Abstract

Sub-district role as Development Coordinator in Kabun is not entirely without problems. This research found that there are problems occur such as the lack of coordination on doing development in Kabun Sub-district whether it is physical or non-physical. The problem formulation on this research is How is the role of Sub-district head as development coordinator in Kabun Sub-district Rokan Hulu Regency, and What factor that support and hamper the development the role of sub-district head as development coordinator in Kabun sub-district Rokan Hulu Regency.The purpose of this research is to understand the role of Sub-district head as development coordinator in Kabun Sub-district Rokan Hulu Regency and to understand the factors that support and hamper the role of Sub-district head as development Coordinator in Kabun Sub-district Rokan Hulu regency. This research is based on Kooznt theory about Koordination with planning elements, Communication, Division of Work and also Meeting/Conference.This research method is using descriptive qualitative approach. Informants on this research are the sub-district apparatus and people living in Kabun Sub-district. Data collection technique on this research are interview, observation, documentation, and qualitative analization.The results of this research are the role of Sub-district head as development coordinator in Kabun sub-district Rokan Hulu Regency is going well, as proven by sub-district head has done the development planning in kabun Sub-district according to procedure on planning process by conducting development planning conference. Other elements like communication on development coordination has been properly implemented and officials work according to their task and responsibility, also meetings about problem solving went according to sub-district’s agenda. The supporting dan hampering factors of sub-district head’s role as development coordinator are: Development of facilities and infrastructure to conduct coordination are insufficient. Limitation of human resource and budget insufficiency also become factors that hamper the role of sub-district head’s role as development coordinator.Key Words: Sub-district Head’s Role, Leadership, Coodination, and Development

Abstract

Pondok-pondok traditional game is the imitation of gender roles in Malayfamilies, such as the role of working for the boys and the role of caring children forgirls. In this game will be the construction of traditional gender terms, this researchtook place in the Tebing Tinggi Okura Kota Pekanbaru. The purpose of this studywas to determine the division of gender roles and gender constructions that exist inthis game.The method used in this research is descriptive research method. Descriptiveresearch is research that aims to uncover the facts, circumstances, and phenomena.corelation to research by the author is the disclosure of the division of roles andgender construction in the pondok-pondok traditional game in Tebing Tinggi Okura.Therefore, the author will develop concepts, collecting data and facts that occurred inthe study area. Data collection techniques used in-depth interviews and observations,while the techniques of data analysis using descriptive qualitative data analysistechnique of Miles and Huberman, namely data collection, data reduction, datapresentation, and conclusion.Based on the implementation of the research results is, in this game there is adivision of gender roles boys mimicked the role of fathers in the public sector andgirls imitating the mother's role in the domestic sector. Games is influenced byreligion, role of parents, the local community and gender patterns. Abstract

The research explains about Indonesia’s interest in signing the Memorandum of Understanding with Nigeria in 2013 on the cooperation in drug abuse prevention including combating illicit production, manufacture, and trafficking in narcotic drugs, psychotropic substances, and its precursor. Indonesia as a great nation tries to spread its influence in the international system by strengthening its security from the external treats such as drug abuse. As states are security seeking, states tend to replicate each other on the unit level, thus leading to a balancing behavior. The globalization has made everything borderless and instant. As that fact, Indonesia needs to have a good relation with other states to accomplish its goals and interests. In this case, Indonesia decided to do a cooperation with Nigeria which is prone to drug problems but it has achievements in solving that. Indonesia and Nigeria have a good history of relations and both countries also have joined together in the several same international organizations.The perspective of this research is neo-realism. The international system is anarchy and there is no higher authority above the states as the main units, that is why neorealism then talks about the importance of the distribution of power. The distribution of capabilities is largely determined by the number of great powers in the international community. This research uses qualitative methods with techniques of writing a literature review through the secondary data which are already available in the literature and website searches. The collected data are analyzed with theoretical approaches related to International Relations and International Cooperation.The research indicates that Indonesia signed the memorandum of understanding with Nigeria on the drug abuse prevention not only because Nigeria has achievements in solving drug problems but also because Indonesia tries to enter the Nigeria’s domestic market and keep the good relations in many objects.Keywords: Drug Abuse, Indonesia, Interest, Memorandum of Understanding, Nigeria

Abstract

This paper describes how South Africa use World Cup FIFA 2010 as diplomacystrategy to returns the image and uniting the nations. South Africa which known withApartheid and its made nation’s image become worse in the world. Criminality issues,ethnical conflicts, HIV/AIDS are main factors. South Africa had choosen as host of firstWorld Cup in the African continent, make this country have an expectations to takeadvantage from this momentum to change world image about South Africa more better.Authors collected data of books, journals, media, websites in search for the source ofthis research. This study uses the Kontruktivis paradigm. The theory used is PublicDiplomacy and concept of Sports Diplomacy. Theoretical framework on this research isguided by qualitative explanation methods. Writing technique in this research is through bylibrary research.This study shows how South Africa can take advantage of the 2010 FIFA World Cupas srtategy diplomacy in achieving the national interest is to restore the image and integrityof the nation. Abstract

This paper describes strategy of India’s facing China hegemony in the South Asia region 2005-2014. India and China are two neighbours countries which always compete each other. To protect demands on energy security, China build hegemony in South Asia by investing in strategic infrastructure project (port, highway, railways) and implementing String of Pearls strategy. India found that China hegemony encircling India’s territories, and become threat directly to India’s interest in South Asia region and Indian Ocean especially.To analyze the research question, researcher applied Neo-realism perspective about Security Dilemma and Geopolitics theory. Theoretical framework on this research is guided by qualitative explanation methods. Writing technique in this research is through by library research. The data sources used in this research collected from books, journals, official publication, news from websites and newspaper.Strategy of India’s to counter China hegemony are by established defense cooperation with United States and increase its military capability. India and United States has a common concern with China influence in South Asia, in defense cooperation both countries have been increasing their joint exercises, two-ways trade, and opportunities of technology transfer as rebalance power toward China. India annually raise up defense budget to modernize military capabilities. As part of strategic, India projecting its military presence in Indian Ocean with Andaman and Nicobar as metal chain and active in marine forum as part of maritime diplomacy.Key word: String of Pearls, hegemony, South Asia, Indian Ocean

Abstract

This Paper will explain about how Organization for Security and Cooperation in Europe (OSCE) to help resolving Ukraine Crisis. OSCE as the biggest security organization in Europe has responsibility to help its participating states which have critical situation and domestic issues. In last November 2013, Ukraine Crisis has been begun after Yanukovich, the Ukraine President, rejected cooperation agreement with Europe Union (EU). After rejection of the agreement, demontstration from Ukraine mass was happened to protest the president policy at Ukraine Independent Square. This demontration is called “Maidan”, and day by day, demonstration became more intense. This protest also has impact to neighbor countries, like Russia. Russia action to respon this situation with military intervention to protect some people in east Ukraine who use Russia Language, this community indentified its self as Russian. Because of that, this crisis more likely ethnical conflict between Ukranian and Russian. This research used qualitative research method, with description analysis methods. Data collection techniques used are library research technique. Based on the data obtained by the researches that OSCE missions are peace movement, socializing democratic values, and open dialogue both for Ukraine government with Russia federation, and Ukraine government with its civilian. OSCE actions toward Ukraine Crissis are reporting specific situation on Ukriane to each participating states, observing president and parliamentary election, observing minority rights in east Ukraine, and open dialogue between related actors.Keywords: OSCE, Ukraine Crissis, Russia Intervention, OSCE actions, Ethnical Conflic

Abstract

63277The role of the state in providing services to the community should be based on the basic values of Pancasila social justice for all Indonesian people, including in reducing social welfare issues. under the Act of 1945 in Article 34 Paragraph 1 mentioned the poor and neglected children who are maintained by the state, with this Government Pekanbaru Pekanbaru City Regional Regulation No. 12 Year 2008 concerning the social order in which the regulation is described in Chapter 1 Article 1 Paragraph 20, which reads "Social Guidance is a series of activities to grow, increasing the willingness and ability to target social skills counseling to enable them to carry out their social function normative", and verse 22 which says "Treatment is a process or way of preventive action, repressive and rehabilitative services to homeless and children in order to humanize back bums or beggars and children who have trouble on the streets ". Based on some of the phenomena that occur in the field, the writer can formulate the research title "The Role of Social Service and Pekanbaru City Cemetery In Tackling Neglected Children in 2013". A fundamental problem in this research is the large number of abandoned children who have not been scouted as many as 2750 inhabitants that the authority of the government in this regard is the role of the Department of Social and Pekanbaru City Cemetery, then there are many factors inhibiting the implementation of coaching and training both internally and externally. Theory (approach) that I use as a tool of analysis in this study is the role of theory, policy and coordination. While the methods used in this study is a qualitative method, which seeks to analyze the role and constraints derived from observations and aim to reinforce and strengthen a theory so as to obtain information about the current situation. Data collection techniques in this research is to use the techniques of observation, interviews and documentation. It can be concluded in this study that the role of the Department of Social and Pekanbaru City Cemetery is not working as it should because in reducing waif there are still some good in the process of empowerment and service that has not been optimized in accordance with Regulation 12 of 2008 on the Social Order. Then there are many factors that hinder the role of the Department of Social and Pekanbaru City Cemetery ie Internally form of budget, human resources and infrastructure. As well as external human resources and infrastructure that it is still lacking. Abstract

This research was conducted in the village of Tinjoman Lama District of Padangsidimpuan Hutaimbaru Padangsidimpuan City with three research question (1) How are the welfare of farmers in the village barking Tinjoman Lama? (2) What are the constraints faced by farmers bark in improving welfare of society in the Tinjoman village? (3) How are the government's role in improving welfare of farmers in the village barking Tinjoman Lama? The purpose of this study to determine level of welfare of farmers bark, knowing the constraints faced by the community and government's role in improving the welfare of farmers in the village barking Tinjomam Lama District of Padangsidimpuan Hutaimbaru Padangsdimpuan City. This study is a descriptive quantitative research. The population in this study were all barking farmers in the village of Tinjoman Lama. The sample of this study a total of 36 respondents (50%) of the overall polpulations using random sampling technique, that is by knowing all the farmers barking then randomized based on the name for the next interview. To collect the data the researchers use methods of literary study (study library), observation (observation) and interview (interview) by using the interview guide as a reference to obtain information in analyzing the research data used quantitative analysis and descriptive described. Based on the study concluded that the level of welfare of all farmers bark is at the level of the Family Welfare I that families who have been able to meet basic needs (basic needs) is minimal and is able to meet the needs of social psychology (Social psychological needs). Constraints faced by farmers bark which has a land area that is relatively low, so the marketing media minimal impact on farmers' income is low. Lack of government's role in improving the welfare of farmers bark that can be seen from the absence of assistance in the form of marketing, production quality improvement, education / training in agriculture, provision of quality seeds and fertilizers or appropriate technology.Keywords: Farmers, bark, welfare, role of government.

Abstract

Communication is a human need to live a life, man can not live without communicating. communication activities always take place from day to day, from time to time for human life and human activity will not be separated from communication. community is one container for the community for hobby interest and share information. In the community all members can deliver the aspirations, and interacting to improve, the existence solidarity between members, and group cohesiveness. The aim of this research are to determine the communication interaction analysis, the flow of communication, as well as communication networks which is conducted Old Bicycle Warriors community Pekanbaru in maintaining solidarity groups.This research uses qualitative method with descriptive approach, and with interview, documentati and observation data collection technique. Data then processed to reduced, thus, arranged to get general conclusion. The research was done in the Old Bicycle Community Warriors Pekanbaru. With the object of research namely communication patterns Old Bicycle Community Warriors Pekanbaru in maintaining group solidarity and subject in this research amounted to 7 peoples based on purposive and accidental methods used by the researcher. Otherwise, checked the legality of data, the researcher uses acceleration participation and triangulation techniques.Research results obtained showed that communication interaction analysis the is conducted Old Bicycle Community Warriors Pekanbaru occurs intensely and continuously when they met and gathered, their purpose communicated is solely to share information and exchange ideas among its members. the flow of communication Old Bicycle Community Warriors Pekanbaru shaped one-way communication and two-way where the one-way communication and two-way occurs at the time of assignment, meet, and communicate face-to-face, while the communication network Old Bicycle Community Warriors Pekanbaru shaped communication patterns all channels, where within a certain meeting face to face or communicate directly all members are free to communicate with anyone as long as they are comfortable and suitable to communicate with each other. With communication patterns like this Old Bicycle Community Warriors Pekanbaru can maintain group solidarity and make this community persisted until today.Keyword: Patterns Of Communications, Solidarity Group, Laskar Sepeda Tua Pekanbaru
