Abstract

The local government of Pelalawan Regency is trying to make the Local Regulation work well, therefore it encourages the government to guard the local regulation by granting authority to other institutions outside Polri to be involved in the investigation process. The Civil Institution which is authorized to conduct an investigation is Civil Servant Investigator (PPNS) by authorizing the Regional Regulation of Pelalawan Regency No. 04 year 2014. Civil Servant Investigator (PPNS) is a certain Civil Service Officer who based on the legislation is appointed as the investigator and has the authority to conduct criminal investigation within the legal environment which becomes the legal basis of each. The authority given to Civil Servant Investigators (PPNS) is expected to assist the Pamong Praja Police Unit in Pelalawan District in enforcing the Local Regulation, one of them in the case of investigating the violation of Regional Regulation on Community Disease in Pelalawan Regency.This study aims to describe the authority of the Civil Servant Investigator (PPNS) of the Civil Service Police Unit and the obstacles of Civil Servant Investigator (PPNS) of the Civil Service Police Unit in Pelalawan Regency in the implementation of the investigation of violation of Regional Regulation No. 06 Year 2011 on Disease Society from 2014-2016. This research method using qualitative approach and using type of descriptive research method. Data collection techniques in this study using in-depth interview techniques and relevant fact documentation.Based on the results of interviews, data and information have been obtained it can be concluded that the Civil Service Investigator (PPNS) Civil Service Police Unit in Pelalawan District in carrying out its authority has been felt quite well, because it is in accordance with the authority that has been delegated. But in the implementation of the investigation of violations of Regional Regulation No. 06 Year 2011 on Community Disease there are also obstacles in carrying out its authority both internal factors namely, factors from within Civil Servant Investigator (PPNS) and external factors, factors that come from outside Civil Servant Investigator (PPNS) such as socio-cultural and economic.Keywords: Authority, Civil Service Investigator, Community Disease

Abstract

Trader is a person who resell goods to consumers directly or indirectly. An occupation as a trader is one of the informal sector jobs which is quite popular among the people nowadays amid the difficulty of getting a job. This research was conducted aiming to determine  the characteristics of traders and forms of capital social traders in the Arengka Morning Market. The method used in this study is a qualitative researchs using purposing sampling technique with 7 person selected based on determined criteria. The theory used is the theory of capital social proposed by Fukuyama which consists of trust, social networks and social norms. To start a business not only requires financial principal but also strategies are needed to maintain their business through social capital. Based on results of research it was found that the social capital of trader in the Arengka Market was built because of an attitude of trust each other among traders that could make them simplify in borrowing goods each other, a social network that could help them because of cooperative relationship, and social norms that set traders behavior to be more directed so that make all together comfort and minimize disunity between one trader and another trader. Keywords : Traders, Social Capital

Abstract

This research is an international political economy study explaining the role of an international trade organization or rather an international trade regime better known as the world trade organization. The World Trade Organization (WTO) was officially established on January 1, 1995, the trading system itself has existed since 1948, the General Agreement on Tariffs and Trade (GATT). From 1948 to 1994 the GATT system contained regulations on world trade and resulted in the highest international trade growth. GATT as the organization and regulations produced are still temporary.The World Trade Organization (WTO) as an international trade regime is expected to bridge all the world's interests in the world in the trade sector through mutually agreed terms. The World Trade Organization (WTO) is proposed to produce mutually beneficial conditions so that all countries can benefit. The World Trade Organization (WTO) launched a model of trade where trade activities between countries are expected to run smoothly.This study uses the perspective of Neoliberalism which views that the state is not one of the actors who play a role in International Relations in international dispute settlement there are international organizations in the settlement. Neoliberalism is a theory in international relations that describes concepts of rationality, and contract, and focuses on the role of institutions and organizations in international politics. Neoliberalism reduces state intervention in the economy to be replaced by markets, and markets serve as one system for regulating the economy and at the same time the only benchmark for judging the success of government policy.Keywords : international political economy, World Trade Organization (WTO), General Agreement on Tariffs and Trade (GATT ), Neoliberalism, government policy

Abstract

Hospitality is a commercial business that provides accommodation facilities such as lodging and food and beverage service facilities. Hospitality  industry is a commercial industry that operates in the field of services that is very influential on the development of tourism in Indonesia. Personal hygiene is an effort made by someone to maintain and care for their health by maintaining individual hygiene in order to control the environmental conditions of health. This research was conducted at the Royal Asnof Hotel Pekanbaru Restaurant which is located on Jalan Jl. Tuanku Tambusai No.106 Pekanbaru City. This hotel was chosen as a place of research because in it there is a modern nuanced restaurant that is very attractive to guests because of the significant increase in the number of guest visits each year so it needs to be seen how the application of personal hygiene waiters. This research purpose to determine the application of personal hygiene waiters in the Hotel Royal Asnof Hotel Pekanbaru. This research uses a qualitative method in which the data obtained are analyzed based on the ability of the investigator's reasoning in connecting information, facts and data by presenting observations, interviews and analyzing problems found in the field, so that a clear picture of the object under research can be obtained and can be obtained conclusions drawn. Based on the results of research that has been done, for the whole of the results of observation and interview answers said that based on the results of the study it can be concluded that the Application of Personal Hygiene Waiters in the Hotel Royal Asnof Hotel Pekanbaru is not in accordance with existing standards. Keywords :Personal Hygiene, Waiters, Restaurant, Hospitality

Abstract

This research was conducted at the University of Riau - Pekanbaru. This study aims to determine the motivation of Riau University students in following Islamic studies at the Arfa'unnas Mosque, University of Riau. To find out the driving factors and impact of Riau University students in following Islamic studies at the Arfa'unnas Mosque at UNRI on their academic activities. This study was entitled "Motivation of Student Activity in Following Islamic Studies at the Arfa'unnas Mosque of the University of Riau (Study on Riau University Students). This study uses a qualitative approach with Purposive techniques. Subjects taken were Riau University students totaling 5 people with different generations starting from 2014-2016. Data analysis method used is qualitative data analysis by analyzing the questions posed to the research subject according to the data obtained and presented in a systematic and scientific sentence form. The results of the research in general have been conducted by researchers. According to researchers the motivation of University of Riau students to follow Islamic studies at the Arfa'unnas Mosque UNRI was due to several motivating factors, namely in the form of motivation from within and also motivation from outside the students. Motivation from within is the need for students to gain knowledge of their religion, then motivation from outside, among others, is the location of study that is on campus, favorite religious teachers, and peers. Then the impact that arises from the study on student academic activities is something positive, where students become better and increase their enthusiasm in undergoing lectures. Abstract

This study aims to determine how much influence organizational climate and career development on the performance of employees in the office. Sampels in this study were taken as many as 50 respondens and techniques used census. The data in this study using survey method through questionnares filled by office employee. Data were obtained by using simple regression analysis and multiple regression analysis. The result of this study show that organizational climate has a significant impact on performance of employees in the office. Career development has a significant impact on performance of employees in the office. And then simultaneously organizational climate and career development have a significant impact on performance of employees in the office. Subsequent research is suggested to use other methods in researcing employee’s performance, for example through in-depth interviews of respondents.Keywords: Organizational Climate,Career Development, And Employee’s Performance

Abstract

This research aims to identify and analyze the strategy of segmenting, targeting and positioning on the insurance company PT.(Persero) Asuransi Jiwasraya, Pekanbaru. In last 5 (five) years, the company experienced with unstable marketing. And the author believes that the trouble sits inside the marketing strategies that are not running well. The data had gained directly from the key informans by interviewing process in having accurate informations.The method of this research was used descriptive analysis that explains the overview of this research reference to explored variables and accompanied by decipherment based to research results. Then, the reduction, presentation, and making conclusions was needed to sharpen the writing of the result of the study.This research concluded that Asuransi Jiwasraya divides its market demographically based on employment background there are private employees, students, doctors and state employees. In determining of the target market, the company applies a full market coverage formula, that means the company serves whole costumers regardless any aspects. In positioning the company into the minds of consumers, the company always indicate that this company also run with public interest, gives benefits, guaranteed after sales, and affordable price of products.Keywords: segmenting, targeting, positioning

Abstract

One of the obligations of local government in public administration is to carry out obligatory tasks such as providing clean water for the community. As ststed in the 1945 constitution article 33 paragraph 3 that the earth, water, and natural resources contained there in are controlled by the state and in use for the greatest possible for the welfare of the people. To carry out these obligations, the government’s performance is necessary to achieve as the objectives set by the state.Performance is the result of work in quantity achieved by employess in performing their duites which related to the responsibilities are given to them (Mangkunegara 2012:9). PDAM Tirta Siak is a Regional Owned Enterprise (BUMD) engaged in providing services and clean water supply needs to the community in the city of Pekanbaru.The research is based on the facts that occurred in PDAM Tirta Siak has not done clean water supply for the city of Pekanbaru community thoroughly even every year its customers decreased.through qualitative approach, the purpose of this research is to know how is the performance op PDAM Tirta Siak employess and to identify factors affecting the performance of PDAM Tirta Siak in fulfilling the need of clean water in Pekanbaru. Which is set in Kepmendagri Number 47 of 1999 on PDAM performance assessment guidance in article 3 that is financial aspect, operational aspect, and administration aspect. To strengthen the findings of Agus Dwiyanto theory in the research into performance consisting of effectiveness, responsiveness, and akuntability.The result of this study found that employee performance PDAM Tirta Siak not done to the fullest.In this research also found some inhibiting factors in the provision of clean water include funding factors, facilities and infrastructure, and lack of professional human resources.Keywords: Employee Performance, Tirta Siak Water Supply Company, Clean Water Supplies Requirement

Abstract

The Village Community Development and Empowerment Program (P3MD) is a program of the central government through the village ministry which is implemented by the village administration and the village community. In the village community empowerment program in Pulau Gadang Village there is still a lack of understanding of the village community in developing the catfish culture business. The concept used is Mardikanto's theory in Theresia, namely the process of community empowerment is a process of capacity building: human capacity development, business capacity development, environmental capacity development, and institutional capacity development. This study uses qualitative research with a descriptive approach and the required data both primary and secondary obtained through observation, interviews and documentation techniques for further analysis using purposive sampling techniques and snowball procedures. The results of this study indicate that: first, the activities of the community empowerment program in Pulau Gadang Village District XIII Koto Kampar are already running but not yet optimal Second, the factors that hampered community empowerment program activities in Pualu Gadang Village, XIII Koto Kampar Subdistrict were natural conditions, human resources, and facilities and infrastructure.Keywords: Program, P3MD, Community Empowerment

Abstract

This study aims to determine the Effect of Own Capital and Number of Members Against Time Remaining Products at the Cooperative Unit of Koperasi Kecamatan Seberida Kabupaten Indragiri Hulu. The method used in measuring own capital is the capital owned by the company sourced from mandatory savings, principal savings and reserve funds. The number of members is obtained from the large number of members in the cooperative. The remaining results of cooperative operations are income of cooperatives obtained in one year, reduced by depreciation and costs from the relevant financial year or commonly referred to as net income. The method used to observe the effect of own capital and the number of members on financial performance is by using simple linear regression and multiple linear regression.The data used in this study are primary data and secondary data, namely cooperative field research and reports on the annual meeting of the Koperasi Kecamatan Seberida Kabupaten Indragiri Hulu. The data used are the annual cooperative member meeting report data from 2009 to 2018. Data analysis uses simple linear regression analysis, multiple linear regression, t test and f test.The results of the analysis show that the equity variables have no significant effect on the remaining results of the cooperative effort partially. The variable number of members also has no significant effect on the remaining results of the cooperative effort partially. Then, the variable own capital and number of members also did not have a significant effect on the remaining results of the operations of the Cooperative Unit of the Koperasi Kecamatan Seberida Kabupaten Indragiri Hulu. Keywords: own capital, number of members, remaining results of operation
