Abstract

The problem of piracy accompained from the cases of hostage taking by asking for ransoms that made by the Abu Sayyaf Group in the Sulawesi-Sulu Sea, it caused a serious concern for some contries such as Indonesia, Malaysia and Philipinnes. Indonesia as one of the victims of this piracy ships action was tried to take the steps reorganzie the regional security. The initiation finally found the win-win solution, and the three countries was agreed to meet and discuss this serious problem. Which is, in the end the meeting was beginning of the formation of the three state cooperation. The method of data collecting is done by collecting primer data, then analyzed in qualitative to obtain the draft about the main problem. The method of this research is the method of qualitative explanatif. The data is obtained through primer data such as direct interview via e-mail and chatiing to relevant agencies, and the data is obtained secunder data such as book, journal, newspaper and website. From the result of research, that trilateral cooperation initiated by Indonesia as a form of security arrangement in the Sulawesi-Sulu Sea is inseparable from the national interests thats Indonesia wants to protect and achieve. These interests consist of defense, economic, and ideological interests. Trilateral cooperation is well implemented, has minimized cases of piracy and robbery againts ship the next year.Keywords: Indonesia, National Interest, Trilateral Cooperation, Abu Sayyaf, Sulawesi-Sulu Sea.

Abstract

The transfer of concurrent government affairs in the management of secondary education certainly has an impact on the organizational structure of the provincial and district / city education offices, education budgeting, coordination and transfer of assets from the district / city government to the provincial government. Some districts / cities feel they are not willing to give up their assets because they have been built through district / city APBD funds. The transfer of concurrent government affairs in the education sector certainly has an impact in the preparation of development programs at the provincial and district / city levels. The transition period of transfer of authority from the district / city government to the province needs special attention by various parties concerned so that the transfer does not harm services to the community. This study saw that the process of transferring authority in secondary education in Riau Province was based on an analysis of the theoretical framework of the impact of policy related to the transfer of concurrent government affairs. This research was conducted with a qualitative approach and was carried out in Riau Province. As the main locus of this research is the Riau Provincial Education Office, the data in this study were collected through interviews, observation and review of documentary data. The study found that the effect of the transition of concurrent governmental affairs in the field of senior secondary education to the Riau Provincial Government was quite extensive, namely the impact on budget allocation (regional finance), the impact on the transition of employee status and its consequences for indirect expenditure, the impact of asset transition, the impact on education and education services and the impact on the concurrent government affairs of the wider region. The emergence of these impacts correlates with changes in the regional institutional framework which deals with the education sector (Riau Provincial Education Office). The transfer of concurrent governmental affairs in the field of senior secondary education in Riau Province in fact did not run smoothly, it could be seen from various obstacles in the process of transitioning concurrent government affairs. The factors in question are the area-wide factors that affect organizational performance, regulatory factors due to the lack of ready regional policy frameworks and regional organizational structure factors (Riau Provincial Education Agency). As a result, the data verification and validation process is slow and the mechanism for transferring status to financing, employees and assets is also hampered.Keywords: Authority, Education, Local Government, Decentralization

Abstract

This research was conducted in the Museum Sang Nila Utama on the road Jendral Sudirman No.194 Tangkerang Tengah Marpoyan Damai Pekanbaru city. With the formulation of the problem (1) how the characteristics of visitor’s to the museum Sang Nila Utama Pekanbaru (2) how the visitor’s perception of the physical condition of the Museum Sang Nila Utama Pekanbaru (3) how the relationship between museum visitor’s perception of the physical condition of the museum with the level of visitor’s understanding of the historical value of the collection museum Sang Nila Utama Pekanbaru. The purpose of this study is to analyze the Characteristics of visitors Museum Sang Nila Utama Pekanbaru, to analyze visitor perceptions of the physical condition of the Museum Sang Nila Utama Pekanbaru, and to determine the relationship between visitor perceptions of the physical condition of the museum with the level of understanding of visitors to the historical value of collections Museum Sang Nila Utama Pekanbaru. This research is descriptive research with quanttitative approach. The population in this study as many as 100.017 people, then in use one of the sampling technique that is by using slovin method then the sample can be as much as 99 people. The collect this research data in quetionnaire and documentation. Based on the result of the study can be concluded that (1) in general visitors Museum Sang Nila Utama have used the museum function well, from 99 respondents there are 50 respondents with a percentage of 58.6 % with high category in formal activities, and from 99 respondents there are 42 respondents 71.2 % on non formal activities (2) there are 25 respondents 25.3 % who have a negative perception, and 74 respondents 74.7 % who have positive perception on the physical condition of the Museum Sang Nila Utama Pekanbaru. (3) The correlation between visitor’s perception toward physical condition of the museum with the level of visitor’s understanding on the historical value is 0.755 (75.5 %) and the relation is strong and can be stated that Ha is accepted which means that there is correlation between visitor perception to physical condition of the Museum with the level of visitor understanding history of collections Museum Sang Nila Utama Pekanbaru.Keywords : Perception, Historical Value, Museum

Abstract

This research was conducted at PT. Pekanbaru Silver Silk Tour & Travel located on Arifin Ahmad Pekanbaru . The problem in this study is the failure to achieve the target of Umrah congregation over the past five years, this is suspected to be a problem in consumer purchasing decisions. The purpose of this study was to determine the effect of service quality, corporate image, and word of mouth on consumer purchasing decisions of umrah service products of PT. Pekanbaru Silver Silk Tour & Travel. In this study the method used was quantitative descriptive with the SPSS program. The sample of this study was 100 people from the population which amounted to 4,217 obtained from the calculation of the Slovin formula. Data obtained from the results of the questionnaire were then processed to then be tested through SPSS 23. Testing of multiple linear regression analysis from this study was Y = 0.705 + 0.118X1 + 0.423X2+0.247X3. The research that has been done shows the results that respondents' responses to service quality, corporate image and word of mouth in the category of good or agree while in consumer purchasing decisions are in the category of good enough or quite agree. while the t test that has been done shows that the variable quality of service, corporate image and word of mouth partially have a significant effect on consumer purchasing decisions. The results of the F test show that simultaneously service quality, corporate image and word of mouth have a significant effect on consumer purchasing decisions. While the calculation of the coefficient of determination (R2) obtained the value of Adjusted R Square of 0.546. This shows that service quality, corporate image and word of mouth have an influence of 54.6% on consumer purchasing decisions of umrah service products of PT. Pekanbaru Silver Silk Tour & Travel, while the remaining 45.4% is influenced by other variables not included in this study.Keywords: Service Quality, Corporate Image, Word of Mouth, and Consumer Purchasing Decisions

Abstract

This paper examines specifically in the life of fishermen Bubu Tarik and wants to know the adaptation strategies that fishermen use for survival during difficulties, while the location of this study is in Kepenghuluan Sinaboi, District of Sinaboi, Rokan Hilir Regency. Descriptive qualitative methods the method used in this study is using. Where in this study the authors found there were several strategies that the fishermen used to fulfill their needs, namely there were three strategies which were first Active, Passive, and Jetworked. The active strategy carried out by fishermen is Sinaboi's Pull Kepenghuluan, which is doing side work by making salted fish at home, working as a handyman and adding hours of work, also working other according to their abilities. Passive strategy is a survival strategy that is carried out by applying to frugality in spending on family needs, small incomes require fishermen families to withdraw to implement economical living such as reducing the cost of spending children for school, and reducing spending on daily necessities with a minimum. The network strategy carried out by fishermen to attract Sinaboi in the face of financial difficulties, in general, fishermen who attract borrowing money to tauke and fishermen to withdraw only depends on the place where fishermen sell their catch, and complain when there are difficulties, for example when the climate season does not improve.Keywords : The Bubu Tarik fishermen, Strategic of Adaptation, Sinaboi Village

Abstract

This research tries to explain the cooperation between India-Israel in the field of air defense, and to know the motives of India-Israel cooperation. The type of research used is qualitative and literature study data collection techniques. The results of this literature study are that the cooperation between India and Israel shows good relations between the Indian government and the Israeli Government in establishing communication. The purchase of various weapons, and familiarity between government representatives.Indian-Israeli relations refer to bilateral ties between the Republic of India and the State of Israel. Both countries enjoy extensive relations, military and strategy. India is the biggest buyer of the Israeli military economy and Israel is the second largest defense supplier to India after Russia.The reason India is cooperating with Israel is because India is not able to compete with the power of the Pakistan Air Force (AF). Abstract

Abstract               This research was carried out In the village Sungai Kuning Binio Indragiri Hulu Regency, Kabupaten Indragiri Hulu. The purpose of this research is to know the management (menajemen) a combined group of farmers In the village Sungai Kuning Binio Indragiri Hulu Regency, Kabupaten Indragiri Hulu. The topic of this research focus is about the response of the community towards a combined group of farmers In the village Sungai Kuning Binio Indragiri Hulu Regency, Kabupaten Indragiri Hulu. Sample determination techniques in Simple Random Sampling, and set the number of samples as many as 53 people. The author uses descriptive quantitative methods and instruments of data are observation, question form and documentation. Study conducted found 92.5% of respondents say that gapoktan supports the farmer community with seeking farmer input. 69.8% of respondents say that gapoktan supports the farmer gapoktan who is a member of the community by providing save capital borrowed. 81.1% of respondents say that gapoktan supports the farmer community by monitoring regarding the treatment of farmer. 100% of respondents said that they learned well the purpose, the terms joined by gapoktan, and knowledge about other gapoktan. 100% of respondents say they agree with the presence of gapoktan. 72.6% of respondents said that they followed the activities organised by the gapoktan Keywords: Farmer, Community Response

Abstract

This study aims to analyze Selling Promotion, Advertisement and Word of Mouth (WOM) at Store Semoga Sukses Cell Pekanbaru. Selling Promotion as a variable (X1), Advertisement as a variable (X2), Word of Mouth (WOM) as a variable (X3) and Consumer Buying Interest as a variable (Y). The method used in this study is descriptive and quantitative using the SPSS 21 program, where the sample used is 93 person. The results of the analysis use the validity test, reliability test, determination test, simple linear regression test, multiple linear regression test, t test and F test. So that it can be concluded that Selling Promotion has a significant effect on Consumer Buying Interest at Store Semoga Sukses Cell Pekanbaru, Advertisement has a significant effect on Consumer Buying Interest at Store Semoga Sukses Cell Pekanbaru and Selling Prmotion, Advertisement and Word of Mouth (WOM) has a significant effetct on Consumer Buying Interest at Store Semoga Sukses Cell Pekanbaru.Keywords : Selling Promotion, Advertisement, Word of Mouth (WOM) and Comsumer Buying Interest

Abstract

This research discusses about Japan Interest Conducted Waste Water Cooperation With Environmental Official Of North Sumatera At Lake Toba On 2013 – 2014. This cooperation conducted by implemented kind of technology of Japan was Johkasou. The cooperation was happened because of Japan have special interest on economic and politic over lake Toba through Johkasou. This research used research eksplanation method because the researcher was used hypotesis in this research. Eksplanation reseach methods was used to analys corelation among variables of hypotesis. Technique to collect data were using field research and library research. Field research conducted by interviews with Consul General of Japan in city of Medan, Supervisor of Waste Water of Environmental Official of North Sumatera, and The Head Department of Waste Water of Environmental Official of North Sumatera. The rest data were collected from news, internet, magazine and journal. The researcher used international cooperation theory by Joseph Greico. The result of this research conclude that Japan Interest Conducted Waste Water Cooperation With Environmental Official Of North Sumatera Around of Lake Toba at 2013 – 2014 were Japan economic interest to extend the market of Johkasou trading, Japan political interest to harmonized friendship with Environmental Official of North Sumatera, Japan interest to build the image of technology of Johkasou in front of Indonesian society.Keywords: Economic Politic Interest, Johkasou, International Cooperation

Abstract

This research aims to review Indonesia efforts to enhance safety navigation and maritime environment protection in the Strait of Malacca. The strait of Malacca has geographical conditions are narrow, shallow and also considered as one of the strategic strait in the world. The high traffic and difficult geographical condition of the use by ships very vulnerable to the marine casualties. The Straits also has a risk on the marine environmentaldisaster, since the high number of ships which passthrough the Straits could result in pollution of the waters in the Straits. Indonesia as a littoral state in Malacca Strait collaborates with several countries such as Malaysia, Singapore and then make a forum to (membahas upaya) enhance safety navigation and prevent the disruption of Malacca Strait waters by oil spills from ships. The forum (dinamakan TTEG). From this forum collaboration (TTEG) several programs and project were produced like Marine Electronic Highway (MEH), Vessl Traffic System (VTS), Joint Hydrographic Survey, Voluntary Pilotage Service (VPS), and Maintenance of Shipping Navigation Assistance (SBNP).Keywords: Efforts, Littoral State, Enhance Safety Navigation, Maritime Environmental Protection, Malacca Straits
