Abstract

The Department of Environment of the City of Dumai is a government agency that has the authority to hold government affairs in the environmental field, one of which is in the field of waste management,Waste management is a systematic, comprehensive and sustainable activity which includes the reduction and handling of waste. The increasing population growth in Dumai City causes the amount of waste generated every day to increase due to changes in consumption patterns and people's lifestyles, so that waste heaps increase so that special handling needs to be carried out by the Department of Environment.The purpose of this study is to explain the evaluation of waste management in Dumai City in 2018 and the inhibiting factors that influence waste management. The research methodology uses a qualitative approach to the type of descriptive research. This method aims to get a true picture of the evaluation of waste management in Dumai City. The results of this study are that waste management in Dumai City in 2018 has not been optimal, this is due to the many obstacles, starting from the strategies used, the way of operation, the way of learning, the implementation of supervision and the implementation of evaluations. The suboptimal strategy can be seen from the lack of budget used to purchase waste management facilities and infrastructure. in the aspect of how waste management operations are currently being carried out have not yet reached the stage of handling and processing of waste so that the resulting waste generation cannot be reduced. In the aspect of selecting ways of learning, it cannot be applied yet because there are no facilities or technology for the process of making compost. In the implementation of supervision, the lack of field supervisors. The main problem in terms of waste management in Dumai City is the lack of budget which results in the lack of facilities and infrastructure in waste management. The factors which hamper this waste management are the limited budget, facilities and infrastructure, and human resources, the absence of local regulations, and the lack of community participation not to litter. Abstract

This study aims to determine whether there are positive influence between supervision with Employee Performance At Kutai regency Bappeda office. The population in this study are all Employees who number as many as 20 people, given the relatively small amount taken, this study used census method, the entire population as a respondent. Based on the description above, the analysis tools used in this study is the product moment correlation coefficient. From the calculation results indicate a significant influence of supervision on employee performance in the Office of Regional Development Planning Agency Kutai it is based on the calculation results stating that rhitung greater than rtabel namely 0.982> 0.561 for the critical value of n = 20 the rate significance = 0, 01. For n = 20 then the two variables have a very strong relationship level. After the count r is obtained, then the next authors conducted hypothesis testing using t test of the results of testing this hypothesis, tcount of 22.058 while that for the prices keritis of ttable value is 2,552 which means that the t-test> t table ie 22.058> 2.552 the critical value n -20 with a significance level of 0.01 means that by doing so. It can be said that there is a very strong influence from variable to variable employee performance monitoring in Kutai regency Bappeda office.Keywords: Supervision, Employee Performance

Abstract

This reseacrh describes about effort of indonesia to indonesian labours who get many problem in saudi arabia Starting with the factors driving the placement program of Indonesian Workers (TKI) in Saudi Arabia and then appears the case - the case of human rights violations suffered by the workers. Based on the fact that migrant workers are a national asset that bring in foreign exchange, the government's efforts to protect migrant workers must be increased. Based on the identification of cases affecting migrant workers in Saudi Arabia, the handling of the government to overcome the problem of placement and protection of migrant workers in Saudi Arabia may be said to have been unsuccessful. Identification of cases of late also will cause delays Indonesian government in dealing with the placement and protection of migrant workers. This study focused on the government's efforts in protecting workers.This research used the theory of diplomacy. As for the kind of diplomacy that used are bilateral diplomacy. Bilateral diplomacy is diplomacy carried out by between two countries. This research also used nation state analysis, this study applies qualitative research method with library.the data source are books, joournal, and internet.Finally, indonesian government’s action to protect the indonesian labours to be maximum as the effort that has been made are : do moraturium policy, bilateral diplomacy, appoint of retainer lawyer, assist in paying diyat also for the family of victims. Those effort can help theindonesian labours who get the punishment there, and it can be lighter for get a forgiveness from victim’s family or like paya fine and sorry.Keywords : Bilateral Diplomacy, effort, indonesian labours

Abstract

The police of the Republic of Indonesia have a mission of ensuring the success of handling domestic security disturbances, this is welcomed by the reality that existed in 2017 within the scope of work of Kampar District, Kampar Police has carried out the mission with the decreasing number of criminals from previous years and the largest decline seen in the Kampar Polres working unit when compared with other districts. Seeing the decline in crime indicates an increase to the preemptive, preventive, and repressive system conducted by Kampar Police in 2017 therefore this study aims to see how the management of PR which consists of Planning, Organizing, Actuating and Controlling carried out by Kampar Police in an effort to achieve its success.This research uses descriptive analysis with qualitative method. Research subjects consisted of four informants selected by using purposive technique. data were collected by interview, documentation and observation. For checking the validity of data, the authors do the extension of participation and also triangulationThe result of the research shows that the planning is started from the Analysis and Evaluation (Anev) at the end of the year which become the evaluation on the implementation of duty in the previous year to be used as the reference and the innovation in the implementation of the task next year, then continued with Progiat forum to discuss the program to be done and then continued on the smaller planning forums on each functional unit called RenGiat (Activity Plan). Organizing is done by departmentalization as well as division of labor which is determined by the board and the head of institution. Actuating stage carried out in a structured and coordinated between the target, the media, and also the implementer. Abstract

Disease is a matter of each individual. It's just how people are able to accept the reality they experienced disease. The tendency of the patient's therapist today is often felt despair due to her illness without seeing a reality that can be achieved if you want to try hard. Therefore, therapy or treatment is a way of its own which is applied by some hospitals and treatment so that patients feel comfortable and improved therapist with a disease she fought. The therapist serves as a teacher and models as well as confront the patient with a special way that aims to help patients accelerate healing, face reality without harming themselves or others through several stages of medical therapy, phase therapy used in hospitals syafira such as by using therapy therapeutic communication.This study uses qualitative descriptively, where data obtained through observation, interviews and documentation. Informants in this study is an expert stroke therapy is Mrs. Nadia, 7 speakers therapist stroke patients in hospitals Syafira Pekanbaru selected using purposive sampling technique. The study used data collection techniques of observation, interviews, and research documentation. To achieve the validity of the data in this study, researchers used the extension of participation and triangulation.The results showed in the first stage of the pre-interaction therapist gather information about the patient and then devise strategies to the patient's interpersonal commnuication (openness, empathy, being supportive, positive attitude and equality). At the stage of orentation/introductions, introduce themselves to patients show a friendly attitude, sincerity, empathy and warmth. At the stage of work therapist dig up information on the patient and apply therapeutic methods such as personal communication. Therapy was given by therapists like stage stand, sit, walk, talk and try to repeat the social activity. At the stage of termination therapy sessions end at that time and advise the patient about the next course of action as well as meetings that will come in the next day.

Abstract

Thugun mandi tradition is one of the culture that still preserved and do by Riau Community. One of the them is in Pelangko Village Kelayang District Indragiri Hulu still do the thugun mandi tradition that means take a bath for the newborn baby.This research is Qualitative research that use symbolic Interaction approach and ethnograhy communication theory that reviewing the role of language in communicative behavior in society. The informant in this research is the village shaman, indigenous stakeholders, and others public figure. The data collection technique use observation, Interview, and documentation.The result of this research showed that thugun mandi tradition that campulsony do in every newborn babyis done in Parents house and attend by the Father’s and mother’s Family also invite the community. The communicative event of thugun mandi is type event that are regards, petition, pantun and pray mantra that is spaken by shaman baby indigenous stakeholders or older people. The topic of thugun mandi is to Formalize and introduce to the community that the family members increases, to express gratitude to Allah SWT and to tighten the relationship of both familywith other community. The aim and Fungction of thugun mandi is to pray for baby to be blessing in  life and to keep baby from evil spirits. The participants are the family from father, mother, colleague, the community and indigenous stake holders. The type of massage are verbal an nonverbal. The content of massage in thugun mandi event is in every process when the shaman start the event. The sequence of the events is in the begining when the baby is given a bracelet and thanksgiving event. The role of interaction is when the shaman sung the pray advice and mantra for the baby. The norm of this event is couresy norm, gather, appreciate the value and devout. Abstract

Today's information is mostly received through social media because through social media anyone can convey information does not have to be a team of journalists, thus every event that occurs in seconds through social media can be seen and known by the public. Various kinds of information that enter the public through social media cannot be ascertained the truth, sometimes there are many fake news or hoaxes that are considered true by the community so that ordinary people who do not know the truth immediately spread the hoax news, even though since 2008 the ITE law has been enacted. Although laws related to the danger of hoaxes have existed since 2008, hoax news still appears among the people in Pekanbaru. Therefore the Riau Regional Police Public Relations as law enforcement and law must have a communication strategy in informing the danger of hoaxes to the people of Pekanbaru. This study used a descriptive qualitative research method. Subjects in the study were determined based on purposive sampling technique which amounted to four people consisting of members of the Riau Police Public Relations and Pekanbaru city community. The technique of collecting data through interviews, observation and documentation. The data analysis technique uses the interactive data model of Miles and Huberman by checking the validity of the data using triangulation techniques. The results showed that the Riau Police Public Relations had the credibility and attractiveness of the source as an expert communicator by disseminating information and having knowledge about the environment and trustworthiness, namely the Riau Police Public Relations informing the danger of hoaxes by applying the law-abiding nature. The message used consists of verbal messages, including clarity, innocence and accuracy. While nonverbal messages by giving examples of law-abiding perilau and using symbols. The media used is divided into two: internal communication media and external communication media.

Abstract

This research is about trade relations between Indonesia and South Korea within the framework of AKFTA. Like other economic cooperation that attempts to realize free trade, cooperation, AKFTA cooperation aims to facilitate the flow of goods and capital. This cooperation runs international trade principles promoted by the global trade regime of the World Trade Organization (WTO).The purpose of the research is to see how the impact of the trade agreement AKFTA of Indonesia.This study used a qualitative research method. In this research, the author uses liberalist prespective with international cooperate theory with level analysis in nation-state. And data collection tecnique through the study of literature (Library Research).The result showed that the cooperation of the Free Trade Area (FTA) within the scope of ASEAN-South Korea Free Trade Area (AKFTA) involving Indonesia had a positive impact on the Indonesian economy, because in this case can be seen from the increase in the value of Indonesia's exports to South Korea from year to years (2007-2011), then the increase of investment of the investors from South Korea who invest capital in Indonesia, and also have a positive impact on the development of Indonesia, because South Korea has provided monetary assistance for the development of Indonesia.Keywords: ASEAN-South Korea Free Trade Area (AKFTA), Free Trade Area (FTA), Economy

Abstract

Pekanbaru City implemented regional expansion in 2017. Through the Regional Regulation of Pekanbaru City Number 4 in 2016, there were 25 additional villages from seven sub-districts. One of the goals of regional expansion is to maximize public services for the community. The problem: first, The human resources owned by the UPTD are not optimal. Second, Facilities and infrastructure are poor. The purpose of this study was to analyze public services after the expansion of the area in Tampan District, Pekanbaru City. The location of this research is in Tampan District. Research uses theory (Makmur & Thoha, 2017) which consists of tangible, realibility, responsivennes, assurance and empathy. The research method used is qualitative with a descriptive approach. The results of this study indicate that the public has not been satisfied with the performance of public services after regional expansion. Inadequate facilities and infrastructure, a long processing time, many inappropriate service products. In addition, there are also uncomfortable seats, inadequate chairs provided. So people who are waiting in line don’t get good comfort. The service officers at UPTD Tampan Subdistrict, Pekanbaru City have not been able to provide quality services for people who need public services. Plus, administrative staff are still lacking in good human resources. Keywords: Public Services, Regional Expansion, Regional Technical and Civil Registration Service Units.

Abstract

The purpose of this research is to explain about the strategy that United States of America use to offset the rise of the China in Asia Pacific. The strategy was buckpassing and the form of that strategy is the cooperation between the United States of America and the Philippines in Enhanced Defense Cooperation Agreement (EDCA) since 2014.This research is using realism perspective, in this perspective state is the main actor and national security is the main concern. Struggle for power is also become main concern of the realists, it was showed by the country that always take into account about cost and benefit of every action that they did. This research is also using national interest theory which is explain why power is important to be obtain and maintained.The rise of China as a new power brings up a variety of speculation and also threats around its area. It happened because they not only improve the ability of their country but also began to disturb Asia Pasific region with their claim about South China Sea claims. The United States the use various way to maintain its influence and power in Asia Pacific region by improving the relationship that the United States has with its allies in there.
