Abstract

West Sumatra Province Regional Regulation No. 6 of 2014 concerning Strengthening of Customary Institutions and the Conservation of Minangkabau Cultural Values was made to improve the HR of customary stakeholders, enhancing the role of traditional institutions in preserving Minangkabau cultural values, so that Minangkabau cultural values are protected and preserved. The purpose of this study was to determine how the implementation of the Regional Regulation of West Sumatra Province No. 6 of 2014 Regarding the Strengthening of Customary Institutions and the Conservation of Minangkabau Cultural Values. And what are the inhibiting factors for the implementation of the Regional Regulation of the Province of West Sumatra No. 6 of 2014 concerning the Strengthening of Customary Institutions and the Preservation of Minangkabau Cultural Values. This research starts from the theory of public policy implementation approach from Donald Van Metter Carl Van Horn. The research method used is descriptive method with a qualitative approach. The results showed that the Implementation of the Regional Regulation of the Province of West Sumatra No. 6 of 2014 Regarding Strengthening Customary Institutions and the Conservation of Minangkabau Cultural Values has not been running optimally, because there are still problems regarding the strengthening of adat institutions. Failure to guide the organization and guidance of HR for customary institutions. Suggestion: Implementors increase the attitude of commitment and consistency in the implementation of a policy so that the policy is implemented optimally and the policy objectives are achieved. Abstract

The Strait of Malacca is one of the most important straits in the world. Because the Strait of Malacca is an international trade route through which ships from various countries pass. For this reason, countries around the Strait of Malacca work hand in hand in maintaining security. One of them is the construction of a Vessel Traffic Service (VTS) to become one of the guardians of the Malacca Strait. This study discusses how effective the VTS is as an instrument of security guard against crimes that occurred in the Malacca Strait.This research applies security theory with the concept of maritime security and qualitative methods supported by the Realism Perspective and the nation-state as the level of analysis. With the existence of VTS, shipping security in the Malacca Strait will be safer and more secure. The safety of ships using the Strait of Malacca is guaranteed. The results of guarding the Malacca Strait will be brought to the Tripartite Technical Expert Group (TTEG) forum. Based on data from the International Chamber of Commerce (ICC) and the International Maritime Bureau (IMB), crimes that occurred in the Strait of Malacca have decreased significantly. In 2016-2019 there were no crimes recorded in the Strait of Malacca. VTS Batam recorded only 1 incident during the 2014-2019 period, the KM Orkim Harmony piracy incident.Keywords : VTS, TTEG, Malacca Strait.

Abstract

Amalgamation between Minangkabau and Javanese ethnicities in Kenagarian VII Koto Talago, Guguak District, occur because of the harmonious life of the two ethnic groups. This started when the Javanese came to the Padang Gelugur, Lunang Silaut and Sitiung areas, which are Javanese ethnic transmigration areas as well as Surinamese immigrants who returned to Indonesia, which then spread to various areas in West Sumatra. In addition to the transmigration factor, the habit of the Minangkabau people to migrate is also a driving factor for marriages between the two ethnicities. With cultural differences that are owned in a mixed marriage family will result in cultural assimilation that leads to assimilation and acculturation. The objectives of this study are (1) to determine the cultural assimilation process that occurs in mixed marriages between Minangkabau and Javanese in Kenagarian VII Koto Talago, (2) to determine the forms of cultural assimilation that occur in mixed marriages between Minangkabau and ethnic ethnic groups. Java leads to a process of cultural assimilation or acculturation in everyday life in Kenagarian VII Koto Talago. This research uses descriptive caulitative method with purposive sampling technique, and the authors found 8 informants and 2 key informants. The results show that the process of cultural assimilation that occurs in mixed marriages between Minangkabau and Javanese ethnicities which leads to the assimilation process includes aspects of language, tools and living equipment seen in terms of food and clothing choices in life and from the arts-culture aspects of the marriage ceremony. pregnancy, aqiqahan and circumcision. However, in the aspect of social organization, there is a cultural assimilation that leads to acculturation, which is seen in terms of naming and acceptance of tribes and inheriting property to children. With the cultural differences that the two ethnic groups have, the integration occurs peacefully without any dispute and conflict. Keywords: Amalgamation,Minangkabau and Javanese ethnic.

Abstract

This study entitled "Utilization of Savings and Loans in Village-Owned Enterprises (BUMDES) of Lubuk Tilan Village, Dayun District, Siak Sri Indra Pura District" data that can be done to answer the debate made by this researcher is quantitative research, which was approved by the Loan Funds lent from BUMDES Unit Mawar Abadi Savings and Loans which will then be analyzed with the theories in this study. The following is the formulation of the problem (1) How is Mawar Abadi's BUMDes Savings and Loans for BUMDes Mawar Abadi user communities in Lubuk Tilan Village, Dayun District, Siak Sri Indrapura Regency? (2) Lubuk Tilan, Dayun Subdistrict, Siak Sri Indrapura Regency? In this data collection technique is a questionnaire, as well as documentation, as for a number of populations and samples using Slovin techniques from 450 populations in 78 populations and findings in the field that we can find out about BUMDes Savings and Loans grants for venture capital and business types what is successful in a Savings and Loan Business Fund is a successful business, which is an oil palm business, while an unsuccessful business is a trading business.Keywords : Utilization, saving  and Loans. Abstract

BUMDes Amanah Sejahtera, which is one of the village business institutions in Kuantan Singingi, has succeeded in strengthening the village economy by utilizing the existing village potential. The role of the Sungai Buluh Village government in its management is very important in providing services to the community, so that BUMDes Amanah Sejahtera is able to provide optimal services and has provided independence for the village. To see how the management is, the writer uses the theory of Management by Purnomo in (Widiastuti 2019) with a qualitative method. The results showed that the things that influence the success of BUMDes management in Sungai Buluh Village are: Characteristics of the BUMDes Director, community trust, and human resources. Keywords: Management, BUMDes, Village Economy

Abstract

Employee performance is a very important part to improve the quality of a company. The indicators for assessing employee performance include work performance, work quality, work quantity, and timeliness. This research aims to determine the performance of the banquet section employees at the food and beverage department of The Zuri Hotel Pekanbaru. This study uses a qualitative method with a descriptive approach. Data collection techniques used in this study were observation, interviews, and documentation. Key informants involved in this research are Mr. Dody Trialdlo as the banquet manager at the food and beverage service department of The Zuri Hotel Pekanbaru, Mr. Tommy Hendrico as banquet supervisor at the food and beverage service department of The Zuri Hotel Pekanbaru, Mr. Novredy Pane as the banquet captain at the food and beverage service department of The Zuri Hotel Pekanbaru, and Mr. Adit as banquet staff at the food and beverage service department of The Zuri Hotel Pekanbaru, and additional informants, namely Ms. Diana as a part-time worker in the banquet section of the food and beverage service department of The Zuri Hotel Pekanbaru. Based on the results of the research, the performance of the banquet section employees at the food and beverage service department of The Zuri Hotel Pekanbaru is considered very good which can be seen from the abilities and responsibilities of employees in carrying out the tasks that have been given. Of course, in improving the performance of banquet employees there are obstacles such as miscommunication between employees but this can be overcome by having a briefing before operations start. Key word: Employee performance, work performance, work quality, work quantity, and timeliness

Abstract

Endorse is an act of supporting or supporting something. Endorse is currently trending on Instagram social media. Online shop finally uses endorse services to promote goods that will be consumed by the public. One of the problems faced today is the endorse lifestyle carried out on social media Instagram makes celebrities more and more exist in their daily lives. Through this study, researchers wanted to find out how the lifestyle with the endorse in Instagram social media in the city of Pekanbaru. This research is a qualitative descriptive study that makes individuals as research subjects. Research informants determined by purposive procedure. Data were collected using three methods, namely interviews, observation and documentation. In conducting interviews, the informants were Pekanbaru students who had 5 informants in this study. Data interpretation is done in stages starting from data collection, data reduction until conclusions and research recommendations are obtained. From the results of research that has been done that Pekanbaru sellers do endorse because of the many online shops that exist and make themselves as a means of promoting online shop products. With so many endorse products coming in, there is a difference in lifestyle between celebrities and ordinary people. This is also driven by family economic factors that support these activities. This situation also finally makes the celebrity shop no longer because of necessity but rather the value of the sign attached to the item. Therefore Pekanbaru celebrities are famous for their luxurious lifestyles.   Keywords: Lifestyle, celebrity instagram, and endorse

Abstract

This research was conducted with a qualitative approach. The number of resource persons as many as 11 people with the method of collecting purposive and accidental sampling. Data collection techniques by means of interviews, observation, and documentation of rehabilitation activities carried out by the One Earth Foundation IPWL. All data are then analyzed qualitatively and are triangulated to describe the Communication Strategy in the rehabilitation program as seen from the Iriantara Strategic Communication model, namely, Communicators, Communicators, Messages, Audiences, and Responses from the program. The results showed that the strategy of the One Bumi Foundation IPWL communicator was seen from the credibility of the communicators, had high knowledge, and had a sense of caring about social problems. The target audience of this program is abusers and drug addicts by making RBM. The message strategy given is in the form of general messages, counseling messages, messages in the form of motivation, education, persuasion, information, and religion, and home visit messages. The media strategy used is in the form of group media, visual media, and online media. The response obtained from the One Earth Foundation IPWL rehabilitation program is likely to be positive. and online media. Abstract

Forestry supervision is intended to trace and evaluate the implementation of forest management, so that the objectives can be maximally achieved and at the same time provide feedback for further improvement and refinement of forest management. The government and regional governments are obliged to carry out forest supervision and the community also plays a role in forest monitoring. In carrying out supervision, the Government and Regional Governments have the authority to monitor, request information and conduct examination of the implementation of forest management. The current condition of the forest, especially the Bukit Betabuh Protected Forest in Kuantan Singingi Regency, is very alarming, marked by the decrease in the area of the Bukit Betabuh Protected Forest area (66.7% damaged), and an increase in forest damage due to illegal logging, mining, clearing and land grabbing for cultivation. and plantations without permits. The purpose of this study was to determine the monitoring activities of the Bukit Betabuh Protected Forest in Kuantan Singingi Regency and to find out what are the factors that hinder the monitoring of the Bukit Betabuh Protected Forest in Kuantan Singingi Regency. The theory used in this research is the implementation of supervision according to Sondang P. Siagian. To answer this problem, the researcher used a qualitative approach with a case study method and was descriptive in nature. In this study the authors used data collection techniques in the form of interviews, observation and documentation then analyzed based on research problems. The results of this study indicate that the monitoring activities of the Bukit Betabuh Protection Forest in Kuantan Singingi Regency have not been running optimally. Inhibiting factors in conducting forest monitoring include the lack of forest protection personnel, and the mismatch between facilities and infrastructure and the area of protected forest. Keywords: Surveillance, Protected Forest, Direct Supervision, Indirect Supervision.

Abstract

This research entitled Application of Excellent Service by the Caretaker of Muara Takus Temple, Kampar Regency, Riau Province. This study aims: (1) to find out how the implementation of excellent service by the caretakers of Muara Takus Temple, Kampar Regency has been implemented in accordance with the A4 concept of excellent service, (2) to find out the obstacles in implementing excellent service at Muara Takus Temple, Kampar Regency. The sample used in this study was 100 people, the sampling technique was determined using accidental sampling techniques, this study used a mixed method to determine the problems raised in this study. This research was conducted at Muara Takus XIII Koto Kampar Temple, Muara Takus Village, Kampar Regency, Riau Province. The research was conducted for 4 months, starting from January 2021 – April 2021. The data collection techniques used observation, questionnaires, interviews and documentation. The samples of this research are visitors who have visited Muara Takus Temple, Kampar Regency. The results of this study indicate that overall the respondents gave good responses to the application of excellent service to the caretakers of Muara Takua Temple, Kampar Regency, this is evidenced by the results of the scores from the responses of visitors who have visited Muara Takus Temple, Kampar Regency with good scores. Excellent service is the most important value for a tourist attraction engaged in services. Keywords: Excellent Service, Caretaker, Muara Takus Temple
