Abstract

Tradition of Pasambahan Batimbang Tando in Village Tandikat is done as for generations consist of values and norms of culture. The research purpose to know behavior speech of Pasambahan Batimbang Tando in Minangkabau Culture, West Sumatera. To reach the purpose is given question about situation of communications, communicative event and communicative measure about Pasambahan Batimbang Tando in Culture Village Tandikat Kabupaten Pariaman.The method used in this research is qualitative method communication ethnography tradition. The data is collected through observation and interview. Subject of research is people in Village Tandikat from seven informant, consist of four juru sambah and three people understanding and knowing about Pasambahan Batimbang Tando. Collect data technical via personal interview, participant observation, field note, library study, documentation, and internet searching. Test to legitimate data used triangulasi and member checking technic.The result of this research can be used to know communication activity in Pasambahan Batimbang Tando in Village Tandikat, Patamuan Kabupaten Pariaman, West Sumatera presenting things in Culture discussion. It is done according to ritual by juru sambah between man’s family dan woman’s family to reach a deal. Abstract

Bukittinggi city is one of trade centers and tourist resorts in West Sumaterathat attract many people to visit this place. Not only local people but also otherpeople from other cities are very interested in Bukittinggi. As the result, the parkingproblem has been becoming much more seriously important in this city. Parkingspaces capacity cannot meet the needs of parking demand for visitors. The problemsof this research are how the implementation of the regional regulation no 3 of 2010about parking management and supply in Bukittinggi and the factors that influencethe implementation.This research used policy implementation theory by Van Mater and VanHorn. This theory consists of six variables that include standard and objective, policyresources, activities between organizations and executive activities, implementingagencies characteristics, economic, social and politic condition and the dispositionsof implementers. The method of this research was qualitative using snowballsampling technique in selecting the key informants. The key informants in thisresearch were the Department of Transportation, Communication and InformationBukittinggi, Department of Public Work Bukittinggi, parking attendants and society.Based on the research, it was found that the implementation of RegionalRegulation no 3 of 2010 about Parking Management and Supply in Bukittinggi didnot run well. The Department of Public Work constructed a parking building but theparking was not managed well. This condition occurred because the regulation wasnot properly disseminated and lack of parking attendants to manage the parking inBukittinggi. Therefore, many people did not aware of the parking building.Key words: Implementation, Regional Regulation, Management, Supply, Parking,Parking Building.

Abstract

Interpersonal communication is a very important in the learning process, and establishing a good relationship tutor and student in easy speak institutions courses Pekanbaru. With this interpersonal communication, the tutor can determine how to form a good relationship to students, causing a sense of passion and motivation to students in the following subjects and can speak English well. The purpose of this study is to explain how the effectiveness of interpersonal communication tutors and students in institutions of English courses Easy Speak Pekanbaru.The research was conducted in institutions of English courses Easy Speak Pekanbaru, which is located at Jalan Ahmad Yani, Pekanbaru. This study uses descriptive qualitative research methods that describe and interpret the data. Informants in this study are tutor and student, using purposive techniques. Data collection techniques by using observation, interviews and documentation.The results of this study indicate interpersonal communication tutors and students have been working effectively in institutions of English courses Easy Speak Pekanbaru. In this case, the effectiveness of interpersonal communication tutor and student, the tutor can provide knowledge, motivation, passion and know the characteristics of each student so that the students can speak English very well by considering five aspects: openness, empathy, positiveness, supportiveness and equality.

Abstract

Corporate Social Responsibility (CSR) program is now regarded as one of innovation in improving the welfare of society. This is done by community development activities that are sustainable. In accordance with Local Rule No. 6 year 2012 on Corporate Social Responsibility in Riau Province, there are still many companies that do not carry out its social responsibility to the community. This is because there are many companies who do not understand the importance of CSR as one of the roles in improving the welfare of society. But in PT. Riau Andalan Pulp and Paper is able to demonstrate success in implementing CSR programs, to gain an appreciation in income generation programs receiving communities. The purpose of this research was conducted to determine and analyze strategies for implementation of CSR programs, so that it can serve as guidelines for other companies in carrying out its social responsibility.In explaining the strategy of implementation at the company’s CSR program PT. RAPP, researches used Ellitan theory which includes: Technology Strategy, Innovation Strategy, Operations Strategy. This study used a qualitative descriptive method. Data was collected through interviews, observation, and collection of documents.The results show that the strategy of implementation of CSR programs in the RAPP is optimal. Since the implementation of the system has been integrated with a good strategy and provide a positive impact on the economic growth of poor beneficiaries.Key Words: Strategy, CSR programs, PT. Abstract

Implementation Rules of Mayor in Pekanbaru Number 66 Year 2012 about Implementation of Food Consumption Diversification Acceleration based on Local food Still Not optimal. Until The year of 2013, Pekanbaru’s food consumption quality has not met it’s ideal pattern yet shown by DDP (Desirable Dietary Pattern) Score 71.84 compared with national ideal score of 95. Public Still not know the role of local food as a support food security and nutrition requirement of the household family can be seen from the lack of public knowledge about the P2KP Program to utilize the garden as a source of food. This happens due to the lack of socialization received by the public about P2KP program. The research aims to identify and analyze the implementation of socialization and promotion of food consumption patterns varied, nutritious, balanced and safe (B2SA) conducted by the Food Security and Implementation of Agricultural Extension (BKPDP3) Pekanbaru City and the factors that influence it.This research using communication theory by Laswell which includes five elements is: communicators, media, messages, communicant and effect. This study usesdescriptive qualitative research methods. In collecting the data, the researcher used dept interview, observation, and document and then using key informants as a source of information.The results showed that socialization has been done by BKPDP3 Pekanbaru City is still not optimal. Many people do not understand the importance of the ideal food pattern and utilization oflocal resources as a source of food. Abstract

Indonesia is a democracy country who give chance for mass media to developed tecnology when share the information. Undang-undang No. 40 Tahun 1999 about press said, online media is mass media which based on etic press code.News portal Riauterkini.com and GoRiau.com is online media in Riau which give information according with fact and data based on etic press code in jurnalism. News about Susilo Bambang Yudhoyono came to Riau when finished the problem about burn foresh and smoke in Riau is a interesting news for public especially people in Riau province. The goal in this research is to know about news value compare from Riauterkini.com with GoRiau.com.This research use method descriptive cualitative research with Pan and Kosicki framing analyse tecnique. Data analisis in this research is 10 news from Riauterkini.com and GoRiau.com about Susilo Bambang Yudhoyono arrived to Riau province for finished the problem about burn foresh and smoke. Data collecting tecnique gets through news documentation and interview with editor and reporter.The result of this research showed that news value compare from Riauterkini.com and GoRiau.com is different from news writing. Structur in framing analysis is more completed by GoRiau.com if compare than Riauterkini.com abaout news information. Abstract

The aim of this research is to analyze social relationship of palm plantation’s female workers and to find out the working system of female workers in palm plantation in Desa Simpang Perak Jaya Kecamatan Kerinci Kanan Kabupaten Siak.Population of this research is all palm plantation’s female workers in Desa Simpang Perak Jaya. The number is 80 people. 50% of them or 40 people become the sample. Sampling technique was done by simple randlom sampling technique.Result shows that interaction is highly needed in creating social relationship among personals or groups. In palm plantation in Desa Simpang Perak Jaya Kecamatan Kerinci Kanan Kabupaten Siak, the society members can be called as heterogen society. We can find some different etnics like Minang, Melayu, Jawa, Sunda, Batak, and Nias. Relationship found among female workers is based on the same interest, which is to work together and to help each other in work and life.Keyword: Social Relationship, Female Worker, Palm Plantation

Abstract

Sales promotion is the efforts made by the company in order to advise, inform about their company and products in the form of services and also products finished goods the Middle social life, consumers or clients, so that products to be recognized and used by customers with any form of advantage convenience and facilities granted promotion.This research was conducted in residential Al-Husna, located at JL. Weekend Arba Tembilahan. electoral Reasons this housing because it develops residential housing design, minimalist home with this type of interest. In this study the methodology used by the descriptive, where the samples used by the resident Housing is Al-Husna for as much as 60 heads of family, to determine the sample census, using techniques of data collection is through interview, observation and quesioner.From the results of analyzing the promotion execution carried out by Housing Al-Husna venues activities, including advertising and promotion, price and service, stating that the consumer's perception of development activities is at a category less fine. The perception of the activities already carried out still less capable of attracting consumers to know and take decisions in choosing housing Al-Husna Tembilahan.Key words: Analysis, Consumer Perceptions, Housing

Abstract

Pekanbaru local regulation number 8 in 2012 about Interference Permit Retribution is one of policy made by government of pekanbaru city to organize and regulate the entrepreneurs where their business include into interference business in pekanbaru city. This regulation was made to follow where this regulation aim to the entrepreneurs in running their business accordance with condition and regulation in force and with regulation the existence of these regulation salon owner are required to have permit and pay permit retribution on bisiness they have.The aim of tis research to anaylize local regulation are already running well or not, as well as to find out the factors that influence the implementation of this regulation. This research was conducted in tampan sub of pekanbaru city, by using descriptive quatitative methods with data collection technique through observation and interviews. This research was conducted with the use of surveillance according to subrantas theory.The result of this research show that the implementation of these regulation has not been effective. The goal of existence of this regulation not yet achieve such as creating ublic order and to increase local income areal regional income area (PAD). This policy has been in force for 2 years but have yet to get the desied result. The lack of efficiency of this regulation due to alack of coordination between technical implementing pollius team and government who not strictiy in carrying out these regulation, as well as the in responsifity of the objective target of this policy very low or do not care obout implementation of this pomey.Keyword : curbing, salon business, permit

This rule was madeto follow where this regulation aims to Swiftlet breeding entrepreneurs doing business inaccordance with the provisions and rules that have been created, and by the presence of thepenangkar of these regulations are required to have permission of the swiftlet breeding ventureowned.This research aims to analyze and evaluate the Indragiri Hulu Regent Regulation No. 74in 2011 About bird's nest Swiftlet Breeding Permissions and knowing the impact that any ofthese regulations. This research was conducted in Indragiri Hulu Regency, using qualitative,descriptive methods with techniques of collecting data through observation and interviews withparties – parties involved in Regulation of Indragiri Hulu Regent No. 74 in 2011 About thebreeding Permit this Swiftlet bird nest. This research was conducted by using the theory ofPolicy Evaluation according to William N. Dunn.The results of this research show that has not yet been effectively demonstrated by thisregulation has not been accomplished the purpose of these regulations such as creating publicorder of society and an increase in Income to the Original Area. This policy has been in force forthree years but has yet to get the desired results. No successful regulation to achieve the goaldue to the effectiveness of regulation which has not been able to achieve the expected goal, lesseficient this rule that is caused due to the lack of coordination between the technical teamImplementing the policy, specifically due to lack of Government Regulation, as well as inrunning the responsiveness of policy objectives targets very low or do not care about the rulesapply.Keywords: Public Policy, Policy Formulation, and Evaluatio
