Abstract

After the reformation in Indonesia in 1998 the life of the Indonesian nation has undergone many changes, one of them in the political field, where for 32 years under the authoritarian government of an authoritarian new order. The change was marked by the amendment of the 1945 Constitution four times in the period 1999 to 2002. The existence of the amendment impact on political freedom, among others, with the birth of new political parties both ideologically religious and nationalist. The election participants in 1999 differed markedly from the election during the New Order period, during which the New Order period was only followed by two political parties (PDI and PPP) as well as one Golongan Karya (GOLKAR) and in the 1999 election followed by 48 old political parties as well new. As a democratic country, the presence of a political party is a necessity, in which its presence is expected to become a channel for the aspirations of society, the balance of political power and as a means of criticizing and controlling the ruling government. However, with many political parties, it is not uncommon for clashes of political interests between parties, so the tendency of political parties to focus more on the interests of their own party and forget its main function as channeling the aspirations of the people.Political education is a very important agenda. Because in carrying out the development of a nation requires a requirement for the political education of the people. The politically-educated citizen is a citizen, so he can consciously participate independently or indirectly in the development process. The presence of political parties can be seen in its role in passing political education to the people. Abstract

This research is motivated by the lack of maximum service provided of PucukRantausub-district officeof KuantanSingingi Regency to the societyand also high quality ofclaim public services to the sub-district office. Although this claimis often do not matchwith the expectations. Empirically, public services still characterized by a complicated,slowly, expensive and tiring. There are many kinds of public service business in thePucukRantau sub-district office is often reaped protests such as less effective andefficient of these services.The purpose of this research is to know the implementation ofpublic service PucukRantau sub-district office in KuantanSingingi regency, besides thatto know the factors inhibiting the implementation of public service at the sub-districtoffice of PucukRantau in KuantanSingingi Regency. In this research the writers was usedescriptive qualitative research methods, this research method aims to analyze andillustrated how the implementation of society services in the sub-district officeofPucukRantau in KuantanSingingi regency. In this study the subject is the official andthe society were conduct service activities while the object of study is theimplementation of PucukRantau office in providing services to the society. In thisresearch there is a plan of thought as a reference in developing problems to theresearchers, the space of service is based on the principle of good service proposed bySinambela.The result of the study is found that public service inPucukRantau HeadOffice still needs to be improved, both in terms of Human Resource and in terms ofcompleteness of facilities and infrastructure in implementing public services, so thatwhat people expect in PucukRantau District will be realized. One of the issues that needto be paid attention in the Office of PucukRantau head is the professionalism ofemployees to be more disciplined in carrying out duty as a service provider to thepublic.Keywords: implementation, Service, Public

Abstract

The research problems are how the efforts of the Department of Education Dumai optimize School Operational Assistance junior level State in Sungai Sembilan Kota Dumai 2015 and what are the factors inhibiting the City Department of Education Dumai in optimizing the School Operational Assistance junior level State in Sungai Sembilan Kota Dumai 2015. the purpose of this study was to determine the Dumai City Department of Education effort to optimize the School Operational assistance level in Sungai SMP Negeri Sembilan Kota Dumai year 2015 and to determine the factors inhibiting Dumai City Department of Education in order to optimize the School Operational assistance level in Sungai SMP Negeri Sembilan Kota Dumai 2015.This research was conducted at the Sungai Sembilan Kota Dumai. The method used is a qualitative research, data collection techniques are interviews, observation and documentationBased on the survey results revealed that efforts to optimize Dumai City Department of Education School Operational Assistance level in Sungai SMP Negeri Sembilan Kota Dumai 2015 in the implementation of distribution, data collection, monitoring is still considered weak. The scarcity of regular meetings and pertmuan done periodically to certain officials. Factors inhibiting the City Department of Education Dumai in optimizing the School Operational Assistance junior level State in Sungai Sembilan Kota Dumai 2015 are: 1) internal factors, namely, the school does not have specialized personnel in the field of administration to menangai BOS program, disbursements Bos seem complicated, because many the administration must be completed, 2) external factors, namely, the network is often busy and cause the server to die, difficult for schools to raise money for community participation.Keywords: Dumai City Department of Education, the School Operational Assistance

Abstract

This study aims to determine how much influence the development of career and organizational commitment to employee performance at the Hotel Mutiara Merdeka Pekanbaru. Samples in this study as many as 52 respondents and techniques used Stratified Random Sampling. The data in this study using survey method through questionnaires filled by employees. Data obtained from the questionnaire and then processed to then tested by statistical SPSS. The results of analysis using simple linear regression analysis, multiple linear regression analysis, determination test (R2), individual significance test (t test), and simultaneous significant test (test F) so it can be seen that career development variables affect the employee performance variable, variable organizational commitment affect on employee performance, and career development variable, organizational commitment variable affect simultaneously to employee performance variable. Calculation result known R Square is coefficient of determination and obtained R Square vale equal to 0,471. Meaning career development and organizational commitment affect employee performance of 47,1%.Keywords: Career Development, Organizational Commitment, Employee Performance

Abstract

This research was conducted at the Campus Physical Education who is in Rumbai. The purpose of this study was to determine student achievement motivation in selecting a course of coaching. This study entitled "Coaching Programs Student Achievement Motivation Faculty of Physical Education Teaching and Education University of Riau" .Topic focus of this research is how the reasons and background of female students in selecting a course of coaching and how the student motivation to learn and practice in following the coaching education. In this study, the obtained will be analyzed quantitatively. Since this research is descriptive quantitative research, the technique analysis of the findings of the field (in the form of information resulting from filling the questionnaire or questionnaires, interviews, field notes documentation, etc.) in a way to describe and explain in detail the issues to be investigated based on obtained from research reports in the form of a questionnaire that has been collected, analyzed and spoken in sentences for harvest. By using census sampling method in which the sample as a whole and each member of the population has an equal chance. In this way the researchers will carry out the sampling gradually. As for the reasons and background of female students choose courses of coaching as constituted with the knowledge, experience, and interests. So with the knowledge that with their knowledge of coaching education student early to know, to know those sports, know the vision and mission of coaching and what ideals of education graduate student coaching. Experience is supported by the experience of student follow sports events and won the event. and interests are supported by their interest in the sport so that they can lead to achievement to student interest in the coaching education courses. Where with their knowledge, experience and interests that encourage female students to continue to improve motivation in learning and practicing, with their experience, knowledge and interests also encourage student motivation to continue to excel in sports. Abstract

This research was carried out on the road to Cipta Karya  Sialang Munggu Village Tampan District. The purpose of this study is to find out the availability of products, product prices, product quality, service quality, and convenience provided by grocery traders in creating customer satisfaction and knowing the efforts made by grocery traders in maintaining their existence. In this study the authors used quantitative descriptive methods and the analytical techniques used were frequency distribution tables and cross tabulation analysis. In this study the technique of determining the sample used was total sampling / census and the number of samples was 65 respondents. Data collection uses observation and guided interviews using a questionnaire. The results showed that the availability of products owned by grocery traders was categorized as incomplete (95.4%). The price of products offered by grocery traders to consumers is categorized as less affordable (93.8%). The quality of products owned by grocery traders is categorized as not good (56.9%). The quality of services provided by grocery traders to consumers is not good (93.8%). And the comfort level given by grocery traders to consumers is categorized as poor (95.4%). To determine the efforts made by grocery traders in maintaining their existence, seen by using 3 measurements of social capital theory, namely: trust, networks and norms. The form of trust is to borrow capital from other parties, there are 33 respondents (50.8%), and provide debt to consumers, there are 42 respondents (64.6%). The form of the network is to work together and buy products at distributors, there are 42 respondents (64.6%). And the form of the norm is the influence of the opening hours of grocery stores that there are 37 respondents (56.9%), and serve consumers kindly that there are 43 respondents (66.2%). Keywords: Product Availability, Product Price, Product Quality, Service Quality, and Comfort

Abstract

The phenomenon of vidgram was present at a time when a group of young Indonesians who were literate with technology, using Instagram as a new means of entertainment for the Indonesian people. This study aims to determine the motives, meaning and communication experience of community members @pkuvidgram in uploading vidgram in Instagram.A method of this research is qualitative methods with the presentation of data analysis descriptively and using phenomenology theory Alfred Schutz. The subject of research is determined by purposive technique consisting of 6 informants from community member @ pkuvidgram. Data collection techniques include observation, interviews and documentation. Data analysis techniques using interactive data models Miles and Huberman. While the technique of examining the validity of data include triangulation and reference adequacy.The results of this study indicate that the past motives of informants in uploading vidgram is a hobby watching comedy and interest in multimedia. The future motive of the informant is to entertain others, want to convey messages, want to add followers, want to get lots of friends and want to get endorse. The meaning of vidgram upload activity for informants is vidgram as a medium to entertain, vidgram as a medium of self expression, and vidgram as additional income. The pleasant communication experience experienced by the informant is in the form of winning the race, gaining popularity, earning many endorse, following community event, and reposted back by @indovidgram account. While the unpleasant experience of being considered weird by friends, getting negative comments, expelled by security guards, ideas taken by others, and error devices.Keywords: communication phenomena, vidgram, @pkuvidgram community

Abstract

Waste is a matter that will increasingly threaten environmental sustainability, one of which is liquid waste generated by businesses or factories. Therefore, the disposal of waste into the river must be in accordance with established standards, in this case requires the role of the government to supervise the disposal of the factory waste. This study aims to determine the supervision of factory waste disposal in the Siak River in Siak Regency and what are the inhibiting factors. The theoretical concept used is supervision theory according to (Manullang, 2015). This research uses a qualitative research methodology with a case study approach with data collection techniques through interviews, observations, and documentation studies. The results of this study indicate that, first of all supervising the disposal of factory waste in the Siak river has been seen from the establishment of measuring devices, making corrective actions, and carrying out improvements to the maximum. secondly, the inhibiting factors for supervision of the disposal of factory waste in the Siak river are the number of staff, budget constraints, and lack of facilities and infrastructure. Keywords: Supervision, Waste

Abstract

Field extension workers have a strategic role in farmer income. This study aims to determine the role of field extension workers in field rice farmers in the achievement of rice barns in Sungai Upih Village, Kuala Kampar District, Pelalawan City. In this study the formulation of the problem is how the role of the field instructor to the rice farmers and the relationship between the extension agents influences the success of the rice farmers. Subjects in this study were rice farmers in Sungai Upih village, kuala Kampar district. Data collection techniques in this study were interviews, questionnaires and documentation. The method of population retrieval and samples was taken by taking 10% of the five blocks in the Sungai Upih village. From the role of field extension workers will help rice farmers in increasing rice farming income. The role extension officers also help farmers make good decisions and help farmers to improve farming. The effort to increase the production of field rice is the most important effort. The method used in this research is descriptive quantitative method. The results of this study indicate that field extension workers have a role in rice farmers 1). The role of field extension workers to provide knowledge to farmers, in providing knowledge to farmers extension workers have seven knowledge that must be given to rice farmers. 2). Field extension agents support and conduct activities for farmers, extension agents have five activities carried out on rice farmers. In the effort of farmers to increase the yield of field extension workers have a role to achieve towards the success of rice farmers also have a relationship and influence on the success obtained by rice farmers.Keywords: Sungai Upih, field extension, rice farmers

Abstract

Manggiliang ghompah is a tradition of cooking a mutual to prepare the meal of food in the event of marriage society Sub Cerenti Kuantan Singingi Regency of Riau Province which is currently still being done in the marriage of the local community, the purpose of this research study focuses on sight, enthusiasm as well as a deeper meaning towards the tradition of Manggiliang ghompah in the perspective of social construction.This type of research is qualitative research with approach of Phenomenology. Data collection techniques using observation and in-depth interview with 8 persons specified in Informant purposive sampling accompanied documentation field. To affirm the validity of research data is made through an extension of the participation and the triangulation of the data.The results of this research show the process of externalization of the community in view of the development of the case of the manggiliang tradition Cerenti ghompah who no longer classify the community into the future then as matrilineal tribe, then Manggiliang ghompah tradition that objectification is exposed to a new culture that is cattering, then shift the tool and entertainment that is used on the ghompah manggiliang tradition has changed, as well as the internalization of society Cerenti in interpret the presence of these manggiliang ghompah tradition.Keywords: Social Construction of Reality, Manggiliang Ghompah, Cerenti
