Abstract

Artikel ini adalah kajian evaluasi mengenai kapabilitas pemerintah daerah Bantul menangani bencana gempa. Tujuan utama adalah untuk mengerahkan semua sumber daya yang ada untuk mencapai tujuan organisasi yang berkaitan dengan melindungi dan menguangi kerentanan masyarakat terhadap bencana. Pemahaman teori berbasis sumber daya (resource based theory.RBT) dapat membantu organisasi mengidentifikasi sumber daya yang dimiliki organisasi untuk mencapai tujuannya. RBT menggunakan perspektif dari kapabilitas orgaisasi untuk menentukan sumber daya apa saja yang diperlukan untuk mencapai tujuan utamanya.

Abstract

su tentang kerentanan perempuan dalam bencana telah banyak dibahas dalam berbagai literatur mengenai kebencanaan. Sebagian besar literatur menunjukkan bahwa tingkat kerentanan perempuan akan meningkat pada periode sebelum, selama, dan setelah bencana. Memahami bagaimana perempuan menjalani kehidupan pascabencana memberikan kontribusi terhadap kajian kebencanaan yang telah ada. Hasil penelitian ini menunjukkan bahwa perempuan memiliki kemampuan yang baik dalam menghadapi bencana dan bertahan hidup, terlebih bagi perempuan yang memiliki warisan keterampilan. Diferensiasi latar belakang sosial ekonomi desa memberikan tampilan yang lebih lengkap baik dalam hal pola budaya yang terlihat maupun masalah yang lebih dalam mengenai cara perempuan untuk bertahan terhadap bencana. Perempuan dalam kajian ini me­ nyadari bahwa bencana telah memicu motivasi perempuan untuk membantu membiayai kehidupan ekonomi keluarga. Bahkan, pendapatan mereka saat ini telah berkontribusi besar bagi keluarga. Pada akhirnya, kemampuan bertahan hidup pascabencana sekaligus juga telah membangun kepercayaan dan harga diri perempuan serta memengaruhi relasi gender.

Abstract

Media sosial telah menjadi bagian penting dari kehidupan remaja masa kini. Remaja pengguna media sosial sesungguhnya memiliki lingkaran pertemanan yang lebih luas di dunia nyata, kesadaran identitas dan rasa memiliki yang lebih baik, serta perkembangan keterampilan teknis yang mereka butuhkan untuk menjadi masyarakat dunia digital. Temuan dalam riset ini menunjukkan bahwa para remaja paham akan isu-isu sosial dan politik yang terbaru baik yang terjadi di level lokal, nasional, maupun internasional. Namun demikian, partisipasi mereka dalam pembuatan kebijakan pemerintah masih tereksklusi. Oleh karena itu, pemerintah harus memanfaatkan media sosial sebagai alat untuk mempelajari suara remaja, sekaligus untuk mem- bangun legitimasi atas kebijakan yang dibuat.

Abstract

This study describes the women carrier labor resistance movement in Yogyakarta towards the dominance and hegemony done by other classes in the social structure of the market environment. This study uses a qualitative method with phenomenological approach and data analysis refering to the concept of qualitative data analysis. The results showed that the social structure in a market environment puts the women in the lowest social class and becoming the most effective tool in pursuing the domination and hegemony of the dominant actors. As a result, the market does not provide space for women workers to participate in the production process. They can not play a role in the social change because their position can only be regarded as a second class causing the increasingly unequel gap between the social classes. These conditions can then encourage the emergence of the women carrier labor activists to reduce disparities through alternative media.

Abstract

Building density is an important parameter for earthquake vulnerability mapping. Sengon village, Klaten, Central Java, which located in active fault zone of Opak is still lack of strategies for risk reduction in relation to physical vulnerability, especially to building density.  The aims of this research is to 1) calculate the building density, 2) identify the relation of building density and population number, and 3) propose vulnerability reduction planning for physical characteristic. Building density calculate from aerial photo mapping. This method is robust and effective, resulting data of building density that Dusun Belan is the densest. In Sengon village, building density and population has positive correlation. Most of buildings is inhabited by 1-2 households. Sengon village can adapt several strategies for vulnerability physical reduction, i.e. a) design a strong and eco-friendly earthquake building especially for building inhabited by>3 HH, b) provide an open space and evacuation route in denser building area.

Abstract

Once had been emphasized in the New Public Administration (Frederickson, 1990), equity is subsequently named as thefourth pillar of public administration by the National Academy of Public Administration (NAPA) in 2005, together with the other three pillars, namely Economy, Efficiency, and Effectiveness (called as the 4E’s). The pillar of equity emerged with the development of public administration reflecting the success of economic development in both developed and developing countries that still raisen justice issues. Keban (2001) stated that social equity and social justice must be fundamental principles in public administration.Subarsono (2008) and Kumorotomo (2014) also confirmed that for choosing public policy alternatives, one of the variables to consider is “able to promote equity and fairness in society” or guarantee equal resources across the country. Unfortunately, of the four pillars of public administration, the application of equity is still far behind that of the other three pillars: economy, efficiency, and effectiveness (Andrews & Van de Walle, 2012; Wang & Mastracci, 2012; Johnson-III, 2011; Charbonneau & Riccucci, 2008; Miller, Kerr, & Ritter, 2008). To precisely declare social justice as an objective of public policy is still not much of a challenge to the public administrator (Wooldridge & Gooden, 2009). This review is intended to discuss and examine the emerging issue of social equity in public administration and its application on the public policy performance measurement that has not received the same attention as the other three pillars. This is expected to provide an academic contribution to advance equity in the development of public administration particularly in Indonesia.

Abstract

The purpose of this study is to develop a conceptual setting in which the business models of social enterprises can be analyzed through value proposition, value creation and value capture. This study employed a method of qualitativeresearch through in-depth interviews of 30 social entrepreneurships in Jakarta, Yogyakarta, Bandung and Bali. The result of the study showed that, in terms of the value proposition in business models of entrepreneurship, all organizations areestablished in response to discriminations suffered by marginal communities. Regarding the aspect of value capture, it seems to appear through a series of activities such as conducting humanity-based programs, capacity building and holding educationand training on the environment. Value creation is found in cases where the more benefits the community gains from program implementation, the more successful and sustainable the social entrepreneurship will be. This research proposes a new typeof business model that aims to categorize and explain business model innovations for sustainability, provides mechanisms to assist the innovation process for embedding sustainability in business models and defines a clear agenda for business modelsfor sustainability. Based on the empiric data, this study successfully identified four types of social entrepreneur models in Indonesia which are based on the mapping results found in all of the organizations aiming to resolve social, economic, andenvironmental issues in Indonesia. This study successfully identified four types of business models: Mixed-based Model, Sharia-based Model, Volunteerism-based Model, and Cooperation-based Model.

Abstract

Social media occupies increasingly important roles in disaster response management. However, there are still doubts regarding the effectiveness of social media-based disaster communication. This paper aims to understand the discourse that emerge in Twitter containing facts or opinion regarding the flood disaster communication in DKI Jakarta under the different leadership of Basuki Tjahaja Purnama (2014- 2017) and Anies Rasyid Baswedan (2017-2020). This research used the methods of Corpus Assisted Discourse Study (CADS) and Actor Network Theory (ANT). These methods collected data on the discourse that is happening on Twitter and analyzes the network of actors who are active in discussions about floods in DKI Jakarta at different periods of leadership. This research found that the discourse that has developed on Twitter about floods in DKI Jakarta covers the personal problems of the leaders, the personality of the leaders, and the political position of the leaders, offered little messages that leads to solving the problem of flooding in DKI Jakarta. The active actor network is dominated by the local government of Jakarta as the responsibility holder or the main actor in delivering in information is only played by BPBD Jakarta.

Abstract

Most of the research on social movement and digital advocacy through hashtags is concentrated on the identifications of social media usage. There is limited research concerning the comprehensive understanding and analysis on how it can develop and interact with social networks. This research aims to further identify the process of the successful social movement that has been mobilized by Indonesian’s musicians and public by using a hashtag as a form of advocacy in thwarting the Music Draft Bill and in understanding the role of the actors and public engagement behind this social movement. We have analyzed #TolakRUUPermusikan as a social movement that formed into digital advocacy by referring to the literature review that was conducted by the previous studies. This research will map out the actors and public engagement behind the movement. In each criterion, the result has been aligned with the conceptual framework in application of #TolakRUUPermusikan as a social movement, the use of online petition as a digital advocacy tool, and the network structure of #TolakRUUPermusikan to find the actors and understanding the engagements of the public. The implication of this study is to show the success of a social movement to assess policy making and policy failure. Sebagian besar penelitian tentang gerakan sosial dan advokasi digital melalui tagar terkonsentrasi pada identifikasi penggunaan media sosial. Penelitian kecil mempertimbangkan pemahaman dan analisis yang komprehensif tentang bagaimana hal itu dapat berkembang dan berinteraksi dengan jaringan sosial. Penelitian ini bertujuan untuk lebih mengidentifikasi proses keberhasilan Gerakan sosial yang telah dimobilisasi oleh musisi dan masyarakat Indonesia, dengan menggunakan tagar sebagai bentuk advokasi dalam menggagalkan RUU Permusikan dan memahami peran para actor dan keterlibatan publik di balik gerakan sosial ini. Kami telah menganalisis #TolakRUUPermusikan sebagai gerakan sosial yang terbentuk menjadi advokasi digital dengan mengacu pada tinjauan literatur yang telah dilakukan oleh penelitian sebelumnya. Penelitian ini akan memetakan aktor dan keterlibatan publik di balik gerakan tersebut. Pada setiap kriteria, hasilnya telah diselaraskan dengan kerangka konseptual dalam penerapan #TolakRUUPermusikan sebagai gerakan sosial, penggunaan petisi online sebagai alat advokasi digital, serta struktur jaringan #TolakRUUPermusikan untuk menemukan para pelaku dan memahami keterlibatan para pelaku. masyarakat. Implikasi dari penelitian ini adalah untuk menunjukkan keberhasilan suatu gerakan sosial dalam menilai pembuatan kebijakan dan kegagalan kebijakan.

Abstract

This research aims to see how policy is formulated by policy actors. This study revealed how official policy actors and non-official policy actors can influence a public policy formulation because of its significant contribution. The research method used was a qualitative method with a case study approach to the policy of relocating shrimp farming in Bantul Regency. Analysis of actors and political strategy typologies, namely positioning strategies; power strategy; player strategy; and perceptual strategies were used in this study. The research found that bargaining power occurred between actors in the form of negotiations and each actor carried out his own political strategy. In addition, this study was expected to overcome the ignorance of various parties regarding the process behind the formulation of policy. The implication to many people was to inform that formulation makers were not only from government and its increased community involvement in policy formulation. Keywords: Policy Actors’ Role, Policy Formulation, Intervention Abstrak Penelitian ini berusaha untuk melihat bagaimana suatu kebijakan di formulasikan atau dirumuskan oleh para aktor. Penelitian ini memiliki tujuan khusus untuk mengungkap dan menganalisa bagaimana para pemeran resmi (aktor negara) dan pemeran tidak resmi (aktor non negara) dapat memengaruhi sebuah formulasi kebijakan publik dikarenakan aktor memiliki kontribusi yang signifikan dalam formulasi kebijakan. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan studi kasus kebijakan relokasi tambak udang di Kabupaten Bantul. Analisis aktor dan tipologi strategi politik, yaitu strategi posisi; strategi kekuasaan; strategi pemain; dan strategi persepsi digunakan dalam penelitian ini. Terjadi tawar-menawar (bargaining) antar aktor dalam bentuk negosiasi dan setiap aktor melakukan strategi politiknya masing-masing. Selain itu, penelitian ini diharapkan dapat mengatasi ketidaktahuan berbagai pihak mengenai proses dibalik pembentukan sebuah kebijakan. Implikasi kepada masyarakat banyak adalah agar masyarakat mengerti bahwa aktor perumusan tidak hanya dari pemerintah dan meningkatkan keterlibatan masyarakat dalam perumusan kebijakan.
