Abstract

This research is motivated by the Pekanbaru City government which will apply the concept of Smart city Madani. That in the concept of Smart city Madani, the pillars are to realize the government in arranging the planning to be carried out.In running and realizing the City of Pekanbaru with the concept of Smart City Madani it is necessary to consider factors that support the realization of the program. One of the supporting factors is by conducting socialization to the public. Because socialization is an effort to communicate activities to create dialogue with the community. Through outreach will help to increase the understanding of the community and related parties about planned community empowerment programs and activities. Therefore, socialization is very necessary because many people in Pekanbaru still don't know about the government program. This research was arranged in a systematic frame of mind using a deductive model. The type and research approach used in this research is descriptive qualitative. Research informants numbered 3 (three) people. Data collection is carried out through observation, interviews and documentation which are then analyzed using qualitative analysis techniques. The study found that at the moment Pekanbaru City towards Smart City Madani has not been implemented well due to the lack of budget to realize the six (6) pillars towards Smart City Madani. But in optimizing the realization of Smart City Madani Pekanbaru City has six (6) priorities to accelerate the realization of Smart City Madani, namely: first, Pekanbaru SmartCard as a service card. Second, Simcard RT / RW Service. Third, Pekanbaru Command Center. Fourth, Data Center. Fifth, Pekanbaru Techno Park. Abstract

This study aims to identify and analyze the strategy of the Department of Transportation, Communication and Information Pekanbaru in improving sector revenue levy controlling telecommunications tower in the city of Pekanbaru. The problem in this study is not optimal retribution control telecommunication towers, while the potential revenues are not comparable with revenue realization from year to year. With targets that are considered comparable to the ability of achieving the target is not necessarily a problem that must be solved. Therefore, this study tries to analyze the strategy undertaken by the City Dishubkominfo Pekanbaru, based on the theory of strategy and policy with qualitative descriptive approach. This study shows that the strategy Dishubkominfo of the encouragement of technology in improving the reception area of the levy has been promoting the use of technology, especially in terms of information, but from the technical effectiveness has not been done. Instead of the technology market, Dishubkominfo not utilize the technology market so that the efforts of this side is felt not maximized. From the aspect of innovation strategy can be seen that Dishubkominfo Pekanbaru from the overall indicator has yet to show a systematic effort to increase local revenues from telecommunication sector levies control tower. Lastly in terms of operations strategy, there had been some activities carried out in the administrative improvement of services, improvement of the work program, forming the image of the Department. However, the program was considered not optimal for the human resources that are less qualified and absence of law enforcement committed against offenders. Internal factors such as boost the performance of leaders and external factors such as taxpayer compliance an obstacle to increased acceptance of retribution control telecom tower sector. Abstract

In order to maintain the administration of the village administration performing well, of course, the village chief should be able to utilize the village office as the administrative services of the village administration, village office is the center of government and public services in the village. The purpose research is to examine the use of village office as a service of public administration Village in the Village Pebaun Hilir Sub district Regency Kuantan Kuantan Mudik Singingi 2015 and to know the utilization constraint village office as the administrative services of the village administration in the village of Pebaun Hilir Sub district Regency Kuantan Kuantan Mudik Singingi 2015.This research was conducted in the village of Pebaun Hilir Subdistrict Regency Kuantan Kuantan Mudik Singingi. The method used is a qualitative research, data collection techniques are interviews, observation and documentation. Based on the survey results revealed that Village Office Pebaun Downstream never be used again, because of a dispute between one of the residents as owners of land by the village government. Administrative services carried out in the home village of the chief. Constraints utilization village office as the administrative services Village Governance in Rural Pebaun Hilir District of Kuantan Mudik Regency Kuantan Singingi is not going to transfer ownership of the ownership or control of land legally by the village government, facilities and infrastructure are inadequate, such as the absence of PLN, desk, office chairs and filing cabinets.Keywords: Village Office, Administrative services.

Abstract

This study aims to examine partially and simultaneously the influence of Debt Policy and the disclosure of Profitability on the value of the company. Where the independent variable in this study is Debt Policy and the disclosure of Profitability while the dependent variable is the value of the company. The sample used is secondary data derived from the financial statements of the Property and Real Estate on the Indonesia Stock Exchange (BEI) for the period 2011 to 2015.This study uses secondary data from the company's financial statements. Samples and sampling using purposive sampling technique. Data analysis using simple and multiple linear regression analysis, t test, F test, and determination coefficient test with SPSS 20. The results of this study indicate that Debt Policy variables partially (t test) affect the value of the company, while variable Profitability pasrial (t test) does not affect the value of the company in the company Property and Real Estate on the Indonesia Stock Exchange. Simultaneous test results (F) show no effect of debt and profitability policy variables on firm value in property and real estate companies listed on the Indonesia Stock Exchange.Keywords: Debt Policy, Profitability and corporate value

Abstract

This research describes the impacts of Cuba political economic reform bilateral relations with the United States. Cuba is a communist country since Fidel Castro. United States cut the diplomatic relations with Cuba since 1961 and United States imposing the economic embargo to Cuba. Over the last five decades bilateral relations between the United States and Cuba was worse.This research theoretically has built with Liberalism perspectives on International Relations and supported by Kantian Peace Triangle theories. Formulation of all arguments, facts, and theoretical framework on this research is guided by qualitative explanation methods. Technique in this research is through by the study of library. Data which is gotten and collected through the books, journal, thesis and from internet or websites that related to the research.This research shows that the Cuban political economic reforms in the reign of Raul Castro has an impact on bilateral relations between the United States and Cuba. This bilateral relations softened since Raul Castro led Cuba's political and economic reform. United States began to reopen embassies in Havana, Cuba. In addition, the President of the United States also made a visit to Cuba with an agenda to discuss the termination of Cuban economic embargo by the United States of America.Keyword: Reform, Embargo, Bilateral Relations, Economics

Abstract

Staffing should be in accordance with the principle of "the right man, on the right place". Staffing directed to staffing in the right position according to their qualifications. But in reality there are many governments who ignore the rules. This phenomenon is used as background research. Regional Employment Board Pelalawan district as one of the government agencies in the area of staffing. The purpose of this study was to determine the role of the Regional Employment Agency Placement Apparatus In the State Civil Structural Position in Pelalawan. This research method is qualitative descriptive.Skunder primary data types. Techniques of data collection was done by interview to the informant who directly related to the title of the study, observation by observation of the object, and documentation of data as literature and references. Based on the results of research on the role of the Regional Employment Board in the State Civil Apparatus Placement on structural positions in Pelalawan can be concluded that the staffing is done by employees of the procurement process. Abstract

Through data released by BPS and UNESCO, the index of reading interest in Indonesian society is still categorized as low. Yet through the development of technology, reading activities can be done more easily. And one of the platforms that facilitate this reading activity is Wattpad. Wattpad is a website service and smart phone application, which allows users to read or submit work in the form of articles, short stories, novels, or the like.            This study aims to determine the effect of Wattpad social media on the interest in reading fiction in adolescents in Indonesia, using S-O-R theory. This research uses quantitative methods, with data collection techniques namely through questionnaires using Google Docs that are distributed online to Wattpad account users. The number of samples is as many as 135 respondents, with sampling using purposive sampling. To find out how much influence these two variables have, the researcher uses simple linear analysis. And for the processing of questionnaire data, the researchers used the Windows 23 Product And Service Solution (SPSS) Statistics program.            The results obtained in this study indicate that Wattpad social media on reading interest in adolescents in Indonesia obtained a regression coefficient of Y = 24,241 + 0.407X. The constant number (a) is 24,241 and the coefficient of the decision variable is 0.407. Meanwhile, t count 6.797 is greater when compared with t table 1.977, with a significance level of 0.000 smaller than α = 0.05. That is, there is the influence of Wattpad social media on the interest in reading fiction in adolescents in Indonesia. From the calculation results obtained a coefficient of determination (R2) of 0.258, which implies that the influence of the independent variable (Wattpad social media) on the dependent variable (reading interest) is 25.8% with a low category, while the remaining 74.2% is influenced by Other variables not included in this study. Thus Ha was accepted and Ho was rejected.

Abstract

PETI is an abbreviation of unlicensed gold mining,mining business conducted by individuals, groups of people or companies in which the operation has no permission.The problem in this research is to know how the local government action in response to PETI in Kuantan Singingi district in 2017-2018? The purpose of this research is to know what actions are performed by the government of Kuantan Singingi Regency in response to PETI in Kuantan Singingi District. This research is a descriptive study with a qualitative approach.The location of this research is done in Kuantan Singingi district. Data collection techniques are conducted with qualitative data analysis.The results concluded that the government action in the management of gold mining without permission (PETI) by the district government of Kuantan Singingi Regency year 2017-2018 not carried out with maximum. The authors hope from the results of this study can help enrich the information about the actions taken by the Government of Kuantan Singingi Regency.

Abstract

In order to improve the quality of life and people's livelihoods through healthy, safe, harmonious and orderly housing and settlements, it is necessary to improve the quality of slum housing and slum settlements. The government has established a Self-Help Housing Stimulant Assistance through the Ministry of Public Housing. Based on Regulation of the Minister of Public Works and Public Housing Number 07 of 2018 concerning Self-Help Housing Stimulant Assistance, the Self-Help Housing Stimulant Assistance is a government facilitation in the form of stimulant assistance for low-income communities to develop / improve the quality of homes for low income communities. The phenomenon in this study is that the assistance provided is not yet on target. The purpose of this assessment is to find out how effective the implementation of self-help housing stimulant programs in the city of Pekanbaru and to determine the inhibiting factors of the program's effectiveness. This research was conducted at Pekanbaru City by using a qualitative descriptive method, the data were collected through observation and interviews.This research was conducted using effectiveness theory by Makmur, which consists of timeliness, cost calculation, measurement, accuracy in making choices, the accuracy of thinking, the accuracy of carrying out orders, the accuracy of determining goals and the accuracy of the target. The conclusion of this study is that the implementation of the Self-Help Housing Stimulant Assistance program at Pekanbaru City has not been carried out effectively. This is indicated by the fact that there are still many people who receive self-help housing assistance who complain about the implementation of program. This happens because the efforts made in the process of implementing the program are not optimal in terms of supervision and authority. Keywords : Effectiveness, Implementation, Self-Help House

Abstract

This research is motivated by the still problems that arise in the implementation of the Single Tuition Policy (UKT) in the Faculty of Social and Political Sciences (FISIP) University of Riau. The purpose of this study is to evaluate the implementation of the Single Tuition Policy (UKT) at the Faculty of Social and Political Sciences, University of Riau in 2018. The research method used is descriptive method with a qualitative approach. Informants were determined by purposive method. The technique of collecting data uses observation, interviews and documentation. The results of the study indicate that effectiveness, adequacy, responsiveness and accuracy in implementing the policy have been fulfilled. Whereas for efficiency and equity not yet fully fulfilled.
