Abstract

The forest fire problem is a global problem. Forest and land fires have detrimental impacts on the environment, social and economy. Forest and land fires that occur on peatlands are much more difficult to handle than those that occur on high-level mineral soil forests. Siak Regent Regulation Number 22 of 2018 concerning the Green Siak Initiative is a preventive effort by the District Government in preventing forest and land fires. However, this policy has not been able to solve the problem of forest and land fires in Siak Regency. Fires occur every year in Siak District, and they even increase after the Siak Hijau Program was published.This study aims to determine how the implementation of the action plan for forest and land fire prevention in the Siak District Railway according to the Siak Hijau Roadmap. The research method used in this research is research with qualitative analysis.The results of this study indicate that the implementation of the Green Siak Initiative for the prevention of forest and land fires in 2019-2020, based on the spectrum of policy failures McConnell (2015) at the stage as a program or policy implementation shows an immediate failure. One of the causes of the failure of the Siak Hijau policy includes the Action Plan for the prevention of forest and land fires in accordance with the Siak Hijau Roadmap itself in Siak Regency which does not have a binding legal base, it does not enter the Siak Hijau budget into the Siak Regency Regional Budget (APBD). Keywords: Siak Hijau, District Government, Forest and Land Fires

Abstract

Electronic Word of Mouth on social media is a very important place for consumers to give their opinions and is considered effective than word of mouth because of the level of accessibility and wider range. In communication theory using computer intermediaries or commonly called Computer Mediated Communication theory examines how human behavior is maintained and changed by exchanging information through machines. This study aims to determine how much influence the Electronic Word of Mouth has on purchasing decisions on Instagram followers @kulinerpku.This research uses explanatory quantitative research methods. Data was collected by distributing questionnaires to 166 respondents Instagram @kulinerpku followers who had made a purchase decision. Data analysis using simple linear regression in the SPSS 23 for windows program.The results of the study with SPSS test, obtained the equation Y = 12,169 + 1,278 X, this shows that the results of the constant value (a) of 12,169 and the regression coefficient of X (electronic word of mouth) of 1,278. The partial test of electronic word of mouth has a t value of 12.451 with a significant level of 0.000. The significant value of electronic word of mouth is smaller than the significant level that is set at 0.05. From this it can be concluded that Ha is acceptable. The coefficient of determination test results obtained R Square value of 0.486. This shows that the percentage of the contribution of the influence of the independent variable (electronic word of mouth) to the dependent variable (purchasing decision) of 48.6% is classified as moderate, while 51.4% is influenced by other variables not examined in this research. Keyword : Electronic Word of Mouth, Purchase Decision

Abstract

Umrah is a holy activity whose implementation aims to achieve His blessing. The implementation of Umrah worship has been regulated in the Regulation of the Minister of Religion (PMA) Number 8 of 2018 concerning the implementation of Umrah worship. The implementation of the Umrah pilgrimage has long been an important issue that has attracted a lot of public attention. This attention mainly revolves around the problem of implementation which is considered to be problematic at the national level. From public complaints regarding Umrah administration to fraud cases regarding Umrah organizing bureaus that make people ask how the Ministry of Religion supervises the organizing bureau. The method used in this research is qualitative, the data collection techniques used are interviews, observation and documentation. Sources of data used in this study include primary data and secondary data, the location of the study was conducted at the Ministry of Religion, Pekanbaru City. The research informants in this study were the Umrah Organization Section, Travel Parties and Umrah Participants. The theoretical concept used in this research is the theory of supervision according to Hasibuan which consists of standard setting, measuring the implementation of activities, comparing, taking corrective action. From the research results, that the supervision of the Umrah organizer in Pekanbaru City, the supervision of the Umrah organizer in Pekanbaru City is well but it’s still there factors that hinder the supervision of the Umrah organizer in Pekanbaru City are communication and the absence of a budget.Keyword : Supervision, organizer bureau

Abstract

The strategy of FISIP UNRI students in developing their business. This research was carried out on the campus of FISIP UNRI. The purpose of this research is to find out how the obstacles faced in running a business for these students and to know the form of strategic options used by fisip students who are entrepreneurial with the aim of developing the business. During the research, the determination of the subject was done using purposive sampling techniques that have been determined criteria based on the needs of this research. From the existing criteria, 4 informants were taken as the subject of this study which was adjusted to the products produced by each informant. Then in carrying out this research the theory used was the rational choice of the character James S. Colleman. In this theory there are 2 aspects, namely actors (students) and aspects of resources (products). From both aspects, each of them looks at the form of choice of strategies used by informants that for them can provide an advantage during the running of a business or business and this is certainly based on the business obstacles they have experienced. The result of this study is in entrepreneurship there is such a thing as entrepreneurial barriers. These entrepreneurial barriers can be caused by different consumer perspectives, insufficient capital, business competition and other factors. Based on the obstacles they experience, the informant as a student who has a business trying to see the choice of strategy in terms of how to determine the product, price, location, promotion process to the sales process. Key words: Entrepreneurship, Strategy, Constraints.

Abstract

Indicators of civil society as stated by Han Sung-Jun. There is a social movement based on certain cultural values. Therefore, in order to achieve civil society, a view or goal of the new Pekan Baru city government is built in the 2017-2022 period with the vision of the realization of a new week as a civilian smart city. However, Pekanbaru City Government has only implemented Malay culture in government as symbolic, such as wearing Malay clothes as regulated in Perda No.12 / 2001 and only symbolic buildings such as the use of the Salembayung roof. Meanwhile, according to Prof. Dr. Syamsul Nizar M.A said that there are several identities inherent in the Malay community: For the Malay community, Islam is a spirit that provides encouragement and color for all dimensions of adat and community life. Religious symbols are clearly visible in all Malay traditions, Malay is synonymous with hospitality. The Malay community has high self-esteem even though in its absence, Malays always uphold religion, cultural values, friendship and education. The Malay community puts forward deliberation in solving problems.This research looks at how the implementation of the Malay cultural development mission. More substantially, the goal that will be achieved is to find out the failure model of Paul Light Cascade's implementation, regarding policies, resources, structures, leadership and culture. The location of this research was conducted at the Pekanbaru City Culture and Tourism Office. Furthermore, data collection techniques are carried out by interview, documentation and literature study.The results of this study indicate that the Department of Culture and Tourism in implementing its mission seems symbolic because when viewed from the Paul C. Light indicator, the policy dimensions of the Pekanbaru City Disbubpar focus more on cultural preservation, not on the development and development of Malay culture itself. In addition, when viewed from the dimensions of resources, limited human resources and funding also contribute to influence. As well as in the dimension of the chain of command structure, activities are also centered on the realization of the promise of the elected regional head, which also has a negative effect on the leadership dimension which is dominated by the will of the elected mayor and added to the plural cultural dimension that increasingly suppresses the existence of Malay culture. Keywords: implementation, civilization, development, culture, Malay

Abstract

This research aims to determine the role of ending the sexual exploitation of children (ECPAT) in handling cases of commercial sexual exploitation of children (CSEC) in Indonesia. In an increasingly modern world and easy transportation around the world makes CSEC cases more complex. The high number of child sexual exploitation cases in Indonesia has caused ECPAT Indonesia, as part of an international organization that focuses on handling child sexual exploitation, to take on the role of carrying out various programs and cases with government and non-government agencies to tackle CSEC problems.This study aims to find out how the role played by ECPAT in dealing with CSEC cases in Indonesia in 2017 – 2019. This study uses the theory of the role of International Organizations and qualitative research methods with library research techniques, namely utilizing secondary data obtained through literature studies that get from various literatures such as books, journals, bulletins, newspapers, annual reports of several related agencies, documents, or other materials that support research.ECPAT in tackling the exploitation of child sexuality has a strategy in carrying out its programs, namely advocacy, network building, and outreach to the community. The roles that have been carried out by ECPAT is conducting research or collecting data related to child exploitation, advocating to the government, training section with related institutions to be better prepared at deal with child sexual exploitation issues, and socialization such as campaigns, workshops, or education through courage. Keywords: Role, ECPAT, Commercial Sexual Exploitation of Children

Abstract

The increasing number of tourists defend on the hotel presence. In Pekanbaru, increased the number of guests visiting to Grand Jatra Hotel Pekanbaru, it also affects to increased of laundry service. Laundry section need to apply work safety standard for employee. Work safety is all possibilities reduce accidents while staff works. This research aims to understand safety work in Mc Clean Laundry. This research is conducted by applying descriptive qualitative method based on data collection techniques as observation, deep interview, and documentation. Safety work cover report dangerous condition, obey the ban, operate on tools, handle risky items, saving all materials, and wear safety clothes. Based on the result of research that has been done, it can be included that operate safety work in Mc Clean Laundry is not according to standard. Keywords: Hotel, Laundry, Safety Work

Abstract

This research is a studies of international relation which has purpose for analyzing the role of the world trade organization that well known as World Trade Organization (WTO) to solve the world trade problem. In 2011, there was a natural disasters and earthquake for the magnitude 9 tremor in Japan. This disaster coused a nuclear power plant leak owned by Tokyo Electronic Power Co. (TEPCO) in the Fukushima area. South Korea has forbidden fall out of Japanese fishery products.The method in this research is qualitative research. The data comes from books, journals, theses, documents, articles, internet sites and other sources related to research. Perspective of Neoliberalism Institutionalism by Robert Keohane and the theory of the International Trade Regime were used to analyze for the level of system.The result of this study are efforts and procedures which proposed by Japan so that South Korea prohibition on import to perform the test toward their fishery products. The settlement took place under the supervision of the Dispute Agency (DSB). The WTO dispute panel said that South Korea's actions were initially justified, but made their position violate the WTO Sanitary and Phytosanitary (SPS) agreement. South Korea submitted an appeal and the result was that the Appeals Agency failed to consider whether the contamination testing method proposed by Japan would fully meet South Korea's protection standards. The Appeals Agency overturned the decision by the lower panel on the four points disputed namely discrimination, trade restrictions, transparency and the inspection process put forward by Japan.  Keywords: Settlement of Japan - South Korea, World Trade Organization (WTO), Sanitary and Phytosanitary Agreements, Dispute Settlement Body .

Abstract

Tuah Madani was expanded On 2015. Taking into account the criteria for economic capacity, regional potential, socio-cultural conditions, socio-political conditions, population size, area, and other considerations, Tuah Madani was formed. As for the formulation of the problem in this study, that is : First, what is the impact of expansion on public services in Tuah Madani, Tampan, Pekanbaru City on 2018. Second, what are the inhibiting factors in the impact of expansion on public services in Tuah Madani, Tampan, Pekanbaru City on 2018. As for the purpose of writing this thesis, that is : First, to determine the impact of expansion on public services in Tuah Madani, Tampan, Pekanbaru City on 2018. Second, to find out what are the inhibiting factors in the impact of expansion on public services in Tuah Madani, Tampan, Pekanbaru City on 2018. This study used the qualitative research. This research was conducted at the Tuah Madani Village Office, Tampan. The techniques used to collect data in this study were (1) interview, (2) observation, and (3) document search.               The conclusion of this researched shows that the impact of post-expansion public services in Tuah Madani, Tampan, has not been running optimally, this shows that after the expansion, the quality of the services provided according to the views of the community in Tuah Madani, the authors suggest that there should be an active role of government. which is represented by the sub-district office or an office at the same level as above to always provide supervision. Keywords: Service Operational Standards, Ease of Service, Quality of Public Services

Abstract

The village of Limau Maniswas chosen to be the village for implementing the Kampung KB program which is a program of the central government. The Kampung KB of Limau Manis village was formed in 2017 based on the results of sub-district deliberations. Conditions in the field indicate that the Kampung KB program has been optimal. This is due to high community participation in several stages of community participation. This research aims to determine :1) the stages of community participation in the Kampung KB programof the Limau Manis village 2) the driving factors for the stages of community participation in the Kampung KB program of Limau Manis village. This research uses purposive samping technique with qualitative research type with descriptive case study approach and the required data both primary and secondary data obtained though observation, interviews and documentation then analyzed based on the research problem. The results showed that community participation in the Kampung KB program at the stage of decision making, implemenation stage, evaluation stage and enjoyment stage were at a high level. As for the supporting factors for the high level of community participation in these stages are the support from the community and the support and hard work of the village government, coordinators and cadres of the Kampung KB of Limau Manis village. But the targets of the Kampung KB have not been fully achieved. So the Kampung KB program needs to continue to improve the program so that all the targets that have been set are achieved. In addition, the community must continue to participate in the stage of community participation so that the Kampung KB program in Limau Manis village is always active. Keywords: Participation Stages, Community Participation, Kampung KB
