Abstract

Rural infrastructure development requires community involvement as an essential component of participatory and accountable governance. This study analyzes the forms of community participation in Takatunga Village, the factors influencing it, and its relationship with village financial management, particularly the use of Village Funds for infrastructure development. Using a qualitative descriptive approach through interviews, observations, and document analysis, the findings show that participation primarily takes the form of labor contributions during the implementation stage, while involvement in planning and evaluation remains limited. Key barriers include low self-confidence, time constraints due to agricultural activities, and insufficient information dissemination. Although social capital—such as mutual cooperation and trust in local leaders—encourages community engagement, financial management remains top-down, preventing social capital from being integrated into budgeting processes. The study highlights the need to strengthen deliberation forums, improve community budget literacy, and enhance transparency to promote more substantive participation in village infrastructure development.

Abstract

Human development in Indonesia exhibits significant disparities between regions despite a national increase in the Human Development Index (HDI). This fact indicates the uneven quality of basic services and challenges regarding the effectiveness of local government spending allocation, especially in the education and health sectors. This research aims to analyze the partial and simultaneous influence of Education Spending, Health Spending, and Regional Gross Domestic Product (RGDP) on the HDI. A quantitative method using panel data from 34 Indonesian provinces covering the 2020 to 2024 period was applied. The panel data regression model was utilized to test the causal relationship between the variables after conducting the Chow and Hausman tests. The estimation results indicate that Education Spending has a negative and significant effect on the HDI. This finding is interpreted as inefficiency in the allocation of the education budget, which tends to be absorbed more by routine and administrative expenditures than by direct investment in improving the quality of the learning process. Health Spending was proven to have no significant influence, suggesting governance issues in the implementation of local health programs. Meanwhile, the Regional Gross Domestic Product (RGDP) was found to have a positive and significant effect on the HDI. Simultaneously, all three variables provide a significant contribution to the HDI. Based on these findings, a reformulation of local fiscal policy is required so that the allocation of Education Spending is oriented toward quality improvement, rather than merely increasing budget quantity, along with improving the effectiveness of health spending.

Abstract

This study aims to analyze the influence of Number of Ship Visits and Cargo Capacity Volume on Inter-Island Trade Volume at five major Indonesian ports: Tanjung Priok,  Tanjung Perak, Belawan, Makassar, and Balikpapan. The research employs panel data from 2014–2023 consisting of 50 observations. The analysis uses panel data regression supported by the Chow Test, Hausman Test, and Lagrange Multiplier Test to determine the most appropriate model. The results indicate that the Fixed Effect Model (FEM) is the most suitable model. Empirical findings show that the number of Ship Visits significantly affects inter-island trade volume, while Cargo Capacity Volume has no significant effect. These results suggest that trade volume growth is more influenced by the frequency of ship operations than by the size of carrying capacity. The study highlights the importance of port operational efficiency and ship traffic management as key factors in improving inter-island trade performance in Indonesia.

Abstract

This study aims to analyze the impact of Local Own-Source Revenue (PAD), General Allocation Fund (DAU), Special Allocation Fund (DAK), and Revenue Sharing Fund (DBH) on the economic growth of regencies and cities on Lombok Island during the 2015–2024 period. The main issue addressed is the high dependence of local governments on fiscal transfers from the central government, which may weaken fiscal autonomy and the effectiveness of decentralization. The study employs a quantitative approach based on panel data sourced from the Central Bureau of Statistics (BPS) and the Directorate General of Fiscal Balance (DJPK), analyzed using the Fixed Effect Model through EViews 12 software. The results indicate that all variables PAD, DAU, DAK, and DBH have a positive and significant effect on the Regional Gross Domestic Product (RGDP), used as a proxy for economic growth. Simultaneously, these variables explain 99% of the variation in economic growth on Lombok Island. These findings highlight that increasing fiscal capacity both through local revenue optimization and productive central transfers plays a crucial role in fostering sustainable regional economic growth. Therefore, local fiscal policy should focus on enhancing fiscal independence, improving public spending efficiency, and strengthening adaptive fiscal synergy between central and regional governments.

Abstract

The mangrove forest rehabilitation program by the Ministry of Environment and Forestry can support ecosystem recovery and increase community income through mangrove tree planting, conservation area management, as well as mangrove-based training and education. The development of mangrove-based ecotourism can be a key driver in boosting the economic growth of coastal areas. The Mangrove Ecotourism of the Muara Baimbai Forest Farmers Group in Sei Nagalawan Village not only has great potential to be developed, but also plays an important role as an alternative source of income for the local community. This study aims to analyze the contribution of Muara Baimbai mangrove ecotourism to the income of the community, with the majority of residents depending on the marine capture fisheries sector. Data were collected through in-depth interviews with 30 families and members of the Forest Farmers Group (KTH) as the main managers of the ecotourism, participatory observation, questionnaires, documentation, and focused group discussions (FGD). The results of the study show that the presence of ecotourism has a positive economic impact on the community, creates new job opportunities, and promotes the development of local ingredient-based culinary products. Local natural tourism products include mackerel fish crackers and jeruju chips, which are made directly by the Sejati Women’s Group. This delicacy has a distinctive flavor and has become one of the favorite souvenirs for tourists. This ecotourism also promotes environmental conservation awareness, particularly the planting and protection of mangrove forests. The role of the Forest Farmers Group (KTH) is very significant in managing, developing, and involving the local community in sustainable tourism activities. This study recommends strengthening the institutional capacity of the Forest Farmers Group and promoting ecotourism more broadly to improve the welfare of the village community.

Abstract

Agricultural infrastructure development is a fundamental requirement for villages to support the smooth running of production activities. This study aims to describe the planning process, implementation, and results of agricultural infrastructure development in Wringinpitu Village, Mojowarno District, Jombang Regency, from 2021 to 2023. The research used qualitative methods through interviews, observations, and searches of official village government documents. The results showed that Wringinpitu Village continuously allocated part of the Village Fund for the construction of road retaining walls, irrigation channels, farm roads, culverts, and paved roads. The planning stage was carried out through participatory forums from the hamlet level to the Village Consultative Meeting, so that the proposed development reflected the needs of the community, especially farmers. The activities were carried out by the Activity Implementation Team with the involvement of local residents through labour-intensive programmes. This study also found obstacles in the form of rainy weather conditions and land ownership issues that affected the smooth running of the work. Overall, the development of agricultural infrastructure in this village shows that the seriousness of the village government and community involvement are crucial in improving road access, irrigation water distribution, and agricultural productivity.

Abstract

This study aims to analyze the effect of cashless lifestyle transformation and Shopeepay usage on the consumptive behavior of students. This study uses a quantitative approach with a population consisting of all members of UKMF INSPIRE FEB UNY with a sample of 47 students selected through purposive sampling. The collected data was then analyzed using multiple regression tests to measure the relationship between these variables. The results of the study show a significant positive impact of ShopeePay usage on student consumption behavior; the more often students use ShopeePay, the more likely they are to engage in consumptive behavior. Conversely, the transformation to a cashless lifestyle has a negative impact because there is a risk of uncontrolled consumption, especially among students who are prone to impulsive spending. Therefore, it is recommended that ShopeePay develop reminder features or spending limits to help students manage their finances more wisely and minimize impulsive consumption behavior.

Abstract

Tourism is a strategic sector in regional development because it can provide a multiplier effect on economic activity, including contributing to Gross Regional Domestic Product (GRDP). However, the extent to which tourism indicators such as the number of tourists and accommodation capacity influence regional economic growth still shows varying results across regions. This study aims to analyze the influence of the number of tourist visits and the number of hotel rooms on GRDP per capita in Musi Banyuasin Regency during the 2019–2024 period. The research method uses a quantitative approach with multiple linear regression analysis based on secondary data obtained from the Central Statistics Agency. The results show that both variables have no significant effect either simultaneously or partially. The coefficient of determination (R²) value of 0.537 indicates that only 53.7% of the variation in GRDP per capita changes can be explained by these two variables, while the remainder is influenced by other factors outside the model. This study recommends strengthening tourism development strategies through improving destination quality, digital promotion, strengthening the local business ecosystem, and increasing competitive accommodation capacity so that the tourism sector can make a more significant economic contribution in the future.
