Abstract

Increasing the sheer number of residents and the boom the number of vehicles in the city of Pekanbaru is increasingly require adequate infrastructure support mainly in order to improve road infrastructure development, the Government of Pekanbaru City through the Department of Highways and Water Resources Pekanbaru for more attention to the condition of the road - the road existing as well as monitoring the roads - roads in the city of Pekanbaru. Where there are still many roads are damaged and not repaired so as to disturb the comfort of road users.The problem in this research is how the supervision of road infrastructures by the Department of Highways and Water Resources Pekanbaru city, as well as the factors - factors inhibiting the supervision of road infrastructure.The researchers used theoretical concept which adopted the theory of supervision by Manullang. The method used in this research is descriptive qualitative data collection instrument includes interviews with employees monitoring section of Highways and Water Resources Pekanbaru and society, observation and document data.The results showed that the implementation of road infrastructure supervision by the Department of Highways and Water Resources Pekanbaru is still not optimal. It is seen from the results of interviews and observations that researchers do in the office of the Department of Highways and Water Resources Pekanbaru, and coupled with public opinion revealed that the work of Highways and Water Resources was Pekanbaru is less satisfactory for them, because according to they still lack the performance conducted by the Department of Highways and Water Resources during thisPekanbaru.Keywords: Monitoring and Road Infrastructure

Abstract

Pekanbaru city is one of the Big Cities in Indonesia is the center of all activities of economic, social and cultural. Pekanbaru city grow well and even become centers of economic growth. The rapid development such as the establishment of offices, shopping centers, a means of connecting, factories, entertainment facilities and so inevitably encourage urban to tempt fate.However, with the development of the city of Pekanbaru, the question that arises is the gap or inequality of rights is a deepening of the division of revenues between the various income groups, between urban and rural areas. This also means that the rapid economic growth has not succeeded in tackling the problem of poverty, such as unemployment, workers minors. Therefore, the Riau provincial government issued Riau Provincial Regulation No. 3 of 2013 on Protection of Basic Rights of the Child.The concept of the theory that the Researchers use a concept implementations. implementation in principle is a way for a policy can Achieve its objectives . To implement public policy , there are two options available Immediately measures are implemented in the form of program or through policy formulation devirat or derivatives of such public policyThis study uses qualitative research methods with an assessment of descriptive data. In collecting the data, the Researchers use interviewing techniques, observation and study of literature . By using key informants and informant aftershocks as resources.These results indicate that the Riau Provincial Regulation No. 3 of 2013 on Protection of Basic Rights of the Child assessed well implemented. it can be seen from the number of Children's Child Exploitation and neglect in the city of Pekanbaru.Keywords: Impementasi and Basic Rights of the Child

Abstract

Provision of credit facilities is always the risk of a will arise, it is necessary for credit management so that risk can be minimized. If the credit management implemented not good it appears a credit risk which will cause the credit becomes problematic which will affect the liquidity and profitability of the Bank. The purpose of this study (1) To determine and analyze the Credit Management to see the level of Non Performing Loan (NPL) in the BUMN Banks (2) To determine and analyze the liquidity and profitability has been achieved in the BUMN Banks. With the research method used is quantitative descriptive. The method of data collection used secondary data such as financial statements, the data in the form of interviews were also used as additional information to obtain data that is spoken. Data analysis using financial ratios Non Performing Loan (NPL) for measuring credit management, Loan to Deposit Ratio (LDR) to measure liquidity, and Return On Assets (ROA) to measure profits.Results of research conducted showed that the ratio of Non Performing Loan (NPL) in BUMN Banks during the period of 2011-2014 the BRI, Mandiri, BNI and BTN Bank are in a state of "healthy" that do not cross the line provisions of 5% -8%. Liquidity and profitability has been achieved by BUMN Banks the show is liquidity in 85% <ratio <100%, or the ratio <50% for Bank BRI, Mandiri and BNI is in a "healthy" while BTN Bank in the "healthy enough" while profitability at BUMN Banks in a "very healthy" and are at above 0.5 <ROA≤1,25%.Keywords: Credit Management, Non Performing Loan (NPL), Loan to Deposit Ratio (LDR), Return on Assets (ROA)

Abstract

This research was conducted to examine the effects of capital structure on profitability in the Pulp and Paper company listed on the Indonesia Stock Exchange. That is indicated by the capital structure Debt to Equity Ratio (DER) and Debt to Total Assets Ratio (DR) With the indicated profitability Return on equity (ROE) and Return on Assets (ROA). The study population was Pulp and Paper Industry company listed in Indonesia Stock Exchange during the period 2008-2013. In the financial statement lists the value of financial ratios that will include DR, DER, ROE and ROA. Which have fluctuated financial statements during the period 2008-2013. Obtained a total sample of 36 financial statements of companies acquired through a sampling technique is purposive sampling.analytical technique data used is multiple linear regression and hypothesis testing using t-statistic, to examine the relationship with correlation, and the coefficient of determination to test the effect of DR, DER to ROE DR and DER to ROA using the program SPSS.From the results of the analysis showed that DR, DER no significant effect on ROE by t tests where -0.894> -2.032 contributions DR, DER to ROE of 2.4%, while the remaining 97.6%. whereas DR, DER does not significantly influence the outcome ROA 0.968> 2.032. With the contribution of DR, DER to ROA of 10.8% while the remaining 89.2% is influenced by factors other than factors of capital structure.Keywords: Capital Structure, Profitability

Implementation Kampar District Regulation No. 2 of 2013 About Policy Society Movement seeks to boost Maghreb recite the Qur'an reading culture through Maghrib Society Movement Program assesses, is expected to help improve the public's penchant recite back after sunset. This research was conducted in the District Bangkinang Kampar regency. The data used in this study is Primary data and secondary data. Data collection through in-depth interviews and documentation. Descriptive Qualitative methods in use due to the retrieval of data from informants depth interviews of informants related. So that the problem in this case is Does the Government understand Kampar District Regulation No. 2 of 2013 About Policy Society Movement Maghrib Koran in District Bangkinang years 2014-2015 and Is Social Environment, Politics and Culture supports Kampar District Regulation No. 2 of 2013 About Policy Peoples movement Maghrib Recite in District Bangkinang years 2014-2015.Identify the problem in the achievement of them: Low intensive monitoring of the relevant parties both from the local government, civil servants, non-civil servants Nor Village Government As well as the extension of Religion in the implementation of District Regulation Kampar No. 2 in 2013 About Policy Society Movement Maghrib Recite in District Bangkinang the number of people who do not obey the Regional Regulation and prefer to perform other activities especially choose to watch television. Abstract

ABSTRACTThe high birth rate of children with autism in Indonesia eventually provide a variety of issues, including in the field of education. Lack of formal education means complicate the space for the children and parents of autistic orangh to obtain their rights in school. Based on the phenomenon of research objectives aim to look deeper into the characteristics of this speech community through patterning of autistic children in school Asperger syndrome Indonesian Creative School Pekanbaru.This research approach uses qualitative methods of ethnographic studies that will illustrate thoroughly and deeply associated with the speech community in this school. Data collection techniques used consisted of interviews, participant observation, and the extension of participation. As for the informants in this study the rainbow class therapists, parents of autistic children with Asperger syndrome and the school management Indonesian Creative School Pekanbaru. The results of this study indicate that there are special patterning of autistic children to interact or communicate with the environment. In particular, their communication will be different when interacting with the therapist, with the class teacher, with classmates (normal) and people you know. This is evident from the communication situation in the study where communicative events that are not based on the interest interests of children with autism will reduce acts communicative autistic children to interact with the surrounding environment.Key Words: Asperger's Syndrome, Education, Communication patterning, Ethnography of Communication Studies

Abstract

Indragiri Hulu regency government in 2011 has established the Information and Documentation Management Officer (PPID) which is part of the Open Government Indonesia (OGI), which Indragiri Hulu is a pilot project for the district level throughout Indonesia. PPID Indragiri Hulu to innovate in providing information services, namely the establishment of Community Information Service Center (PPIM) as part of Front desk service PPID, which is the first and only one in Indonesia. This study aimed to analyze the Management of Public Information Services by Information and Documentation Management Officer (PPID) Indragiri Hulu and to analyze the factors that influence it.Research conducted using qualitative methods to the type of exploratory research. This study uses the theory of New Public Service (NPS) proposed by Denhardt & Denhardt, consists of Serve citizens, not customers, Seek the public interest, Value citizenship over enterpreneurship, Think strategically, act democratically, Recognize that accountability isn’t simple, Serve rather than steer, and Value people, not just productivity. In this study the technique performed is observation, interview and documentation using triangulation analysis techniques.The results of this study indicate that the Management of Public Information Services by Information and Documentation Management Officer (PPID) Indragiri Hulu has been good. In addition, the Government's commitment, support from the community, as well as good communication makes the management of public information services by the Information and Documentation Management Officer (PPID) Indragiri Hulu succeed.Keywords: Services, Information, Public

Abstract

The Government who has the responsibility as service administrator needs to improve thequality of service with the priority of community needs. One Stop Service is an event organizer oflicensed and non-licensed, which has the process from proposal to documents publishing. Theaim of this research is to know the strategy of communication which has been done by anIntegrated Service Agency and Investment in implementing One Stop Service system policy to thecommunity in Pekanbaru.The writer used Qualitative-Descriptive method for this research, the informants are 6persons who have been selected with purposive sampling technique. The subjects of this researchwere the head of subsection of programming, the civil servants of Integrated Service Agency andInvestment Pekanbaru, and the community that using One Stop Service system. The types andsources of data used are primary and secondary data. The data collection technique of thisresearch was deep interview and documentations.Research result of communication strategy which has done by the Integrated ServiceAgency and Investment was to determine the target audience; community leaders, religiousleaders, and employers or society who will open a small business. Factors that have to beconsidered in the planning of public communication are; audience’s plannning, backgroundknowledge, and feeling. Plannings for communication message are; main message and messageorganizations. Media used for this research are printed media and electronic media.Keyword: Communication Strategy, One Stop Service.

Abstract

This study is a qualitative research which describes Russia motivation applying temporary restriction of fish products exported from Indonesia to Russia dealing with Customs Union policy on July 1, 2013. The restriction applied was based on the result of joint inspection done by Customs Union and Rosselkhoznadzor Russia to some fish companies in Indonesia which found that the companies did not meet the requirements and standard of Customs Union and Rosselkhoznadzor. From the result of the inspection it was found that some problems on fish productions process and lack of certification and documents.Finally, after more than one year of hard effort an negotiation done with Russia authority, the restriction can be released on September 17, 2014. The most important thing for Customs Union and Rosselkhoznadzor is that for Indonesian fish companies to do some improvements and meet the requirements and standard of export agreed by the two parties, such as healthy and safety control and documents.The data were collected from many sources like books, journals, and websites that can support this research. Abstract

With the increasing development of four stars hotel in Pekanbaru, much less affected Grand Elite Hotel to build a strategy to attract costumer interest. The problem identification in this research is on how the Marketing Public Relations strategy using publication, events, information news, and public service activity to attract costumer interest in Grand Elite Hotel Pekanbaru. This research done by the qualitatif research method with the technique used in the data collection is deep interview, observation, and document used. After the data  is collected, then followed by the process of taking note, typing, editing and qualitatif analysis still using words usually arranged into the expanded text. If the collected data is still less then the researcher will do the checking the validity of the data. The result of research shows that the Marketing Public Relations strategy conducted by Grand Elite Hotel are publication events, informations news, and public service activity. In communicating it’s product, Grand Elite Hotel mostly used the promotion. The promotion done by Grand Elite Hotel is using some kind of media. Media used by Grand Elite Hotel to attract costumer interest is printed media, electronic media, and internet media. Special for costumer that usually use the Grand Elite Hotel service, then Grand Elite Hotel will give special price and always build good emotional bond with its costumers. The obstacles that researcher found to attract costumer interest are 1). Internal factor: the lack of creavity in promotion, less strategic place, 2). External factor: consumers taste and competition. Researcher recommended that Marketing Public Relations strategy can go better in the future, thus require the Grand Elite Hotel to run all the Marketing Public Relations strategy with more constructed.
