Abstract

The research present describe management report of public services by Ombudsman Republic of Indonesia district Riau Province subdistrict Pekanbaru City. One of main job describtion a government are public services as a democracy state. Since reformation era Indonesia government always do instropections for their authority, but until now still report from the society about the problem of public service. In order that since 2002 Indonesia government create a institutions that have function to receive and investigation the report from the society are Ombudsman Republic of Indonesia. Until now Ombudsman have a representative in every Province in Indonesia and can make optimalization their function.The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. This research use location in Pekanbaru City and researcher collect data from books, government regulation, jurnal, mass media, website and deep interview with informan likes Head of Ombudsman Representative of Riau Province, Commisioner of Ombudsman Representative of Riau Province and the citizens that has report.The conclusion of this research about management report of public services by Ombudsman Republic of Indonesia district Riau Province subdistrict Pekanbaru City are done by some steps likes receive and registration a report from society and inisiative from Ombudsman, processing a report and investigations a report from society by mediation, special adjudication and systemic review and output from Ombudsman by result and recomendation and publication report for precident, legislative and mass media. Some factors that cause the management report of public services by Ombudsman Republic of Indonesia district Riau Province subdistrict Pekanbaru City are minims of human resources in Ombudsman Representative of Riau Province, minims of budgeting and facility in Ombudsman Representative of Riau Province.Keywords: management, report, society and Ombudsman.

Abstract

This study aims to determine the ideal number of employees of Guest Service Agent and Belldriver based on workload borne by employees at Tjokro Pekanbaru Hotel.Research conducted by descriptive quantitative method to discuss the issues raised. In this research sample there are only 6 people using census method, with the use of data collection techniques research the way of observation, interview, and documentation. By using exponential smoothing technique, the discussion is about 2 exponents in human resource plan which consists of exponent workload in producing a product, as work load analysis and cycle time to finish a product and to find the right number of employees.In the results of the research that has been done, for the whole of the calculation of the ideal working time for Guest Service Agent requires the addition of 2 people, and the results of the calculation of the ideal work time Belldriver requires 2 people. Abstract

Billiard is one type of ball game that can build a self-image and can lift the dignity of the nation in foreign countries. At first this billiard sport is only a means to achieve physical and spritural health and can build a good character personality. Currently the development of billiard sports in the country has developed quite rapidly. With many match event, billiard sports have the same opportunities as other sports where billiards are also played in SEA GAMES, ASIAN GAMES, and world-class games, proved the many enthusiasts of this sport. The purpose of this study was to find out whether the billiard sports conducted by the community in accordance with the permits issued by the Mandau district government. In addition, to find out the causes that affect so that this billiard sport is misused by people in the district of Mandau. This study used qualitative research methods. The study consisted of five informants selected by using purposive sampling technique. This study uses data collection techniques such as in-depth interviews, observation, and documentation. The results of this study are the standards and licensi of this sport is not eligible. So it can be concluded that in Mandau sub-district there is still a billiard palce that has not been licensed so far i expected to the authorities in the subdistrict Mandau to be more assertive again in a comprehensive effort related to the exercise permit licensi in order to run in accordance with its function as a place for the means of exercise and able to reduce actions that disturb the people lived around the place billiard.Keywords: community, billiard, licensing.

Abstract

This study aims to find out the strategy of tourism promotion that has been implemented bythe Department of Culture, Tourism, Youth and Sports Kuantan Singingi Regency and todetermine the inhibiting factors of promotional activities undertaken. The research methodthat is used is qualitative descriptive. The main informants of the study were Head ofCulture, Tourism, Youth and Sport Office of Kuantan Singingi Regency, supportinginformants were head of Tourism and Creative Economy, Section Head of TourismResources, Tourism Section Head, and Staff of Tourism and Creative Economy. Datacollection is done by direct observation, interview, and documentation. Data analysis is donethrough the stages of data collection, data reduction, data presentation and conclusion. Theresults of this study concluded that the Tourism Promotion Strategy that has beenimplemented by the Office of Culture, Tourism, Youth and Sports Kuantan Singingi Regencyare advertising, sales promotion, public relations and online promotion. In addition,promoting inhibiting factors are the lack of budget funds provided by local government(Pemda), proposed proposals of activities often rejected by the government, often late inpreparing for all promotional purposes, and no special section of public relations that dealwith the issue of promotion. It causes the Department of Culture, Tourism, Youth and SportsKuantan Singingi difficult to conduct promotional activities.Keywords: promotion strategy, promotion mix, and torism

Abstract

The lack of tourist attractions in Pekanbaru, forcing the City Government of Pekanbaru to think of new tourist attractions that's worthy of being developed. This issue is finally answered after the City Government through the City Mayor set the Urban Village of Tebing Tinggi Okura in the Subdistrict of Rumbai Pesisir as one of the tourist destinations of Malay history and culture. However, the efforts of Department of Culture and Tourism and other related Departments in implementation of developing this tourist attraction is still classified as weak and slow. Furthermore, there is no masterplan is also one of the problems so that the development budgets of the Tourism Village has yet to be arranged. This study intend to describe the efforts of the Department of Culture and Tourism in implementation of Tourism Village development at the Urban Village of Tebing Tinggi Okura in 2014-2016 and also to find out the factors that affects the slow performance of Department of Culture and Tourism in the development of Tourism Village in Urban Village of Tebing Tinggi Okura. This research using descriptive qualitative research methods, with the selection of informants using purposive sampling technique, where the subjects of this research are: Section Chief of Recreation and Entertainment of Department of Culture and Tourism, Urban Village Head of Tebing Tinggi Okura, and the Group Leader of Tourism Awareness. This research was done in Urban Village of Tebing Tinggi Okura in the Subdistrict of Rumbai Pesisi, Pekanbaru. Data collection techniques used is in-Depth Interview, observation, and documentation. The results of this research showed that the efforts of the Department of Culture and Tourism in the development of tourism in the Urban Village of Tebing Tinggi Okura in 2014-2016 is the Government formed the Group of Tourism Awareness that intend to develope tourist destinations in Tourism Village of Okura that fits to each job. Furthermore, the Government is running a test of the dock and the water bus to make it easier for the tourist to come to Tourism Village of Okura. The internal factors that affect the performance of Department of Culture and Tourism in developing Tourism Village of Okura are lack of budgets and there are no masterplan, also Tourism Village of Okura are not priority in Renja nor Restra.

Abstract

Plantation sector, especially oil palm and rubber make a significant contribution to the economy Palalawan, oil palm plantations are in all districts in Pelalawan with oil palm acreage in 2014 was recorded 118,262.02 ha. However, oil palm companies also have a negative impact on the environment if not properly supervised dikeola to the maximum. One of the negative impact that the environmental pollution caused by waste oil palm production. This study aims to determine the synergy describe supervision, develop surveillance, discovered the concept of supervision of industrial waste in Pelalawan.This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories. Supervision conducted by the Environment Agency on industrial waste in Pelalawan attached and bound, so there is a schedule of visits and sanctions for violations. Besides monitoring can also be administered by LSM and community to provide a better comparison of results again in industrial waste management. However, the lack of synergy between the government and society in monitoring industrial waste. Obstacles encountered in monitoring industrial waste that internal factors (lack of personnel, facilities and infrastructure support) and external factors that limited companies and testing laboratories wastes very few in number.Keywords: Implementation, Monitoring, Synergy, Industrial Waste

Abstract

Advertisement of tobacco products, including products that are limited in visualizing the advantages and beauty products, due to limited advertising rules and codes of conduct. In fact, the creators of advertising creates different ideas and more creative without any relevance between products with the idea of the ads displayed. Which attracted the attention of researchers is the Djarum 76 ad impressions to date, namely version Teman Hidup. A story about a woman who asked the genie figure to get a life partner, then granted his request was granted with a dog by the jinn. This research aims to determine the meaning Denotation, connotation, myth and also the messages contained in the ad impressions.This study used a qualitative descriptive approach. The method used in this research is the method of semiotic analysis, with the approach of semiotic analysis of Roland Barthes. The object of this research is Ad Djarum 76 version Teman Hidup. Which will be discussed in the form of units of analysis in the form of audio, visual and non-verbal expression in the ad impressions. So that would be obtained meaning denotation, connotation, and also myths and messages contained in the ad.This research obtains the result that the meaning of ad impressions Djarum 76 version Teman Hidup, the views of the meaning of denotation, connotation and also the myth of the ad shows the common occurrence in society. Jin character that is always displayed in the ad to grow reminding and brand awareness of the Djarum tobacco products 76. The results of the connotation meaning that male masculinity by not being obedient. As well as the myths in the community who still believe and rely ways to get instant desire, including business matchmaking through sacred objects, shamanism and allied with supernatural beings. Then the message to be conveyed in these ads is that the match can not be determined based on personal desires without any attempt to improve the quality of self and a mature attitude to accept the shortcomings, advantages and mutual understanding who we expect to be a life partner.Keywords: Advertising, Semiotics Analysis, Roland Barthes

Abstract

One of the ethnic groups in Indonesia is Chinese, based on data from the Central Statistics Agency (BPS) in 2010, the number of ethnic Chinese in Indonesia reached 2.83 million or around 1.2% of the total population in Indonesia. Cheng Beng is a tradition carried out by Chinese people to respect their ancestors by visiting pilgrimages or praying on the ashes, one of which is located in Rantau Prapat, Labuhan Batu Regency, North Sumatra Province. This tradition is carried out so that all close relatives, siblings, children, can gather and further strengthen the relationship and preserve the traditions of the ancestors.               Communication ethnography was used in this study because researchers collected descriptive data and analysis of how social meanings were used and how communication behaviors were the actions or activities of the Rantau Prapat community in the Cheng Beng tradition. The focus of this study discusses the practices of communication, events and communication actions related to Cheng Beng's rituals. This research method uses descriptive qualitative with ethnographic communication approach that starts from observation, interviews, documentation and the participation of researchers in witnessing the procession of the Cheng Beng tradition. The informants in this study consisted of 1 monk, 1 monasteries, 2 people from the Chinese community and 1 family consisting of 5 people who carried out the Cheng Beng tradition.               The results of this study show the communicative situation of the Cheng Beng tradition comprising the location of this tradition, Cheng Beng and the participants who carried out the tradition. This tradition is carried out in the cemetery. The communicative events of the Cheng Beng tradition include the value, message and purpose of the tradition. The values adopted in this tradition are cultural values even though they are not escaped from rituals like Confucian beliefs. The message to be conveyed in this tradition is to commemorate the kindness of their parents, ancestors and ancestors. Communicative acts of the Cheng Beng tradition verbally cannot be disclosed in this study due to its very special and sacred character by Chinese ethnicity while nonverbal acts include equipment equipment as a medium in this ritual in the form of: (Incense, Candles, Five-Color Paper or Hereafter Money) which has its own meaning and meaning.

Abstract

The family is the smallest unit of a society. Nowadays, many families who do not have children are ignored by certain things that make the family can not have children or choose not to have children. Indeed, children in the family play a very important role in determining the continuity of a family relationship, where from several assumptions that children can minimize the occurrence of conflict in the family. Then what about a family couple who does not have children, whether in their family will be vulnerable to conflict and any conflicts that occur will make them vulnerable to end their relationship. Because there is no basis that will reinforce their conception to maintain each other's household. Therefore the authors want to see if true children can save a family relationship in an effort to minimize conflict in the family. This research was conducted by qualitative descriptive method and sampling purposive sampling. The sample consists of families who have children and families who do not have children. In this study, the author tries to tell and explain how the form of conflict that occurs in families who have children and do not have children. Furthermore, the researchers also revealed the factors that caused the conflict in the family in the Village Munsalo Kuantan Singingi.Key Words : Conflict, family childhood, and no-childhood
