Abstract

This research was motivated by the economic life of fishermen in Bangko village. Traditional fishermen's heritage using only canoes and paddles to find fish was not able to compete with modern fishermen who used motorized boats and sophisticated fishing gear. Their low income due to the limited economic education and and lack of capital theory used by survival strategy theory researchers used qualitative research in which respondents were selected according to the criteria determined by the traditional fishermen, namely active, passive and network strategies. . Traditional fishermen in the village of BangkoPusaka also have side jobs such as gardening, taking wages, savings, and debt. And then the reason fishermen continue to work as traditional fishermen is because of the low education of these fishermen, the difficulty of finding work. Abstract

This research is explanatory research which aims to explain why Park Geun-hye applied the Trust Politic policy in dealing with North Korea in 2013-2016. Park Geun-hye was the president who was elected in the South Korean presidential election on December 19, 2012 for the 2013-2018 term of presidency. Known as the first female president in the country, park also has an attractive background as former president Park Chung-hee's daughter. Kim Dae Jung's Sunshine Policy failure and Lee Myung Bak's isolation policy made the South Koreans very vulnerable to the North Korean issue during the election period. From here, Park Geun-hye came up with a policy that was felt as a breath of fresh air and suitable for South Korea towards North Korea, namely Trust Politic policy.The author uses the perspective of behavioralism, which is supported by Richard Snyder's decision making theory and foreign policy concepts at the level of individual analysis as the main actor in international relations. This research uses qualitative methods and literature studies as sources of information.The results of this study show the reason of Park Geun-hye implemented the Trust Politic policy towards North Korea in 2013-2016 was influenced by internal and external factors. Internal factors are Park Geun-hye's idealistic and progressive perception of North Korea and the failure of foreign policy towards North Korea before Park's time. While external factors are an escalation of threats from North Korea which is increasingly alarming and support from the international community towards Trust Politic policies.Keyword: Park Geun-hye, Trust Politic, Foreign Policy, North Korea

Abstract

Siak Hulu Subdistrict is the region with the highest target of receiving land and building tax in Kampar Regency in 2016, but in reality the land and building tax receipts in the area are still relatively low. Pangkalan Serik Village is one of the villages in Siak Hulu Subdistrict with the realization of the lowest land and building tax revenue in 2016 so that it can be said that the Kampar Regency Regional Regulation No. 11 of 2011 concerning Rural Land and Building Taxes and Municipalities is not well implemented in the region. The purpose of this study is to describe the implementation of the Kampar District Regulation No. 11 of 2011 concerning Rural and Urban Land and Building Taxes in Pangkalan Serik Village in 2016 and the factors that contribute to the implementation of the Kampar District Regulation Number 11 of 2011 concerning Land and Building Taxes in Rural Areas and Urban in Pangkalan Serik Village in 2016. The method used in this study is a qualitative approach with descriptive analysis method. The results showed that the implementation of the Kampar District Regulation Number 11 of 2011 concerning Land and Building Taxes for Rural and Urban Areas in Pangkalan Serik Village in 2016 had not been effective. Although in terms of communication, resources, the attitude of the implementor, and the organizational structure has supported the policy, the clarity of information for the community has not been achieved. The inhibiting factor in the implementation of this policy is the limited facilities and infrastructure as well as the low public awareness in paying taxes.Keywords: Policy Implementation, Public Policy

Abstract

Study is trying to abtain to cleverness or science, exercising , changing of behavior or responded that because of experience. To reach learning qualified in need of learning effective and right targets . In achieving the effectiveness of study , need to obedience in the regulation of learning . The purpose of this research is for knowing effectiveness of Implementation learning at faculty of social and political science University of Riau,,and for knowing of factors in inhibitingting effectiveness of Implementation of learning at faculty of social and poltical science University of Riau. The teory that using in this reseach is teory of effevtiveness accroding Mamudi who consists of several indocator important is : Input, Process, Output, outcome , election of informan , the research using snowball sampling technique . Techinque of data in this research is with intrerview , observation and dokumentation. the reasult from this research is tah show learning at faculty of social and poltical science does not already effective because of still many indicators from regualtions dean that does not already good way .. In the this research has founded there are some factors inhibiting effectiveness of implemntation learning at FISIP UR is such as less human capital are the lecture , the afctive of student in studying and unmanageable the delegate was of the subjects that lasts for one semester . For that needed by add human capital are the lecture , the active of student in matery developing that given by lecture , and also need to discipline in regulation of implementation of learning .Key Words : Effectiveesss , Implementation of Learning

Abstract

This research is called the “application of the code of journalistic ethics news at the category of criminal law on the site of online news datariau.com” (an analysis study the contents of the application of chapter 4 and chapter 5 the code of journalistic ethics on a website of datariau.com). The study is based on of a unique the website online datariau.com in which contain da’wah article every day. Were given the freedom looking for press , process and spread the word in accordance with the code of journalistic ethics that applied to keep its credibility. A theory that used in this research was models of communication Laswell. As for the purpose of this research is to know the number of news at the category of criminal law who violates the code of journalistic ethics especially in article 4 and article 5 and spiritual service in preaching that has been performing well on the site of online news datariau.comThe Research conducted acquired through study documentation , the study of literature , and sheets of coding Analysis of data done with the quantitative analysis. Analyzing of using analysis the contents of by test realibility using formulas R.Holsty and strengthened by formula Scott pi. Where the it’s 0.75 and results of the test reability CR - 1 & pi = 1 qualified to do this research. Sampling technique that is used is identification random sampling. A theory that used in this research was communication theory Laswell.The news was taken of the months january 2018 up to march 2018 , sample dealing with this research were 77 news. It means the website online datariau.com have implemented the code of journalistic ethics on news writing criminal law, with the percentage apply the code of journalistic ethics is 87,01 % and the percentage offence is 12,99 %.Keyword: Online News, Code Of Etichs Journalistic, Datariau.com

Abstract

Mining, from to environmental side, is considered to be the most destructive compared to other exploitation of natural resources, which is why supervision is needed.. This study aims to find out the supervision of sand mining business at Indragiri river flow area, and to find out the inhibiting factors for the supervision of sand mining business at Indragiri river flow area, Rengat Barat District, Indragiri Hulu Regency. This study uses the theory of supervision stages by Manullang to analyze the supervision of sand mining business at Indragiri river flow area, Rengat Barat District. The theory consists of determining a measuring device (standard), assessment action, and corrective action. The type of the study is qualitative, using interview method, observation, and documentation. This study found that the supervision of sand mining business Supervision of sand mining business didn’t have much significant changes, causing the impacts such as abrasion, polluted river water, and damaged infrastructure which is the road used by residents at Indragiri river flow area to carry out activities, because there are still miners who don’t obey the rules and thus damage the environment. This is due the inhibiting factors of supervision such as the lacking of supervision officer’s quantity, limited operational fund, and lacking of the miners’ obedience.Keywords : Supervision, sand mining business and mining at river flow area

Abstract

Authority is a power at government to doing the function and the duty based on regulation constibution. Subdistrict head is aleader as territory device at district or sub-district. Subdistrict head domiciled as a coordinator of organization government at sub dictrict area, his located at down and have a responsible to district head by region seccrtary district or city. With other word Authority is a power that have base to take action or dead of law so that not arise Iaw conseguence, that is materialized a authority.Formulation of the prolem in this research is “ why authority of sub-disrtict in coordinated effort the organization pece and public order at “Logas Tanah Darat” sub-district not yet optimal? And aim of this research is to know the factor that couse peace and public order at Logas Tanah Drat sub-district. This research use Kualitative descriptive opproach.The resuts of this research is still the less coordination of doing sub-dictrict party, less communication of society to high party is cause of problem that happen notywt can to handled goodly because sub-district head not fully have the responsible. Abstract

This research was conducted in Dusun Tua Village, Kelayang Sub-district, Indragiri Hulu District with the problems: (1) How is the level of community acceptance on the use of LPG gas in Dusun Tua Village, Kelayang Sub-district? (2) What factors influence the community to choose or refuse the use LPG gas in Dusun Tua Village, Kelayang Sub-district? The objective of this research was to find out the level of community acceptance on the use of new innovation namely LPG gas and to find out whether the community accept or refuse the new innovation namely LPG gas as a substitute of kerosene and firewood for cooking fuel. This was a descriptive quantitative research. The population of this research was the citizens of Dusun Tua Village, Kelayang Sub-district, with the sample of 58 respondents. In collecting the data, this research used observation and questionnaire techniques. After conducting the research, it was obtained that there were 48 respondents using LPG, 1 respondent using kerosene, and 9 respondents using firewood. Based on the results, it was obviously seen that LPG gas was the most cooking fuel used by the community. It indicated that the Community of Dusun Tua Village, Kelayang Sub-district, received LPG gas as a new innovation. Whereas, based on the curve of LPG acceptance level in Dusun Tua Village, Kelayang Sub-district, there were no groups of innovators and pioneers. Instead, it was found that there were 3 respondents as the early followers, 36 respondents as the final followers, and 9 respondents as conservative followers.Keywords: Innovation, Acceptance, LPG Gas, Indragiri Hulu Dusun Tua

Abstract

To overcome the issue of public entertainment in the city of Pekanbaru, the Pekanbaru city government took a concrete step by issuing one of the policies governing entertainment in the city of Pekanbaru, namely Regional Regulation Number 3 of 2002 concerning General Entertainment in the City of Pekanbaru. One of them is the game arena. This regulation aims to limit the playing field, so that in carrying out its business activities it does not harm, harm, and disturb the community, especially the surrounding environment. Based on the research that the authors did in the field, there are still playing fields that do not comply with the Regional Regulations that have been made by the Pekanbaru City Government. The purpose of this study was to find out how the operational supervision of the playing field in the city of Pekanbaru and to find out the inhibiting factors that affect the supervision.This research was conducted in the city of Pekanbaru by using a qualitative descriptive method, the data were collected through observation and interviews. This research was carried out using the Manullang theory, which set standards, made judgments, and made corrective actions.The conclusion of this research is that the supervision carried out by the Pekanbaru City Civil Service Police Unit has not been carried out effectively, this is based on the fact that there are still many playing fields that violate the regulations made by the Pekanbaru City government. This happens because the efforts made in the supervision process are not optimal in terms of human resources, sanctions, and awareness of the business owner itself.Keywords: Arena Games, Operations, Supervision

Abstract

In 2018, in Mandau District, Bengkalis Regency, there was a conflict regarding the inauguration of the Batak Traditional Hall. The rejection of the inauguration was carried out by the Lembaga Adat Melayu Riau (LAMR) Mandau due to the inauguration of the Balai Adat Batak in contradiction with the vision and mission of Riau 2020 which made Riau the center of Malay culture throughout Southeast Asia. Therefore, the event (LAMR) Mandau negotiated with the owner of rumah adat so that the inauguration of the balai adat was canceled. The purpose of this study was to determine the strategies of negotiating both parties, the stages in negotiating both parties, and the meaning of traditional houses for both parties.The research method used in this study is a qualitative descriptive method, by setting 8 (eight) research subjects as informants through a purposive technique. Data collection techniques used in this study were interviews and documentation. The data analysis technique in this study uses an interactive data model. Checking data uses the technique of extending participation and triangulation.The results of the study indicate that the negotiation strategy used by both parties is the Win-Lose strategy. This is because both parties both went to win in the negotiations, and the end result of the LAMR Mandau won by the cancellation of the inauguration of the Balai Adat Batak. In carrying out this strategy is assisted by negotiation techniques used by the LAMR Mandau was to make an agenda. Meanwhile the owner of traditional houses did not do any techniques. Mediation is another technique used by both parties to reach an agreement, because during the negotiations there was no meeting point. In interpreting traditional houses there is a slight difference in meaning. The owner of Balai Adat batak means as a form of symbols and inheritance that must be preserved wherever they are. However, both parties agreed that Balai Adat is the institutional center of a culture, which in the Balai Adat is that all traditional elders meet, conduct deliberations and cultural activities are carried out.Keyword: Negotiation, Conflict, Balai Adat
