Abstract

The background of this research was by the rise of local regulations number 10 in 2007 about nagari government that caused all the lowest Government is changed to be nagari government. In the local regulations stated that nagari government have obligation to build their district. To man tain the development that will be carried out, the nagari government of Guguak VIII koto provided planning discussion for development. But in fact, development was still far from the target on Nagari development planning.Therefore, in this research the formulations of the problem is that how duty’s implementation, authority and obligation of nagari Government in implemanting the development in Kenagarian Guguak VIII Koto in 2012 are. The purpose of this research was to find out the role of Nagari Government members in implementing the development in Kenagarian Guguak VIII Koto, and also to find out the reasons why the development was still far from the target on Nagari Development’s planning in 2012.The method of this research was qualitatif method that analyzed the data as descriptif analysis. In collecting data, the writer used interview, questionnaire, literature review and documentation. The data resources used was primary data got in research’s location and secondary data (Documentation).In this research, the responden used by writer was Wali Nagari, Secretary of Nagari, the head of development, the head of government, the head of financial, staff public relations of nagari and Wali Jorong. From the research findings of the respondents can be argued that the governments payed little attention to the implementation of development. It was proven from the very rarity of government official conducted a review to the construction site. Besides, the financial factor was also a major caused of delays in construction of Kenagarian Guguak.Key Words : Development, Nagari Government, Kenagarian Guguak VIII Koto

Abstract

Based on Advertisment Licensing Service. In this past three years obtained some data that license increase every year. Formulation of the problem in this research is “how Service effectivity in Investment Coordinating Board and Unified Licensing Body Pelalawan Regency and what the factors influencing service effectivity” with the purpose of research for “Knowing the service effectivity in Investment Coordinating Board and Unified Licensing Body Pelalawan Regency and knowing the factors influencing service effectivity”.This research uses qualitative descriptive method that explains a thing based on reality found in the field about strategy of licensing service, especially advertisement. The data use for this research consist of flexibility – adaptation, productivity, job satisfaction, ability of profit, achievement of resources) and secondary (history assignment and authority, Organisation structure, employee condition, requirement for advertisement licensing for the licensee). The data collecting by: observation, interviewing, and study of documentation. Involving sevens people consist of one head of service and survey body and two employee and four licensee.The result from this research is the effectiveness of the service in Investment Coordinating Board and Unified Licensing Body Pelalawan Regency is going effective and appropriate according to the licensing body’s targets because it is using competence resource from it’s employees with applying the concept of service effectiveness consist of flexibility – adaptation, productivity, job satisfaction, ability of profit, achievement of resources. The succed of licensed advertisement will be “success” because it is effective in serve all kind of lincesing especially in licensed advertisement in Pelalawan Regency with applying the concept of servive effectiveness, guided by SOP and local regulation of Pelalawan Regency about licensing service in Pelalawan Regency.Keywords: Effectiveness, Service, Licensed Advertisement, Investment Coordinating Board and Unified Licensing Body.

Abstract

Implementation of autonomy development , the regions have the freedom to organize and take care of their own interests that are locality for the implementation of social welfare , Indonesia is an agricultural country that largely livelihoods of farmers . Resources in the District Farmers Rumbio Jaya especially peasant farmers who sought paddy field crops and Horticulture Field starts from hatchery , nursery , and pests which covers the cultivation of crops .This study aims to analyze the process of implementation and the role of actors in the implementation of procurement policies and distribution of subsidized fertilizer in District Rumbio Jaya . The author uses descriptive research method with qualitative approach . While data collection techniques through observation , interview , and documentation . Source of data in this study come from informants in the work environment Riau Provincial Agriculture Office , Agriculture Office Kampar District , District Rumbio Jaya and PT . Riau and Riau Islands PIM , and also informant farmers from Simpang Petai and length ofBased on the research results , we concluded that the problem is caused by the scarcity of fertilizers in addition to natural factors such as availability of raw materials , natural disasters , as well as Farmers have not been fully understood in charging Definitive Plan Needs Farmers Group ( RDKK ) . In terms of implementation , the process of procurement and distribution of subsidized fertilizer has gone well according to the provisions , but the problems that arise in the field is just the technical stuff implementation of the policy . This was due to the cooperation between actors ( farmers , retailers , distributors , manufacturers , and government ) have not been goingPolicy recommendations to the writer suggested , among others, in determining the allocation of central government subsidized fertilizer should consider the proposal made by the needs of farmers and local governments , the need for certainty the type and amount of subsidized fertilizer in the sales package , to consider again the actors involved in the fertilizer distribution network bersubisdi , as well as the necessary improvements in the determination of the person in charge of zoning procurement and distribution of subsidized fertilizer .Keywords : Implementation of policies , subsidized fertilizer , procurement and distribution

Abstract

This research is motivated by Act No. 25 of 2004 on the National Development Planning system. Then followed the Law No. 20 of 2011 on the Flats. The problems in the implementation of development Rusunawa Pekanbaru city because the city has the problem of slums and urban spatial planning issues, so that the city government is based on real conditions in the field to submit a proposal to the central government in order Rusunawa development. The process of construction of rental flats are finished but until now have not been able to the public housing buildings inhabited, it is in because the central government had not occupy the contents of the draft agreement in the public housing development agreement, which explained that if the delivery of public housing construction is completed, the building is handed over kepemerintah center in conjunction with a budget that has been agreed, but after the construction is completed rusunawa occupy the central government can not draft the agreement so that the private sector can not be handed over to the central government.Based on the analysis and observation in the field can be concluded that the synergy of the central government, local government, private sector and communities to the development of a simple flat rental (public housing) in the city of Pekanbaru (case study in the district Tenayan highway) is not maximized carried. While the factors that inhibit synergy central government, local government, private sector and communities to the development of a simple flat rental (public housing) in the city of Pekanbaru (case study in the district Tenayan highway) is a system of central government funding, weak local government resources humans, whereas the private sector constraints in terms of building public housing handover with the central government.Keywords: Synergy, Development, Rusunawa

Abstract

Based on the Law of the Republic of Indonesia No. 10 Year 2009 on Tourism inchapter 1 verse 10 says : " strategic areas of tourism is the area that has the primary functionof tourism or have the potential for development of tourism which has a significant impact onone or more aspects , such as economic growth , social and cultural , environmental support ,and defense and security . " the legal basis is the reason for the Department of Culture andTourism cultural Festival Tabuik Pariaman enter the work program which is used as aplatform to attract tourists to come to the city of Pariaman .The purpose of this study was to determine whether the program created by theDepartment of Culture and Tourism of Pariaman already running equally effective as theprevious objectives and determine the impact of the program for the City pariaman . Thisresearch was conducted at the Department of Culture and Tourism of Pariaman , usingqualitative descriptive method with data collection through interviews , observation anddocumentation of the people who play an important role in the Program of Culture andTourism in Tabuik Cultural Festival in Pariaman City West Sumatra province . This researchwas conducted by using the theory of Richard M. Steers (1985 ) about the factors thatinfluence the effectiveness of an organization .The results of this study indicate that the Program of Culture and Tourism CulturalFestival Tabuik in Pariaman City West Sumatra province has been effective . It can be seenfrom the increasing number of tourists both foreign and domestic tourists/ Kota Pariamanespecially on Tabuik Cultural Festival . Increasing the number of visitors also have animpact on improving the economy of communities around the city of Pariaman and turn oncoastal tourism and marine tourism in Pariaman City .Keywords : Effectiveness , Program , and Tourism

Abstract

Department of Tourism CultureYouth and Sports(Disbudparpora) Pelalawan is one of the government agencies thatdeal withthe problems Bono Attractionsin Teluk Meranti District, Pelalawan Regency. In Act No 10 of 2009 ontourism, tourismisa wide range oftourist activities and supported by varietyof facilities and services provided bythe business community, government and local government. Department of Tourism Culture Youth and Sportshas the rightto develop Bono attractions in Teluk Meranti District, Pelalawan Regency. But the problem that occursis transportation infrastructure both on land and at seato reach Bono attractions still experiencing difficulties, especiallyon damaged roads. The aimofthis studywas to determine how the strategy a dopted by the Government in developing Bono attractions in Teluk Meranti District, Pelalawan Regency. To analyzethese problems the authoruses the theory of lena and lina namely theory of Strategy. This research is adescriptive research with qualitative approach, wheredata collection techniqueisby observation and interview swith key informants and snowball sampling to determine the continuation informant. The conclusion that can be drawn from this research that the Tourism Development Strategy Bono Attraction Teluk Meranti District Pelalawan Regency there were still many obstacles, especiallyin the case of damaged roads, infrastructures and financial factors(funding). Thus, the Government focus should priority and contribute to developing Bono Attractions inTeluk Meranti District Pelalawan Regency.Key words: Strategy, management, Bono Attractions

Abstract

Education has important implication to build civilizations. with education everyone could develop potential in themselves and survive in life. Teacher certification as an effort to boost teacher’s qualification is also expected to improve learning quality and quality education continuously. This research to explain implementation teacher’s certification in elementary school to improve the quality of education. This research using theory of implementing public policy from Daniel A. Mazmanian and Paul A. Sabatier with qualitative approach ang descriptive method. This research is done trough with indepth interview and documentation technique. Data analysis with reduiction, organization and interpretation data.The result of this research is the implementation of teacher’s certification is working unwell, they have not increase in performance significantly. This problem is effect from there are not rule about implementation of teacher’s certification after get the professional educator certificate. Less of comitmen and skills of the teacher and low concern who society have about education development in Kecamatan Keritang.Keyword : Implementating public policy, teacher’s certification

Abstract

Hearing impairment is a condition where a person is not able to function athis hearing to perceive sound tool and use it to communicate, it is caused by adisturbance in the functioning of hearing either in a mild, moderate, severe and verysevere. One of the methods used to train on the development of deaf students is byusing instructional communication in the learning process. This research aims todetermine the instructional methods of communication used in the at extraordinary(SLB) Sri Mujinab Pekanbaru, knowing instructional communication media used inthe classroom, and communication barriers that occur in the learning process.This research used qualitative research methods to the presentation ofdescriptive analysis. The informan in this research were 8 teachers and 3 deafstudents at extraordinary (SLB) Sri Mujinab Pekanbaru, while the object of study isan instructional teacher communication on student learning levels deaf High Schoolin extraordinary (SLB) Sri Mujinab Pekanbaru. Data collection techniques used wereobservation, interviews, and documentation. In reaching the validity of the data inthis study, researchers used an extension of participation and triangulation.The results obtained indicate that the instructional methods used by teachersto deaf students in extraordinary SLB Sri Mujinab Pekanbaru is by using signlanguage (hand movement, body language and face expression), oral method (mouthaction and face expression), and total communication (combination between signlanguage and oral method). The instructional media used for deaf students is audiovisual(video) and visual media (picture, the original object, artificial object.Instructional communication barriers between deaf students and teachers includebarriers source barriers and obstacles communicant channel or target.Keywords : deaf students, instructional communication, special school of SriMujinab Pekanbaru

Abstract

PT. Agung Automall Pekanbaru Branch is one of the first Toyota dealer in Pekanbaru is located at Jl. Dr Sutomo 13 Pekanbaru. PT. Agung Automall Pekanbaru Branch requires employees to have the ability and professional services to form PT. Agung Automall be a strong marketing organization. Quality and service excellence is the goal of every employee to make a loyal customer.Data were obtained from questionnaires and subsequently processed to then tested using statistical analysis such as a simple linear regression analysis, t test, and correlation analysis and determination using SPSS 17.The results showed that the t-test of hypothesis testing results tcount 8.233> 1.998 and sig ttable 0.000 <0.05. This suggests that a significant effect on employee motivation. The magnitude of the effect of work environment on employee performance on PT.Agung Automall.Keywords: Motivation, Work Loyalty, PT.Agung Automall
