Abstract

Illegal fishing in Rokan Hilir’s sea was usual happened. The actors some from foreign fisherman, out-region fisherman, al though itself Rokan Hilir fisherman. Some of boat caughted are have not license and did the catch’s fish as illegal. Beside this, them also used catch’s tool was dangerous like trawl net who are explicit forbid in regulation Undang-Undang Perikanan Nomor 45 Tahun 2009 about perubahan Undang-Undang Nomor 31 Tahun 2004 was regulated about prohibit used catch’s tool is not friendly area. Refunctionalization of the verdict, make not wary effect to the actors, until the problems of illegal fishing was be caused in marine and fisheries sector able not be used optimally.Purpose of the research is to answer the problems was exist in this research that is the first, to find out the implementation of the control from local government about illegal fishing at Rokan Hilir sea, the secondly is to knowing the factors of barriers control the implementation of local government about illegal fishing practice. Type of this research is a qualitative research method. The location of this research is Kabupaten Rokan Hilir Provinsi Riau. Data colletion techniques are observation, documentation studies and field studies (interviews) where as analyzed the data were analyzed descriptively.The study findings indicate that the implications of the implematation control of Kabupaten Rokan Hilir Local Government that delegated to the Department of marine and fisheries Kabupaten Rokan Hilir as co-administration has not given the intensive control that the maximum for tackling and prevention of illegal fishing. In this context be happen now is by glow the action illegal fishing practice in Rokan Hilir sea indicate that a minimum of eforts the local Government for the controls implementation, especially for preventive and corrective character the control. Beside this increasing of controls coordination among instances is also important necessary to tackling the illegal fishing.Key Word : Pemerintah Daerah, Pengawasan, Illegal fishing.

Abstract

The Service Analysis of Delivery Package at PT. Post of Indonesia (persero) Pekanbaru. In the case the researcher background by the phenomenon of customer complaints for its services delivery package at PT. Post of Indonesia (persero) Pekanbaru, so as to be able to compete in the business world oriented public servic, both goverment and private must be able to provide maximum satisfaction in terms of servic to its customers by providing a range of offers and ease of servic. This study is intended to know the implementation of services in the provision of postal services package at PT. Post of Indonesia (persero) Pekanbaru and barriers that constrain services in the provision of postal service package. As for the benefits that can be taken of the results this study are, first : in terms of the theoretical benefits is to develop and improve the ability ti think thraough the application of theory learned author. Secondly : in terms of practical benefits to increase the knowleadge of the author on the implementation of the package delivery services at PT. Post of Indonesia (persero) Pekanbaru, as consideration for the interest and input PT. Post of Indonesia (persero) Pekanbaru and parties who wish to pursue research related to the ame problem.Theory used in the this study is the theory of Philip Kotler about four determination that the provision of services reliability, responsiveness, assurance, emphaty and tangible. Methods used in this study is descriptive analysis of qualitative with obervation, interviews, and literature. Key informants were used in this study is service manager packagepost, staff of Pekanbaru post office, delivery post of Pekanbaru post office, and parcel post service user community. Researchers then developed with a snowball sampling method.Besed of the results of the research interviews, observation and literature, it can concluded thet the implementation of the postal parcel delivery services performing well but there are some thet are considered not optimal. There are still obstacles in the implementation. As for the obstacles that become obstacles in the implementation of the postal parcel servies at PT. Post of Indonesia (persero) Pekanbaru others limited human resources, lack of communication, and dependence with other parties. This has a majorJom FISIP Volume 1 No. 2 - Oktober 2014 2influence on the implementation of the package delivery services at PT. Post of Indonesia(persero) Pekanbaru.

Abstract

Effect On Twitter Addiction Student Behaviour Science Communication Faculty Of Social And Political Science University Of Riau. Along with the development of technology, communication and information, it makes the development of the internet, that encouraging the emergence of social media. One of the social media that is popular among children now , adolescents, adults up to young people is twitter.Through 140 characters, users can change and send status updates or tweets through twitter or through applications that can be similar to twitter. Twitter is a media that can be lead the aspirations, and look at character of the crititical students, full of activities, ideas, work and opinions and expresses of the circumstances. So the twitter influences human behavior or society at this time. The purpose of this research is to determine how much influences of twitter to addiction of behavior Students Communication Faculty of Social and Political Sciences, University of Riau.The theory used in this study is the theory of CMC by Wood and Smith and social media by Andreas Kaplan and Michael Haenlein. The method used in this study is a quantitative method of explanation. Data collection techniques in this study using a questionnaire or a questionnaire. The number of samples for this study as many as 187 respondents, using a technique of random sampling. To determine how much influence these two variables, researcher used a simple linear regression analysis. As for processing the questionnaire test, is used the Statistical Product And Service Solution (SPSS) Windows version 20.Based on a simple linear regression to research the effect of twitter on addictive behavior communication science students of the Faculty of Social and Political Sciences, University of Riau, the regression coefficient values obtained in this study is Y = 2.242 + 0.434 X with a significance level of 0.000. Of course smaller than α = 0.05. It means that there are significant addiction behavior of twitter to communication science students of the Faculty of Social and Political Sciences, University of Riau by 34.5 % and 65,5 % influenced by other variables outside of the research.Keyword : Twitter, Behaviour, Addiction

Abstract

This research title is the Role of Traffic Police against the infraction of Standard Helmet usage at the Police resort Lima Puluh Kota of west sumatera Province. Basically, the people of Lima Puluh Kota have motorcycle and they have already known to use the standard helmet. This research is using a quantitative descriptive method . With aim to collect information and data concerning infraction of Standard Helmet usage, then analyze the data according to the fundamental problem. This research consists of two sources, those areprimary and secondary data source. The informant key of this research is the police. The theory used in this research is the theory of role, The finding of this researchis that people generally have known the rule of standard helmet usage.However, the awareness of self-safety is still less.In addition, the police have run their duty and role seen from the socialization which is often conducted. Although it is not maximal yet, but some of people have already known that standard helmet usageis an obligation.Keywords: Roles, Standard Helmet, Collision, and Traffic Police

Abstract

This research was conducted at Kanagorian Koto Teluk Beringin Bay Gunung Toar Kuantan Singingi disrtrict. This study aims to find out what are the functions and roles change ninik mamak dikanagorian koto teluk beringin Bay, and to look at the factors that influence changes in the function and role in regulating child ninik mamak nephew. In analyzing this research, quantitative descriptive, ie data that has been processed then be made in the form of a table, and then presented in the form of words that describe the specific circumstances and is easy to understand about the function and role of ninik mamak and changes.The results of this study show a change in the function and role ninik mamak of the at Kanagorian Koto Teluk Beringin Bay is in regulating childrens nephew, in the case of disputes, inheritance, education, and in the field of marriage functions and roles ninik mamak not undergo a change. This caused by several factors, namely technological factors: the development of increasingly sophisticated technology today makes the function and role of ninik mamak changes to childrens nephew, the influence of other culture: entry and the development of another culture amid public life today make the function and role of ninik mamak more reduced, politics and economics: understanding is not in line with the political and economic nephew children ninik mamak less able to make the function and role changes, and educational factors: low education ninik mamak making function and its role is less appreciated by his nephew children.Keywords: Functions, Roles and Changes

Abstract

Labor Productivity in the Civil Service Staffing Agency Indragiri Upstream Region.Productivity can basically be viewed from two dimensions , namely the dimension of individual and organizationaldimensions . Assessment of the productivity problem is not other people see the dimensions of productivity , especiallyin relation to the individual 's personality characteristics . In this context, understanding the essence of productivity is amental attitude that always has the view that quality of life should be better today than yesterday , and tomorrow shouldbe better than today ( Kusnendi , 2003:8 ) . The research was conducted at the Regional Employment Board Indragiri .The purpose of this study was to determine the Civil Servants Work Productivity in Regional Employment BoardIndragiri Hulu . This research uses descriptive qualitative method . Data were obtained from the interview data ,documentary studies , and field observations . Informants in this study were the parties relating to the Employee WorkProductivity using the snowball method . The results showed that Pproduktivitas Civil Servants working in the RegionalEmployment Board Indragiri Hulu is good enough . Abstract

This research analyzes the impacts of implementation of Vegetable OilDevelopment Project (VODP) to local communities in Kalangala District inUganda. VODP’s main aim is to deduct Uganda’s dependency of import ofvegetable oil by supporting vegetable oil and palm oil production. VODP palm oilsub-project has been implementing in Kalangala, Bugala Island, as one of theefforts of Government of Uganda in reducing rural poverty. This project involvesrole of International Fund for Agricultural Development (IFAD) as loan donorand project supervisor, Wilmar International Ltd, Bidco Uganda Limited (BUL),Oil Palm Uganda Limited (OPUL) as the executors of the project, while thesmallholders are given the chance to participate in the project by selling the freshfruit bunches to BUL. This project binds all actors by applying public-privatepartnership so that they have each profit and risk. However, this research findsout that there are negative impacts in main sectors that is endangeringcommunities’ life in Kalangala.Keywords: Impacts, Partnership, Rural Poverty, Palm Oil Development

Abstract

Health is state of well being of body, mind and social life that allows person to live socially and economically productive. To achieving healthy principle, the Ministry of Health (Depkes) has established 10 indicators of hygiene behavior and healthy. To achieve that, at least 65% of the people in region that is capable of running the PHBs as a pilot area to implement clean and healthy behaviors.Meranti Pandak village is one of the villagers in Pekanbaru city slums are still there and will be prone to floods. There were 10 RW out of 13 RW classified as slum. This is because density of population making those areas classified as slums.Of the data pekanbaru city health department, noted that districts Rumbai Pesisir an area prone diarrheal disease, one of the most common is in village Meranti Pandak. The case is going on because there are many people in the area who haven’t running clean and healthy living behaviors.As for the purpose of this study was to determine whether people in the area are already running 10 PHBs indicators by the government, as well as find out what the factors that influence them in carrying out these PHBsBased on the result of research on behavior of living clean and healthy (PHBs) it can be seen the people in Meranti Pandak village has not reached the target 65% in running the 10 indicators PHBs. Abstract

Implementation Local Regulation No. 16 of 2007 On Public Order (The Case Study is Control of Illegal Houses in Batam) This research aims to identifity and analize the implementation of the local Regulation on Public Order No. 16 of 2007 in Batam, (The Case Study is Control of Illegal Houses in Batam). And then this research can know analized the factors that hindrance the implementation of the Local Regulation on Public Order No. 16 of 2007 in Batam (The Case Study is Control of Illegal Houses in Batam). This research is a qualitative research and the technique of snowball sampling. The results showed that the implementation of the Local Regulation on Public Order No. 16 of 2007 in Batam, it was conducted by the Civil Service Police Unit. But never an absolute order, the Batam residents still live or re-live the illegal of houses region. There are stil many problems thet arise in that implementation. the factors that hindrance the implementation of enforcement among, namely: basic sizes and policy objectives, policy resources, communication between organizations and implementing activities, characteristics of implementing agencies, economic, social and political conditions, as well as the tendency executor.Keyword: Peraturan Daerah (Local Regulation), Ketertiban Umum (Public Order), Implementasi (Implementation), Rumah Liar (The Illegal house)
