Abstract

The Old Tax Market is a market that still causes a lot of problems, the problem that arises is that there are still many Street Vendors (PKL) who sell on the road due to the inadequate number of kiosks and kiosks with the number of traders so many traders cannot sell materials the merchandise is in kiosks and stalls that make them have to sell on the road and of course cause traffic flow to become jammed even causing fatalities due to traffic accidents in the Old Tax market area. The existing parking conditions are also inadequate which makes many traders park their vehicles for loading and unloading activities and the buyers also park in the streets due to the limited parking provided so that road users cross and make traffic jams, even though the old tax market stands in the causeway which is the gateway to Riau Province from the direction of North Sumatra. Other conditions that exist are the limited facilities and infrastructure such as public toilets, so that if the traders and buyers will go to the toilet they must queue first.The formulation of the problem in this study is (1) What are the efforts in structuring the old tax market by the Regional Government of Rokan Hilir Regency in 2017 ?, (2) what are the obstacles faced in the effort to restructure the old tax market by the Regional Government of Rokan Hilir Regency in 2017?In this study researchers tried to explain the efforts in structuring the old tax market by the Regional Government of Rokan Hilir Regency. Data collection techniques in this study were using interview techniques and documentation. Based on interviews with all informants and based on supporting data and information obtained by researchers when conducting research. It can be concluded that efforts to restructure the old tax market by the Regional Government of Rokan Hilir Regency have not been going well. Because of the first several factors: lack of awareness of the old tax market traders in Bagan Sinembah Sub-District, Rokan Hilir District, Second: Lack of facilities and infrastructure such as operational funds and operational cars.Keywords: Efforts, Arrangement, Old Taxes

Abstract

This study aims to determine the management of information management systems subject to tax in order to increase local tax revenue Riau Technical Implementation Unit Revenue Chart Siapi-fire Revenue Service Riau Province. The underlying doing this study is the management of information management systems subject to tax at the Technical Implementation Unit Revenue Chart Siapi-fire Revenue Service of Riau province has not done service-based e-systems such as e-SPT, e-Filing, e-Billing and e -Registration. The impact is the number of potential tax objects are not recorded, than the level of awareness and taxpayer compliance is also low.This study uses the theory of the policy with a focus on the implementation of policies for the implementation of a management information system to tax is part of the implementation of the policy of the Act No. 28 Year 2009 on Regional Taxes and Riau Provincial Regulation No. 08 Year 2011 on Regional Taxes. This study was conducted with a qualitative approach and descriptive data analysis.The results of this study indicate that the implementation of information management systems subject to tax on income UPT-fire Bagan Siapi faced with external problems that lack of trust and public awareness of the tax. In addition, the quality of human resources and management information systems to tax is still done manually is also a problem in the implementation of management information system to tax in order to increase the reception area of a sector of local taxes.Keywords: Tax, Tax Object Management Information Systems, Management, Local Taxes

Abstract

In community empowerment to alleviate Pekanbaru City’s poverty issues. Pekanbaru City Government launched the Community Empowerment Program Based Rukun Warga or shortened by PMB-RW. However, in the discussion of local draft regulations on PMB-RW at the stage of meeting the formulation, they agreed to the establishment of PMB-RW is rejected, returned for revision and improvement by BAPPEDA, then there walked out number of Pekanbaru’s legislators include PDI-P, Nasdem and PPP in a plenary meeting. Based on the argument, the researcher wanted to know the dynamics that occur during the discussion and approval of the Provincial Regulation on PMB-RW Pekanbaru. The research is objective: First, to determine the stage of preparation of local draft regulations on PMB-RW. Second, to determine the stage of discussion. Third, to know the dynamics at the ratification local draft regulations on PMB-RW. This type of research is qualitative research methods. The location of this research is in BAPPEDA Office of Pekanbaru city and the Parliament Secretariat Office of Pekanbaru city. The data collected by completing the information through necessary interviews and requested documentation. While analysis of the data was performed using the method of qualitative analysis. Based on the result, the authors conclude that in the preparation of local draft regulations on PMB-RW is BAPPEDA had a problem at that time of collecting the data and information. After the exposition in this program turned out to be profitable and therefore the enactment of discretion. At the plenary meeting of the ratification local draft regulations on PMB-RW Pekanbaru number of legislators walked out because the legal framework is unclear and makes dual function of activities in Pekanbaru City Government.Keywords: PMB-RW, Dynamics, Counsil Of Pekanbaru City

Abstract

Sales Promotion Girl in Pekanbaru. This research was carried out ini Pekanbaru where researchers always visited places where there were ciggarette Sampoerna events. The purpose of this study is to find out what lies behind women who want to work as Sales Promotion Girl cigarettes and to find out what the joys and sorrows felt by women who work as Sales Promotion Girl cigarettes. The subjects in this study were five people namely those aged 24-26 years. The author uses qualitative methods and the data is analyzed qualitative and uses observational data collection techniques which include documentation and interviews. From the results of research conducted the authors found that the reason women work as Sales Promotion Girls is because of economic, the desire to live more independently. It can be concluded that the basic factor of women wanting to work as Sales Promotion Girls is because the economic needs that are increasingly increasing and the desire to live independently without burdening parents is also one of the factors women want to work as Sales Promotion Girls cigaretes in Pekanbaru. Keyword : Sales Promotion Girl

Abstract

Gold Mining without Permit (PETI) is a mining business carried out by individuals, a group of people, whose operations do not have permits and government agencies in accordance with the applicable laws and regulations. PETI was started by the existence of traditional miners, which later developed due to factors of poverty, limited employment opportunities and business opportunities. On the other hand, weaknesses in law enforcement and legislation regulations that eliminate mining (by) people also contribute to the peacock of PETI. This research was conducted at the Kuantan Singingi police station with a focus on research at the Satreskrim Tipiter Section Unit II. Where other subjects are sub-district officials, village officials, and communities to be used as informants. while the data collection technique is by observation, interviews, and documentation and analyzed with qualitative analysis. The results of the study concluded that the institution of the Kuantan Singingi Resort Police was very instrumental. The factors that influence the role of the resort police in controlling PETI in Kuantan Singingi district are as follows: The absence of a special branch of the UPT handling the PETI problem at Kuantan Singingi Police Station, the many obstacles, challenges and disturbances faced by this Tipiter II unit. The effectiveness of the role of the Forkopimda (Regional Leadership Coordination Forum) in handling PETI, there are even indications of omission from village and sub-district officials. Keywords: Roles, Police Institutions, and PETI

Abstract

The Management of gambir as a featured commodity of Lima Puluh Kota Regency and Pangkalan Koto Baru Sub-district is very important. It’s because of gambir commodity is a featured commodity and contributes greatly to the Regional Domestic Product of Lima Puluh Kota particularly and West Sumatra in general. Based on field observation, there are some problems regarding lack of utilization of gambir land compared, lack of proper use of technology in gambir processing, low quality of gambir products and makes gambier derivative products don’t have much variation also impact to price fluctuations. The purpose of this research are to know how the management of Gambir at Pangkalan Koto Baru is and any factors may affect the processing of gambir in this sub-district.The concept of theory used is the management theory by George R.Terry which starts with planning, organizing, actuating and controlling. This research uses qualitative descriptive research method. The type of data used is primary data and secondary data. In the data collecting, researchers use observation techniques, interviews, literature study and documentation. Interviews were conducted with key informants.The result of this research is that the management of Gambir in Pangkalan Koto Baru Sub-district of Lima Puluh Kota has not been maximized. There are still major shortcomings in planning, organizing and controlling. Then the factors that become obstacles in Gambir management at Pangkalan Koto Baru Sub-district are institutional, budget, facilities and infrastructure and market.Keywords: Management, Local Resources Development, Gambir

Abstract

Human Interest Photos is a photo that tells about social criticism and is a photo that contains many social values in it. The phenomenon that occurs in this study shows how a photographer manages photo interest to create a message using symbols, colors, and components displayed in the photo frame.This research uses qualitative method, with shortlist Visual Rhetorical analysis. Subjects focused on photographers as communicators in creating messages, Photography enthusiasts viewed from the use of subject / content,, perspective, and photography enthusiasts as audiences / contexts that explain how photographers use visual rhetoric to create messages on human interest photos. The research object used is Irving Lubis's human interest photo which is curated by www.fine-artportugal.com.The results of this study show that Irving Lubis's human interest photo creates a different message in the view of every audience influenced by the audience's own perspective. Abstract

Work discipline is the actual practice of employees of the set of rules contained in an organization, based on this it is expected that the effectiveness of employees will increase attitude and conduct discipline. Employee discipline can be enforced if the rules that have been enforced can be overcome by most employees in reality, that in an agency what if most of its employees obey all the rules that have been set, then employee discipline can already be established. The purpose of this study is to find out the work discipline of employees at the Rokan Hilir Regency Population and Civil Registry Service, To find out the factors that influence employee discipline in the Rokan Hilir Regency Population and Civil Registry Service.       This study uses a qualitative research method of data collection techniques, namely observation, Interview, literature study. The results of the study show that the performance discipline of employees at the Rokan Hilir Population and Civil Registry Service has not yet proceeded as expected, this can be seen from the stages of the interview results discipline problems of awareness and willingness, From the results of the interview it can be said that the awareness of employees in terms of the implementation of tasks has been running but has not run smoothly in line with expectations because there are still delays in completing tasks, basically employees should be on time and responsible for completing tasks assigned to each field of work. From the results of the study, researchers found factors that hinder the discipline of employee performance at the Rokan Hilir Regency Population and Civil Registry Service, namely first. One of the factors that influences the discipline of these employees is actually the leader because the leader is firm and fair. employee in acting, supervision is also very important for employees, then if supervision is lacking then things that are not right happen as it happens, namely one of them many employees go home early. Keywords : Disclipine, Work, Employee

The design of this research is qualitative descriptive. The subject of this research is the key informant that isCSR (Corporate Social Responsibility) Manager Banyan Tree Resort Bintan and additional informants is community LagoiKepulauan Riau. Data collection techniques used were observation, documentation, in-depth interviews and document studies. Data analysis techniques refer to the theory expressed by John Elkington (2007). Abstract

This research entitled "Public Rituals In The Village Community Busuk Jaya District Inuman Kabupatem Kuantan Singingi (Case Study Do'a Cemetery)". The research was conducted at Busuk Jaya Village, Inuman Subdistrict of Kuantan Singingi Regency, whose purpose was to know how the Ritual Prayer of the Cemetery and its function and value system were applied. The method used in this research is Qualitative Descriptive research method, that is the research discussion is presented and analyzed in the form of description of words (description) with qualitative approach. This research is also supported by the implementation of in-depth interviews with the informants who have been established first by the researchers. So the results of these interviews obtained information that is very supportive for the validity of the data that became the focus of this study. Based on the results of the research, in this ritual there are some important things that are divided into two implementation of Prayer Ritual of Cemetery itself, that is the implementation of cemetery prayer in the pilgrimage of grave, as well as the implementation of Prayer Cemetery in the tribal house association of tribe. The Cemetery Prayer Ritual is held once every year, on the sixth day of Eid or six Syawal. Implementation begins at eight o'clock in the morning until the end, with the aim of pilgrimage and gathering each other between tribes respectively. The function of Rtiual Prayer This cemetery in pilgrimage is to pray for the salvation of the deceased family, and the second function of the Cemetery Prayer in the assemblies of the tribal aims to cultivate the relationship between the nephew's children in order to adapt to their fellow human beings to introduce the customs. And the value system of Ritual Prayer Cemetery consists of several aspects depicted on Historical Value, Religious Value (Religious) and, Family Value (Hospitality).Keywords: Ritual, Prayer, Cemetery, Pulau Busuk Jaya
