The results showed that there are some things that impede the supervision of physical development that have an impact on the failure of the project to construct offices, the writer's observation of the surveillance of physical development can be categorized still very poor, because still lacking maximum performance of officers of Settlements and Spatial Rokan Downstream in carrying out surveillance in the physical development Babussalam Kubu district, and there are still factors - factors inhibiting the supervision of the physical development of the district office Babussalam camp, which is still a lack of human resources, funding / costs and infrastructure facilities.In the process Supervision which sets standards, action judgments, take corrective action, and regular reports, based on the writer's observation, the authors assess is still not good, which is the case according to the authors present a problem in conducting surveillance measures or monitoring physical development in Kecamtan stronghold Babussalam rokan downstream district is only done once a month, and the absence of regular reports prepared by the department of copyrighted works and the district spatial rokan downstream towards the execution of physical development projects. This study was motivated by the rapid growth of religious groups in Indonesia. One is a group that has a unique salafi movement in clothes. Salafi women predominantly use the robe, robes and veils. Veil has not been fully accepted by society. The aim of this study aims to see the profile of veiled women, the factors that influence women to wear the veil as well as public perception of the veiled women. research sites in the village east tangkerang Pekanbaru city highway Tenayan districts that serve the research subjects were women veiled in the village east Tangkerang many as 6 people. This study is also equipped with key informants that as many as 12 people . collection by interview and observation and then the data were analyzed using descriptive qualitative method. Based on the results of the research will be explained profile veiled woman's life, factors that encourage women to wear a veil which consists of internal factors: the religious orders, of their own accord, knowledge. External factors: family, peers. While the public perception of the veiled women consists of a positive perception: veiled women undergo religious instruction, veil as evidence religius. Education is an important factor to alleviate society from ignorance, backwardness and poverty. One of some efforts in developing insights and knowledge on various field of knowledge is by reading and Badan Perpustakaan dan Arsip Pekanbaru has attempted to support this activity by embodying Taman Bacaan Masyarakat (TBM). But the TBM programme is not entirely successful to realize as what it is expected because the capability and skill in socializing and funding are inadequate to provide an appropriate facilities like books and reading room. The purpose of this research is to get to know, to describe, and to analyze the socialization of Taman Bacaan Masyarakat who is done by Badan Perpusatakaan dan Arsip Kota Pekanbaru by forming a technical team or officers service on the field. The theory concept used communication theory consisting of communicators, the content of the message delivered, media used, targets or communicant, the effects arising after socialization. This research used qualitative research methods with an assessment of descriptive data. In data collection, the researcher used interview techniques, observation, documentation and literature study with using Snowball Sampling. After research, it is found that the socialization who is done by the technical team is considered still not optimal. Because after socialized, many people have not knew about Taman Bacaan Masyarakat yet. The information is not up to the communicators and communicant so it affects the success of socialization Taman Bacaan Masyarakat in Pekanbaru.Keywords : Socialization, Taman Bacaan Masyarakat

The Single Tuition is a policy of central government that implemented in a state university. So that,this research purpose is to knowing what actions will take by the actors who operate also finding what tools and power sources which used in The Single Tuition implementing. The theory which believed relevant to this matter is a Policy Implementation theory by Mirille S. Grindle. This is a describtive research which use a qualitative approach as the analysis tools. The research is conducted in Universitas Riau and take data sample in Badan Kerjasama danPengembangan Universitas Riau. This research use documentations and interviews informanas information`s objects in order to reach the purpose for informations in this research is primary data and secondary, that achieved from documentations and direct interviews to informanin the research.Single Tuition policy is regulated normatively in the Regulation of the Minister of Education and Culture number 53 of 2013 on Tuition Fees Single and Single. Riau University as one of the state university and then apply Tuition single system with the birth of the Decree of the Rector of the University of Riau number 2715 / UN / 19 / TU / 2013. The results showed about not optimal implementation of the Single Tuition Riau University. It looks as determined by the understanding of policy actors Tuition Single in terms of socialization is still limited and the absence of a Standard Operational Procedure (SOP), which is given by the actors involved in the implementation of policies Tuition Single to each Faculty, Department, and Program the study resulted in a Single Tuition policy can not be effective.Keywords: Implementation, Single Tuition, University of Riau.

management is a social phenomenon in the city of Pekanbaru which is in dire need of government attention If the management of parking is not supervised properly then it is certain the government will be difficult to make the arrangement of the city and the problems that occur will affect the unstable reception area were obtained from the parking sector itself Organizers and Management Perparkiran Pekanbaru City area under Regulation No. 3 of 2005 on Amendment Pekanbaru City Regional Regulation No. 14 Year 2001 on the Implementation and Management Perparkiran is the Department of Transportation, Communications, and Information Technology. Here are the phenomena that occur in the parking that occurred in the District Sukajadi Found occurrence of fluctuating revenues parking fees on public roads, caused by parking attendants who are not depositing evidence or parking ticket to the Department of Transportation, No cooperation contract between managers with executive parking as specified in Local Regulation, Karna no cooperation contract, the impact on the irregular implementation of management including the implementation of the field by the parking attendant, triggering disorder vehicular traffic, is still a parking attendant who did not give tickets to the public parking that impact the proceeds from the public parking fees. This research is a descriptive study, in which the author presents and describes how to control the transportation bureau and informati on parking in the city of Pekanbaru a case study in District Sukajadi. And to know the factors that affect the parking supervision. The technique of collecting data is to interview and the key informant is a team of surveillance, parking attendants and community leaders. Results of the study found that the supervision has not been done optimally This is because the weakness of the sanctions provided for parking attendants were violated and the number of supervisors who lack the resulting lack of supervision performed so many illegal parking. As for some of the factors that affect the implementation of parking control in the city of Pekanbaru is a human resources (HR) as quality inspectors and the number of supervisory personnel in the field, limited funds to conduct surveillance and a lack of community participation factor against parking in the district Sukajadi.Keywords: monitoring, setting standards, corrective actions

Talang Banjar Central Market Jambi, is one of the oldest markets in the Jambi city. During the time has never been a major conflict between the existing traders. Minangkabau and Bugis ethnic be the most with 332 and 310 traders. As the two dominant ethnic groups, interaction between Bugis and Minangkabau ethnic are the most frequent cultural communication among others. This research was looking for the adpatation strategies between those ethnic. That strategies can be seen with accomodation of communication theory, with a look at the strategy of convergence, divergence, and the forms of over-accomodation.This study is used Giles’ accomodation of communication theory, used a qualitative research method with symbolic interaction approach. Informants of this study were 7 Bugis ethnic traders and 7 Minangkabau ethnic traders. Then the object is the activities undertaken by the traders that reflect accommodation of communication strategy among Bugis and Minangkabau ethnic. Data collection techniques used are observation, interviews, and documentation. Then to reach the validity of the data in this study, researchers used the extension of participation and triangulation. The results obtained ethnic Bugis and Minangkabau ethnicdo the convergence by using Jambi language and Indonesian languagefor communication, the occasional they use opposite native language with it dialect as well. Adjust the speed of speech.Do touch on the traders manifold same sex.And irrespective of the distance while communicating. At the time of sale communication it goes friendly.Strategy of divergences are with use the native language when talking to traders of different cultures within native dialect also.Whilethe men traders avoid to touch opposite sex of different cultures. As the time of the sale and purchase different roles is very evident.The form of over-accommodation is mostly done by Minangkabau traders to the Bugis traders. it made by Minangkabau ethnic traders are, excessive use of the native language, not heeding the personal identity, joke without looking at the situation, violating personal space, using sounds excessive. While Bugis ethnic traders are using excessive clothing and jewelry.As the time of sale, both of ethnic sometimesdo excessive at the time of bid.Keyword: intercultural interaction, Convergence, Divergence, Form of Over-accomodation.

Advances in technology led to lifestyles also change, one of the lifestyle of smoking among women in big cities. It also affects lifestyle in major city where the lifestyle of smoking among women in Pekanbaru began implicated. Views of women smokers in Singapore can be found in public places such as cafes, coffee shop, even a campus environment. Smoking is dangerous behavior, especially for women, in which smoking can cause infertile, fetal damage, infertility, and physical changes are visible. In addition, women smokers are also assessed negatively by the public as being labeled as a hussy. This study aims to determine the motive Because in order to motive and female smokers, female smokers communications experience in Pekanbaru, and the significance of smoking for women smokers in Pekanbaru.This study uses qualitative research methods to conduct phenomenological approach. Subjects in this study consisted of six people. Data collection techniques are grouped into three sections, namely; in-depth interviews, observation, and documentation. This study uses data analysis interactive model of Miles and Hubermen, using a technique that checks the validity of the data through the extension of participation and triangulation.These results indicate that Because motive female smokers in Singapore namely the kengininan from within myself to smoke because often see women smokers, have the parents are smokers, friends seperkumpulan are also smokers, never offered a cigarette samples free diacara music festivals, and has its own views on female smokers. In order to motive while woman smokers in Pekanbaru are to get solidity feelings with the group, showed identity, gain a sense of calm, and let go of the desire to smoke. During his life as smokers, woman smokers in Pekanbaru get a pleasant communication experience that is more easily accepted by the group and individuals, preferably, bolder, more confident and able to free themselves. Through life experiences as women smokers, those smoking interpret as a friend, smoking as an outlet from life's problems, and smoking is a must.Keyword : Phenomenon, Women, Smokers.

The performance of the department cleanliness and landscaping of Bukittinggi in waste management in the city of Bukittinggi in handling the amount of trash scattered and lack of bins supplied does not match the number of inhabitants. To be clear, we propose the following research question: "How Performance operational officer on duty cleanliness and landscaping city bukittinggi" purpose in this study was Want to know how is the performance of the performance of the operational officers in the department cleanliness and landscaping in the city of Bukittinggi. The research method here the authors use descriptive research and data collection techniques used in this research is observation, interview, documentation, using qualitative techniques in which the collected data is processed and qualitatively. From the results of the data shows that based on the research and discussion that has been described, it can be concluded that the quality performance of operational personnel and Landscaping Bukittinggi is not maximized. Location shelters while still a ride on the roadside. Transporting procedure is not optimal because of the lack of quantity fleet used so that the working time is not efficient. Department of Hygiene and Bukittinggi should have more than one location of temporary shelters and spread in order to avoid the accumulation of garbage. On the transport procedure, should the fleet used to transport garbage from the garbage temporary shelters to landfills must be fixed and added that the quality of the officer's performance can be more efficient.Keywords: Performance janitor, quality, quantity

Position and role of the Civil Service is important in the administration of government and development tasks as stipulated in Government Regulation No. 53 of 2010 about the Discipline of Civil Servants. Discipline of Civil Servant at the Distric Office of Tenayan Raya Pekanbaru is still said has not gone well. This is caused by the lack of socialization about the importance of employment discipline, lack of strict sanctions for employee indisciplinary, and lack of supervision of work discipline employees. Based on this, researchers conducting of the analysis work discipline of Civil Servants at the Distric Office of Tenayan Raya Pekanbaru. Problems in this research are how the analysis work discipline of the Civil Servants at the Distric Office of Tenayan Raya Pekanbaru and the factors that affect discipline of employees working of Civil Servants at the Distric Office of Tenayan Raya Pekanbaru. This research uses the concept of discipline theory Civil Servant of Hasibuan 2011. The research model in this research is a qualitative descriptive method with data collection through observation and interviews, which the relevant parties in the implementation work discipline at the Distric Office of Tenayan Raya Pekanbaru as the research informants. The result of this reaserch work discipline of the Civil Servants at the Distric Office of Tenayan Raya Pekanbaru has not gone well, this is because the purpose of which was given to the employee are still not in accordance with ability of employees, exemplary leadership the less competent, human relationships are not in harmony, the lack of fairness for the compensation, supervision, and law sanctions, as well as firmness in giving assistance work discipline is not in accordance with the prescribed rules. As for the factors that influence work discipline employees is the lack of good communication in cooperation, the workplace environment is less comfortable, and lack of awareness as the resource implementing discipline.Keywords: Management Human Resources, Work Discipline
