Abstract

This paper describes aim to Guinea-Bissau pirating the M/V Virginia belongs to Panama. The Virginia G is an oil tanker registered under the flag of the Republic of Panama. The Virginia G is fully owned by Penn Lilac Trading S.A, a Panamanian company. On the 21 August 2009, the Virginia G supplied the gas oil to fishing vessel in Economic Exclusive Zone (EEZ) Guinea-Bissau, when the refueling was about to commence, two unidentified, Zodiac-type speedboats approached the Virginia G.According to Liberalism perspectives on International Relations by Robert Gilpin about The State and The Multinationals. Formulation of all arguments, facts, and theoretical framework on this research is guided by qualitative explanation methods. Technique in this research is through by the study of library. Data which is gotten and collected through the journal books and then from internet has related to the problems.Finally, the reason of Guinea-Bissau pirating the M/V Virginia G belongs to Panama because of the importance to protect domestic companies. Guinea-Bissau is a country with a very slow economic growth and are included in the category of the lowest per capita incomes in the world. Besides, Economic growth in Guinea-Bissau is dominated by the oil company in the country which is actually the son of a Portuguese company that Galp energia. Galp energia cooperation with Guinea-Bissau because it is incorporated in the organization of the Portuguese speaking countries, namely the Community of Portuguese Speaking Countries (CPLP).Keyword : M/V Virginia G, Guinea-Bissau, EEZ

Abstract

Economic cooperation between Iceland with regional organizations in Europe has been started since 1970, the relationship is marked by the merger of Iceland to the European Free Trade Area (EFTA), a free trade organization in Europe. In 1972, Iceland establish bilateral relations with the European Economic Citizens (before it became the EU) in which to discuss about the free trade agreement. This relationship is growing up in 1994, Iceland joined into an agreement European Economic Area (EEA). Through the EEA agreement, Iceland has access to the EU internal market, but as a consequence of Iceland is required to adopt EU regulations relevant to the internal market. This research will discuss why Iceland retains the EEA economic cooperation with the EU. This research used qualitative research methods that the source data is taken from books, journals, newspapers, internet, and previous research has relevant data with the title. The writer uses liberalism perspective and nation state level analysis. By using the concept national interest and theory of theory of international cooperation’s K.J Holsti. Iceland maintains the EEA agreement because of the economic and political interests. Economically EEA agreement Iceland expand the international market, increase exports and imports to EU countries and boost GDP growth. Political interests of Iceland is to provide access without having to become an official member of the European Union, to protect fisheries and agricultural controls.Keywords: National Interst, European Economic Area, European Union, Internal Market

Abstract

Until now, the problem of garbage in Tanjung Balai Karimun still not resolved optimally. This study aims to determine how the role of Local Government in the creation and establishment of local regulations on hygiene services in Karimun. This study used a qualitative method and conducted in Tanjung Balai Karimun.This study uses informants as sources of information objects that aims to achieve mastery in getting information. Data used in this study are primary data and secondary data obtained through direct observation and interviews with informants. Analysis of the data in a descriptive study conducted by describing the data in a systematic and objective so as to produce factual information, current, and accurate.Based on the results of the study found that in general the role of the Department of Health and Landscaping in terms of addressing the waste problem is in accordance with the applicable rules and regulations. However, there are several causes not optimal policy for the purpose of cleanliness and beauty of this city is due to the level of public awareness and legal compliance to environmental hygiene is still low. Although there dissemination of hygiene control and beauty of the city conducted by the Regional Government of Karimun but people are less aware of the importance of cleanliness and beauty of the surroundings. The absence of strict enforcement by the authorities in terms of waste disposal.Keyword: Policies, Health, Tanjung Balai Karimun

Abstract

This paper describes the role of the United Nations Development Programme (UNDP) in decline the transmission HIV/AIDS in India 2007-2012. India is the one of developt country and member of UNDP which has serious problem as highest HIV/AIDS suspects in Pacific Asia countries. Human secutiry is one important thing to protect this country from this global epidemi.The data sources used in this research are books, journals, working papers, news from websites and newspaper. To analyze the research question, the writer applies liberal perspective, specifically the Human Security Studies.Human Security Studies argues that security must be provided to society and finally citizens.HIV/AIDS in India have a profound effect on the civilians, especially when influence to family walfare, economic, politic. With the implementation of human security concept and good governance theory, UNDP has helped and protected civilians which way prevention, care and support. UNDP as an organization that focuses on developing for developt country down to help India’s Goverment from HIV/AIDS epidemi.Key word : International Organization, HIV/AIDS, India

Abstract

Karaoke business development in Dumai city has caused unrest in society as development of a beauty salon disguised as a karaoke place, there are no ragulations governing the operational hours and tax revenues are not balance by amount of karaoke place in Dumai city. Therefore, the government of Dumai city create a new policy that is expected to overcome these problems. The Mayor’s Rule Number 21 at 2013 about The Procedure granting the city’s tourism business license in Dumai city is a new policy. This news policy needs to be socialization as a first step of implementation, particulary the karaoke Tourism. The purpose of this research was determine, describe and analyze the policy socialization in karaoke places that performed by Departement of culture, tourism, youth and sport and police force civil service by forming a technical team.The concept of the theory used is a communication theory that consist of the communicator, the contents of the message, the media used, the communicant, and the effects after socialization. This research uses qualitative research metods to study descriptive data. In collecting the literature study using snowball sampling.After the research, it was found that socialization by the technical team is still considered optimal. Many of the employers and the public karaoke users and non-users are not aware of any karaoke new policy in dumai city, so there are still many karaoke places tha do not obey with the policy that has prevailed.Key Word : Socialization, The Ragulation of Mayor, Karaoke

Abstract

This study was aimed to analtzed problematies of licensing drinking water refill indutries and stakeholders that related in Pekanbaru 2013. This study was an abalysis descriptive and used primary and secondary data. Primary data based on questionnare and interviwed indrustrialist of drinking water refill and stakeholders that related for giving licensing in drinking water refill industries. Secondary data based on recommandation latter from Health Department of Pekanbaru, Registered latter fromIndustry and Trade Departement of Pekanbaru, and Disarder letter from Integrated Service and Investment Departement of Pekanbaru, according to minister of Industry and Trade of RI, numb 651/Kep/2004 about rules and regulation and trading of drinking water refill industries. The study showed that in 2013, only 149 industries that have recommandation letter from Health Departement, 54 Industries that have registered letter from Industry and Trade and Investment Departement of Pekanbaru. It was showed that only drinking water refill industries had registered legally. In order to reach a good condition, there must be a good communication between goverment and drinking water refill industries and also goverment have to socialize the importance of licensing for drinking water refill industries. Goverment also have to give firm punishhment for whoever that breaks the rules and regulation.Keywords : Drinking Water Refill Industries Licensing, Problematics, Registering

Abstract

This study aims to determine the factors that influence women's political participation in elections candidates for Governor and candidate for Vice Governor of Riau in 2013 in the village of Batang serous, research was conducted in the village of Batang Serous Mandau sub Bengkalis. This study used a descriptive quantitative method by using data retrieval women enrolled in the DPT in Sub Trunk serous, to know clearly what factors affect the political participation of women in the village Trunk Serous. To collect the data of the respondents used the method of direct observation, interviews, documentation, questionnaire and for the management of data used descriptive quantitative method. The government has also sought to increase the political participation of women in all respects, especially in using the right voice or sound pencbolosan. The results of this study are bahwasannya women in Sub Trunk Serous in his political participation is less political participation, especially when using the voting rights in the election of Governor and Deputy Governor of Riau in 2013, the lack of women's political participation in the election of regional heads is caused by various factors, especially Election Commission Mandau sub Less socialize procedures in elections daearhnya. So that makes women obstructed and do not know the procedures in the correct use of their voting rights.Keywords : Political Participation , Women , General Election.

Abstract

This study aimed to determine and analyze the performance of the functions of Border Management Agency District Meranti Islands to the problems that occurred in the border area for example, concerning the environment, especially coastal erosion, infrastructure development, security and defense in 2011-2013. This study focused on Border Management Agency District Meranti Islands. With the formulation of research problems, namely how the implementation of the functions of the Regional Border Management Agency in Meranti Islands District Year 2011-2013 and inhibiting factors in the implementation of the functions of the Regional Border Management Agency in Meranti Islands District Year 2011-2013.This research is descriptive in which researchers provide a description and picture of the phenomenon or social phenomena studied by describing the independent variables systematically and accurately. The method of data collection is done by in-depth interview, participant observation, and documentation.These results indicate that the function of Border Management Agency District Meranti Islands in the exercise of its functions to the border area is not in line with the objectives and targets set. It does not fit with the vision and mission of the Border Management District Meranti Islands. Resulting in maximal performance of the functions of Border Management Agency District Meranti Islands to the border area.Keywords: implementation, functions, Border Management Agency

Abstract

This research is to know the effect of Job Promotion towards Employees Performance in the PT. Riau Media Grafika/ Tribun Pekanbaru.This research used questionnaire with measurement scale that is Likert scale which analyzed by validity test, reliability test, simple regression analysis, t test, and correlation analysis and determination with the help of using SPSS software ver. 22 for windows. The number of population from this research 137 persons with 58 employees which consists of employees of business units and employees editorial unit on PT. Riau Media Grafika/ Tribun Pekanbaru as the sample, which calculated by Slovin formula.From the results of tests performed indicate that the Job Promotion has positive and significant impact on Employees Performance of Tribun Pekanbaru. Which is the determination coefficient values shown that the variable of Job Promotion constribute to variable of Employees Performance by 83,2% while the remaining 16,8% is influenced by other variables outside the model.Keywords : Human Resource Management, Job Promotion, Employees Performance

Abstract

This study explains about the Effectiveness of Lembaga Pemberdayaan Masyarakat Kelurahan (LPMK) functions at Lembah Damai Village, Rumbai Pesisir District, Pekanbaru. While the background of this study is to see the effectiveness of LPMK Lembah Damai in actuating its function in the society. This study was based on the result of interview and observation as the writer’s initial data which found indications of problems, those are the persistence of the development program that has not been realized, lack of community participations, the thuggery actions, and less activation of LPMK management. The purpose of this study is to analyze the Effectiveness of Lembaga Pemberdayaan Masyarakat Kelurahan (LPMK) Functions at Lembah Damai Village, Rumbai Pesisir District, Pekanbaru.The writer used the theory of Richard M. Steers which consists of, ability to adapt, work productivity, job satisfaction, and resource utilization. Research Methodology of this study is descriptive with the data collection technique through literature review and field study (observation and interview).The conclusion of this study shows that the function of LPMK at Lembah Damai village is not effective yet. In compiling the aspirations of society, LPMK has been able to accommodate, formulate, and convey the aspirations of society in development through Musrenbang. But, the ability of resources of LPMK management is still low and the participation of the society in giving proposal and ideas is still pasive. The suggestion from the writer to LPMK at Lembah Damai village in empowering function is LPMK in Lembah Damai village should first be able to strengthen the position of LPMK as village’s partner organizations and government officials to accommodate and satisfy the aspirations of the people in the field of development.Key words : The Effectiveness, Functions, LMPK.
