<![CDATA[This study purpose to determine whether there is political will Pelalawan Government Against Wildlife Preservation in Tesso Nilo in 2011-2012. The main problem in this research is how the Political Will of Government Pelalawan Against Wildlife Animals in Tesso Nilo in 2011-2012. How Government Pelalawan willing to take an active role in efforts to Wildlife Animals in Tesso Nilo in 2011-2012.This study is a qualitative research using descriptive analysis method. This study used an interview with the informant as the object information that aims to achieve the goal in order to obtain the information in the study. The type of data used in this research is primary data and secondary data with obtained and interviews with informants in this study.Based on the results, it can be concluded that the political will of the Government Pelalawan wildlife conservation in TNNP in 2011-2012 is still lacking even hardly. Theres indicator writers use as a reference to find the political will of the Government of Pelalawan on wildlife conservation in TNNP in 2011-2012, initiatives, priorities, support of mobilitation politic, law enforcement and business continuity. Where all of this indicator did not find the government researchers Pelalawan on wildlife conservation in TNNP in 2011-2012.Based on the results of the study also found some inhibiting factors in wildlife conservation efforts in TNNP among others, lack of political will Pelalawan District Government, lack of awareness of all parties that animals have a right to life, lack of support or support from the local community and the security area is still not maximum.Keywords: Political will, Tesso Nilo National Park, indicators of political will]]>

<![CDATA[The purpose of research are ;1) to know how political coalition make good relationship among the other parties on regency election in kuantan singingi regency 2015. 2) to know wh the coalition parties getting lost in regency election in Kuatan Singingi 2015This research has conducted in kuantan singingi regency as long away 6 months. The method of the research was doing by qualitative. The data was using primer and secondary data. Primer data form have shape of interview and research location. While, Secondary data form are docmentation and publication. The research showed;1) that first one purpose of the esearch has discribed that coalition of Indra putra- komperensi partner had been made no good relationship between individu and parties . 2) the second of purpose this research are that quick count electric showed that Mursini – Halim partner has been hight score of other partner ( Indra Putra- Komperensi and Mardjan Ustha- Muslim). <![CDATA[In this research, in the 2019 legislative election, there was a very signivicant increase in vote acquisition which led to an increase in the acquisition of PKS cadre seats in the Pekanbaru City DPRD. This can be seen from the increase of 31,816 votes in 2019, where in the 2014 election only 21,973 votes were obtained, which researchers tried to formulate with the following questions “what is the winning strategy implemented by the prosperous justice party in the legislative election of Pekanbaru City 2019.” The purpose of this research is in order to know what strategies are the carried out by the DPD PKS Pekanbaru CityThe research method uses a qualitative approach where this research produces descriptive data. The research was conducted at the DPD PKS Pekanbaru City Office.Based on the research results, it can be concluded that there are 2 strategies used, namely defensive, both of which have an effect on the increase in the vote of the PKS party it self compared to the previous election. PKS winning factors include the hard work of the cadres and the character of the obstacle factors are the uneven distribution of cadres and low level of cadres and the low level of political education among the voters.Keywords : Winning Strategy, Legislative Elections 2019.]]>

<![CDATA[The research was conducted at the Office of Community Empowerment and Village Government of Indragiri Hulu Regency, Inspectorate Office of Indragiri Hulu Regency, Rakit Kulim District Office, then in Kelayang Village, Kota Baru Village and Kampung Bunga Village. The purpose of this study is to determine the implementation of supervision and supervision mechanisms conducted by the Government of Indragiri Hulu Regency to the implementation of village spending in Rakit Kulim District Year 2016 and to determine the factors that cause villages in Kecamatan Rakit Kulim can not do village expenditure in maximum. The type of data used in this study is primary data and secondary data with the number of informants amounted to 13 people. The technique of taking informants in this research is by Purposive Sampling technique. as for data analysis techniques used in this research is with descriptive data analysis techniques. Based on the results of research that the authors do can be concluded that the Supervision of Local Government Indragiri Hulu Against Village Expenditure in the District of Rakit Kulim Year 2016 not yet maximized, this is based on 3 mechanisms of supervision conducted by the Government of Indragiri Hulu Regency in overseeing the village shopping activities that is 1) Monitoring of realization report of APBDes implementation found deviation in indirect expenditure such as expenditure for salary and operational of village administration has passed maximum limit,(2) supervision done by Auditing on the realization report of APBDes implementation for the villages in District Rakit Kulim Year 2016 has never been done by the Inspectorate of Indragiri Hulu Regency, (3) The supervision conducted by conducting Direct Observation is also not yet maximal for villages in District Rakit Kulim in 2016 due to the lack of budget and limited number of personnel required by BPMPD and Inspectorate of Indragiri Hulu. As for the factors that caused the villages in District Rakit Kulim in 2016 not only the maximum of village expenditure by low of human resources owned by village government, and low of public participation.Keywords: Supervision, Local Government, Village Expenditure.]]>

<![CDATA[The study was backed by the village chief elections simultaneously by 2015 in accordance with the law number 6 Year 2014 Of the village. The election of village heads simultaneously also held in the village of Tarai Bangun subdistrict of Tambang Kampar districts. However, at the time of the election did not choose the behavior of the community is very high. Based on the background of the problem, then this research aims to find out the cause of the villagers did not choose the Tarai Bangun Subdistrict of Kampar Regency Tambang on the election of village heads simultaneously by 2015. Research methods used in the writing of this thesis is descriptive quantitative methods. The type of data in this study is the primary data and secondary data. Data collection techniques in the study is a questionnaire, interview and documentation. Data analysis technique used is descriptive quantitative.The results of this study indicate that the majority of the community does not choose behavior at the time of the election of village heads simultaneously in Tarai Bangun Village woke up feeling no fortunately and prefer the bustle of other or commonly called by a rational pragmatist. In addition most of the community does not choose is also caused by a lack of information or dissemination by Election Committee head of the village. Then other factors causing the high's behavior did not choose the public because most people do not know the candidates or candidate village head. It can be seen from the answers to the questionnaire the villagers Bangun Tarai. In this study the authors conclude that the rational factors of the community is the biggest factor that led to the community not to vote on the election of the village chief in the village of Tarai Bangun. In this case the electoral system is an importantfactor. Therefore, the authors intend to conduct research with the aim to explain thedefeat of the Coalition Party Red and White in the election of President and VicePresident of the Republic of Indonesia in 2014 in the district of the Land Army LogasRegency Kuantan Singingi and the factors that influence it.The location of this research is the District Land Army Logas Singingi RegencyKuantan. This study includes qualitative research, with data collection techniquesinterview, documentation, and research informants determined by purposive samplingtechnique. In this study, the theory used is derived from the theory proposed byNazuruddin Sjamsuddin, Zukifli Hamid, Personal Toto, H.Anto Djawamaku, and JamesBuchanan regarding the cause of divisions and conflicts within the political parties andcoalitions of parties. In the Rural Development Planning Meeting (Musrenbangdes) aims to accommodate all the aspirations of the community to set priorities according to the needs of community activities in order to overcome the existing problems. The program proposed in Musrenbangdes Chart Manunggal an elite formulation refresentasi only and not based on the level of the priorities and needs of the community so that there are many developments that communities need that should be included in the proposed development plan will be but is not recommended in the proposed development plan. And also the lack of participation of stakeholders and communities in the implementation and lack of socialization Musrenbangdes representatives of government agencies Kepenghuluan about Musrenbangdes. Success or failure in the implementation of Musrenbangdes, can be seen from the quality of Musrenbangdes as well as effective, efficient and keoptimalannya in Musrenbangdes implementation and the factors that affect the implementation of Musrenbangdes.The purpose of this research is known that in order to know the process of village development planning meeting (Musrenbangdes) chart Manunggal look of the stages Musrenbangdes and the factors that cause not suksenya development planning Kepenghuluan Chart Manunggal theoretical concepts used are as for the cause of weak governance capacity of villages in village development planning (Asmara Hadi 2001) and the factors that influence the process of preparing the development rencanan villages / wards (Raharjo Adisasmita). The method used is a method of qualitative research study conducted by the descriptive data in the data collection, research using interview techniques, documentation and literature studies using informants as sources of information. <![CDATA[Karaoke businesses in Kota Dumai growing very rapidly. Karaoke is a business that provides space, equipment and facilities for singing to the accompaniment of recorded music as well as provide restaurant or restaurant. There are deviations resulting from the presence of the karaoke business. So the karaoke business supervision is essential to prevent penympangan-deviations.The method used in this study is qualitative methods of data processed not in the form of numbers, but in the form of an explanation that describes the shape of the state, process, certain events. Data collection techniques using interview techniques, documentation and observation.Results of this study illustrate that the implementation of the supervision of the karaoke business in Kota Dumai still not performing well, ranging from preventive and repressive control, and no firmness in imposing sanctions. This is evidenced by the presence of karaoke places that do not have a license, which provides a moral violation female commercial sex workers, selling illegal liquor-liquor, selling drugs, breaking the operating hours and other things that are contrary to Dumai Mayor Regulation No. 21 Year 2013 About Procedures and Procedures for Tourism Business License.Keywords : Monitoring , Preventive , Repressive]]>

<![CDATA[Political capital is a force that legislative candidates must have when they want to compete in a democratic party. Because political capital in the form of economic capital, social capital, cultural capital, and symbolic capital is very effective in winning political contestation. The method used in writing this research is a qualitative approach. Meanwhile, the keyinformants used were 7 people. Data collection methods are by using interviews and documentation. The findings prove that the synergy of various political capitals is very significant in determining one's victory in political contestation and at the same time giving high-cost political burdens to legislative candidates. The case of H. Sukarmis' victory in the political contestation of the legislative elections in the Electoral District VIII in 2019 has proven the importance of politics. H. Sukarmis had the advantage of social and cultural capital that his political opponents had never imagined, so he was able to displace other powerful figures who rely more on symbolic and economic capital alone. This proves that social capital economic capital, cultural capital, and symbolic capital, must be combined to win political contestation, especially general elections. Because if one capital is not used optimally, it will tend to have an impact on other capital. For example, a lack of social capital will increase campaign costs. <![CDATA[The 2015 Simultaneous Village Chief Elections is arranged by the 2014 Laws of Republic of Indenesia about Village mandates that the village head elections is implemented simultaneously within each regent/city. The village chief elections is the spearhead of democracy in community life at local level. In every leadeship election, candidate leaders always need a strategy so they can elected and win the election. This also happens at the local level such as the village. In formulating the winning strategies, the village chief candidate needs a description of the villagers voting behavior. To describe villagers voting behavior, we can use some approach of voting behavior. In this research, teh author uses polticial marketing approach that has seven cognitive indicators which affecting the villagers to make choice in the village chief election. The seven cognitive indicators are issues and policies, social imagery, emotional feelings, candidate personality, current events, personal events, and epistemic issues. The informant of this research is the villagers of Pintu Gobang Kari village who changed their choice in The 2015 Pintu Gobang Kari Village Chief Elections compared their choice in the previous election. The purpose of reseach to be achieved is to describe the causes of villagers changing voting behaviors in The 2015 Pintu Gobang Kari Village Chief Elections. The research method used is qualitative with and analyzed descriptively. The data obtained through in-depth interviews of informants detemined by the Snowball Sampling method so is desribed the cause of villagers changing voting behaviors. In the result of this research it has been described that there are some cause of villagers changing voting behaviors. First, the main cause is villager’s disappointment toward incumbent candidate during his term. The policies he took during his term makes the jealousy of villagers among hamlets. Second, every cognitive indicators of marketing approach has affect to change the villagers voting behavior. Issues and plicies with current events become dominant indicator of villagers changing voting behaviors in The 2015 Pintu Gobang Kari Village Chief Elections.
