Abstract

Indonesia has the initiative to corporate with Singapore to improve the quality ofeducation in Indonesia. So, in 2005, the representatives from Indonesia and Singapore met todiscuss about cooperation between educational institution in Indonesia and Singapore. Someschools in Indonesia that have local advantages have been paired with schools in Singaporein a program that called Sister School.This cooperation has been ongoing since 2008 until2011.This is a qualitative research by using primer and secondary file. The writer collectdata from journals, books, reports, working papers and online media. This research usescooperation theory and neo liberalism perspective. The level analysis used is the individualgroup. The purpose of this research is to know the educational cooperation between Indonesiaand Singapore, the Sister School cooperation of SMA Labschool Jakarta with CHIJ St. Joseph'sConvent Singapore and also to see how the impact of that cooperation for the both of countries.This research shows that the education cooperation between Indonesia and Singaporehas positively impact for the cost of education and socio-culture of both countries. The samebenefits are also felt by the schools. However, in the implementation of this cooperation, bothIndonesia and Singapore also face a number of challenge. Therefore, Indonesiaand Singaporeare expected to improve a better educational cooperation so that it can also improve the imageof these countries in the world.Keywords: Sister School,Indonesia, Singapore, Cooperation, Impact

Abstract

Kepenghuluan Sungai Majo Pusako is one of the Pemekaran villages in Kubu Babussalam Subdistrict, Rokan Hilir Regency which does not only have a Positive impact on the Implementation of the Kepenghuluan Government independently but also a negative impact. the formulation of the problem that can be taken is what is the impact of the expansion of Kepenghuluan on the Development of the Majo Pusako River and what are the factors that influence the development in Kepenghuluan Majo Pusako River. This study aims to describe the impact of the expansion of Kepenghuluan on the Development of the Majo Pusako River and to describe the factors that influence the development in Kepenghuluan Sungai Majo Pusako. This study uses the concept of Arif Roesman Efendy about Regency/ City Region Expansion. Primary information sources (informants) are determined by purposive sampling and the data needed is collected by interview and literature study techniques.The impact of Kepenghuluan P separation is intended for the construction of transportation facilities in Kepenghuluan Sungai Majo Pusako has not been carried out properly. Problems The construction of irrigation facilities in Kepenghuluan Sungai Majo Pusako is more directed to irrigation facilities to increase the yield of community rice, Training and guidance facilities, work skills and capital need to obtain support from the Rokan Hilir District Government, the community felt a very positive impact, namely the ease of obtaining business capital assistance. With comprehensive and integrated social development, the life of rural communities will improve the welfare of life in a sustainable manner. The first focus of the Government of Kepenghuluan Majo Pusako River is on the development of Health Services infrastructure. Development that focuses on building infrastructure that can help people to carry out every religious activity. Factors influencing Development in Kepenghuluan Sungai Majo Pusako are the Boundary Area of Conflict Limit, Ownership Status, namely Kepohuluan Sungai Majo Pusako Office Still renting from the community since 2015-2016. Infrastructure problems in Kepenghuluan Majo Pusako River caused complaints from the public with increasing operational costs and daily living expenses in Kepenghuluan Majo Pusako River.Keywords: Impact, Kepenghuluan, Development

Abstract

Industrial waste pollution sago which is still going on until now caused Responsible Business does not do waste management corresponding environmental quality standards, industries sago which have yet to Installation Wastewater Management (WWTP) so that the waste material waste dumped directly into rivers and seas, a phenomenon the other is still a lot of sago industry do not yet have permission Environmental Management and Environmental Monitoring effort (UKL-UPL). Based on the phenomenon that occurs, the formulation of this research is how the Environment Agency Monitoring Implementation of the industrial waste sago and any factors that hinder the implementation of the surveillance. This study aims to find out How fatherly supervision of the Environmental Agency of the sago industry waste and its management. This study uses qualitative descriptive type of research analysis. Tekinik data collection is interview, observation and documentation. Key informants of this research is the Environmental Agency Kepuluan Meranti district in the supervision of industrial waste sago and responsible for the business. Based on the results of the study show that not maximal supervision and has not touched all existing sago industry. This is evident from the breach responsible for the business of the management of waste that is not suitable environmental quality standards, the issue of environmental permit, waste pollution phenomenon unresolved, Settings responsible for the business in the reporting of Environmental Management Document every persemseternya. And a lack of traction sanction given to the industries sago wrongdoing. as well as effective supervision have not influenced the inhibiting factors such as factors supporting means of supervision, the number of competent personnel and experts, access and long distances, as well as the commitment of the person in charge of the effort. Abstract

In community empowerment to alleviate Pekanbaru City’s poverty issues. Pekanbaru City Government launched the Community Empowerment Program Based Rukun Warga or shortened by PMB-RW. However, in the discussion of local draft regulations on PMB-RW at the stage of meeting the formulation, they agreed to the establishment of PMB-RW is rejected, returned for revision and improvement by BAPPEDA, then there walked out number of Pekanbaru’s legislators include PDI-P, Nasdem and PPP in a plenary meeting. Based on the argument, the researcher wanted to know the dynamics that occur during the discussion and approval of the Provincial Regulation on PMB-RW Pekanbaru. The research is objective: First, to determine the stage of preparation of local draft regulations on PMB-RW. Second, to determine the stage of discussion. Third, to know the dynamics at the ratification local draft regulations on PMB-RW. This type of research is qualitative research methods. The location of this research is in BAPPEDA Office of Pekanbaru city and the Parliament Secretariat Office of Pekanbaru city. The data collected by completing the information through necessary interviews and requested documentation. While analysis of the data was performed using the method of qualitative analysis. Based on the result, the authors conclude that in the preparation of local draft regulations on PMB-RW is BAPPEDA had a problem at that time of collecting the data and information. After the exposition in this program turned out to be profitable and therefore the enactment of discretion. At the plenary meeting of the ratification local draft regulations on PMB-RW Pekanbaru number of legislators walked out because the legal framework is unclear and makes dual function of activities in Pekanbaru City Government.Keywords: PMB-RW, Dynamics, Counsil Of Pekanbaru City

Abstract

Regional General Hospital (RSUD) Arifin Achmad Riau Province have a service that can help outpatients to facilitate outpatients to create the accuracy and speed of service, especially in terms of registration, namely the SMS gateway service. The purpose of this study was to study most of the quality of SMS gateway services to the satisfaction of outpatients in Arifin Achmad Hospital, Riau Province. . The theory used in this study was the stimulus-response theory.This study used quantitative research methods, with data were collected from distributing questionnaires directly to outpatients with a sample size of 96 which was determined through random sampling technique. The data analysis technique used was simple linear regression analysis techniques.The results showed that the regression coefficient in this study was Y = 4.718 + 0.478 X. The constant number (a) was 4.718 and the variable coefficient X was 0.478. Meanwhile t count (6.377) is greater than the t table of 1.985 with a significance level of 0.000 smaller than α = 0.05. Based on the statistical calculations obtained, Ha was acceptede and Ha was rejected. In conclusion, there was a significant effect of the quality of the gateway SMS service (X) on outpatient satisfaction (Y) at RSUD Arifin Achmad of Riau Province. The correlation coefficient (r) obtained in this study was 0.550.  It means that the relationship between the variable of SMS Gateway Service Quality (X) and the variable of Outpatient Satisfaction was in the moderate category. On the other hand, the coefficient of determination (Rsquared) obtained was 0.320. It means that the outpatient satisfaction of 30.2% was influenced by the quality of SMS gateway service. Abstract

This research was conducted in SD Marginal Pokjar Cerdas 1 in Kecamatan Tenayan Raya Kelurhan Sail Kota Pekanbaru. The formulation of the problem are (1) how is the representation of pokjar cerdas 1 as a marginal school (2) what is the effort of school to keep the process of teaching and learning. The purpose of research (1) to know the reresentatin of pokjar cerdas 1 as a marginal school (2) to know the effort of school to keep the process of teaching and learning. This research was qualitative description research. The sample of this research were five people. The technique of research was purpose sampling. The instrument of data were observation, interview and documentation of this marginal school was categorized as quite feasible for the process teaching and learning because the building was only 100 × 100 m and the area of SD Marginal 300 m. Althought the building was permanent but still a marginal status. There are 3 classes and in the classroom there are double classes. frist grade and second grade, third grade and fourth grade, fifth grade and sixth grade. The marginal school still used parallel class or double classes. The condition of the road to the marginal school was very slippery nd muddy when it rains. Thus interferingthe KBM process. The location of thr marginal school farfrom pekanbaru center 30 km. the salaries of the tearchers arepaid by the provincial education office.Keyword: School, SD Marginal, Intelligent Pokjar I

Abstract

Social rehabilitation is a process of recovery and development of social services activities in a whole and integrated manner so that persons with mental disabilities (ex psychotic) can carry out their social functions properly in social life. Social rehabilitation is one of the rights of persons with mental disabilities in the welfare of their lives which has physical, intellectual, mental, and sensory limitations. Social rehabilitation in the Technical Implementation Unit (UPT) Bina laras of the Riau Province Social Service seen from Edward III's Public Policy Implementation Theory, namely, Communication, Resources, Disposition, and Bureaucratic Structure. Based on this theory, it is found that there are obstacles in the implementation of social rehabilitation policies for mental disabilities in the UPT Bina Laras Social Service of Riau Province.The purpose of this study was (1) to describe the Implementation of Social Rehabilitation Policy for Mental Disabilities by UPT Bina Laras Social Service, Riau Province in 2018. (2) to describe the factors that hinder the implementation of Social Rehabilitation Policy for Mental Disability by UPT Bina Laras Social Service Riau Province 2018.The implementation of the Social Rehabilitation Policy at the UPT for the Development of the Social Services Office in Riau Province is carried out through 7 (seven) stages, namely: a. Initial Approach, b. Assessment, c. Preparation of Intervention Plans, d. Implementation of Interventions, e. Resocialization, f. Evaluation / Further Guidance, and g. Termination. Then, from the 7 (seven) stages there are 2 (two) stages that have not been maximized, namely Intervention Implementation stage and Resocialization stage. There are 4 (four) factors that hamper the implementation of social rehabilitation policies for mental disabilities especially in the 2 (two) stages, namely, the lack of professional experts in implementing social rehabilitation policies for mental disabilities, limited budget in implementing social rehabilitation policies for mental disabilities, lack of facilities and infrastructure (facilities) in the implementation of social rehabilitation policies for mental disabilities, and the implementation of social rehabilitation policies for mental disabilities that are not in accordance with the SOP (Standard Operating Procedures) as determined by the UPT Bina Laras Social Service of Riau Province.                                                                                                                  Keywords: Implementation, Policy, Communication, Resources, Disposition, Bureaucratic Structure, Social Rehabilitation, Mental Disability

Abstract

This study aims to determine the effect of compensation and work environment on employee job satisfaction partially and simultaneously at PT. Suka Fajar Pekanbaru. This study uses questionnaires as a means of collecting data distributed to 69 employees by using the slovin formula. Sampling method in this research using proportional random sampling method. The data from the questionnaire was further processed using descriptive analysis and statistical analysis using SPSS 21.0 by performing validity test, reliability test, simple linear analysis, multiple linear analysis, determination analysis (R²) and hypothesis test with t test (partial) and F ( Simultaneous).The results showed that the results of the first hypothesis testing of compensation on employee job satisfaction is t hitung (10,078) > t tabel (1,996), meaning that compensation variable significant effect on employee job satisfaction. Both work environment on employee job satisfaction is t hitung (8,643) > t tabel (1,996), meaning work environment has a significant effect on employee job satisfaction. The result of F test of compensation and work environment on employee job satisfaction is F hitung (62,814) > F tabel (3,136), meaning that compensation and work environment simultaneously have a significant effect on employee job satisfaction.Keywords: Compensation, Work environment, Employee Job Satisfaction

Abstract

Along with the increasing rice consumption of Indonesian people, the national rice production also increase. The rice production in Indonesia increases but the government remains to import the rice in order to fulfill the domestic rice demand. The rice import development of Indonesia tends to be fluctuative every year. The biggest rice import that enters into Indonesia comes from Vietnam and Thailand. Both countries are the countries that have the biggest rice production total in Asia. Hence, the high price from the both countries, so Indonesia chooses to import Pakistan’s rice where this country is the fourth rice production country with the low price. The method of data collecting is done by collecting secunder data, then analyzed in qualitative to obtain the draft about the main problem by using deductive method. The method of this research is the method of qualitative descriptive. The data is obtained through secunder data such as, book, journal, magazine, newspaper and website. From the research result, for fulfilling the own rice needs and making the local farmer prosperous so Indonesia increases the productivity and the increase of plantation index to be three times. Abstract

Tourism is one of the new industriest that can provide faster economic growth in terms of employment, income, living standards, and the effectiveness of other industrial sectors. The development of tourism in a region will bring many benefits for the society, namely economically, socially, and culture. Therefore, researchers want to see the efforts of local governments in the development of tourism Pacu Jalur in Kuantan Singingi regency in 2016-2017.This study aims to (1) Describe the effort of local governments in the development of tourism Pacu Jalur in Kuantan Singingi regency in 2016-2017, (2) Describe the inhibiting factors of local government in the developments of tourism Pacu Jalur in Kuantan Singingi regency 2016-2017. This research was conducted in Kuantan Singingi regency. Data collection technique is done by qualitative data analysis.The results concluded that the efforts of local governments in the development of tourism Pacu Jalur festival include development in the field of tourism industry, tourism destinations, tourism marketing and tourism institutions. The development of Pacu Jalur tourism is influenced by internal factors and external factors. Internal factor such as budget constraints, there are no local regulations directly related to Pacu Jalur, the lack of local government efforts to increase cooperation with private parties, and the lack of inventory data related to tourism development. External factors is include the lack of involvement of the company in the succes of the Pacu Jalur festival, the lack of public participation to engage in tourism development, and the tourism industry that is not orientedtoward the long term.Keyword: Local Government, Tourism Development, Pacu Jalur
