Abstract

Every citizen has the right to be actively involved in political life. Similarly, with persons with disabilities as part of Indonesian citizens, persons with disabilities are also entitled to be actively involved in political life. Persons with disabilities are entitled to equal opportunities in Indonesian politics without discrimination. The formulation of the problem in this research: how the efforts of General Election Commission (KPU) Pekanbaru City in fulfilling the political rights of PwDs in the Election of Mayor and Vice Mayor of Pekanbaru Year 2017. This study aims to describe the efforts of the General Elections Commission (KPU) Pekanbaru in fulfillment political rights of persons on the Mayor and Vice Mayor of Pekanbaru City in 2017. This research uses a qualitative approach intended to understand the phenomenon of what is experienced by the subject of research holistically by way of description in the form of words and language in a natural context by utilizing various scientific methods . The type of research is descriptive type of research used to analyze data by describing or describing the data that has been collected as it is without intending to make conclusions that apply to the public.The results showed that the efforts made by the General Elections Commission (KPU) Pekanbaru City in the fulfillment of the political rights of people with disability has not been maximized. Efforts to fulfill the political rights of people with disabilities in the Mayor and Vice Mayor Election Pekanbaru in 2017 only focus on efforts to fulfill the right to vote. Persons with disabilities are only involved at the time of election (pencoblosaan) just as a voter. Efforts to fulfill accessibility, facilities and infrastructure election conducted by the General Election Commission (KPU) Pekanbaru City is also still very limited. Facilities and infrastructure provided only in the form of tool coblos (template braille) for the blind and visual interpreters for deaf people at the time of socialization. Abstract

This study aims to identify and analyze the influence of Capital Structure of the Company Value. The period used in this study was 5 years, from 2010 to 2014. The data used in this research is secondary data, financial highlights (annual report) and performance summary. This study used purposive samplingmethodinorder tocollectthesample. Samples used are the 4 company of Food and Beverages. Analysis of data using simple linear regression analysisAnalysis of data using multiple linear regression analysis with SPSS 19.The results showed that the capital structure simultaneously not significantly affect the Company Value. The results of this study indicate that the variable X no affect variable Y.Keywords : Capital Structure, and Value of The Company.

Abstract

This research is to describe The Organizing of Taman Median Jalan in Pekanbaru. Taman Median Jalan is one of Green Places that is needed by the society to maintance the water supply area. The function is also to control the traffic, to restreet, to separate and to control the rapidity. Based on the observation in the field, the problems occur because the officer does not taking care the Taman Median Jalan properly. The aims of the study is to find out and to analyze the organizing of Taman Median Jalan by the officer of Sanitary and Landscape Ministry, then it is also to find out the cause of factors that influences the organizing of Taman Median Jalan in Pekanbaru.The Grand theory used of Amirullah & Budiyono (2004:9) is Management, starts from Planning, Organizing, Actuating and Controlling. The method is Qualitative by using descriptive data analysis. In collecting the data, The researcher used interview, observation and documentation.The results of this study showed that Taman Median Jalan was not organized well by the officer. There were still weaknessess in Planning, Organizing, Actuating and Controlling. There are some main factors that is caused this problem, first, the lock of/or limitation in budgeting, second, because of the human resources, many employeers worked in different place based on their educational background. Third, there were many on qualified employeses (Based on the standard operational procedur) that was established by the government so that Taman Median Jalan was not organized properly.Keywords: Management, Taman Median Jalan

Abstract

This research aims to determine the implementation of work procedures from several tasks performed by waitresses at the Karang Restaurant KTM Resort Batam, as well as knowing the obstacles in the implementation of tasks, and the efforts that have been made by management in minimizing these obstacles. This research uses qualitative methods to examine the problem under study by making six key informants as resource persons, namely three restaurant captains, two waitresses, and a guest. While data collection techniques in this researche use observation, interviews and documentation. Based on the results of the research that has been carried out, for the whole of the results of the interview answers said that the implementation of work procedures performed by waiters is sufficient to follow the rules that are set and do the job well, but still need improvement to get optimal work results. In the implementation, work procedures that done by waiter/ss starting from before the restaurant open, during operational, and closing procedures, had been done based on the written work procedures that given by the management.Keywords: Implementation, Work Procedures, Waitresses, Restaurant

Abstract

The implementation of free Micro and Small Business License (IUMK) in Sukajadi District which entered into force since February 2015 has been applied successfully. The reason behind this is that the government has issued policy to facilitate the administration of Micro and Small Business License (IUMK) from the district head and the urban village head. In line with the mission of the central goverment in simplifying the licensing process, the mayor of Pekanbaru has created free Micro and Small Business License (IUMK) program. This research was done to determine how the implementation of free Micro and Small Business License in Sukajadi District and what factors affect the implementation of IUMK in Sukajadi District.This descriptive research was conducted using quantitative method. This research used the dimensional theory of service quality by Agus Dwiyanto consisting of the attitude of officers, procedures, time, facility, and fee of the service. The techniques used in this research are observation, interview, documentation, and litterature study using descriptive analysis technique.The result of this research revealed that the implementation of Micro and Small Business License (IUMK) in Sukajadi District has been qualified. It was indicated by the officers’ good and friendly attitude, the simple and clear service procedure, the on-time and standardized service completion, and the standardized service fee. Moreover, the existence of apparatus resources and the good awareness from society has made the implementation of free Micro and Small Business License (IUMK) in Sukajadi District becomes successful.Keywords: Implementation, Business License, Service

Abstract

This research was conducted at PT. Duta Palma Nusantara Perkebunan Sei Kuko of Kuantan Singingi Regency with the aim to obtain information about conflict and reconciliation of conflict between union with PT. Duta Palma Nusantara. Some of the problems in this research are (1) How is reconciliation process between union with PT. Duta Palma Nusantara? (2) How is the source and trigger of conflict between union with PT. Duta Palma Nusantara. The title of this research is "Conflict and Reconciliation between Trade Unions with PT. Duta Palma Nusantara in Kuantan Singingi Regency ". This research was conducted to know the conflict reconciliation process and the source and trigger of conflict that happened between union with PT. Duta Palma Nusantara in Kuantan Singingi district. To find out how the conflict reconciliation process works. To know the source and trigger of conflict in PT. Duta Palma Nusantara. This research is a qualitative research because of its nature in the form of cases, which became the subject of this study selected based on those who know and are involved directly in the conflicts of industrial relations between the union with PT. Duta Palma Nusantara as many as 8 subjects. Used methods such as data collection, data collection techniques using observation, interview. To analyze the problems in this study used qualitative analysis and will be explained descriptively in writing. After this research, the results of this study describe the working relationship between laborers and PT. Duta Palma Nusantara is less harmonious and there is still a lot of gaps between the two, the lack of company attention to the workers makes the workers rise up and protest the policies made by the company. In this paper it is more closely related to how the reconciliation process between the two sides and the stages towards reconciliation of conflict that have been passed by both parties is by: Bipartite, Arbitration, Mediation, PHI, and Supreme Court stage. Where the stages have been successfully passed by both parties. In this paper will also discuss how sources and triggers the conflict that occurred between the union with PT. Abstract

This study is motivated by the problem of bureaucratic reform in the Tax Service Electronic e-filling system in the ease, speed, and accuracy in providing services in the taxation sector, as a concrete step to improve service quality at the Pekanbaru Tampan Tax Service Office to report tax payments using E-filling system. The purpose of this study is to find out how the bureaucratic reform of Tax Reporting Services electronically at the Pekanbaru Tampan Primary Tax Service Office and the efforts made by the Primary Tax Office in increasing public interest in using the E-filling system. The theoretical concept used by researchers is the Governence Bureaucracy Reform which has determinative indicators, namely Infrastructure, Communication, Level of Connectivity and Use of IT by the Government, Readiness of Human Resources in the Government, Availability of Funds and Budgets, Legal Devices, Changes in Pradigma. This study uses qualitative research methods, with descriptive data review. In collecting data, researchers used interview, observation, documentation, and literature study techniques. The results of this study indicate that bureaucratic reform of tax services using the E-filling system conducted at the Pekanbaru Tampan Primary Tax Service Office has been said to be quite good. Carried out by the tax service office in increasing public interest in the use of the E-flling system is the first readiness of human resources, namely the lack of employees in the Pekanbaru Primary Tax Service Office. The second is the availability of budget funds that are used as costs to improve employee performance such as procurement of funds related to budget and policy allocations, the third is the legal instruments used, such as laws and regulations, as well as regional regulations, and the fourth is the change of paradigm, which is an agency's desire in improving its performance in order to improve better and quality services for the future. Keywords:Bureaucratic Reform of Tax Services in Tax reporting

Abstract

The administration of the village administration is a subsystem of the administration of government, so that the village has the authority to regulate and manage the interests of the community. Village Community Empowerment is an effort to develop community independence and prosperity by increasing knowledge, attitudes, skills, behavior, abilities, awareness, and utilizing resources through the establishment of policies, programs, activities, and assistance in accordance with the essence of the problems and priorities of the needs of the village community. The implementation of community empowerment activities carried out by the Raja Bejamu Kepululuan Government should be able to socialize that community participation in governance and development of Kepululuan is very important.               This study aims to describe the Implementation of Community Empowerment Activities in Raja Bejamu District Chief of Sinaboi District, Rokan Hilir District in 2016. The location of this research was conducted in Raja Bejamu District Chief of Sinaboi District. Data collection techniques are done by interview and documentation. The method used in this research is qualitative descriptive.               Empowerment emphasizes the process of giving people the ability to be empowered, encouraging or motivating individuals to have the ability or empowerment to determine their life choices. Based on the results of the study showed that the implementation of Community Empowerment Activities in the Bejamu King's Commitment in Sinaboi District, Rokan Hilir Regency in 2016 was not optimal, where the goal of implementing community empowerment for the creation of community independence had not been achieved, this was caused by the first three (3) factors due to lack of budget, the second is Quality of Human Resources, and thirdly the Lack of Participation of the Bejamu Raja Kepululuan Society. Keywords: Implementation, Society Empowerment

Abstract

Organizational Citizenship Behavior is not only do the principal work, but also jobs that are outside the main job. Organizational Citizenship Behavior can be influenced by organizational culture and organizational commitment. This study aims to determine the influence of organizational culture and organizational commitment on Organizational Citizenship Behavior nurse the hospital Lancang Kuning Pekanbaru.The method used in this research is descriptive and analytical techniques used are quantitative analysis. The sampling technique used is the census method with a population equal to the number of respondents that amounted to 86 respondents. The data measured with Likert scale. And the data processes by using SPSS 20 program.The results of this study showed organizational culture and organizational commitment positive and significant impact on Organizational Citizenship Behavior nurse the hospital Lancang Kuning Pekanbaru.Keywords:Organizational Culture, Organizational Commitment, and Organizational Citizenship BehaviorKata Kunci: Budaya Organisasi, Komitmen Organisasi, Organizatinal Citizenship Behavior

Abstract

The tensions on the Korean Peninsula have had an impact on the surrounding countries. North Korea with their nuclear weapons development makes South Korea feel their country is threatened. North Korea's nuclear test in early 2016 makes South Korea put highly concern on this issue, then prompted South Korea to re-consider and approve suggestions from the United States to place Terminal High Altitude Area Defense (THAAD) in South Korea. The achievement of the agreement with the United States then get opposition from China. According to China, THAAD can not provide solutions for the situation on the Korean peninsula. This research uses a realism perspective which is then supported by the national security theory of Barry Buzzan and some concepts such as the regional security complex, and security dilemma. This study also used a nation-state analysis level with a research focus on the factors that make adult China THAAD in South Korea, and all of data, arguments, fact in this research afterwards using a qualitative explanation method.This research then formulates answer of the research question related to China’s opposition to THAAD. There are three important points that led to china’s opposition to THAAD, first, including China’s attention to the THAAD’s radar capabilities that could harm china’s national security, second, the existence of THAAD provide a strategic dilemma for china to face their allies North Korea, and third the existence of THAAD also impacted China’s security dilemma on south korea and their allies.Keywords: Korean Peninsula, South Korea, China, National Security, Opposition, THAAD
