<![CDATA[Forest and peatland fires in Kabupaten Bengkalis are one of the environmental problems that often occur and are considered important so that it becomes the government's attention. Based on the source of the cause, forest and land fires can be grouped into two, namely natural amd forest firest that occur naturally and forest and land fires that occur as a result of human activities. Envorimental problems that are currently occuring which are quite severe problems are forest and land fires caused by irresponsible parties. The occurrence of forest and land fires in Kabupaten Bengkalis was caused in part by large activities in the framework of human land clearing, both for agricultural and plantation businesses supported by climatic condition and the presence of natural phenomena such as Elnio Southern Oscillation (ENSO). To overcome this problem, the government involves various parties such as the private sector and the community to be able to work together in overcoming the problem of forest and peat land fires called collaborative governance. The purpose of this study is to find out collaborative governance fakcotrs in the prevention of forest and peat land fires in Kabupaten Bengkalis. This study uses a type of qualitative research obtained through interview techniques, observation and documentation. The results of this study indicate that, the factors that hinder collaborative governance in preventing forest and peat land fires in Kabupaten Bengkalis are communication, regulations and work programs. <![CDATA[This research was conducted at the PT. Andika Permata Sawit Lestari Pekanbaru, as for the purpose of this research is to know the influence of the giving of the motivation and discipline work against employee accomplishments (study at PT. Andika Permata Sawit Lestari Pekanbaru). Granting of motivation and discipline work as independent variables (X1, X2) while the employee's achievements as the dependent variable (Y). The problem in this research is the State of the number of employees at the PT. Andika Permata Sawit Lestari Pekanbaru who experience fluctuations every year, seen from the number of employees in the last 5 years. The sample of this research as much as 49 respondents. Data obtained from the results of a questionnaire and further processed and then tested with stats through the program SPSS. From the results of testing performed indicates that giving motivation and discipline work positive effect against employee accomplishments (study on PT. <![CDATA[This research was conducted because of the development of the world of night entertainment in Pekanbaru and more female workers who work in one of the world night entertainment such as billiard. The purpose of this research is to analyzes about women’s life who working as a score girl in billiard. The writer using qualitative methods with the purposive sampling technique to set the informant, the author sets 5 women's score girl to become an informant in order to give an explanation about life of the score girl using habitus theory. The results of this study found that living a life by working as a score girl is not easy to be lived by the five informant researchers. The consequences that must be accepted because they choose a different work of work that is commonly done by other women is like the bad views of the community they have been familiar with and they continue to live daily activities Like a young woman in general. The attention of a family that is also not too intense makes them can still be free to undergo daily life in Pekanbaru. Basic life of women who work as a score girl there are several aspects, namely social such as the relationship between the score girl with the surrounding environment, the economy is income and about the financial score girl, the culture is the provision or teaching that Can score girl from her parents and family, as well as symbolic of appearances that must be noticed and in the watchful by the score girl to keep it look beautiful and interesting. Keywords: Score Girl, Billiard, Habitus          ]]>

<![CDATA[Taxes, as one of the state's components revenue, are used for financing development in Indonesia. Implementation of taxes is regulated by government in Law Number 28 Year 2009 regarding Regional Tax and Retribution. It is followed up by Regional Regulation of Pekanbaru City Number 4 Year 2011 regarding Advertisement Tax. By this research, researcher wants to know what strategies can be done by local government to optimize tax revenue from that particular field. In achieving that objective, researcher conducts an analysis of what factors affect the local government of Pekanbaru City in optimizing regional revenue from billboard installation. The theory construct used in this thesis is referred to Rangkuti's theory. Their main concepts are SWOT analysis based on logic that can maximize Strengths and Opportunities, but at the same time can minimize Weaknesses and Threats. As research method, researcher applies descriptive-qualitative approach. To gain research data, interviews, observations and documentations and so do documents study by using purposive sampling method.The research showed that optimization strategies on tax revenues derived from advertisement sector by BAPENDA of Pekanbaru City has not given maximum result. It is caused by the lack number of resources which is not comparable with the extent of Pekanbaru City. This condition is worsening by the insufficient facilities and infrastructure BAPENDA used for doing their job. Besides, public awareness on advertisement taxes is still very low. This circumstance leads to ineffectiveness of tax revenue gain from that specific area.Keywords: strategy, optimization, advertisement tax]]>

<![CDATA[ISIS (Islamic State of Iraq and Syria) is one of a constantly reported troop in international mass media since 2014. CNN (Cable News Network) is a mass media that incessantly publish news coverage on ISIS. ISIS portrayed as new threat to the world as it is a transnational organized crime. News coverage on ISIS brought a certain identity to its. This research aims to describe how CNN international by it coverage portray ISIS as transnational organized crime.This research use Constructivism perspective, mass media's role theory and Agenda setting concept to analyze and describe itself. Content analysis and news context from CNN online news coverage will also be used in order to prove the hypothetical answer. Level of analysis in this research is in Agent and Structure level and focuses in describing CNN roles in ISIS coverage.Mass media's role and function in news coverage and in the world, ISIS development, and news construction from CNN to ISIS as a new threat to international security are described as well in this researach. <![CDATA[Batak Toba is a tribe that has a traditional dance. Batak Toba traditional dance called tortor. Tortor is a dance that animates the whole body with the required rhythm gondang the center of the movement of the hands and fingers, feet and legs, back and shoulders. While the dancers tortor (dance) is called with panortor. Motion in tortor (dance) is important. Motion in tortor (dance) adjusted to the position panortor (dancer) in the concept of kinship Dalihan Na Tolu. Tortor (dance) has an important role in every event Batak, but can be clearly aware that there are many Toba Batak people who do not understand the meaning of each movement tortor dance during the wedding ceremony in the village of Tangga Batu. Analysis of the data used to answer the problems that exist in this research is qualitative descriptive approach were further analyzed based on the theories in this research is purposive sampling where the number of informants of 5 people consisting of one traditional leaders and the 4 participants vote who witnessed tortor. From the results of research in the field that tortor in marriage ceremonies show that every hand movement has a meaning and significance of each activity tortor. Hand movements have meaning, namely: Maneanea means asking for blessings, mamasu-masu means to give thanks, old mangido means to ask and receive blessings and manomba respecting the parents of his wife. The results of this research shows that the majority of Batak Toba people do not know what is contained in tortor dance in Toba Batak wedding ceremony. The wedding ceremony in the village of Batu Tangga not use musical accompaniment in the form of gondang, but replaced with a musical accompaniment keyboard music, because it is more practical and modren. Shifting now to own women's fashion wear kebaya and Ulos wrapped around the outside of clothing. Based on the results of the study are already many people who become panortor on custom events marriage leave culture to wear Ulos as one tool in manortor that should be used, and not infrequently encountered many of the panortor or female dancers did not wear gloves or wearing only pants only when will participate manortor thus reducing the value of modesty.Keywords: Meaning, Dancing, Wedding]]>

<![CDATA[In the world of tourism industry at this time especially competition between the hospitality industry is increasingly fierce and tight. One company in the hotel industry named Fox Hotel Pekanbaru also faces increasingly fierce and fierce competition with various hospitality industry competitors in the city of Pekanbaru. Therefore, this research aims to describe the marketing strategy of the F&B product (Segmenting, Targeting and Positioning) from Fox Hotel Pekanbaru and analyze its application. Collecting research data through observation, interviews and documentation with management and through data sources in the form of archives and documents owned by Fox Hotel Pekanbaru relating to this research. Analysis results show that Fox Hotel Pekanbaru from a segmenting perspective uses the geographic segmenting, demographic segmenting and psychographic segmenting. From a targeting perspective, Fox Hotel Pekanbaru uses a differeniated targeting strategy and also focuses on F&B event, promotions, a la carte and indonesian food signature. Whereas from a positioning perspective, Fox Hotel Pekanbaru uses the basis of competitors, price, quality and in determining the market position of Fox Hotel Pekanbaru also takes positioning steps. <![CDATA[This research is entitled "The Influence of Socialization of the Indonesian Election Commission on Twitter Account @KPU_ID Against the Interest of Beginner Voters to Participate in 2019 Elections in Indonesia " which aims to find out: 1. To find out how the Influence of the Indonesian Election Commission's Socialization on Twitter Account @KPU_ID Against the Interest of Beginner Voters to Participate in the 2019 Election in Indonesia 2. To find out how much the Socialization of the Indonesian Election Commission On the Twitter Account @KPU_ID Against the Interest of Beginner Voters to Participate In 2019 Elections. This research is quantitative explanatory research. And this study also uses a simple linear regression analysis method that is used to measure the influence of independent variables on the dependent variable. In this study the researcher will use accidental sampling technique, this technique is the taking of respondents as a sample based on chance, that is, anyone who happens to be found is suitable as a source. The sample that will be determined by the researcher to be the respondent is follower twitter @KPU_ID. The data collection technique in this study used a questionnaire, with the type of questionnaire closed. This study obtained results that the socialization carried out by the General Election Commission via twitter @KPU_ID was good. So that it has a relationship and influence on increasing voter participation in the 2019 Presidential Election. The influence of the independent variable (Socialization) with the dependent variable (Participation) is 53.7%, while the remaining 46.3% is influenced by other variables not included in the study this. <![CDATA[Communities in the Buluh Cina Village The relatively low socio-economic level of the people of the Village of Buluh Cina is one of the common characteristics of the life of fishermen there, although fishermen are the most common work done by the people of the Buluh Cina Village reed but the results obtained by being a fish fisherman are not so much that still not enough to fulfill daily life for the fishermen and their families. This study aims to determine To find out the inhibiting and supporting factors of the fishing community of Buluh Cina Village in living their daily lives, to find out the strategies of the fishing communities of Buluh Cina Village in living their daily lives. The benefits of this research are expected to be able to provide information, as the development of social sciences, as a guide or reference about the lives of fishermen. This research is a descriptive qualitative research with observation, interview and documentation techniques. This study uses the determination in determining the subjects in this study were selected using a purposive sampling technique. Purposive sampling is a technique used when specific informants are based on research objectives. The theory used is Social Capital theory. This study used 6 subjects. <![CDATA[ This research analyses the United States (US) foreign policy on dealing with cyber threats coming from China. These threats include state-sponsored intellectual theft, cyber espionage and evasion of export control laws. President Barack Obama struck a deal on intellectual aircraft theft with Xi Jinping but the deal was not effectively implemented. Under the administration of Donald Trump, the US rescinds the Obama?s administration strategy and replaces it with the National Security Presidential Memorandum 13 (NSPM-13). This research uses the perspective of neo-realism which focuses on the impact of the anarchic international on states behavior. It applies the rational actor model in the formulation of foreign policies. This research relies on data collected from books, journals, and websites.This study shows that the decision to release Presidential Memorandum 13 was based on the calculation that China threatening America defense and economy. NSPM 13 demonstrates to strengthening America?s cybersecurity capabilities and securing America from cyber threats. This policy was in line with Donald Trump's America First doctrine where it sees the world through the lens of realism of a zero sum relationship.
