Abstract

This study wants to investigate and analyze the implementation of the NationalProgram for Urban Community Empowerment (PNPM-MP) Revolving Economic Groupsin the Village District of Tenayan Raya,Sail Pekanbaru in 2009-2013 The background Thisstudy is not yet implemented effective government policy in tackling poverty through theNational Program for Community Empowerment Urban (PNPM-MP) Revolving EconomicGroup in the period 2009-2013 originating from the target inaccuracy of loan programsthat are not based on the goals and objectives of the program that prioritizes the poor andthe occurrence of non-payment of loan funds by the community of users and also agrowing perception in the community to be one because people assume that it is a loanassistance program grant from the government so that there is abuse of the loan funds.This study aims to find out what are the factors that affect the implementation ofthe PNPM-MP group in the Village Economic Revolving Sail Year 2009-2013 is based onthe theory of public policy and public policy implementation. This study used qualitativemethods are implemented in the Village Sail, the data obtained either directly or indirectly,which is then analyzed using descriptive data analysis techniques.Based on the research that has been done is used the Theory of Edward III Policy.Researchers concluded the implementation of the PNPM-MP group in the VillageRevolving Economic Sail in 2009-2013 is not going well as what to expect in theGuidelines for the implementation of the program. The factors that affect theimplementation of the National Program for Community Empowerment (PNPM-MP)Revolving Economic Group of the Year 2009-2013 is the communication factor is the lackof socialization programs to the community, the resource factors such as office facilitiesand equipment inadequate support in the implementation of the program,disposition ofimplementing which is not supported with an incentive or reward by implementingprograms that it is still not enough of course affect motivation program implementers.Keywords: Implementation,PNPM-MP Revolving Economic Groups

Abstract

This study was carried out on a bedsheet Soraya Ahmad Yani PekanbaruBranch, with the aim to determine the quality of service and its influence on customerloyalty sewing services Soraya Ahmad Yani Pekanbaru Branch bedsheet. Thepopulation in this study are customers Soraya bedsheet. By using the samplingtechniques population research, obtained thirty-three samples. Methods andquantitative descriptive performed using simple regression testing techniques.The results showed that the quality provided by Soraya Ahmad YaniPekanbaru Branch bedsheet quite satisfactory, and customer loyalty high enough toSoraya bedsheet. Results of regression testing indicate that factors positivelyinfluence service quality on customer loyalty Soraya Ahmad Yani Pekanbaru Branchbedsheet.Recommendation that the author can give is that Soraya Ahmad YaniPekanbaru Branch bedsheet improve the clarity of the information to the customeraspects, improve customer engagement to the company and to socialize more deeplyto customers regarding the quality of the products supplied by the company.Keywords: Quality of Service and Customer Loyalty

Abstract

This study aims to investigate the implementation of government-owned land asset management Kuantan Singingi in 2009-2013. And to determine the factors inhibiting land owned asset management Regency Kuantan Singingi. The theory used is the asset management theory put forward by D. Doli Siregar. The method used in this research is qualitative methods of data that is manifested in the form of an explanation that describes the shape of the state, processes, and specific events. Data collection techniques used is to use the techniques of observation, interviews, and documentation.From the data obtained findings that land owned asset management Kuantan Singingi years 2009-2013 in the planning process, Kuantan Singingi government has not increased significantly and are likely the same in every year. At its organization must put people in areas under their control for the implementation of asset management of land owned by Regency Kuantan Singingi accomplished in accordance with what has been targeted. In the implementation of government-owned land asset management Kuantan Singingi presence of the shortcomings of the management of government where in the area of good governance management should be based on performance. Note here is still difficult Singingi Kuantan District government in regulating land administration impeding the issuance of land titles and also lack of good co-operation between intansi involved in the management of land assets. Singingi Kuantan District Government has sought to manage the assets of the land but has not run well. Abstract

Dalihanna tolu is the essence of life Batak tribe. Indigenous values contained in this dalihan na tolu set any custom activity in the environment Batak. In dalihan na tolu human was same and there is no difference based on the layers in society. Dalihannatolu consists of sombamarhula-hula, elekmarboru, and manat mardongan tubu. To maintain ties with family at clan of Batak and maintain strength in the existing value in Dalihannatolu then in each clan in the Batak tribe has punguan. Seeing the condition of today's modern versatile and look at the condition of the city of Pekanbaru the existence of diverse ethnic cultures need to be preserved. To maintain the existence of indigenous cultural values, we need a process of socialization to the next generation by the family to his son who was a adolescent. This is to make the next generation to maintain essentially the culture and not be individuals who dalle.This study used a qualitative research method is descriptive presentation. Informants in this research is that there are families in PunguanSilau Raja and administrators Punguan Silau Raja as key informants using snowball techniques. Data collection techniques using participant observation, interviews and documentation.The results showed that the way of the process of socialization dalihannatolu that parents do to their children who have adolescent based SOR theory: process of teaching students about their own clan lineage and teachings in order to perform speech martutur good greetings and custom events Batak used as a medium of socialization dalihan natolu. Contributing factor in this process is active parental socialization in punguan and custom events as well as participatory socialization patterns. Inhibiting factor in the socialization process is that parents are not active in punguan and rarely follow the traditional events as well as the pattern of repressive socialization. The role of the socialization process are: improved knowledge of indigenous Batak and teens will receive a positive attitude towards the socialization process and the behavior of the running values dalihan natolu social at their life.Keywords: Socialization, Adolescent,Dalihan na Tolu, Dalle, SOR Theory

Abstract

Village Head Election was a competition arenas open to the village head candidate. The determination of the voter's choice of candidates chosen is a phenomenon that can be observed trends influencing factors including voting behavior in village elections (the elections). At previous period dayun village was a village with low community participation, but in the period 2013 - 2019 this community was so enthusiastic about participating in the elections. From the results of the elections and the results obtained are absolute victory by one of the candidates who are still younger and have not been in the government order dayun villageThe problems discussed this thesis that is how the the behavior of voters in the election of the village head and the factors driving change in the political behavior of the citizens of the Dayun Village Dayun District of Siak Sriindrapura Regency. This research uses descriptive quantitative research study was a survey form. Technique of determining the number of samples used was to use the formula Slovenian. Respondents were sampled in this study were 96 respondentsThe results showed that there was a change in the behavior of voters in the elections in the Dayun village of period 2013 - 2019. The factors that encourage behavioral change is people tend to judge one of the candidates for village head has a personality that is reliable, has a vision / mission clear, good image, education level, age, village head candidate, religious similarities and figure a good candidate.Key Word : Behavior, Village Head Election and Village Head

Abstract

Traffic is the movement of vehicle activies and one of the media interaction that is vital on the life society, especially in areas of develovment and progress invarious fields of science and technology. It can we find in urban areas and especially in this study took place Pekanbaru (Case Study Sudirman Street) which is the center of Pekanbaru city and the center of all activity aspect of city life. The Rules Traffic Controlling done by Satlantas Pekanbaru not running optimally cause of still many cases of violations and traffic accident along with congestion occurs. The pupose of this study was to find out how the traffic controlling does by Satlantas Pekanbru (Case Study Sudirman Street) and to find out the factors that become inhibitor in Rules Traffic Controlling By Satlantas Pekanbaru City (Case Study Sudirman Street).The concept is the theory that researchers use Management And Management Controlling. This study used qualitative research methods to the assessment of descriptive data. In collecting the data, the researcher used interview techniques, observation, documentation and literature. By using key informants as a source of information and as a source of triangulation techniques in data validity.The results of this study indicate that the Rules Traffic Controlling By Satlantas Pekanbaru (Case Study Sudirman Street) is not maximized, because although decreased but still quite a lot of events and violations of traffic accidents each year, and for the officers there were irregularities to benefit personal. Factors that constrain the Rules Traffic Controlling By Satlantas Pekanbaru (Case Study Sudirman Street) is still a lack of personnel to supervise or the number of officers is not comparable to what was observed so that the task is less well done, as well as lack of awareness will drive the good and safe that can be expected to prevent the implementation of supervision can be seen from many riders who do not use safety equipment in driving and violating the warning signs.Keywords: Controlling, the Traffic Rules

Abstract

This study tried to find out how asset management Pekanbaru City Government-owned land in the Village of Karam Island District of the Year 2012 and actor Sukajadi inhibitors in the management of government-owned land assets Pekanbaru City Island in the Village of Karam District of Sukajadi 2012. The research is a descriptive qualitative research method. In the data collection researchers used observation, interview and documentation. By using key informants as a source of information about the study.From the findings of the data obtained Asset Management Pekanbaru City Owned Land in the Village of Karam Island District of Sukajadi of 2012 consisted of an inventory of land assets that include team building inventory, the initial data collection, check fidik and matching initial data. Abstract

This Research focused on The performance Satuan Polisi Pamong Praja in Tembilahan for handling result in curbing Street Vendors have not been effective, Limited employee Satuan Polisi Pamong Praja, lack of response to the needs of Street Vendors, and low assertiveness, no tough sanctions in enforcing penalties or sanctions.Method using by researchers is theory of Dwiyanto with the using of indicators are Productivity, Quality of Service, Responsiveness, Responsibility, and Accountability. Method used is qualitative. In collecting The data, the researcher used Interview techniques, Conservation, and Study of literatur. By using Key informan as sources of information. For the location of the research, researchers specializing in Tembilahan.The result showed that the performance of Satuan Polisi Pamong Praja not running optimally, Satuan Polisi Pamong Praja barrier is the lack of employee Satuan Polisi Pamong Praja, Limited budget and no special land for Street Vendors. The works done is conduct roving patrols, outreach to the Street Vendors. Recommendation from this research should Satuan Polisi Pamong Praja Reseachers are more assertive in controlling the Street Vendors.Keywords: Performance, Street Vendors, Control.

Abstract

Basically Indonesia is a country with diverse ethnicities and cultures, the Indonesian state that is referred to as Unity which means although different but still one. One of the local culture is "Batobo" is a popular culture that there are areas, especially in the area of Riau Air Tiris Kampar district. Batobo cultural events have not been recorded or publicized being a form of local knowledge.The methods and design used in this study using quantitative research methods. Representative sampling technique performed by Yamane formula with a precision of 10% and 90% confidence level. The samples in this study were 98 persons. Based on the survey conducted in sampling the researcher decided to use accidental sampling technique is a form of nonprobability sampling in which sample members are selected based on the ease of getting taken necessary data, such as easy to find or reach. While the data analysis techniques used in this study is the Simple Linear Regression Analysis. Regression analysis was used to measure the functional relationship between two or more variables.Effect given to the indigenous culture in the village of Air Tiris batobo Kampar Kampar District by 48.0%, while the remaining 52% is influenced by other variables outside of this study. Results of simple linear regression, regression coefficient values obtained in this study is Y = 5.361 + 0.645 X. Numbers constants (a) of 5.361 and a coefficient of 0.645 with variable X t 9.413 greater than the table t 1.6605, 0.000 significance level smaller than α = 0:05. Based on statistical calculations were obtained, the hypothesis for this study Ha was received and Ho is rejected.Keyword: The effect of modern technology, the local wisdom, Batobo culture.

Abstract
