Abstract

The development of communication and informatics technology makes television as one of the most attractive tools to be enjoyed. Broadcasting as a channel of information and forming public opinion, its role is more strategic, especially in developing democratic life. Village face is an informative-based program that presents information about the activities and the potential of villages in Bengkalis District such as public servants in the village, village geographic and demographic conditions, village tourism, economy, village development and village activities.Wajah Desa is a documentary program.Village face is broadcasted by a local television station in Bengkalis District, Bengkalis TV, which is a private station owned by PT. Riau Media Television (RTV), which is headquartered at Pekanbaru. Wajah Desa program aims to promote villages in Bengkalis District to the community, especially the people at Bengkalis, this program is broadcasted on Bengkalis TV and also uploaded on Bengkalis TV youtube channel. The purpose of this study was to determine the production management wajah desa in promoting villages in Bengkalis disctrict on Bengkalis TV.This study used a qualitative descriptive research method. Data collection techniques used in this study are observation, interviews, and documentation. The subjects involved in this study were determined based on the purposive technique consisting of the person in charge of the operations of TV Bengkalis, cameramen, scriptwriters, editors and dubbers. Data analysis techniques were carried out by using the interactive data analysis model Miles and Huberman with data validity checking techniques, that is an extension of participation and triangulation.The results of this study the Wajah Desa program to apply 3 stages in the production process, namely: (1) pre-production was carried out in 7 forms, which is ideas or thoughts, program objectives, script writing, team formation and team meetings, costs, facilities and infrastructure, production time. (2) production, in the process the production, Wajah Desateam took pictures in the field and used lighting from sunlight and used the existing sound mic at the camera of Bengkalis TV. (3) post production, this stage consists of four forms, which is visual capture from the camera, online editing, mixing, broadcasting. The whole process is a form of management in the production process of the Wajah Desa program.

Abstract

This research describes the Economic Policy Political Indonesia chose Tiongkok for the development cooperation project High Speed Train Jakarta - Bandung 2015. Previous Tiongkok and Japan are two countries that are eager to invest in Indonesia in the development of this project. Then two countries submitting proposals to Indonesia in order to attract interest in Indonesia to choose one between the two countries to carry out the construction of a High Speed Train project - Jakarta – Bandung. But in the end decided to throw Indonesia to Tiongkok for the construction of this project. The method that is used in this research is qualitative research. Some of the datas are obtained from books, journals, articles,internet and other media. The focus of this research is the reason Indonesia chose to cooperate with Tiongkok in the development of this project , even though Japan is the leading country in the construction of this mass transportation. This study uses a neoliberal perspective and the theory of international cooperation. Indonesia wants to balance the economic influence of China and Japan in the country. Because the amount of investment and international cooperation between the two countries in Indonesia very much value. Japan is a major investor in Indonesia since 1967 and prior to exert influence on the Indonesian economy. For this reason in the end Indonesia chose to cooperate with Tiongkok in this project. In addition, the proposal offered Tiongkok also provide benefits for Indonesia. Indonesia is also a precondition in the development of this fast train and China is willing to run.Keywords: High Speed Train, Investment, International Cooporation

Abstract

The Government Regulation No. 19 of 2008 concerning the District, has been given the opportunity and guidance for a regency / city who wish to form a sub-district or sub-district devide into several districts, if it has met the requirements of the administrative, technical and physical territoriality. Bengkalis is one of the largest districts in Riau have attempted expansion planning district that is currently in the process of approval of the central government and the Province.The concept of theories used by researchers is the theory Dervish concept consists of Planning, Objectives, Policies, Procedures, the progress of the program. This study uses qualitative research with an assessment of descriptive data. In collecting the data, the authors use the technique of interview, observation and documentation.Researchers used the method in this research is descriptive qualitative, the source of the data used in this study include primary and secondary data, the location of this research is in the district of Bukit Batu Bengkalis. Informen in this study is the Parliament, Expansion Team, Head, Head of the village, and the people concerned.The results of this study indicate that the planning division of Bukit Batu Bengkalis districts already implemented through several processes and requirements for expansion in accordance with Government Regulation No. 19 of 2008, but once the planning division is influenced by several factors. Factors that influence the planning division of districts, among others, human resources, then the time factor and political factors.Keywords: Planning, Expansion, District

Abstract

This research was motivated by the importance of the role and library function in serving the needs of the community. In accordance with the primary objective mandated by UUD 1945, namely the intellectual life of the nation. To that end, the library can not walk alone without support from various parties, both public and local government. Hence the need for capacity building of government in the management of public libraries, simply capacity is the basis of regional autonomy, because the capacity is the basis for independence. Enhancing the performance of the government in conducting a business in the field of librariesand archives have made the district siak to meet one of he standards of national libraries, the public library in “house read Hafrita Dara” siak has managed to become a library level of regency,city’s first and only wan in Riau Province that has been accredited A.The purpose of research is to find out and analyze the policy of library office and archives siak in the development of the management capacity of the public library in “house read Hafrita Dara” Siak, research method is qualitative descriptive research data collection is done by observation, interviews, and documentation.Results of this study is researchers know whwn accredited library siak have nolegallibrary management and still refers to the central policy. Capacity development policy office district libraries and archives siak years 2015-2016 conducted through the program referrig to the increased interest in reading peopleand culture district siak through: improvement of libraries services, improving quality of human resources of the library, dissemination and publication, improved financial management. Implementation of the programand the policy is influenced by: leadership, commitment, institutional reform,and regulatory reform. In this study, researchers concluded that the limitations of local government through the office of the library and archives of siak continue to maximize the resources available to achieve the vision and mission of the district development siak particularly in the field of library and archive with the same commitment of foster and institutional reform.Keyword : Capacity Building, Local Government, Public Libraries

Abstract

This research aims to explain the interest of Indonesia cooperate with Germany on the field of defense by Jakarta Declaration in 2012-2016. Germany was chosen because it has excess in defense industry and plays an important role in the modernization of Indonesia’s defense equipment. The sign of MoU has been done between two countries since February 2012 which includes the purchased of Main Battle Tank Leopard, Marder, and fly training plane, education for soldier, joint military exercises along with defense industry development by Transfer of Technology.Data of this research was obtained from books, journals, articles, official documents and websites that support the hyphothesis. The author used Neorealism approach from Kenneth Waltz and nation-state level analyze. The theories used in this research concist of International Relations, the national interest by Daniel S. Papp, and security concept by Barry Buzan.The result of this research show that when cooperate with Germany there are benefits for Indonesia, this cooperation made a major impact on changes in military power possessed by the armed force of the Republic of Indonesia, mainly on the strenght of the military land defense equipments in the quality and quantity. Germany can fulfill need of Indonesia equipment force. Indonesian defense equipments getting better and military equipment which are sophisticated so that be a part of factors support Indonesia be the best position of strenght military in Southeast Asia.Keywords: Jakarta Declaration, International Relations, National Interest, Defense Cooperation, Modernization of Defense Equipments.

Abstract

This research is motivated by the proliferation of cases related to the image of the police as the shooting between the members of the police, clashes between police and students or the Commission as well as cases of police being caught using drugs and so forth. This gives rise to a negative impression of the community as well as a bad view of the police. Overcoming these problems, now the police as well as presenting television media impressions Net.86 program that can be watched by the entire community in Indonesia to look at a variety of police activities while on duty. This study aims to analyze how much influence exposure to impressions Net.86 program on television the image of the police in the community perspective Marpoyan Peace District of the city of Pekanbaru.The method used in this research is descriptive quantitative. Quantitative research is research in the form of data obtained from the respondents that had been collected, processed and analyzed using statistical theory as a means of solving problems, so this method will provide certainty in decision making. Collecting data using questionnaires and documentation. The population in this study is that people Marpoyan Peace District of the city of Pekanbaru, amounting to 34 908 households. The sample in this study amounted to 100 respondents were obtained based on the formula slovin while the sampling technique used is purposive sampling. Measurement data using a Likert scale. Data analysis techniques used in this study is a simple linear regression.The results showed sig. 0,000 obtained by measurement through SPSS version 24.0 is smaller than the probability of 0.05, thus it can be concluded that the independent variable (Exposure to Impressions Net.86) significantly influence the dependent variable (Citra Police) or Ha accepted and H0 is rejected. Net.86 impressions programs have influence proportion of 50.3% against the image of police in the community perspective Marpoyan Peace District of Pekanbaru city, while the remaining 49.7% is influenced by other variables not examined in this study

Abstract

The family is the smallest unit or institution in the midst of the community, the family generally consists of father, mother and child, but there are also families that only have mothers and children, of which mothers are single parents in a family or more known as single parent. This study aims to determine the characteristics of single parent families and the implementation of single parent family functions. The method of this research is qualitative, the sample in this study are six single parent people in Kopah Village, Kuantan Tengah District, Kuantan Singingi Regency. The results of this study indicate that the family characteristics of the six subjects in this study had a good relationship between mothers and their children. Even effective communication between parents and children is established, harmonious relationships are established between their children, mingling with the community, and carrying out religious orders properly. The six subjects in this study also succeeded in carrying out the socialization function to shape behavioral patterns, attitudes, ideals and values in society. The function of (affection) is carried out well, that is, all subjects give affection to their children, especially a mother who has an affection for all time. Likewise with the protection function (protection) all subjects in this study always provide protection to their children. For economic functions to run well, because, all subjects are able to meet their daily needs and even enough to fulfill the family's economy. Keywords: Role, Mother, Single Parents, Characteristics, Family Function

Abstract

This research is about Indonesia diplomacy effort to introduce Wayang Kulit in United States. Wayang Kulit is an Indonesia cultural art that is unique and loved by adults and children. With the set of Wayang Kulit by UNESCO as Indonesia's cultural heritage, it is the responsibility of Indonesia to introduce Wayang Kulit to other countries. Wayang kulit is one of the steps to introduce Indonesia cultural to the United States, and this research aims to know the Efforts of Indonesia Diplomacy Through Wayang Kulit held in the United States.This study uses a neorealist perspective, which focuses on the state as the main actor in the international polytic system. Indonesia wants to introduce the art of Wayang Kulit cultural in the United States. To describe this research, the author uses the theory of cultural diplomacy. This research is qualitative, this research uses library research technique, where this research with data collection technique from book literature, magazine, newspaper, and visit to internet and other sources.The results of this study indicate that Indonesia made efforts through multi track diplomacy to introduce Wayang Kulit cultural in the United States through multi track Government, Non Government and private citizen, with the effort, Indonesia got the response by the United States community well.Keywords: Wayang Kulit, cultural heritage, multi track diplomacy, diplomacycultural

Abstract

Every teacher has hope for improvement of student's learning achievement. Therefore, teachers use instructional communication in order to change student behavior to be a better direction. Instructional communication is an interaction used by teachers in the learning process to improve student achievement in Computer and Engineering skills programs network. The purpose of this research is to know the instructional communication process, methods and instructional media that teachers use when teaching productive subjects.This research uses qualitative research method. Informers at this research are the head of program expertise, teachers, and students on the Computer Network Engineering expertise program. While the object in this study is instructional communication of teachers on Computer Engineering and programming skills Network at Vocational High School Teachers Training Faculty of Labor University of Riau. Data collection techniques used are observation, interview and documentation. In achieving the validity of data in this study, the authors used extension of participation and triangulation.The results showed that instructional instructional process of teacher who taught productive subjects on Computer Engineering programming skills and Network includes content specifications and instructional objectives, early behavioral assessment, the establishment of instructional strategies, the organization of instructional units, and feedback. Instructional communication is done using method lectures, discussions, demonstrations, field trips, experiments, exercises, and problems solving. To support instructional communication to run smoothly, then media of learning are required. The media used by teachers are books, computers, pictures, modules, internet, e-learning, applications, video, projectors, and other tools students need when practicing like utp cable, crimping tool, lan tester, rj45 connector, wireless card, hub, router, switch, cd installation, screwdrivers plus minus, pliers, brushes.Keywords: Instructional Communication, Vocational High School, Engineering Computers and Networks

Abstract

For optimizing the development of Bukit Tigapuluh National Park, the Central Government synergizes with the Regional Government in maintaining, developing and protecting the Bukit Tigapuluh National Park area. It is important for the Central Government to synergize with the Local Government in maintaining the development of Bukit Tigapuluh National Park area to prevent the misuse of the area, from the result of the research, it is known that the synergicity between the two parties is still overlapping, hence the writer tries to see and develop the synergy between the Central Government and Local Government. The purpose of this study is to optimize the synergy between the Central Government and the Local Government so that supervision in the development of Bukit Tigapuluh National Park can be maintained and reduce the level of criminality inside and outside the region in order to maintain the forest stability covering the phalura and fauna. The type of research used is qualitative research method. The location of this research was conducted at Bukit Tigapuluh National Park (TNBT) of Indragiri Hulu Regency. Data collection techniques are done by completing the information through interviews and doing documentation requesting the necessary data to the agency to be investigated. While the data analysis is done using qualitative analysis method. Based on the results of the study the authors draw the conclusion that the synergism that occurred in the development of Bukit Tigapuluh National Park is not yet running optimally, especially from the private sector that minimal information about the condition around the area. The security of the area also still requires more strict guarding by the addition of Forest Police personnel, so that events such as illegal logging and poaching of endangered species can be minimized to the safest point of Bukit Tigapuluh National Park area.
