Abstract

This research describes about the intervention that America was made in a South China Sea conflict between China and Brunei, Malaysia Philippines, Taiwan and Vietnam in terms of territorial claims in South China Sea. The intervention that America made aims to achieve peace and security in the South China Sea from conflict and war.The research method applies qualitative descriptive method, realism perspective and Foreign Policy theory. The author collected data from books, encyclopedia, journal, mass media and website to analyze the form intervention of America in South China Sea with using Freedom of Navigation Operation (FONOPs) as a foreign policy in international border. And America’s interest to involve in that conflict. The conclusion of this research is America’s interest to getting involved and intervene the conflict is to secure an international sea lanes especially Asia-Pacific region and also to suppress Chinese’s influence in Southeast Asia. Key words: Freedom of Navigation, International Sea Lanes, Influence, Hegemony, USA, China, Phillipines, Brunei, Malaysia, Vietnam, Taiwan, International Law of the Sea, Claiming, Conflict.

Abstract

Partai Persatuan Indonesia (Partai PERINDO) is a newly established political party and has never participated as a participant in the general elections held in Indonesia. The establishment of the Indonesian Persatuan Party (PERINDO Party) started with the establishment of the Association of Indonesian Unity Society (ORMAS PERINDO) officially established on February 23, 2013. Approximately 2 years after the founding of the Persatuan Indonesia Society (ORMAS PERINDO), on February 7, 2015 Persatuan Indonesia (Partai PERINDO) is officially established. The Regional Council of the Partai Persatuan Indonesia (DPD PERINDO Party) Pekanbaru Town which is structurally at the district / city level should not only wait for the communication strategy conducted by the Central Executive Board of the Partai Persatuan Indonesia (DPP PERINDO Party) in the image of Partai Persatuan Indonesia PERINDO) to gain sympathy in the midst of society. The formulation of this research problem, how is the communication strategy of the Regional Leadership Council of the United Indonesia Party (DPD Party PERINDO) in imaging in Pekanbaru City? ". The purpose of this research is to know the communication strategy of Regional Leadership Council of Indonesian Persatuan Party (DPD Party PERINDO) in imaging in Pekanbaru City, and to know the factors that support and obstruct the Regional Leadership Council of Indonesian Persatuan Party (DPD Party PERINDO) in Pekanbaru City. Qualitative research methods. Research location of Regional Leadership Council of United Indonesia Party (DPD PERINDO Party) Pekanbaru City. Primary data sources through interviews as well as secondary data sources. Data analysis techniques were carried out by analysis of interactive analysis models of Miles and Huberman. The targets to be achieved in every activity held by the Regional Leadership Council of the Partai Persatuan Indonesia (DPD PERINDO Party) Pekanbaru City is to run and realize what is desired by members of the Persatuan Indonesia Party (PERINDO Party) in Pekanbaru City, and to get new members of the Party Persatuan Indonesia (Partai PERINDO) in Pekanbaru City. The Regional Leadership Council of Partai Persatuan Indonesia (DPD PERINDO Party) Pekanbaru City uses the means of communicating by holding activities that directly touch to the needs of the community in accordance with the vision and mission of the Persatuan Indonesia Party (PERINDO Party). Each activity begins with the opening of the event containing remarks from the representatives of the board, the government apparatus present, and the competent expert, about the communication strategy of message conveyor credibility. Audience as the recipient of the message from the audience strategy is the general public. The background of the audience knowledge, especially in the field of politics, most of which participate in knowledge activities is enough. This is influenced by the easier information obtained because of the availability of various media. The touch of audiences' feelings is an easy but difficult communication strategy. Selection of media using various activities. The following activities are: providing free ambulance facility, fogging, giving of Indonesian Union Party (PERINDO) selling cart shop for five-time traders, road hoarding, free medical treatment. The supporting factor is having its own secretariat or non-rental property right on Jl. Borobudur Pekanbaru City, and has its own ambulance so that whenever can be utilized. Inhibiting factors are funding conditions, human resource conditions, and archiving of activity documentation. Strategies are tactical, from ideas, planners, to execution of the program is a strategy. Badly connoted imagery is caused by the politician himself. The strategy undertaken by the Persatuan Indonesia Party (PERINDO Party) is the taking of momentum that there is good value then blow-up through the media. Indonesian society is very easy to sympathize to goodness regardless of who the person is and what he has made, so good visible then the perception is good, because that politics is perception.Keywords: communication strategy, imaging

Abstract

Implementation of public services through the Mobile Elektonik (SIMOLEK) system at the One Stop Service Integrated Service Office (DPMPTSP) Pekanbaru City is implemented to improve the quality of public services (licensing and non-licensing services) by providing the simplification of the system and improving access to services so it is expected to encourage community / business actors to manage licensing according to specification and requirement as legality in conducting business activities.In this research, the concept of the theory used refers to the theory of public service proposed by Dwiyanto (2006) suggests four criteria that can be used to assess the bureaucracy (organization) in providing excellent public services, namely public accountability, responsiveness, service orientation, and efficiency service. This research uses qualitative approach with descriptive method in describing the research result. Data collection techniques include interviews, observation and documentation studies.The results of the research show the implementation of public service through the Mobile Elektonik (SIMOLEK) system at the One Stop Service Integrated Service Office (DPMPTSP) Pekanbaru City, the giver and service system has been running well proven by the transparency of service, openness in the availability of information related to licensing services and non permissions needed by the community and accessible to facilitate the community in terms of business licensing online. However, the output (result) in pushing the target group (users of the service) has not been running optimally, the users of the services using SIMOLEK, dated January 5, 2018 there are 105 users who perform the installation of electronic mobile devices, while issuing licenses as legality of business activities (target group) reaching 3,500-4,000 every year. The low service users use SIMOLEK due to the low socialization directly to the target group (business actors) related to electronic mobile services (SIMOLEK) that impact the ignorance and doubt the community / service users to the service.Key Words: Public Service, Public Accountability, Responsiveness, Service Orientation, Service Efficiency.

Abstract

Management of local assets, Rokan Hulu District since the year formed until the Year 2015 has developed a policy of regional assets in the form of management of regional property as a rule issued by the central government, and from 2007 to 2015 refer to the Minister of Home Affairs Regulation No. 17 of 2007 on Guidelines Technical Management of Regional Assets, and derivatives thereof issued by the Regent of Rokan Hulu Regulation No. 38 Year 2011 on Inventory Management System and Procedures and Administration. Observing field data found weaknesses in managing movable assets and fixed assets in the Secretariat of the House of Representatives of Rokan Hulu Regency Year 2017. The problem in this study is how the management of local property in the Secretariat of the Regional Representative Council of Rokan Hulu Regency Year 2017 and what factors - the factors that block it. The purpose of this study is to know the Management of Regional Property At the Secretariat of the House of Representatives of Rokan Hulu Regency Year 2017, and to know the factors that hinder it.In this research, the researcher uses descriptive research type with qualitative method approach. The research is located in the Secretariat of the House of Representatives of Rokan Hulu District. For informant research using purposive sampling technique. Data collection techniques used are observation, interview and documentation. To examine the problem the authors perform data analysis using qualitative descriptive method.The results of this study can be concluded that the management of local property in the Secretariat of the Regional Representative Council of Rokan Hulu Regency in 2017 has not gone well. The ineffectiveness of the management of regional assets with due regard to the consideration of the Secretariat of the Regional House of Representatives is less aware of the importance and supervision. To that end, the Secretariat of the Regional People's Legislative Assembly shall endeavor to realize the effective management of regional assets in Rokan Hulu Regency. Obstacles in the management of local property in the Secretariat of the Regional Representative Council of Rokan Hulu Regency Year 2017, namely: (1) Insufficient human resources, (2) Lack of understanding and attention, (3) Limited facilities and infrastructure, (4) Absence strict sanctions.Keywords: Management, Regional Property.

Abstract

Binsar (1101136301), the participation of traders in maintaining order in the Kaget Minggu market in Tarai Bangun village district Tambang subdistrict Kampar 2016 guided by Drs.H.Zaili Rusli, M.siResearch on Merchant Participation In Keeping Order kaget minggu market in the tarai bangun District of kampar (2014-2016). The research was done in the kaget market that operates from eight to twelve o'clock. The formulation of the problem formulated in the formulation of the problem is How the participation of traders in the Kaget Minggu market to maintain order in the village Tarai Bangun?In this study, the authors used the descriptive method, which is done by analyzing the data and facts. This method as a process of solving problems examined by explaining the state of an object of research based on the facts available. To obtain the necessary data the authors made some observations on site Kaget Minggu market research, and interviews with relevant parties.The results showed that the market presence kaget minggu market greatly help society around housing were located far from the shopping center and the city center for shopping. Kaget minggu market presence not only facilitate local residents to shop for groceries or weekly, but the price of the goods sold are relatively cheaper, so that people find it easier and cheaper in the shop. However, the existence kaget minggu market also provides a negative impact on the environment as well as public order, as shanties irregular that cause congestion. To that end, the response of traders is needed so shocked the market well ordered and tidy. For those reasons, the Government of tarai bsngun village needed to steer traders who aim to control the kaget minggu market that is no longer a problem in the environment community.Keywords: Participation trader, controlling traders, market kaget

Abstract

This research intent to know Community empowerment program devastated Custom (KAT) at Tohor's River Village district West East Tall Bank Regency archipelagic Meranti. Empowerment program constitute federal policy that plays ball with local government to be able to increase citizen life quality devastated Custom Community (KAT) to aim the better so most composes independent citizen it, participative and useful. In focus this research which is to see how Community empowerment program devastated Custom (KAT) can happening and how its implement. Method that is utilized in this research is deskripftif kualitatif, collecting is data by interview, observation, and documentation. Researcher utilizes research informan via to y. person by use of purposive is sampling , which is sample determination tech with consideration particular. Abstract

Respon in the world of tourism is the opinion of way of view of visitors and tourists in understanding a tourist destination. This research was conducted in Sijori Resort & SPA Batam on Ir. Sutami street No.06, Sungai Harapan, Sekupang- Batam, kepulauan riau- indonesia. this study aims to determine the response of visitors to the implementation of recxeptionist duties in batam sijori resort and spa. this research uses quantitative descriptive method to process the data obtained in the field through interviews, observations and questionnaires. all the information collected and studied to become a unified whole (Sugono 2000). As for the sample in research 100 respondent. The determinantion of respondents with accidental sampling. Data collection techniques used are observations, interviews, questionnaires, using Likert scale as a measuring tool. Based on the results of research that has been done the implementation of recxeptionist duties in batam sijori resort and spa with sub variable the main fungsion , duties and responsibilities with good research conclusions. Keywords :Respon Of Visitors, Resort and Recepcionist

Abstract

The ASEAN member states have agreed to implement the ASEAN open sky policy in 2015. This policy gives an impact on the aviation world, especially on the freedom to fly across the ASEAN countries. This paper examines the impact  of air transport  business in order  Asean open sky  to  economic growth and politic Indonesia  , Indonesia airline industry conditions, the position of the Indonesian aviation industry compared to other ASEAN countries. The study uses qualitative descriptive approach where secondary data used as the basis of analysis. The study concludes that air transport has a positif  impact on economic growth development and image of aviator Indonesia in global . arising from both supply and demand side. Indonesia itself has a great potential for the development of air transport due its position, which is more profitable than other ASEAN countries. In this regard, government itself should pay attention to the problem of air traffic management and airport infrastructure development in a sustainable manner in order to deal with ASEAN open sky.  Keywords: ASEAN, open sky, aviation, economic growth development

Abstract

This research analyzes community's trust toward rain-moving ritual in Tualang Subdistrictof Siak Regency. This research is a social study that happened in Tualang sub-district,in which the position of rain-handler in society is very important. Rain-handler is a figurewho has advantages in the field of moving rain that is trusted by Tualang District communityuntil now. Rain-handler is often requested by the community in various celebrations;especially held in open area. The community's trust is strongly supported by the role of therain-handler in the social activities of Tualang Sub-district. The theory that uses in thisresearch is theory according to Auguste Comte. Data analysis was computed by usingqualitative descriptive, data retrieval technique in this research is purposive where thenumber of respondents is 6 people consisting of Tualang District. Based on the researchresults in the field, it shows that public confidence toward the rainy handler until this day isstill exist used by the Tualang District community who is a native inhabitants of that area.Keywords: Trust, Ritual, Rain-handler

Abstract

This study aims to explain how the Management of State Property at the Faculty of Social and Political Sciences, University of Riau. Based on the phenomenon found in the field, there are some obstacles in the management of the State Property, such as the goods are not found as evidence of damage or badly damaged assets, mobile assets that move from its place like A building seats move to building B causing incompatibility of recorded inventory data , A complicated and time-consuming procedure for removing State Property.In this study the authors use the theory (Siregar 2004 : 518-520) regarding asset management ie Asset Inventory, Legal Audit, Asset Rating, Asset Optimization, Supervision and Control. As a reference in the management of State Property at the Faculty of Social and Political Sciences, University of Riau.Based on these aspects the authors hold that the State Property Management in the Faculty of Social and Political Sciences of the University of Riau has performed its duties based on Standard Operating Procedures (SOP) that exist.
