Abstract

This study examines the Golkar Party victory in legislative elections in Siak 2014 and are the focus of this research is what strategy the Regional Leadership Council II Golkar Party to win the election. The focus of this research is the influence of regents to win the election in 2014. In this study, the use of qualitative methods for descriptive analysis of the data presented in the form of qualitative portrait of the real situation in detail and the actual look at the problem and research objectives. This study using purposive sampling and interviewing informants as information objects that aims to achieve the goal to get the information in this study. Data used in this study are primary data and secondary data.The results showed in making the strategy undertaken by the leadership of the Regional Council II Golkar Party in legislative elections in Siak 2014, there are several strategies undertaken by the Regional Executive Council II Golkar Party of which recruit potential legislative candidates won the election, forming network Success Team in each district, featuring issues appropriate to their own desires to the community, district head in the direction of Regents of the Golkar Party.Keywords: Strategy, Political Party, Golkar

Abstract

This research will analyzed the factors that influence the effectiveness implementation of ILO Convention No. 189 on decent work for domestic workers of Filipino domestic workers. This research an aim to explain role of International Labor Organisation (ILO) in programme to given of rights to Filipino domestic workersThis research is conducted by using the research methods literature where the data and information received from sources that are relevant to the research problem. This research uses neo-liberalist perspective to analyze the cooperation of the Government of the Philippines and the theory of policy implementation proposed by Merilee S. Grindle and the concept of national interest of Donald E. Nuchterlein.The results of this research describe that the effectiveness of the implementation of ILO Convention No. 189 due to the attitude of the Government Filipinna pro-active in providing relevant rules of decent work for Filipino workers. The success of the Philippine government in establishing communication with the recipients of services make the convention effective. Despite this policy excluded many people reduce labor services revenues Philippines but still Filipinna Government regulations stipulate.Keywords: Convention ILO, Domestic Worker, Effectiveness Policy

Abstract

A group is an interaction and communication from people who have plan to achieve a common goal. One of them is a communication group of Purna Paskibraka Indonesia (PPI) in Pekanbaru. They do interaction and communication to achieveing success in coaching Paskibraka candidate of Pekanbaru. The purpose of this research is to find out the function of communication group of PPI especially in coaching patriot characteristic, as well as how to approach the pattern of communication group Purna Paskibraka Indonesia in Pekanbaru 2014.This research is used to descriptive qualitative research methods, with the selection of informants using purposive sampling technique, which isselected based on the specific characteristics, the number of informants are 7 people. The data collection techniques that are grouped through participant observation, in-depth interviews, and documentation.The result of this research concluded that firstly, the function communication group used in Paskibraka is coaching is a function of social relations, education, persuasion and problem solving. Secondly, the approach of communication group of PPI in Pekanbaru is performed in both directions and interactions which occured with anyone among the organizers,trainers andcoaches ,by using a communication networks of all pattern shapping channel. Communication patterns to form patriot characteristic of Paskibraka candidate in Pekanbaru 2014 is done through a process of habituation, exemplary, and the enhancing of values.Keywords : Communication Patterns, Communication Group, Purna Paskibraka Indonesia, Character Patriotic, Paskibraka of Pekanbaru

Abstract

Mandau Subdistrict has a great potential in natural resources about 450 thousand barrels of oil produced every day and accounts for about 60% of crude oil production Indonesia. Dozens of companies operating in the Mandau Subdistrict but many local people who became unemployed because the energy imported from outside the Bengkalis District and has high position in the company that recruited. The reason companies do not use local employment as having skills and skills in the work. To protect the local employment, the government of Bengkalis District passed a local regulations No. 04 Year 2004 about Local employment.The concept of the theory that the researchers use a effectiveness theory proposed by Gibson which consists of clarity of objectives to be achieved, clarity of the strategy to achieve the goal, the process of analysis and policy formulation steady, careful planning, proper programming, the availability of infrastructure work, monitoring and control systems that are educational. This study uses qualitative research methods to study descriptive data. In the data collection, the author uses the technique of interview, observation and documentation. By using key informants as a source of information and triangulation technique as a data source in testing validity.The result of this study indicate that the local employment yet effective. It can be seen from the results that the local employment has not reached the limit on the set of local regulations No. 04 Year 2004. This is caused by the training program needs to be adjusted again to the type of labor market needs, the resources of the government apparatus that is less, information jobs that do not exist so as to make the job seekers do not get a job lead to increased unemployment in the Mandau District.Keywords : Effectiveness, Local regulations, Local employment

Abstract

Of parking lot as the original one of the components area (PAD) that make a contribution to PAD. Parking fee retribution is done by the Government through the body by many elements that have been determined based on Local regulation No. 3 Year 2009 about of service in the field land transportation Office of Transportation, is Communication and Informatics Pekanbaru . Management of parking lot is not yet been viewed as a matter that is very important in order to support development in area because many potential areas that comes from retribution parking area that is not well-managed because of the lack of initiative and the role Office of Transportation, Communication and Information Pekanbaru to make efforts in to improve regional's original Pekanbaru. The aim of the research is to know the role of Communication Department, and Communication Medical Informatics City of Pekanbaru in management of parking area in 2013 and to know these obstacles by the Transportation, Communication and Informatics City of Pekanbaru in management of parking area in 2013.The method data analysis that is used in this research is descriptive qualitative analysis method that is trying to present based on the phenomena that are and to all the facts related to problems that discussed based on the results of research that is the role of Communication Department and Informatics, Communication Pekanbaru in the management of parking area in 2013.The Department of Relations role, Communications and Information on the field are still many shortcomings in controlling the area path circulation parking, vehicles and retribution that has affected and cheating in wild parking by a spokesman parking this was to make the minimum entry in the sector of parking area in the City Pekanbaru in 2013. Abstract

The phenomenon of this research is coordinated to address traffic congestion in the city of Pekanbaru already works quite well although implementation is not maximized. One of coordination is not running with maximum meeting activities and meetings division of tasks, whereas in the presence of the meeting can come up with ideas or new ideas in solving traffic congestion problems that occurred in the city of Pekanbaru. The purpose of this study was to determine how the implementation of coordination to address traffic congestion in the city of Pekanbaru and also to determine the factors that influence the implementation of coordination to overcome traffic congestion in the city of Pekanbaru. From hasi study found several factors that affect that. Public awareness, illegal parking, road capacity is not in accordance with the vehicle, the market spilled and the number of members. The most dominant factor in overcoming coordination of traffic congestion in the city of Pekanbaru is a factor of the number of members and public awareness for the coordination process is closely related to public awareness itself. The research was conducted in the city of Pekanbaru his right in the transportation department and Traffic Pekanbaru. Where are the population and sample in this research is the field of road traffic supervision and control of the transportation department and Traffic Operations Pekanbaru. The sampling technique is purposive sampling used in the data collection method of observation, interviews and documentation. After the data were analyzed by using qualitative descriptive analysis. After a study found that coordination to address traffic congestion in the city of Pekanbaru has not been maximized, it can be seen from theory to Henry Fayol were reviewed based on four indicators, namely, communication, cooperation, division of tasks, meetings and meetings.Keywords: traffic congestion in the city of Pekanbaru, communication, cooperation, division of tasks, meetings and meetings.

Abstract

This research explains about how the UNICEF’s rule as international organization in overcoming child trafficking and sexual exploitation in Belgium (2008-20012). Child Trafficking is the one of international politic issues that abuses Human Rights especially for children. Belgia is favorite destination for child trafficking and sexual exploitation activity. UNICEF as international organization was established on september, 11th 1946 and heartquarters in New York. It’s main purpose is to advocate children’s rights. This reseacrh used qualitative methodhs. In this research, the data was collected by using library research technique where this technique is collecting data sources from the literarture, like books, website official publications, new paper and journal.This research uses pluralism approach which this approach has assumtion that actor international relation isn’t just a state but there’s another actor one of international organization. In this research, writer uses International Organization Theory which each organization has their duty. This research of UNICEF has important duties and roles to overcome child trafficking and sexual exploitation in Belgium.To overcome this clild trafficking and sexual exploitation in Belgium. UNICEF has more rules in education aspects. It’s because with the education which is implemented well for next generation in Blegium, so hopefully Belgium will have competence human resource and it’s also will rduce proverty here.Keywords : UNICEF, child trafficking, sexual exploitation, Belgium.

Abstract

One component of farm sub-sector that has much benefits and potentially to be developed in indonesia is a dairy agribusiness. Geography, ecology, and so of fertility land in some regions in indonesia having characteristics that suitable for the development of dairy agribusiness. In addition, from the demand side, milk production in the country is still not enough to cover needs of domestic millk consumption. Currently in domestic milk production can not meet more than 30 % of the national demand the remaining, 70 % derived from imports.Dairy development in indonesia cannot be separated from the problems that impede the development of the dairy. Most of the business of a farm of dairy cattle managed by with a scale business that is not economical. In fact, dairy farm business is people, faced with two major problems, namely the problem zooteknik in the face of the global market as well as socio-economic issues that are less institutional support to business performance.To overcome the problem, the indonesian government take measures to save and improve the business of a farm of dairy industry in indonesia. One way to be taken is to have a partnership with the countries that have been successful in doing application of technology dairy farm as New Zealand.In the treaty the new zealand government will help improve the human resources ( HR ), quality and quantity of farmers of dairy industry indonesia by providing training, the scholarship, consultation, dairy processing plant, processing plant even the management of a farm that has successfully implemented in the country.Keyword : Dairy, Indonesia, New Zealand, Milk, Farm, Agribusiness

Abstract

A birth certificate is a certificate / authentic record made by civil servants in the form of an official record of the place and time of birth of a child, the child's name and the name of the child's parents are complete and clear, and the child's citizenship. Birth registration is done by the Head of the Unit of Work on the register and issued Birth Certificate Birth Certificate Kelahiran.Kutipan Deed Quotes are pelapornya done on time given to residents at no charge. This study was conducted to investigate the implementation of public services in the birth certificate as well as to identify any obstacles encountered in the implementation of the birth certificate of service in the Department of Population and Civil Registration (Disdukcapil) Pekanbaru. The formulation of the problem as follows: How the Implementation of the Public Service in the Department of Population and Civil Registration Pekanbaru (studies obtaining a birth certificate).This study is a descriptive study using a qualitative approach as a tool of analysis. This research was conducted in the Department of Population and Civil Registration (Disdukcapil) Pekanbaru City is located at the street Mustafa Sari No. 1, Pekanbaru. Samples that informants in this study is the head of Department and Head of the Civil Registry and the people who take care of a birth certificate in the Department of Population and Civil Registration (Disdukcapil) Pekanbaru. Data collection techniques of observation, interviews and documentation. The results of this study concluded that the implementation of the maintenance services in the city of Pekanbaru birth certificate in the category good enough, because there are not a good indication of the service given to the public servants in the management of particular birth certificate issue completion time, cost and typos on the birth certificate. The obstacles that occur in the processing of birth certificate is the resistance of the (internal) include: lack of discipline officers or officers who provide public services and physical facilities are still inadequate and the barrier from the outside (external) include awareness of society that is still lacking, especially regarding the requirements and procedures are still often overlooked by society, lack of awareness of the population to always stand in line to get service and there are many people in Pekanbaru who do not have an official marriage certificate so that the process of identifying a birth certificate lasts a little longer.Keywords: Care, Birth Certificate

Abstract

The Villagers have a tradition that Kabun Jalang Manjalang and Manyambau. In this study the authors focus more discuss about manyambau, because so many have turned from activities such as the number of manyambau bearer jambau, clothes, fill in the jambau and the meaning of manyambau. The purpose of the research was in response to a wish expressed of a research. Then the researchers tried to put forward some of the goals of this research that he did, to find out how the value and function of the manyambau tradition anak kemenakan in the village of Kabun sub District of Rokan Hulu, to see how the patterns of behavior ninik mamak in maintaining tradition manyambau in the village of Kabun sub District of Rokan Hulu. In this study there are two sources of information needed by researchers that Key Informants and Respondents. As for the shifting of value and function manyambau for development of anak kemenakan caused by science and technology and the development of science and technology results in anak kemenakan less concerned with their traditions. And seeing these changes provide solutions to maintain ninik mamak this tradition which is attracting attention by giving anak kemenakan gifts of money to the bearer of the jambau and make a meeting with anak kemenakan every month to give you referrals to anak kemenakan about customs in the village including Kabun manyambau.Keywords: Change, Tradition, Manyambau
