Abstract

This study aims to determine the relationship of income level of student bidikmisi against behavior patterns and to know the level of consumption behavior behavior of students bidikmisi 2013 Universitas riau. This research is a Quantitative research that is analyzed based on inferential statsitik. The theory used in this research is the theory of consumption society by Jean Baudrillard. In this research, there are 87 respondents. With technique sampling technique Sampling Propotional technique is used when the population has members who are not homogeneous stratified or not proportionately. The result of field obtained is the relation between income level of student of bidikmisi and consumption behavior pattern of student of bidikmisi, that is overall income level with consumption behavior pattern is Low, with result 0,229, based on qualification level relation. Overall Average Revenue Rate of student bidikmisi is is in the position of the interval to 2.98 or rounded 3. Position interval to 3 shows with the classification Medium with the ability of Student Revenue Rp.1000.001 - Rp.1.200.000 per month. Level of behavior pattern of student consumption with position of 2.51 lies on qualification interval coefficient 0,20 - 0,399 with Low level of relationship. And there is an indication of student bidikmisi 2013 Universitas Riau to behave consumptive although the relationship level of variable X and Y is low, Level of pattern of consumption behavior is low, and with income at interval 3 Rp. 1.000.001 - Rp.1.200.000 per month which can only to meet the priority needs, but in reality in the field not less when getting the accumulation of income that is from parent shipments, living board, and even business results.Keywords: Bidikmisi scholarships, students, consumption behavior

Abstract

The division moratorium village is the first step of the government to make the arrangement number of villages.village expansion proposal has been accepted by BPMPD, but the petition was in the process of considering the central goverment has not issued a decision lifting of moratorium. Therefore, the research wanted to see the expansion process village jaya preparation add Rokan Hulu in 2014-2015. The research objective: fist, to find out how the expansion process village tambah jaya preparation Rambah Hilir subdistrict Rokan Hulu in 2014-2015.second, to find out how a limiting factor not yet achieved the division village tambah jaya proparation in 2014-2015. Data collectected by way of interviews with informants and direct observation. While the analysis of data using qualitative methods to analyze data and use logic argument is based on data obtained in the field by connecting facts, data and information. The survey results that the village expansion preparation Tambah Jaya has become a redistricting process to be completed. In the village chief Rambah, head Rambah Downstream, and BPMPD thera is no problem in completing the requirements division of the village. Then, when seen from the village of inhibing proliferation village that has not been revoked, that village Tambah Jaya preparation add’ve done the preparation of the village expansion in accordance with Law No. 6 of 2014. Abstract

Looking at the data distribution of the population, the District of Bagan Sinembah is a region with the highest population density is ± 163.02 inhabitants /km2. The population is too big and is not comparable with the availability of jobs will cause a portion of the population who are at working age do not get a job. In Sub Chart Sinembah main source of income, the majority of the population is mostly of farm incomes and growing industrial large-scale palm oil processing. Subdistrict Chart Sinembah small and medium industries have the largest network in Rokan Hilir. Empowerment of small and medium industries are potentially in overcoming job seekers in the district of Rokan Hilir Chart Sinembah 2014.Based on the results of this study concluded that the empowerment and the development potential of small and medium industries in the District Bagan Sinembah more focused on industrial activity based on democratic economy, advanced, competitive, and independent and contribute positively to the economic life of the people in the industrial sector and trade. One objective of the empowerment of small and medium industries are the insistence on the SME entrepreneurs are able to expand the economic base and provide significant contributions in expanding employment opportunities, namely by increasing the region's economy and economic security districts.Keywords: Empowerment of Small and Medium Industry, Labor

Abstract

This research was conducted in Kelurahan Talang Mandi Mandau Subdistrict, Bengkalis Regency with the problem that is (1) How is the role of Perbato Institution in carrying out the Mangokal Holi ceremony on Batak Toba society in Talang Mandi Village? (2) What are the factors influencing the role of Lembaga Perbato in carrying out the Mangokal Holi ceremony on Batak Toba society in Kelurahan Talang Mandi ?. The purpose of this research is to explain the role of Lembaga Perbato in performing the ceremony of Mangokal Holi to Batak Toba society in Talang Mandi Village and to know the factors influencing the role of Lembaga Perbato in conducting the Mangokal Holi ceremony in Toba Batak society in Talang Mandi Village. This research is a qualitative research, the subject of this research is the key informant who know or spark the idea of the Perbato Institute and also the Mangokal Holi ceremony such as Chairman of Customs, Management of the Institute of Perbato and Community Leaders. As for object in this research is taken by using purposive sampling technique where society which used as informant is those who know institution of Perbato and ceremony of Mangokal Holi. To collect research data using guide guides (guides) and documentation. The results of the study illustrate that the institution of Perbato is very instrumental in every before until after the ceremony Mangokal Holi implemented. In every arrangement of the event, the Institute of Perbato has a role in the intermediary of obtaining the excavation permit to the Social Service, leading the meeting, digging and retrieving the bones, receiving the offerings (somba-somba) in the form of food from the family conducting the ceremony. But there is still lack of in the institution in carrying out its role. In addition, there are factors that influence the role of the institution, namely the preparation of inadequate roles, the difficulty of role shifting, role conflict or role failure. Abstract

Local Tax is an asset of Regional Government which is used to finance the implementation of Regional Government and regional development. One source of Regional income is derived from local tax levies, taxes levied by the region based on tax regulations set by the region for the benefit of household financing as material public law. The research aims to know Tax Collection Management and Factors that obstacle the management of tax collection.The concept of theory used in this research is Management according to PradjudiAtmosudirdjo which explains about the management function, which consists of 5 indicators namely, planning, organizing, direction, coordination, and controlling. This study aims to find out about the Management of Local Tax Collection ByInstitution of Regional Income(BAPENDA) Pekanbaru City. This research uses qualitative descriptive research method. In collecting this data collection using techniques, interviews, observation, and documentation. Using the Snowball Sampling technique as a source of information.The results showed that the management of local tax collection is still very low and has not reached the expected realization due to lack of awareness and honesty of the community in paying taxes, still less supervision by officers and efforts to manage data that has not been maximized. This research suggests that the Institution of Regional Incomebefore determining the target calculation, it is necessary to conduct field data collection on the potential of each tax, so that the potential of each tax can be realized well and can reach the acceptable income area. Factors that obstacle Tax Collection Management among others: Lack of Human Resources (HR), lack of facilities and infrastructure, lack of awareness and public honesty (taxpayers).Keywords: Planning, Implementation, Controlling, Tax Collection

Abstract

This research explain about the role of UNICEF in dealing with victims of the earthquake in Nepal 2015. The research also describes how the impact of the earthquake in Nepal and how the condition of Nepal after the earthquake. The earthquakes in April and May 2015 took the lives of nearly 9,000 people. The earthquakes injured thousands and turned to rubble a huge number of homes, health posts and schools that faced the brunt of the quakes. UNICEF as one of the world institutions that fight for children's rights, has made many changes, working with communities and influencing governments in Nepal.This research theoretically has built with pluralism perspective on International Relations and supported by group behavior analysis, international organization theories, and also the concept of the role.The techniques used to collects data to study the case to library research in the form of journals, books, official document, article, and website. Formulation of all arguments, facts, and theoretical framework on this research is guided by qualitative explanation methods. Scope of this research is about UNICEF’s role to dealing with victims of the earthquake in Nepal.UNICEF started its response to the disaster right from day one on 25 April 2015. UNICEF launched an emergency appeal to cover the needs of the immediate response and early recovery phase. By using resources contributed towards this emergency appeal, UNICEF supported a number of life-saving activities across the areas of health; nutrition; water, sanitation and hygiene(WASH); education; child protection; and social protection. In addition, UNICEF engaged in helping to disseminate messages to assist children and their families stay safe and healthy during the disaster, as well as information on relief efforts in their communities.Keyword: earthquake, role, UNICEF, Nepal

Abstract

The background of this research is based from the author's observation of Tuah Negeri Sub District which has only been developed in recent years, the area that used to be the forest now occupied by the migrants due to the rich natural conditions such as the bedeng soil, there are still many empty land that is currently established large factories, offices, oil palm plantations, etc., cause to be a place to migrate,because of many jobs. The problems that the author raises is the job mobility from before becoming a migrant and after becoming a migrant in Tuah Negeri Sub District. The formulation in this study is what factors affect the mobility and how the form of that mobility. Informants in this study is 8 (eight) persons who have become migrants for 10 years and above, the author take informants who have become migrants for 10 years and over because can be seen from their income, form their house and investment. The analysis used is descriptive qualitative method. The results of this study shows that from 8 informants,only 7 of them changed his job after becoming a migrant in Tuah Negeri Sub District. This happens because many factors, among them are economic factors. Not all informants changed after becoming migrant in Tuah Negeri Sub District, from 8 informants theres only 6 informants who experienced social climbing mobility and 2 other informants experienced social sinking mobility.Keywords: Mobility, Migrant, Economy

Abstract

This research is motivated by the lack of maximum service provided of Pucuk Rantau sub-district office of Kuantan Singingi Regency to the societyand also high quality of claim public services to the sub-district office. Although this claimis often do not match with the expectations. Empirically, public services still characterized by a complicated, slowly, expensive and tiring. There are many kinds of public service business in the Pucuk Rantau sub-district office is often reaped protests such as less effective and efficient of these services.The purpose of this research is to know the implementation of public service Pucuk Rantau sub-district office in Kuantan Singingi regency, besides that to know the factors inhibiting the implementation of public service at the sub-district office of Pucuk Rantau in Kuantan Singingi Regency. In this research the writers was use descriptive qualitative research methods, this research method aims to analyze and illustrated how the implementation of society services in the sub-district office of Pucuk Rantau in Kuantan Singingi regency. In this study the subject is the official and the society were conduct service activities while the object of study is the implementation of Pucuk Rantau office in providing services to the society. In this research there is a plan of thought as a reference in developing problems to the researchers, the space of service is based on the principle of good service proposed by Sinambela.The result of the study is found that public service in Pucuk Rantau Head Office still needs to be improved, both in terms of Human Resource and in terms of completeness of facilities and infrastructure in implementing public services, so that what people expect in Pucuk Rantau District will be realized. One of the issues that need to be paid attention in the Office of Pucuk Rantau head is the professionalism of employees to be more disciplined in carrying out duty as a service provider to the public.Keywords: Implementation, Service, Public

Abstract

This research was conducted at Kecamatan Bantan Kabupaten Bengkalis. The purpose of this research is to know the effort of society to maintain the continuity of Bara'an tradition at Kecamatan Bantan Kabupaten Bengkalis. The purpose of this research is to know the effort of society to maintain. The focus of this research is the essence of Bara'an tradition implementation by society at Kecamatan Bantan Kabupaten Bengkalis. The technique of determining samples in a purposive sampling and set the number of samples as many as 8 people. The author uses qualitative descriptive method and Instrument data is observation, interview and documentation. Research conducted, the authors found that there are two great essence of bara'an tradition that is the relationship and cultural life. Research conducted found that the timing of bara'an tradition is after completing solat idul fitri, Bara’an done for the longest for a week and the fastest for four days. the series of bara’an implementation starts from the gathering of the community in the mosques every village after the solat idul fitri, then the community will jointly crush first house that will be addressed in Bara’an, after determined which house will be addressed first then the head of the entourage will turn on siren mark Bara’an begins, then the entourage will move to the first house and so on. When they reach the targeted house, the community will be led to read prayers and sholawat. After that will be served a variety of Eid foods such as wet and dry sponge cake variety, various crackers, durian leaf, vegetable lontong, ketupat and various other meals. After eating the dish served by the owner of the house then the group will leave and go to the next house. Abstract

Centralized develoment has led to disparities between urban and rural areas from different perspectives. One of the government’s strategies to establish to reduce disparities and make villages more autonomous and self-reliant is to allocate village funds which then involve all members of the community at every stage of the activities resulting from this policy.The pupose and research is to identify; 1. Know the infrastructure development in the middle village in 2016; 2. Analyze the factore that development in the middle village by 2016. The method used in this research is descriptive method with qualitative approach. Data type is primary data and secondary data. Data collection techiques in the study are interviews and documentation. Tachniqu and data analysis used is desciptive qualitative data analysis.Based on the result of the results of this study concluded that the particiption of the community in the development of the village is through the use of village funds, overall sosiety is still low public participation, this lavks the opportunity that is owned as a sciety to participate with the ability and willingness of the community is still not able to reach a higher stage.The village apparatus is being linked in the aducation of the village apparatus is considered minimal, the training and education only once in 2016.Keywords : Development, Community Participation, Villages Fund Allocation
