<![CDATA[The type of research used is descriptive with the method of skin, with the basis of case study research. Technique of collecting data with observation technique, that is collecting data by literature study, document and result of research and also through institution related to problem which observed and conducted direct observation of object that was researched by using interview technique where researcher held direct question and answer with informant Which is considered to have the quality and ability to address this issue. As for the population in this study is, bureaucratic apparatus Government Kampar regency that has a relationship with the problem of public health services and health care recipients that is the community in the district koto Kampar Hulu, with the technique of sampling is determined by Purposive Sampling, then the results will be processed data and Analyzed qualitatively. The result of the research shows that the Local Government Policy in Public Health Service in Kampar Regency is contained in Regent Regulation No. 05 of 2015 on the National Health Insurance System, which aims to provide convenience for the community to procure quality and comprehensive health services to the community. Implementation of the policy according to some managers of the Regional Health Insurance System is good, but in fact there are some obstacles that involve the policy is not running as it should be. Human Resources Factors, Supporting Facilities and Infrastructure for Health Services, disposition / behavior of health service personnel, as well as lack of budget stability in support of the policy are some obstacles that result in the implementation of the policy is not working as it should. <![CDATA[This research explains the implementation of Indonesian policy in handling illegal immigrants in Riau province. Riau which is located very strategically and located on the border of the sea with other countries allows so many people who visit Riau for a tour as well as for asylum seekers. Due to the factors that make the asylum seekers make Riau as their place to go to their destination country that is AustraliaThe perspective used in this research is neorealism, the theory used is migration and policy. The data used in this study are primary and secondary data. Primary data obtained from field research and data collection were conducted using interviews based on structured questions. Secondary data is obtained through library research, and online computer search. The data obtained are then selected and then analyzed in a qualitative manner and prepared in the form of descriptive research reports.The study finds that now Indonesia can only accept the refugees until the third State for the refugees already exists. Increasingly, more and more foreign nationals are victims of conflict in their country who come to Indonesia. Because according to them Indonesia is a very good country. That way, Indonesia must continue to receive refugees because it is a mandate of the United Nations and Indonesia should keep. Coordination of fereign parties, Namely UNHCR and IOM determine and influence. <![CDATA[This research discusses Iran’s response to the political thriller movie Argo and how the movie represents Iranians. Argo movie was launch in October 2012 focusing on an exfiltration mission in Iran by the CIA, which is based on true events in 1979 when the Islamic Revolution broke in Iran. Iranian in 2012 was shocked by Argo’s Iranian depiction that was deem by president Mahmoud Ahmadinejad ‘anti Iranian’ and American propaganda. Iran further their accusation when Argo receive the prestigious Oscar award handed by first lady Michelle Obama at Febuary 24th 2013. This research will explain the Iran Hostage Crisis and Canadian Caper history in 1979, how Iran respond to the movie Argo in 2013, the scenes that was protested by the Iranian government, what kind negotiations are being done, and how the movie Argo influences Iran’s and United States international relations. Perspective that used in this research is Realism perspective. The theory used in this research is the mass media concept. <![CDATA[This study aims to determine the cause of the decline in retribution permit interference, especially in the city of Pekanbaru, especially in the District Charming. The number of businesses which do not deal with this permit, both new and renewal becomes impairment of retribution permit the interruption disampaing other problems. This study uses the theory of authority (authority) and qualitative research methods with data analysis desktriptif. This study shows that first, the decline retribution permit interference in District Charming terms of public response due to low participation and awareness in the processing of business permits that include permission interference. Second, the behavior of bureaucratic apparatus which is less responsive and accountable is also a problem that retribution menurun.Ketiga nuisance permit, the Government in both political authority, control and enforcement is not working optimally and impressed not only focus on the business license with large-scale disturbances.Keywords: Policies, Licensing, levies, Authority]]>

<![CDATA[This research purpose of this study to analyze how the behavior of farmers in the Topang which has palm plantation which starts from clearing, processing, nursery, plant up to collect the results and the behavior of the last farmers in preparing the land. farmers cleared the land himself with reason as a source of livelihood. Farmers who cultivate farming land with their own hands, without having to hire someone else to do it. To be a successful farmer should do their own farmers to comply with what is expected by each farmer. The first beginning farmers develop their plantations without government permission letter regarding land ownership in processed by farmers because the government has not contributed at that time. Behavior of farmers in processing a piece of land to plantations was not using it by burning palm plantation farmers use the traditional way to keep the preservation of the environment. Their behavior shows that there must be a way to burn to cultivate a piece of land, but there are many more ways to do it wisely. The behavior of farmers who are still stuck with the old ways that do not cause damage to the function of forests. The accusations being leveled at farmers who cultivate land by burning was never true. <![CDATA[This study aims to determine the effect of relationship marketing and corporate imageon customer loyalty at the Hotel Sapadia Districts Pasir Pengaraian. Relationship marketingas a variable (X1) corporate image as a variable (X2) and customer loyalty as a variable (Y).The method in this research is descriptive and quantitative using SPSS, wheresamples were used that guests staying more than 3 times in the Hotel Sapadia Districts PasirPengaraian with respondents as many 99 people. To determine the number of samples usedslovin formula, as well as a sampling technique by purposive sampling. Data collectionthrough questionnaires and interviews.Results of analysis using multiple linear simple, using multiple linear regression, ttest and f test so that it can be seen that the variable relationship marketing positive effect oncustomer loyalty, that the provision of corporate image significant effect on customer loyaltyand significant relationship marketing and corporate image on customer loyalty.Keywords: Relationship Marketing, Corporate Image and Customer Loyalty.]]>

<![CDATA[The process of writing this research is based on a point of view the writer to examine the phenomenon of society in Bandar Petalangan District in the local election of 2015. Through Pelalawan Regency seeing the behavior characterictics one district of two villages with different tendencies and their significant participation in Deciding the selection of the cadidates. This research uses a quantitative correlation a contingency approach to correlate the two approaches in the school of Michigan, the Sociological and Psychological Approach to the behavior of voters in the voting at the location of the object of research. Primary Data were collected through a survey and analysis of documents. Data processing was performed using the program Statistic Package For Social Science (SPSS). Then the data is processed through the Crostabbulation by Chi-square test to see relationships and correlations contingency to see the relationship between the variables studied. The results of this study there was no significant relationship between voting behavior of district community Bandar Petalangan on the elections, Palalawan 2015 based on gender, age, religion, education (Sociological factors) and the factor of the issues that developed, the image of the personality and leadership experience (Psychological factors). <![CDATA[This study aims to explain the fall of Malaysia's MH-17 aircraft in the Donetsk region of Eastern Ukriana that killed all passengers on the plane. In this issue the security council issued two resolutions, where the first resolution of resolution 2166 and subsequent resolution failed because Russia exercised its veto as a permanent member.This study uses the public diplomacy theory proposed by Jay Wang, the Neo-Realism perspective, with the level of State analysis. This research also uses descriptive analysis with qualitative approach. <![CDATA[the importance of sustainable forest management and community welfare, the Riau Provincial Government through Regional Regulation No. 5 of 2015 on the Management of Sultan Syarif Hashim, has established UPH KPHP Minas Tahura which is the Technical Implementation Unit (UPT) of Riau Forestry Service .This study aims to find out implementation of Forest Park policy (Tahura) Sultan Syarif Hasyim by Riau Forestry Department. This research uses qualitative research method with descriptive research type. This method aims to get a true picture of the management of Forest Park (Tahura) Sultan Syarif Hasyim by Riau Forestry Service .This study found that the implementation of Forest Park policy (Tahura) Sultan Syarif Hasyim By Riau Forestry Service from the communication aspect has been running optimally. Viewed from the aspect of resources, UPH KPHP Minas Tahura staff is still less than only 15 people, but in terms of quality is very adequate because previously had followed the trainings. From the disposition aspect, the placement of UPH KPHP Minas Tahura staffs in accordance with their respective fields and expertise. <![CDATA[This study was conducted at Kecamatan Tampan Kota Pekanbaru. The purpose of this research is to know the strategy of motorcycle taxi driver to fulfill family economic need. The focus of this research is the characteristics of motorcycle taxi drivers at Kecamatan Tampan. The technique of determining samples in a purposive sampling and set the number of samples as many as 5 people. The author uses qualitative descriptive method and Instrument data is observation, interview and documentation. Research conducted, the authors found that the strategy of adaptation of motorcycle taxi drivers at Kecamatan Tampan Kota Pekanbaru in meeting the family's economic needs include: Adaptation, Research Subjects in fulfilling their needs as much as possible to familiarize themselves with the current economic limitations. Goal Attainment, Research Subject has a certain motivation in balancing the economic life of the all-well-off. Integration, the subject of research relies on the relationship and solidarity with fellow motorcycle taxi drivers at the motorbike base. Latency, the subject of research in an effort to keep customers looking for a good relationship. Characteristics of motorcycle taxi drivers in Tampan District are as follows: Knowledge of Traffic Rule, Research conducted found that not all research subjects know the traffic rules. Driving Skills, The general subject of research is skilled in operating the vehicle when mocking.
