Abstract

This study discusses the problem of overlapping claims of the  Exclusive Economic Zone (EZZ) between Indonesia and Vietnam in North Natuna Waters in 2017-2019. Indonesia’s vast sea area allows for border disputes with neighboring counries, especially if the country’s maritime boundaries have not been resolved. In addition to causing disputes, it also raises other problems such as illegal fishing violations in the jurisdiction and ownership of indonesia. In discussing the various overlapping EZZs, the authors use qualitative research methods, with data collection techniques based on library research derived form literary sources such as books, journals, official documents, and scientific articles. The perspective that the author uses is the Realism Perspective, which always prioritizes the interests of the state in making any policy. This study uses Border Dispute Theory which relates values and other problems that expand the boundary problem. This study shows that in an insignificant negotiation between the two countries, the difference in views between the EZZ regime and the Continental Shelf, causing the results of the negotiations between Indonesia and Vietnam to be not very favorable for Indonesia. The problem of overlapping EZZ boundaries causes other problems such as the number of illegal fishing carried out by neighboring countries, especially by Vietnam. Thus, Indonesia took firm action by implementing the Sink The Vessel (STV) Policy to reduce the occurrence of fishing violations in Indonesian jurisdictions. Now negotiations on national borders to resolve border are still being carried out by the second country to strengthen border diplomacy.Key Notes: EEZ, Border Dispute, Illegal Fishing, STV, Vietnam.

Abstract

Cultural diversity greatly influences the way a person interacts. When interacting with people who have different cultures, a person will bring character to their culture. Among the many immigrant tribes in the area, it is the relationship between the Akit and the Malays that is most striking compared to other immigrant tribes. This happens because the people of the Akit Tribe and the Malay Tribe live next door, which makes the two tribes inevitably interact with each other. Phenomena and realities that occur in the Akit and Malay tribes today are still debating and conflicting which results in their disharmony relationship. However, communication between the immigrant ethnic community and the Akit Tribe cannot be avoided because in daily life because the two tribes need each other. The data collection technique is done by interview, observation, and documentation. Meanwhile, the data analysis technique uses descriptive analysis according to Huberman and Miles. And the data validity checking techniques used in this study were participation extension and triangulation. The results showed that in communicating, the Akit tribe and the Malayu community displayed their positive and negative faces. The Malay community displays their positive faces by being polite. Meanwhile, the Akit people show their positive faces by showing that they are people who behave as they are. A negative face is shown by the Akit tribe and the Malay community to maintain their culture. When the two communities communicate, if they find things that are not in accordance with their culture, they will avoid and act indifferent. Prejudice and stereotypes are the causes of conflict between the Akit tribe and the Malayu community in Kepau Baru Village. In resolving conflict, the leader has a very important role, namely by way of conflict prevention, conflict resolution, conflict management, conflict resolution and conflict transformation.

Abstract

The purpose of this research is to explain the motivation of Australia to pursue collaboration with ASEAN on infrastructure. In early 2018, ASEAN held its first summit in Sydney, Australia. This summit resulted with an agreement between Australia and ASEAN to improve infrastructure development in the ASEAN countries. This is an interesting topic to research because this summit was the first ASEAN’s event held in Australia. To explain Australia’s motivation, this research examines Australia's interest in the Asia Pacific region and focuses on Australia’s engagement with ASEAN.The research uses a qualitative method with document analysis technique. Data for this research is taken from books, scientific journals, magazines, newspapers, and the Internet. The research built on the perspective of neorealism in the study of International Relations which assume that the structure of the international system influences the behavior of states. This research uses the nation-state level analysis, and applies the balance of power theory, in particular hedging strategy to analyze Australia’s interest in pursuing cooperation with ASEAN.This study shows that Australia's motivation to collaborate in the infrastructure sector with ASEAN in 2018 is part of Australia’s strategy to balance China's growing influence in the Asia Pacific region. That Australia's strategy can be interpreted as a form of hedging strategy, which Australia balances the power through their infrastructure cooperation relationship with ASEAN in a situation full of uncertainty and risk due to the strengthening of China's influence in the Asia Pacific region. In addition, the anticipation of the rise of China's power was carried out by Australia by carrying out the Indo-Pacific strategy which was stated directly in Australia’s Defense White Paper in 2013, with the implementation of Southeast Asia as the geographic center of the Indo-Pacific region. Australia's implementation of the Indo-Pacific strategy uses instruments such as ASEAN and the EAS to shows the important role of Indo-Pacific engagement in ASEANKeywords: Australia, ASEAN, international cooperation, hedging strategy, motivation

Abstract

One of the potential fishery commodities to be exported due to high demand in the international market is shrimp. However, the European Union as the main importer of shrimp applies high tariffs and demands that exporting countries comply with the Council Regulation. These tariff and non-tariff barriers have led to a decline in exports in Indonesia. To maintain its market in the European Union, Indonesia must find ways to continue exporting its shrimp products, especially to Germany, because Germany is the eighth largest importer of shrimp products in Europe. The efforts made by the Indonesian government to maintain shrimp exports to Germany will be described in this study. This research uses descriptive qualitative method. The perspective used by the author in this thesis is the perspective of liberalism by Adam Smith with the level of nation state analysis, and the theory used is the theory of international trade by David Richardo. To analyze this, the authors collected data from books, journals, websites, as well as various information from the relevant European Union official website, the Ministry of Trade of the Republic of Indonesia, and the Ministry of Maritime Affairs and Fisheries of the Republic of Indonesia regarding Indonesia's efforts to increase shrimp exports to Germany. The results of this study indicate that Indonesia seeks to increase shrimp exports to Germany by lobbying for a reduction in export tariffs for fishery products including shrimp with the European Union by the Director General of Strengthening the Competitiveness of Marine and Fishery Products. Improving the quality and cleanliness in the management of Indonesian shrimp is also carried out through the implementation of the clustering system, the Participatory Pond Irrigation Management program (PITAP), the revitalization of shrimp ponds, and also the implementation of the Indonesian Good Aquaculture Practice (IndoGAP) scheme. Although there has not been an increase in the export value, there has been an increase in the quality of Indonesian shrimp. So, Indonesia can re-increase the confidence of the European Union, especially Germany, in Indonesian shrimp. Keywords: International Trade, European Union, European Commission.
