Abstract

JICA is a Japanese foreign cooperation agency to assist developing countries , by distributing grant assistance, technical cooperation, and loans. Indonesia is one of the countries that has collaborated with JICA through the RECA project, which is a capacity building project for ecosystem restoration in conservation areas and to strengthen the capacity of stakeholders to restore damaged ecosystems in Bromo Tengger Semeru National Park. This study aims to describe the role of the Japan International Cooperation Agency (JICA) in the implementation of the Capacity Building for Restoration of Ecosystem In Conservation Area Project (RECA) in Bromo Tengger Semeru National Park, East Java .             Type the research used by the author is descriptive-analytic, namely research that uses a pattern of depicting empirical facts accompanied by arguments relevant to qualitative research methods. Data collection techniques are carried out through literature studies, documents and interviews. The perspective that the authors use is the fluralism perspective with the level of group analysis and the use of international organization theory.This research shows that JICA is making various efforts to overcome environmental damage in Bromo Tengger Semeru National Park through the RECA project and JICA as an international organization plays an active role as a motivator through training activities for local communities on making bricks from sedimentation mud and controlling forest fires, as communicators with ecosystem restoration seminars in conservation areas and as an intermediary through the prevention of salvinia molesta in Ranu Pani Lake, construction of sedimentation dams and planting of plant seeds in conservation areas. Keywords: The Role, JICA, RECA

Abstract

The 2018 Riau Provincial Pilkada is part of the implementation of the Pilkada Simultaneously in Indonesia which was held on June 27, 2018. In the 2018 Riau Provincial Election, four pairs of candidates for Governor & Deputy Governor participated. The candidate pair for Governor & Deputy Governor of Riau Province number 1 Syamsuar-Edy Natar Nasution was carried by the United Riau Coalition consisting of a combination of the PAN Party, the Prosperous Justice Party (PKS) and the Nasdem Party. In the 2018 Riau Provincial Pilkada, the Syamsuar-Edy Natar Nasution pair succeeded in winning over the other candidate pairs by obtaining a total number of votes of 799,289 votes (38.2%) then followed by candidate 4 Arsyadjuliandi Rahman-Suyatno with 507,187 votes (24.2%), then candidate pair number 3 Firdaus-Rusli Effendi with total votes of 416,248 votes (19.9%), and the last candidate pair number 2 Lukman Edy-Hardianto with 369,802 votes (17.7%) .               In this study, using a qualitative descriptive method with informants from the United Riau Coalition team, which was the winning team of the Syamsuar-Edy Natar Nasution pair in the 2018 Riau Provincial Election with data collection techniques through interviews and from documentation during the Pilkada implementation.The research results in this study indicate that the Riau United Coalition applies a Mobilizing Strategy and a Chasing Strategy. The mobilizing strategy was carried out to mobilize supporters of political parties and first-time voters, meanwhile, the strategy of chasing was carried out by conducting dialogical campaign activities at 356 points, door-to-door activities, approaching community leaders and by utilizing media campaigns. As for the obstacle is the spread of hoax news and a very long campaign period, making the campaign costs of the candidate pairs high. Keywords: Strategy, Coalition, Mobilizing, Chasing.

Abstract

This study aims to determine and analyze the comparison of the financial performance of BUMN Conventional Banks and BUMN Sharia Banks during the 2015-2019 period based on liquidity ratios, solvency ratios and profitability ratios. As well as to determine the fulfillment of financial performance standards for BUMN Conventional Banks and BUMN Sharia Banks based on liquidity ratios, solvency ratios and profitability ratios during the 2015-2019 period using financial ratios Loan to Deposit Ratio (LDR) and Finanicing Deposit Ratio (FDR), Capital Adequacy Ratio. (CAR), Return on Assets (ROA), Return on Equity (ROE) and Operating Expenses Operating Income (BOPO).This study uses secondary data in the form of data obtained by the author from the Financial Statements of Bank BRI, BNI and Mandiri as well as Bank BRI Syariah, BNI Syariah and Bank Syariah Mandiri which were obtained from the Riau Branch Indonesia Stock Exchange Office in the Sudirman Business Central Complex Blok B1.The results of the analysis show that the analysis of the financial performance of a state-owned conventional bank using bank financial ratios has the ability to "good" in fulfilling capital adequacy, generate profit and efficiency in operating costs, but "not good" in managing loans with funds received by the third party. BUMN Sharia Banks have "good" capabilities in managing financing and are provided with funds received by third parties, meeting capital adequacy and efficiency of operating costs, but are "not good" in obtaining the resulting profit.

Abstract

The Receipt of market of market retribution has been increased every year, but vied from the target set market retribution, it has not reached the target in each year. This showed that the implementation of collecting market retribution in Pekanbaru City was not optimal yet. One of the effort made by the Regional Goverment in managig market retribution was to provide service to trader. The problem studied was the acceptance of arket retribution which constantly icreased whether it had been balanced with good quality market service from the Departement of Trade ad Industry of Pekanbaru city to maret trader. The aim of this research was to describe the rationalization of market service restribution in Pekanbaru city by examing he quality of market service. The research used descriptive qualitative data analysis technique with qualitative research method using descriptive approach and the data needed were both primary and secondary data that was obtained through observation, interview, and documentation then analyzed based on research quesion. The results of this research indicate that changes in regional regulation and management of facilities and market  cleanliness had not bee rettional according to the service quality t improve service and market charge. The physical facilities of the market were not well maintained yet, the lacking management of empty stalls and booths, there were some stalls and booths were still dameged. Judging from the reliability readiness lack od Departement of Trade and Industry of Pekanbaru in helping trade. Departement of Trade and Industry of Pekanbaru’s response in responding trade’ complaints were also lacking, seen from the guarantee Departement of Trade and Industry of Pekanbaru were not skilled enough in serving trader and empathy indicator, were not optimal yet since it was only accommodate the aspiration oftrader. Factors that hampered market service in Pekanbaru City were the lack of human Resource management, hampered fund and public awareness.Keyword: Rationalization, Retribution, Service

Abstract

Indonesia is the largest clove producer and consumer country in the world. Indonesia's excessive production of cloves each year drives Indonesia to export these clove commodities. The main destination country for Indonesian clove exports is Singapore. In 2012-2014, Indonesia's clove production decreased, but clove commodity exports to Singapore continued to increase. Why did Indonesia export cloves to Singapore in 2015-2018.This study uses a qualitative research method, with the level of analysis of the nation state. The author uses the theory of International Political Economy with the concept of National Interest using the perspective of Liberalism. To analyze this case, the authors collected data from books, journals, websites, dictionaries, reports, data from the Ministry of Trade and the Indonesian Statistics Agency regarding the clove export cooperation between Indonesia and Singapore.The findings of this study indicate that clove exports carried out by Indonesia to Singapore are a way for the country to maintain the continuity of the cooperation between Singapore and Indonesia. Singapore and Indonesia are geographically close, so that Indonesia's export tariffs to Singapore are relatively small. Indonesia's main interest is that Indonesia needs Singapore as the main export market for cloves because through Singapore Indonesia can reach other markets such as Tanzania and Madagascar to avoid import duties into the country.Keywords: Clove, International Cooperation, National Interest, Commodity, International Political Economy

Abstract

In the modern age, the phenomenon of marriage at a young age is still common in the community. Early marriage is not new in Indonesia. Early marriage or underage marriage, means getting married in a state that is still not financially secure, and is usually still a student or student status. Early marriage not only has a negative side but also has a positive side. Law Number 16 Year 2019 stipulates the age of 19 years as the adult age of a woman and 19 years of age for a man to get married. The purpose of this study was to see how teenage self-concept in early marriage in Pekanbaru City.This type of research is qualitative with a phenomenological approach. Data collection techniques through observation, in-depth interviews and documentation. Research subjects were four teenagers in early marriage in Pekanbaru City. The validity of the data from this study is the extension of participation and triangulation.The results of this study indicate that the physical aspects of adolescents who engage in early marriage are seen from their own views as physical humans, family environment, friendship, and community views about the physical informants. Based on self-views, two informants had positive physical aspects and two informants had negative physical aspects. Whereas physical views based on others, one informant has positive physical aspects and three negative aspects. Psychological aspects of adolescents who do early marriage can be seen from the personality and acceptance of the conditions as a person who does early marriage. Two research informants assessed his personality and acceptance of his condition positively and two research informants assessed his personality and condition acceptance negatively. The social aspects of adolescents who engage in early marriage can be seen from its interactions with the family, friendship, community. Two informants have negative social aspects in interacting with family, two informants have positive social aspects in the family. All informants have positive social aspects in the friendship environment, two informants have negative social aspects in the community environment, two informants have positive social aspects in the community. Keywords:Teenage, Sel Concep, Physical Aspects, Psychological Aspects, Social Aspects

Abstract

In 2018, the United States of America (USA) announced that it would review of Indonesia's eligibility to receive the United States Generalized System of Preference (GSP) facility. The review was taken since the United States considered that Indonesia implemented various trade and investment barriers having negative impacts on USA trade due to the policy of import regulations for horticultural products and the imposition of the National Payment Gateway (NPG). Hence, this research studies Indonesia’s efforts to ensure and to maintain Indonesia's eligibility as a recipient country by meeting the provisions of the USA under GSP program. This research uses the Liberalism Perspective and the Nation-State level of analysis. The used theory is International Trade Theory wtih the concept of National Interest. Moreover, this research uses qualitative research with data collection technique is literature reseach taken from goevernment official websites, news websites, journals or other research report and books. This research concludes that the efforts made by the Indonesian government are initiated by approaching the USA government, eliminating trade barriers to restricting imports of horticultural products and enforcing national payment gateways and ensuring the protection of Intellectual Property Rights (IPR). These steps were used as a negotiating force as well as ensuring Indonesia accepting GSP facilities.  Keywords: United States of America, GSP, Indonesia, NPG, IPR

Abstract

Grand Jatra Hotel Pekanbaru is a five-star hotel that competes with two other five-star hotels in providing services and services. Grand Jatra Hotel Pekanbaru certainly does not only offer a variety of facilities that can be offered to consumers such as other five-star hotels but needs to be considered in providing quality services from employees to consumers. At this time, the leadership of the Grand Jatra Hotel Pekanbaru needs to support employees with interpersonal communication between leaders and employees to improve employee performance. Therefore, this paper aims to find out the interpersonal communication of leadership in improving the performance of employees of the Grand Jatra Hotel Pekanbaru, which is seen from the attitude of openness, empathy, positive behavior, support and equality owned by the leadership. This study uses a qualitative method. Informants were selected using a purposive technique. Informants in this study amounted to 6 people, namely 1 leader and 5 employees of the Grand Jatra Hotel Pekanbaru. Data collection is done by observation, interview, and documentation. Data analysis techniques by reducing data, collecting data, presenting data, drawing conclusions and evaluating using data validity checking techniques, namely triangulation. The results showed that the interpersonal communication of the leadership of the employees of the Grand Jatra Hotel Pekanbaru was quite good. The leadership always applies openness, empathy, positive attitude, support and equality in the characteristics of the effectiveness of interpersonal communication with a humanistic perspective in improving the performance of employees of the Grand Jatra Hotel Pekanbaru. Openness is seen from employees who can ask questions to get information and open leadership provides information needed by employees. The topic of discussion when communicating is not only related to work but also about family and employees' past. In empathy, the leader is able to understand the needs of employees related to interests, desires and expectations. Positive behavior is shown by leaders by giving praise or appreciation to employees. Leaders are also able to be able to create a pleasant working atmosphere between them. The form of support provided is the provision of ideas, equipment (work infrastructure requirements), and a conducive environment. The leadership in treating employees not looking at the background and position of employees is a form of leadership equality. The language used by leaders when communicating with employees is informal

Abstract

Stunting Prevention Strategy by the Rokan Hulu District Health Office on the background of the failure to thrive in children under five due to lack of coronary nutrition, especially in the first 1,000 days of life (HPK). Therefore, it is necessary to have a stunting control strategy, this study was conducted to analyze the stunting prevention strategy by the Rokan Hulu District Health Office and to find out the inhibiting factors, the theory used was the theory of strategy implementation by Wheelen and Hunger in (Ryanto) which has three indicators such as program development, The budget and procedures for this type of research are qualitative with a case study approach. This research was conducted at the Rokan Hulu District Health Office. With the types and sources of premier data and secondary data with observation, interview, documentation and data collection techniques, based on the research that has been done, it can be concluded that the stunting prevention strategy by the Rokan Hulu District Health Office is running well because it is approaching the achievement rate of reducing stunting. However, in the implementation of the strategy, there were inhibiting factors that were found, such as: the economic condition of the community, differences in perceptions, newcomers, and the level of community knowledge. Abstract

This study aims to determine the effect of education and training on the performance of employees of PT. Aplikanusa Lintasarta Pekanbaru. This study uses a questionnaire as a data collection tool that is distributed to 29 employees of PT. Aplikanusa Lintasarta Pekanbaru. Data from the questionnaire were further processed using descriptive analysis and statistical analysis using SPSS 25 by conducting validity, reliability testing, simple linear analysis, coefficient of determination analysis, and hypothesis testing consisting of t test (partial).       The results of this study indicate that the results of the first hypothesis testing namely education and training on employee performance shows t arithmetic (2.509)> t table (2.09302), meaning that education and training affect employee performance. Keywords: Education and Training, Employee Performance
