Abstract

This research aims to explain the strategy of the Indonesian government in overcoming the entry of illegal cosmetics into Indonesian territory. The entry of illegal cosmetics is due to globalization and free trade which provide wide space for the flow of goods and services transactions that cross the borders of a country. BPOM as the agency authorized to supervise cosmetics in circulation often gets illegal cosmetics circulating in Indonesian territoryThe Study uses a qualitative research method, with the level of analysis of the nation state. The author use the theory of Strategy with the concept of Non- Traditional Security using the perspective of Constructivism. To analyze this problem, the authors collected data from books, journals, websites, dictionaries, reports, data from the Drug and Food Monitoring Agencies about illegal cosmetics  from Malaysia.The Finding of this study indicates that the strategy carried out by the Indonesian Government is to control by the BPOM and strengthen the applicabale laws. Apart from that, in overcoming illegal cosmetics, Indonesia is also conducting regional cooperation as well as international cooperation. The cooperation carried out is security cooperation by strengthening guarding in border areas, as well as working with ASEAN through the Post Market Alert System (PMAS) activity. Keyword: Indonesia, Non- Tradisional Security, Illegal Cosmetics, Strategy.

Abstract

Increased means of transformation, communication, and technological advances in infrastructure have an effect on the volume and direction of population migration, which makes the distance between regions relatively shorter and smoother, the greater the migration flow. Migration triggers overcrowding and causes poverty and unemployment in urban areas. Generally these migrans work in the informal market sector, namely as traders in the market. The Minangkabau Ethnic traders chose to trade and migrate for reasons of their residence and family who lived in the cities of West Sumatra, so they returned home from West Sumatra to Pekanbaru City. Most of the traders who migrate are Minangkabau Ethnic vegetable traders. They migrate back and forth because of economic factors, so that makes researchers want to know why Minangkabau traders migrate only to trade and find out more details about the socio-economic vegetable traders who migrate back and forth in the Simpang Baru Market, Pekanbaru. Using Everett S. Lee migration, migration is looking at Push Factors and also Pull Factors. Using qualitative descriptive method of study by conducting in-depth observations and interviews with 1 key informant and 4 informants. The result of this study indicate that Minangkabau traders migrate based on informans answers because of the low price of vegetables in they yard, while the pull factors is because of the strategic and crowded condition of the Simpang Baru Pekanbaru City. While the socio-economic traders in Simpang Baru Market are well established marked by mutual greeting, reprimand, and exchanging merchandise. The economics of the Minangkabau vegetable trader at the Simpang Baru Market is that it can be seen from the considerable benefits that their vegetables always sell out. Keywords: Migration, Minangkabau Ethnic, Vegetable Commuter Traders

Abstract

The quality of a service will provide a comfort for the community if it is comply applicable with the standards so that it can increase community satisfaction. The main task of the UPTD Drinking Water Supply System is to manage the facilities and infrastructure of the system in order to provide services to meet the needs of good drinking water to the community in accordance with prevailing laws and regulations. The purpose of this study was to determine the quality of service and the factors inhibiting of the quality of service of the Drinking Water Supply System in Siak Regency. The theoretical concept in this research uses the theory from Lenvine (Sabbarudin, 2015) such as: responsiveness, responsibility and accountability. This research using qualitative methods with a phenomenological approach by using purposive sampling method with techniques such as: data collection interviews, observation, and documentation. The results of this research indicate that the service quality of the Drinking Water Supply System in Siak Regency is still not optimal because there are still sub-districts that have not been reached by the pipeline network of the UPTD of Drinking Water Supply System in Siak Regency. This is what makes the quality of this service not yet reach excellent service quality. The factors inhibiting are the lack of training on the ability of officers and the availability of insufficient tools. Keywords: Service Quality, System, Drinking Water

Abstract

Hotels include business ventures that emphasize service sales. A sharia hotel is a hotel that implements a sharia system in a hotel which affects the way it is managed, the type of hotel, the hotel classification, to the sharia-compliant waste treatment. One of the activities carried out by sharia hotels is to attract customers in various ways without leaving the context of the sharia. Without this kind of implementation efforts to increase room sales are very difficult because many guests are still afraid to stay at Islamic hotels based on the principle of "Privacy". This is what makes the general public still confused about what is called a sharia hotel. This study aims to determine how the responses of local and foreign tourists regarding the implementation of sharia hotel provisions in all Aceh Province. This study uses a quantitative method with a descriptive approach in which the research will take data from informants to find out how the responses of tourists staying at hotels in Aceh Province. While the data collection in this study used observation, questionnaires, interviews, and documentation. From the research results, an indicator is knowing how the satisfaction of tourists staying at hotels in Aceh Province, especially in the city of Banda Aceh and also to be a reference in the future regarding tourist responses that can be a consideration for other hotels throughout Indonesia. Keywords: Sharia hotels, Sharia, Tourist response

Abstract

The provision of pedestrian facilities in the form of sidewalks is a form of providing basic services by the Government to the community as supporting life activities to provide a sense of safety, comfort and order in traffic on the road. Therefore, Pekanbaru City has provided sidewalks as infrastructure for pedestrians and has also been regulated in the Pekanbaru City Regional Regulation No. 10 of 2017 concerning Traffic and Road Management.The purpose of this study is to describe the implementation of Pekanbaru City Regional Regulation Number 10 of 2017 regarding pedestrian facilities in Pekanbaru City and then also to find out the factors that hinder the implementation of Pekanbaru City Regional Regulation Number 10 of 2017 concerning pedestrian facilities in Pekanbaru City. 2018-2019. The theory used in this research is the theory of policy implementation by George C. Edward III. This type of research is descriptive qualitative. The data collection technique is done by interview and documentation.The results of this study are the implementation of policies regarding pedestrian facilities in Pekanbaru City has not been implemented optimally. There are still sidewalks that are not well maintained and even those sidewalks are often misused by other parties. This is due to ineffective communication in terms of distribution, clarity of regulations and consistency. Then because of limited human and financial resources, the attitude of policy implementers who have not been firm in responding to this problem, the organizational structure does not have a clear SOP and no sanctions have been set in the policy.   Keywords: Policy Implementation, Sidewalks, Pedestrians

Abstract

The synergy of government institutions in the prevention of narcotics circulation is the cooperation of a relationship and order of institutions or agencies with a certain division of tasks to produce a better and greater purpose than the institution or agency itself, through communication and coordination. The formulation of the problem in this study is how the synergy of government institutions in the prevention of narcotics circulation in Karimun District in 2017-2019 and what are the factors inhibiting the institutional synergy of the government in the prevention of narcotics circulation in Karimun District in 2017-2019.             The result of this study is that first, the synergy of government institutions in the prevention of narcotics circulation conducted by government agencies in synergy is quite a lot such as, drafting policy formulation on P4GN, Implementing technical guidance in the field of P4GN to organizations in karimun district such as, anti-drug volunteers, as well as community leaders and youths in karimun district, carrying out investigations and investigations into drug abuse and trafficking , Conducting termination of organized crime networks in the field of P4GN. Abstract

Fulfilling the need for a place to live is the right of every citizen, because it is guaranteed by the 1945 Constitution in Article 28H Paragraph 1 which states that "everyone has the right to live in physical and spiritual prosperity, to live, and to have a good and healthy living environment and the right to health services. The government hereby provides a program of healthy, livable houses for the poor who do not have or already own a house but are not yet livable in Ukui Sub-district, Pelalawan Regency. The problem with this research is that this program is not right on target because the program recipients are still well-off people, besides that in terms of development, it exceeds the predetermined time limit, which is 90 working days or for three months. The purpose of this study is to find out government management by the Public Works and Spatial Planning Department of Pelalawan Regency in the Healthy Homes for Living Assistance program in Ukui District and the inhibiting factors for Government management in the Healthy Homes for Liveable Assistance programs in Ukui District. In this study using the theory of Government Management Zaidan Nawawi. Where according to Zaidan Nawawi there are five aspects of management, namely, Planning, Organizing, Coordinating, Actuating, Controling. This study uses research methods with qualitative research approaches and types. This research was conducted at the Department of Public Works and Spatial Planning, Pelalawan Regency. Data collection techniques by means of interviews and documentation. Based on the results of the study, it can be concluded that the Department of Public Works and Spatial Planning has not been maximized in the implementation of the Decent Healthy Home assistance program. This program is still not right on target, those who should get it don't get it and those who shouldn't get it actually get it.The PUPR office must be more selective in verifying program recipient data so that this program is in line with its original goal of helping the poor to get a better life. Keywords: Government Management, Programs, Livable Houses

Abstract

This study answers to answer the main problem about the reception of the Original Regional Receipts (PAD) of Kuantan Singingi Regency (Kuansing) from the Pacu Path tourism sector in Fiscal Year 2018. Then, find out what factors influence the acceptance of the region's original income (PAD) from the sector Runway tourism, but accepts the PAD obtained by the Kuantan Sengingi District Government each year fixing the deficit and reaching the target set. The theory used in this study is published in Policy Analysis with Research Locations in Batang Narosa Subdistrict as the center of activities and even Pacu Path Tourism in Kuantan Bay, Kuantan Singingi Regency.               The research method uses qualitative, this research is the primary data source, namely the Head of the Tourism, Youth and Sports Services Division of the Kuantan Singingi Regency, the Head of the Kuantan Singingi Regional Revenue Agency, the Kuantan Tengah District Head, the Chair / management of NGOs related to tourism, tourism aid providers and community leaders. local. Data were collected by in-depth interview techniques, observation and documentation, then the data were analyzed descriptively qualitatively. Regional Research Income of PAD Kuantan Singingi Regency's Revenue in the 2014-2018 Fiscal Year, which was obtained from the tax and retribution and licensing sectors, was also proven to have not reached the target set. Likewise with the approval of the annual Event Runway Tour Event for PAD reception in the field of tourism. Regulatory Efforts undertaken by the Regional Government include, among others, regulating Regional Regulations on Taxes and Levies as well as Business Administration, APBD fund allocation. But the acceptance of PAD was still not approved. The contributing factors are regional potential, tourist attraction and unproductive tourist attraction, limited funds and competence of regional staff to outsiders in the development of regional tourism. Keywords: Government Efforts, PAD and Pathways.

Abstract

Not achieving the placement of PMI candidates and the number of PMI candidates who process outside the Pekanbaru BP3TKI working area is a phenomenon that is found. The purpose of this study is to find out how the performance of the Indonesian Workers Placement and Protection Service Center (BP3TKI) Pekanbaru in the preparation and placement service and to determine the inhibiting performance of the Indonesian Workers Placement and Protection Service Center (BP3TKI) Pekanbaru. This type of research is a qualitative research with a descriptive approach. Collecting data obtained both primary and secondary data collected through interviews, observations and documentation and then analyzed so that conclusions can be drawn from existing research problems. The results of this study found that the performance of the Indonesian Workers Placement and Protection Service Center (BP3TKI) Pekanbaru had not been carried out to the maximum, it was caused by an inhibiting factor namely the lack of infrastructure.  Keywords: Performance, Service, Indonesian Migrant Workers

Abstract

The focus of this research is to analyze the motivation of South Korea to promote its culture through the Teko Nang Jawa project in Indonesia. The spread of the Korean Wave in Indonesia encouraged South Korea to promote its culture in Indonesia, particularly in Java. In a new and unique way, the Embassy of the Republic of Korea conducted a bus tour around Java to promote its culture, especially to small towns in Java. Apart from promoting Korean culture, the “Teko Nang Jawa” event also held cultural exchanges in each destination city.This research uses a qualitative explanative method with a level of analysis of the nation-state. The theory used in this research is the theory of diplomacy in the perspective of pluralism. To analyze this research, the authors collected documents from books, journals, websites, dictionaries, as well as various information from the Embassy of the Republic of Korea to Indonesia.Based on the analysis conducted, it is concluded that this study shows that the "Teko Nang Jawa" project has been successfully done in various cities in Java Island. The motivation for South Korea to choose Indonesia to promote its culture through the Teko Nang Jawa project is because Korean culture has flourished in Indonesia, and South Korea wants to strengthen the cooperation between the two countries, especially in Java Island.  Key words: Motivation, Cultural Promotion, Korean Culture, Teko Nang Jawa
