Abstract

This research was conducted in Kelurahan Pasir Sialang Kecamatan Bangkinang Kabupaten Kampar. The purpose of this study was to determine how a survival strategy in the palm farm workers when the economic crisis hit the family household. This study, entitled " survival strategy hodge oil in Kelurahan Pasir Sialang Kecamatan Bangkinang Kabupaten Kampar". Topics focus of this research is how the socio-economic characteristics of the farm workers of oil and how survival strategies palm farm workers in the District Beehive Sand Village Bangkinang Kampar district. The sample of the study was a farm laborer and the farmer oil related institutions such as village officials and workers of PT Johan Santosa. Sampling was done by simple random sampling technique. Samples are numbered 26 people hodge oil and farmer 3. The author uses descriptive quantitative method and the data were analyzed quantitatively. Instruments of data are observation, interview and documentasi. The results showed that the survival strategies implemented respondent is strengthening social relations, following the social gathering activities, borrow money, the utilization of natural resources, diversification of oil workers work family. How to survive the predominant use is to borrow money from neighbors, employers and families, and strengthening social ties with the surrounding community.Keywords: survival strategies, palm farm workers, social and economic.

Abstract

This study describes the implementation of health care programs caring teenagers (PKPR). Study is motivated by various problems that teens who increased cases of HIV-AIDS, drugs, and sexual freedom among young people, resulting in backed up by the latest regulations of article 36 of Law No. 136 and 137 of 2009 on implementing health programs to the youth-specific KIE method called PKPR services.Adolescent health care program is a health service to young people through special treatment tailored to the desires, tastes and needs of adolescents. This study uses the theory of implementation Merilee Grindle who saw the successful implementation of the contents of the policy and the policy environment.This study used a qualitative approach to data collection is done descriptive. Technic type circuitry observation, interview and documentation. Meanwhile, the technical validity of the data that researchers use is triangulasi source. Choosy informants conducted by using purposive sampling.The process data analysis was conducted using content analysis Based on the research that has been done, the researchers conclude that the implementation of the program by using the theory PKPR Marille Grindel that researchers do that in the implementation of the health center program doing three services is services preventive, promotive and rehabilitative services. As well as the lack of good cooperation between the various parties associated with the implementation of the program.Which is a constraint in the implementation of health care services in health centers teenager Senapelan namely the lack of funds available, socialization is not optimal, infrastructure is inadequate to support the program.Keywords: Policy Implementation, Health Services, and Program PKPR

Abstract

This research discussed about the bilateral cooperation conducted by Indonesia and Germany in terms of military weapons purchases, the Indonesian government policy related to modernize the military defense equipment set out in the policy minimum essential force or minimum essential force (MEF) in 2012. Cooperation made a major impact on changes in military power possessed by the armed forces of the Republic of Indonesia, mainly on the strength of the military land defense equipment dimensions. The theory used to analyze cooperation weapons purchases carried out by the Indonesian military of Germany is a theory of national interest by Daniel S. Papp and the theory of international cooperation by Kalevi Jaakko Holsti. From this research it can be seen, Indonesia chose Germany as a partner in the purchase of military weapons is because Germany is a strategic partner for Indonesia, it can be seen from the various agreements of cooperation in the key areas of development that have been agreed by Indonesia and Germany.Keywords: Military, Main Military Weapon, Modernization, International Cooperation

Abstract

In Sawahlunto, mining coal still has problem about license of mine operation each license of mine operation holder. Sawahlunto government has been establishing Perindagkopnaker Department to control mining coal at license of mine operation zone. This research’s problem is how is the controlling mining coal at license of mine coal operation zone in Sawahlunto and what the influence factors are.The controlling is not to see the weakness or frailty but to prevent, decrease or abolish all deviations happens in an organization. The researcher uses controlling theory by Manullang. Based on this theory there are many controlling processes should be use in order do controlling, the researcher uses controlling which close with indicator of establish measurement, doing evaluation and improvement action. This research uses descriptive explanations that is the analysis to give description of cause and effect connection based on reality found on the field, and then descriptive data of interview and observation presentation will be concluded.The research result point out the controlling of mining coal at license of mine coal operations zone in Sawahlunto West Sumatera done by Perindagkopnaker Department Sawahlunto has not success yet. There are some flows like in doing evaluationand improvement is not going well yet. Abstract

The Help is a movie with rasicm theme, this movie tell about the life of offspring blacks African-American in America in the past. The purposes of this research are to know and analyse the reality constrution of rasicm on “The Help”and also to know the spectator‟s point of view in seeing this movie.This research uses qualitative method based on Charles Sandrs Peirce Semiotic analysis model and interview technique through Focus Group Discusion (FGD) based on primary data and secondary dta. The technique of data validity uses triangulasi that is comparing the documentasi data tu the result of the research observation.The results of this research found that, rasicm on “The Help” covers fort aspects, those are, racisl prejudice, racial stereotypes, racial discrimonation, and racial violence, which were found by Peirce‟s semiotic analysis model, and the construction of rasicm reality in this film persuades and presents the attitude changing of the audience, especially American people to change the negative view of blacks and accept the coexistence with diffrent races.Keywords : Construction of Reality, Rasicme, Film

Abstract

Immaculacy and Landscaping Official of Pekanbaru City is unity viewing direction, comprehesion and implimitation of development hygiene sector, landscape gardening, greening, street lighting, and decorative lighting having vision that realize Pekanbaru City is cleanest, greening, beautiful and sparkling in Indonesia. Fire Brigade Official Pekanbaru City is govenrmental organizations having main task and fuction that is aid the Pekanbaru’s Mayor for implementing regional authority in prevention sector and fire prevention. Health and Safety Working is one of labor protection aspects for can improve the labor’s quality in Immaculacy and Landscaping Official with Fire Brigade Official Pekanbaru City.The purpose of this research is to know how the management of health and safety working in Immaculacy and Landscaping Official with Fire Brigade Official Pekanbaru City in 2011-2013 and to know any efforts conducted the increase health and safety working that the work accident can be minimized. The study uses descriptive qualitative research methods that describe and interpret the data. Informant in this research are 7 people where researchers already understand the preliminary information about research object and informant research.The result of this study that management of health and safety working in comparison between Immaculacy and Landscaping Official with Fire Brigade Official Pekanbaru City have advantages and disadvantages on Planning, Organizing, Directing, and Controling of Healthy and Safety Working, where the planning in management of healthy and safety working on Immaculacy and Landscaping Official better than Fire Brigade Official. On organizing of health and safety working in both official is equlity having good organizing, whereas on directing and controlling of health and safety working, Fire Brigade Official gives better results than Immaculacy and Landscaping Official. Efforts were made in minimazing work accidents by Immaculacy and Landscaping Official with Fire Brigade Official Pekanbaru City is good enough, it’s more give warning and direction and then provide personal protective equipments to workers in the areas and in the Fire Brigade Official training is becoming more routine.

Abstract

This research aimed to determine the effect of education and training to employee performance in pulp production Pulp Making PT.Indah Kiat Pulp and Paper. Education and training as an independent variable (X) has been formulated by ability and skill instructors coach, the determination of material, facilities and infrastructure. While employee performance as the dependent variable (Y). This research was conducted on all employees pulp production Pulp Making PT.Indah Kiat Pulp and Paper by 40 people. Data obtained from the questionnaire and further processed and then tested using statistical analysis such as a simple linear regression analysis, test, and correlation analysis and determiniasi using SPSS17. The results showed that the test results of hypothesis testing tcount 6,513> ttable 2,024. This suggests that the education and training having an effect the level of employee performance. The magnitude of the education and training on employee performance in pulp production Pulp Making PT.Indah Kiat Pulp and Paper amounted to 52,8%.Keyword : education and training, employee performance, Pulp Making 8

Abstract

Increassingly mobility in Pekanbaru demands facility preparation for pedestrian such an overpass. The purpose is to help pedestrian to cross the road safely and comfortable. Beside that an overcross also can minimize traffic jam and minimize accident over the road. In fact, 11 overcross which spread in Pekanbaru couldn’t solve circulation transportation problem because overpass placement location is not appropriate.The concept of theory is Evaluation. Evaluatin consist of effectiveness, efficient, adequace, equity, responsiveness, and accuracy. The genre of tihs research is qualitative with descriptive method. In data collecting the writer applies interview technique observation and library research. By using ke informan and infrman as information sources.Based on tehe result of this research by observation and interview, conclude that overpass placement location in Pekanbaru is not maximal, less for human resources to run the policy, and weak sanction given.Key Word : Theory Of Evaluation, Overpass

Abstract

This study was conducted to analyze how the interests Analysis Actor In The introduction of Regional Regulation No. 10 of 2006 on Water Resources and Infiltration Wells .. Not optimal penerapam and enforcement of local regulations on water resources and recharge wells in the city of Pekanbaru in particular District of Handsome result in flooding. With the problems that arise in the implementation and enforcement of these regulations in Pekanbaru City, should the actor who has the authority to coordinate the implementation and enforcement of legislation with working units authorized, the Department of Spatial Planning and Building Pekanbaru and Municipal Police Units Pekanbaru city.This study is a descriptive study using a qualitative approach as a tool of analysis. The research was conducted in the city pekanbaru and take samples of data in District Handsome, Pekanbaru. This study uses the documentation and interview with key informants as an information object that aims to achieve the goal to get the information in this study. Data used in this study are primary data and secondary data obtained through documentation and interviews with key informants in this study.Enforcement of a program will be determined by how far the programs will be in demand by the program would threaten certain interests in masyarakat.kelompok community members who feel threatened by the existence of the program will tend to manifest his opposition either openly or terselubung.oleh because it, semakain large presence in disadvantaged groups as a result of the program, the process of the implementation of the policy will be sulit.sebaliknya smaller community groups who feel disadvantaged the easier the program in nimplementasikan.Tidak passes actor in coordinating authority application and enforcement of Regulation area No. 10 of 2006 on Water Resources and Infiltration Wells because many interests that are not in harmony with the other objectives aktirn.There are two things that affect imolementasi policy according to which the contents kebijakandang Grindle policy environment, which also affects the interests of the actors in the enforcement area of water resources and the well resapan.dan -aktor actor must be able to demonstrate efforts to overcome obstacles in the implementation of local regulations to the community and always conduct evaluation of policies that have been done previously as a guide in making improvements forthe future.Keywords: Interest, Policy, Water Resources and Infiltration wells, Regional Regulation.

Abstract

China is one of the countries in Asia that have the highest energy needs and is the country with the most influential economic force. China did a lot of cooperation with the countries in the world. China's presence in Sudan beginning with the Chinese presence in Africa and cooperation undertaken. China formally perfect relationship with Africa in the presence of Hu Jintao's visit to various city African countries. To exert this study, the writer make the research questions are: Why does China conduct cooperation on oil energy with Sudan in 2009-2012.The method used in this study is qualitative. Qualitative research can be defined as a series of activities or processes to capture information on reasonable conditions in the life of an object, connected with solving a problem, both from a theoretical and practical point of view. Research techniques used in this study is a secondary data collection techniques based literature known as the research literature (literary research).Various policies issued by China, especially in matters of aid loans to economic sectors and even the military, many advantageous for Sudan, due to the Chinese principle of non-intervention of the assistance provided by the Chinese, tend not much demand and free requirements unless the cooperation that exists between China and Sudan in the processing of energy resources, especially oil Sudan. But it turns out a lot of Chinese foreign policy, especially regarding financial aid issues for African countries that have drawn criticism from various international parties. China's foreign policy related to the process of finding and securing its energy consists of three main elements that consist of: great power diplomacy, good neighbor or peripheral diplomacy, and energy or resource diplomacy. Cooperation of China and Sudan as a form of investment policy implemented through state-owned companies namely CNPC (China National Petroleum Corporation), the realization of cooperation in the field of investment.Keywords: Policies, Oil Energy, Cooperation
