Bali Province. This study uses a quantitative type with associative-clausal method. Conclusions are drawn in the form of a relationship and influence of a modern administrative system based on E-Samsat on Public Satisfaction. The resulting effect of Modern Tax Administration System on the level of Public Satisfaction is a positive influence with the percentage reaching 79.7% and the rest are factors outside the Modern Tax Administration System. Indicators of Improvement of Human Resource Management have the best influence with every increase in the indicator by 1% it will give the effect of increasing the Public by 1.504, the indicator of Information and Communication Technology has the least influence with every increase in the indicator by 1% it will have the effect of increasing the Public of 0.335. This study rejects hypothesis 0 and accepts hypothesis 1, namely that there is an influence of the E-Samsat-based Modern Tax Administration System on the public level of government.

Abstract

This research aims to find out how the application of collaborative governance in inclusive development in Bengkala Village, Kubuaddan District, Buleleng Regency. In this research, the writer uses qualitative research with descriptive method. The analysis uses the theory of collaboration success measures from Deseve in Sudarmo (2011) and inclusive development according to Law Number 8 of 2016 concerning Persons with Disabilities in Mufthin (2017). The research findings show that collaboration between the government, the private sector, and the community has been going quite well, but there are several problems such as the dominance of the private sector, the absence of rules governing boundaries between parties, and the lack of information disclosure from the private sector in terms of funding. Then for the findings related to inclusive development, it shows that the inclusive development that has been carried out has been going well. Abstract

Bongkasa Pertiwi Village is one of the tourist villages established by the Badung Regency government based on Badung Regent Regulation Number 47 of 2010. With the outbreak of the Covid19 Pandemic, many polemics have arisen in carrying out the strategies that have been designed due to the decline in tourist visits. Analysis using SWOT analysis and SWOT matrix. The results of this study indicate that there are still several obstacles such as the tourism village development strategy through the DED concept that cannot be realized due to the Covid-19, the role of traditional villages and service villages in the development of sustainable tourism villages has not been maximized, tourism has not been able to contribute to PADes. Implementation of program strategies that have not been optimal due to the outbreak of the covid-19 pandemic, low human resources, minimal policies in regulating the management of tourist villages.
