Abstract

The sleeping land and public spaces available in Pekanbaru City are still extensive and some have been utilized and managed by the Riau Provincial Government and Pekanbaru City Government to become green garden spaces (RTH) such as Taman Puteri Kaca Mayang which is located in front of the Pekanbaru Walikota office and Taman Tunjuk Ajar Integritas in front of the residence of the Walikota of Pekanbaru. The location was originally managed by the private sector as a place for recreation and entertainment as well as an office area. Then, the Pekanbaru City Government transformed it into RTH by making a passageway between the two main roads that have been managed since 2017. This study seeks to examine the problem of how the people of Pekanbaru City perception of the green garden space functions and the factors that influence the formation of these perceptions. The theory used refers to the Social Perception Theory (Walgito, 2004) which includes recognition of certain objects, assessing and translating and giving attention based on individual knowledge and experience. This type of research uses a mixed method of quantitative and qualitative. Data were obtained from 80 visitor respondents, each of which was divided into 40 respondents in each RTH and grouped according to the classification of visitor respondents, namely the Head of Family, Housewives, Students, Youth/Students and Street Retaillers, which were taken incidentally. Then, supplemented with data from key informants from Pekanbaru City government officials and community leaders. The results showed that public perceptions of RTH Taman Kaca Mayang and Taman Tunjuk Ajar Integritas in Pekanbaru City were generally in a positive category, especially as a place for family recreation, children's playgrounds and a place for city residents to relax on holidays. The function as a place for family recreation is a necessity for visitors with a high educational background supported by dominant occupational professions as civil servants, military/police and private employees who have permanent jobs. Perceptions of other functions, such as economic, ecological and aesthetic functions have not been fully implemented. The contributing factors include, among other things, the limited funding factor which makes the facilities inadequate, the area is narrow, the lack of socialization, the green open space design follows the old spatial plan, the management is not professional and the human resources are low capacity. Research suggestions, minimize the inhibiting factors and strengthen the supporting factors to realize modern urban green garden space, in accordance with community needs and able to contribute to local revenue. Key words: Social Perception and Function of Green Garden Space (RTH).

Abstract

This study discusses ICSID's efforts to resolve the cigarette trade dispute between Uruguay and Philip Morris. Philip Morris sued Uruguay to ICSID with violations committed by Uruguay in the form of its government policies, namely Regulation 80/80 and Ordinance 514.This study uses descriptive method with a qualitative approach which emphasizes the disclosure strategy made by PT. Glico Wings in marketing ice cream in Indonesia. Research data obtained from books, journals, official documents and websites that support the author's hypothesis. The author uses the perspective of liberalism and the level of analysis of multinational corporations (MNCs) according to Patric Morgan. And the theory used in this research is the theory of competitive advantage (Competitive Advantage) by Michael Porter. According to Porter, strategy allows organizations to gain a competitive advantage from three bases: cost leadership, differentiation and focus. The results showed that the tribunal results from ICSID were in favor of Uruguay and required Philip Morris to drop all charges and pay a fine of USD 7 million. Keywords: Liberalism, The Role of International Organizations, Trade Disputes

Abstract

The purpose of this study was to determine the supervision of the control of contract implementation, supervision of the physical implementation of construction, and orderly supervision of financial administration. The problem in this research is the lack of supervision related to the construction of a public cemetery fence funded by the Kampar district budget, and the quality of the TPU fence in Limau Manis Village is less than optimal. This can be seen based on the length that is considered less than the maximum because the fence does not cover the entire burial area, not to mention the problem of cracks in the wall that may be caused by a building foundation that is not optimal. This type of research is descriptive qualitative with a qualitative approach that aims to provide a systematic description of the ongoing situation on the object of research. The location of the study was conducted in Limau Manis Village, Kampar Regency.Based on the results of the research analysis, it can be concluded the research concludes that the Supervision of Public Cemetery Fence Construction project in Limau Manis village, Kampar District, Kampar Regency consists of aspects of supervision of work environment, time, cost and quality of construction. From the aspect of the scope of work carried out in particular relating to the Project Management Organization, Field Submission, Contract Implementation Preparation Meeting (PCM), and the implementation methods and work methods. This was also demonstrated by the project signpost obtained in the field. Aspect of Time with a predetermined target date or completion date that is 50 working days. The cost aspect is known that the construction of the TPU fence in Limau Manis Village is a grant from the Kampar district funded by the Kampar Regency APBDP in 2019 which is listed as a Rp.120,398,000 figure. From the quality aspect by checking the quality of work completion, both in quantity and quality. If there are still shortcomings and do not meet the requirements, then the service provider must repair and complete them first to be submitted again.

Abstract

Family is the smallest unit in the community, which consists of a house consisting of father, mother and child. There are no associated families like Single Parent who only live with their children without a mother in the family. So that all roles of mother in the father family are taken over, such as child care, child rearing, earning a living to take care of household matters. In the Extended family, this is certainly very helpful for male Single Parent in the family, although not all Single Parent receive support from close relatives. This study aims to find out how the dual role of male batteries for Single Parents and the role of Extended families in the family in the village Bukit Payung. This research uses role theory and with descriptive qualitative methods. The Informants in this study were eight people with observations and in-depth data acquisition techniques. The results of this study are that male Single Parent are not careful when caring for children. When raising children, Single Parent advise more because the age of the child is between 5-17 years. In taking care of household affairs is not difficult for Single Parent male parents, because everything is very simple like cooking rice with a rice cooker or washing with a washing machine. Bukit Payung Village is a transmigration village, so the work of Single Parents as palm and rubber growers working in their own garden or in another is average. The role of the Extended Family is certainly very helpful for Single male Parents in the family, especially for those who have young children, although the family role here only looks after children, but it helps when the parent are busy to work.  Key word: Role, Family, Single Parent, Extended Family

Abstract

The freedom to express opinions through electronic media has developed from year to year, this has encouraged the realization of democracy in virtual form.  One of them is the development of Online Petitions.  The online petition platform, as a form of renewal of means of communication and information, makes it easy for individuals or groups to hold online petitions.            The purpose of this study is to describe how the Government's response to the petition filed through the Change.org online petition site in Riau Province regarding cases of forest fires that occurred in 2019. This type of research is descriptive.  Research location Gakkum KLHK Sumatra Region Section II Pekanbaru, Environment and Forestry Service of Riau Province and Jikalahari.  Types and sources of research data are divided into primary data and secondary data related to Forest and Land Fires in Riau Province.  Data collection techniques used by interview and documentation.  While the data analysis was carried out by qualitative analysis.            The results of this research are first, the government responds well to the petition submitted, considering this as an impetus to work better in dealing with cases of forest fires in Riau Province.  Second, the administrative action taken by the government against the companies that carried out the arson was limited to government coercion (bestuursdwang).As for the reason for not proceeding to heavier administrative sanctions is due to social factors, ehere the impact is bigger and wider, this is also the reason for choosing criminal sanction to be applied more in cases of fire. Keywords: Government Response, Change.org Online Petitions, Forest and Land Fires

Abstract

This study aims to determine the community's response to the services of the Rejosari village, the services provided will certainly provide various kinds of responses, the responses here are divided into 3 types of responses, namely, Cognitive, Affective, and Psychometric Responses. The response is measured through the services provided with 5 types of service aspects, namely, physical condition, reliability, responsiveness, certainty, and empathy. This research was conducted in Rejosari Village, Tenayan Raya District, Pekanbaru City. To obtain the results of this study the authors used descriptive quantitative methods with the number of respondents 93 people. The results of this study showed that the community's response to services in Rejosari Village was in the "good" range. In the type of service letter of incapacity, the highest percentage is "good". So it can be concluded that the response and service is quite good in general.  Keywords: Response, Community, Service

Abstract

Department of Education is a government agency that has duties and functions in the field of education. Pelalawan Regency is an area with the number of School Drop Outs Increasing in 2017-2018. So it needs government collaboration with other parties to reduce the number of dropouts in Pelalawan District. This happens because there is still a lack of government socialization to drop out children. The formulation of the problem in this research is How do Actors Collaborate in Reducing School Drop Outs for 2017-2018 and What are the Collaboration Actors in Reducing Dropping Outs for 2017-2018?                The purpose of this study is to find out collaboration actors in reducing school dropouts in 2018-2019 and to describe the collaboration actors in reducing school dropouts in 2017-2018. PThis research is a descriptive study with a qualitative approach. The location of this research was conducted in Pelalawan Regency. Data Collection Techniques are done with Qualitative Data.               The results of the author's research are the Collaboration of Local Governments in Reducing School Drop Outs for 2019-2019. Establishing cooperation between actors in reducing school dropouts so that these programs are implemented well. The collaboration Actor in Reducing School Drop Outs for 2017-2018: Government, Schools, Youth Organization, Parents.

Abstract

Law Number 23/2014 concerning Local Government, mandates in article 12 paragraph (2) point b that there is mandatory government affairs that are not related to basic services namely the empowerment of women and children. Today the social phenomenon that afflicts women and children is quite concerning. Every year there is an increase in cases of women and children in Indonesia, as is the case in Tanah Datar Regency. The local government is seriously concerned about the case of sexual abuse through the Social Service for Women Empowerment and Child Protection and P2TP2A. In the Implementation of Its Functions P2TP2A Luhak Nan Tuo has 5 areas of service functions namely The Field of Complaint Services, Health Rehabilitation Services, Social Rehabilitation Services, and Social Reintegration, Legal Assistance and Advocacy Services and Administrative, Data, Information and Reporting Services.This research aims to find out the implementation of the function of the Integrated Service Center for The Empowerment of Women and Children (P2TP2A) in the treatment of sexual violence in Tanah Datar Regency as well as to know the inhibitory factors in the implementation of the function of the Integrated Service Center for The Empowerment of Women and Children. The research site is in Tanah Datar Regency at the PPPA Social Service office of Tanah Datar Regency and The Integrated Service Center for The Empowerment of Women and Children (P2TP2A) Luhak Nan Tuo. This research uses a qualitative approach. This type of research is descriptive. Data is collected through informants purposively. Data collection techniques uses interviews and documentation.The result of this study is that the Implementation of Service Function of the Integrated Center for The Empowerment of Women and Children in the handling of sexual violence has not been optimally implemented. This is due to several factors such as lack of facilities and infrastructure, lack of coaching and training of P2TP2A employees in carrying out activities and long service time. Abstract

Pekanbaru City is the capital of Riau Province. With a dense population in urban areas such as what happened in the city of Pekanbaru, the need for road access is increasing, roads are the main need for public access. Dense traffic flow will cause congestion because the number of roads does not match the number of vehicles available. To get around this, the Riau Provincial Government together with the Riau Province Public Works and Spatial Planning (PUPR) Office built flyovers at points prone to congestion. There are two points that are considered to be experiencing severe congestion, especially during peak hours such as morning and evening, namely at the intersection of Pasar Pagi Arengka and the SKA Mall intersection. The Riau Provincial PUPR Office as the technical implementer of the construction flyover is responsible for the success of the development, for this reason, management is needed from the Riau Province PUPR Office so that development can be in accordance with the set targets.This study aims to determine the management of the Riau Provincial PUPR Office in carrying out construction flyover in Pekanbaru City in 2018 and to find out the factors that affect the delay construction flyover in Pekanbaru City in 2018. The research location is in Pekanbaru City, namely the Riau Province PUPR Office. This research uses a qualitative approach. This type of research is descriptive. Data were collected through informants purposively. Data collection techniques using interviews and documentation.The results of this study show that the management of the Riau Province PUPR Office in the implementation of construction flyover in the city of Pekanbaru in 2018 has not been running optimally, this can be seen from the delay in completing the flyover construction from a predetermined time. The delay in completing the flyover was caused by several factors such as program planning that did not run according to what had been determined, coordination of the government structure, namely there were still differences of opinion between the PPK and PPTK, and the flyover development management program where during the development process there were some raw materials arriving late so that it hinders the development process and cannot be completed in accordance with the predetermined time. Keywords: Management,development flyover, Riau Province PUPR Office

Abstract

Indonesia is a country that has a high rate of economic growth. In supporting its economic growth, Indonesia relies on export and import processes. Thus far, Indonesia's export and import markets have always been focused on Asia and Europe. The value of Indonesia's exports and imports to the African continent tends to be small. Indonesia is deemed necessary to undertake a strategy to prevent negative impacts from economic activities, including strong dependencies on its traditional markets.This research is built on the assumptions of the Preferential Trade Agreement theory by referring to the General Agreement on Tariffs and Trade (GATT) rules. The formulation of all arguments, data, facts, and theoretical frameworks in this study using descriptive methods and document analysis. The data absorbed from books, journals, news from newspapers and magazines, and websites. This study shows the reasons why Indonesia chose Mozambique as a preferential trade cooperation partner within the IM-PTA framework. The IM-PTA regulates tariff reduction for Indonesia's main export and import commodities. This tariff reduction is to support the expansion of the Indonesian market to non-traditional partners in the African continent. Mozambique is the first country to have a trade agreement with Indonesia on a bilateral basis. This is also a momentum to start a new non-traditional market for Indonesia.Keywords: IM-PTA, Market diversification, export-import, non-traditional market
