Begal is included in cases of violent theft, theft with violence using sharp weapons, theft with weighting and theft of motorized vehicles. The stiffness that was initially carried out by adults has now been carried out by teenagers. The high incidence of crime has led to problems in getting special treatment from the police, because crime often endangers the victims, it is not uncommon for victims of casualties to have accidents trying to fight, some cases recorded at Pekanbaru Police, victims of at least injuries to the body and some cases also causes death. This study aims to determine the strategy of selecting communicators, audience selection strategies, message formulation strategies and media selection strategies in informing begal cases to the public.This study uses qualitative research methods with descriptive approach. The research subjects consisted of eight people who were selected using a purposive technique. Data collection is done through interviews, observation and documentation. To test the validity of the data the author used the method of extending participation and triangulation.The results of this study indicate that the Communicator's Communicator Selection Strategy for Pekanbaru Police in Informing Begal Cases in Pekanbaru City is to choose communicators based on criteria that have been determined by Pekanbaru Police Public Relations. Such as: Having closeness with audiences, Having similarities and social attractiveness, Similarity is another important factor that influences the message delivery by the public, Known for its accessibility and authority, Smart in how to convey messages and Known status, power and authority. The Strategy for Selecting Audiences is that of the Pekanbaru City community as a whole, especially the quiet areas that are usually the place where the settlement occurs. Message Compilation Strategy is by making a message that is easily remembered by the community. This research aims to explain, the effort of the Korea Tourism Organization (KTO) to promote Korean tourism in Indonesia. Korea and Indonesia have a good cooperative relationship. The Korean government established KTO in Indonesia, because Indonesia has the third largest number of hallyu fans in the world.This research uses the Perspective of Globalization, the level of analysis of nation states, and Theory of International Tourism. The method used is a qualitative research method. This analysis is based on data obtained from literature studies, interviews with an informant over the phone, and from KTO official site.The results of the research in this paper are that KTO has programs to promote Korean tourism in Indonesia from 2016 to 2018. These programs are top idol as brand ambassador of tourism, KTO cooperates with the private sectors, halal tourism and muslim friendly, Korea Festival as cultural festival, and a special microsite for Indonesian tourists.Keyword : Globalization, International Tourism, Korean Tourism, Korea Tourism Organization, Indonesian Tourists.

The program of Desa Maju Inhil Jaya (DMIJ) is a district government program that has the aim of providing legal guarantees and certainty to the right and obligations of everyone to be involved and involve themselves in the process of managing development in the village. This study aims to find how the implementation of Desa Maju Inhil Jaya (DMIJ) Program in Indragiri Hilir District and the factors that inhibited it. The theory used is theory of implementation program by Charles O. Jones, there are three indicators that affect implementation: organization, interpretation, and application (expectation). This study uses a type of qualitative research with a phenomenological approach and the data needed both primary and secondary were obtained through interviewing, observation and documentation techniques for further analysis of data using descriptive data analysis techniques. The results of this study indicate that, first implementation of Desa Maju Inhl Jaya (DMIJ) Program in Indragiri Hilir district has not been optimal from organizational structure, program implementers, coordination schedule of activities and performance. Second, the factors that hinder the implementation of Desa Maju Inhil Jaya (DMIJ) Program in Indragiri Hilir district are human resource, coordination, communication, and control ranges.Keywords: Desa Maju Inhil Jaya, Public Policy, Implementation, Program

The immigration office is one of the technical executive units of immigration. The immigrations office has some areas in the organizational structure. In this study , the author focuses more on surveillance sections and immigration forms that deal directly with foreigners. The suerveillance activities being done by the second class immigration office Tanjung Balai Karimun containing administrative and field surveillance. The goal of this study is to find out the surveillance of a foreign citizen by second class immigration office Tanjung Balai Karimun, and to find out what factors affect the control of foreign nationals second class immigration office Tanjung Balai Karimun. The concept of a theoryused by Manullang, on a surveillance indicator referring to the three dimensions of surveillance, first establish the standards, conduct judgment actions, conduct repair actions. In this study a descriptive method with a qualitative approach .in data collection, researchers use interview techniques , observation and documentation using models Miles and Huberman . this research shows that the surveillance of a foreign citizen done by the second class immigration office Tanjung Balai Karimun are not properly and less effective because it is not done evenly and with a factor influencing the surveillance of foreign contriesare human resources, tools and infrastructure, community participation, and geography.Keyword : Management, Surveillance, Immigration Office

This research entitled "the implementation of management of village owned enterprises in the villages of Tarai Bangun and Parit Baru in the tambang district of Kampar District in 2016-2018" This research was motivated by the existence of Minister of Home Affairs regulation number 39 of 2010 concerning village owned enterprises in Article 1 paragraph 6 , which states that village owned enterprises are village businesses formed / established by village governments whose capital ownership and management is carried out by village governments and communities. As for the formulation of the problem in this study is "how is the implementation of management of village owned enterprises in the villages of Tarai Bangun and Parit Baru in the Tambang District of Kampar District in 2016-2018”. The method used in this study is a qualitative method that describes data descriptively. Data collection techniques used were interviews and documentation. whereas, the source of the data used is the primary data obtained from the location of the study in the form of research informants and subsequently supported by secondary data in the form of data documents. The results of this study indicate that the condition of BUM Desa Tarai Bangun Village has been running in accordance with the purpose of forming BUM Desa and has been able to help in contributing Village Original Revenue. In the village of Parit Baru it has been running according to the purpose of forming BUM Desa and has not been able to contribute Village Original Income. However, there are still obstacles in the management of BUM Desa Bangun and Parit Baru Villages, such as the types of businesses that are run are still limited, limited human resources that manage BUM Desa and low community participation in their low knowledge.Keywords: BUM Desa, Community Managers, BUM Desa Business Units

This research was conducted at PT. Angkasa Pura II Airport Sultan Syarif Kasim II Pekanbaru as the purpose of this study was to determine the effect of compensation and work motivation on the performance of employees of PT.Angkasa Pura II. Compensation and Work Motivation as independent variables (X1X2) while Employee Performance is the dependent variable (Y). The problem in this study is the performance of employees of PT. Angkasa Pura II. Not as expected by the company. The sample of this study was taken as many as 79 respondents from the population calculated using the Slovin formula. The data obtained from the results of the questionnaire and then processed to then be tested with statistics through the SPSS program. From the results of the tests performed showed that Work Compensation and Motivation had a positive and significant effect on Employee Performance of PT. Westerstahl divides objectivity into two dimensions, factuality and impartiality. In the theory, there is agenda setting theory that tends to reveal media alignments through the selection of issues and their characteristics that do not present the full reality but only prioritize the media interests. News about Pansus Hak Angket KPK has a number of factors that encourage an issue to have a news value including significance and magnitude. Making the news about Pansus Hak Angket KPK was widely reported, one of the most was in the online media Detik.com. For this reason, this research aims to find out the level of factuality and impartiality applied in the news about Pansus Hak Angket KPK in online media Detik.com. This type of research is quantitative with a content analysis approach. The news samples studied were 141 news periods from 30 May 2017 to 14 February 2018. The types of data collected were primary and secondary data. Primary data obtained from coding sheets by two Coder. The technique of measuring data uses the Guttman scale. With the data analysis techniques using syntax units. Based on the results of research that has been carried out from the four indicators of objectivity studied, it was obtained: First, the news completeness indicator was 80.85%. Second, the news source indicator is 98.94%. Third, the balance indicator is 12.06%. Fourth, the neutrality indicator is 49.29%. This reaserch was conducted at Hamlet Tandihat Village Tambusai Barat Subdistrict Tambusai District Rokan Hulu. The purpose of this study is to find out the services provided by the posyandu, level of participation of mothers balita and correlation between posyandu service with level of participation of mothers balita at Hamlet Tandihat Village Tambusai Barat Subdistrict Tambusai District Rokan Hulu. Sample determination technique is total sampling/census and total number of samples is 86 person. The author uses inferential quantitative method by using correlation pearson product moment and data instrument is guided interview, observation, and documentation. Research that has been done to find respondents stating the services provided by the posyandu already good 100,0%. The level of participation of mothers balita in participating on posyandu activities is medium 70,9%. Analysis results correlation between posyandu service with level of participation of mothers balita is classified as strong that is r = 0,628Keywords: Participant, Mother of Balita, Service of Posyandu

In an effort to reduce poverty and inequality in villages in Pelalawan District, Pelalawan District government through the Social Service runs a home surgery program starting in 2008. Home surgery is a house or building occupied by poor people whose condition is very poor, built and rehabilitated according to available funds. The purpose of this study were (1) to describe the operation stage house in the subdistrict of Pangkalan Kuras, Pelalawan District. to find out the causes of the house surgery program in Pangkalan Kuras Subdistrict, Pelalawan Regency, it has not been successful. This study uses Hanif Nurcholis's evaluation theory which includes input, process, output, and outcome. This research is a qualitative research. this research was conducted in Pangkalan Kuras District, Pelalawan Regency. The technique used to collect data in the study are (1) interviews, (2) documentation. The results of this study indicate that the first stage of the home surgery program was input, namely from the Social Service to socialize home surgery to the Sub-District Head, after that the Sub-District Head formed a group for the implementation and supervision of the home surgery program. The stages of the process were carried out by selecting recipients of the home surgery program, determining the determination of home surgery, and implementing a home surgery program. Output stages of the implementation of home surgery and the making of accountability reports for the implementation of the home surgery program. outcome sees whether the program has had a real impact on the community. The causes of the home surgery program have not been successful, namely: lack of funding sources, and lack of supporting basic materials, not precisely the target of the home surgery program, there are still many eligible people who have not been touched by housing assistance, supervision is not optimal from the Regional Government.Keywords : Evaluation, Home Surgery Program
