Abstract

life of female prisoners at the Rokan Hilir Bagansiapiapi Detention Center. This research was conducted in the city of Bagansiapiapi, Rokan Hilir Regency, precisely on Jalan Dr. Pratomo behind the Bagansiapiapi City Regional Hospital. The purpose of this research is done because they want to see the lives of female inmates in detention Branch Bagansiapiapi which at that Branch Rutan ketauhi are merged between prisoners and detainees both the male-male and female. In this study, researchers took the theory from Pierre Bourdieu, namely social capital. In this study, to determine the informants, researchers used thetechnique  Nonprobability Sampling which was selected by saturated sampling technique or census. In this technique the researcher takes the entire population to be a sample. This study contained 4 informants with the status of female prisoners who were at the Bagansiapiapi Detention Center. There are 3 convicts with drug cases and one convict with embezzlement of funds. The results of this study are, there are prisoners' relationships with their families that are still in good contact and some are not good, such as never visiting and calling. For daily activities, prisoners are only in the detention room, the lack of facilities causes a lack of activities to be carried out. by these inmates. The activities that are carried out are only general activities that are only carried out simultaneously with other residents, such as religious activities, morning exercise activities on weekends, and other activities on other big days. Female prisoners and detainees occupy the same room with a total of approximately 17 people with a room size of 4.6 x 6.5 meters. The high level of crime in the city of Bagansiapiapi has caused the Bagansiapiapi Detention Center to overcapacity where it should have accommodated 125 people to more than 700 people. Keywords: Female Prisoners, Bagansiapiapi Prison Branch

Abstract

Local wisdom is one of the cultural heritages that exist in society in accordance with their respective regions which have been passed down from generation to generation in a community group within the area itself. The tradition of tepokou ikan lubuk ban is one of the local cultural wisdoms where the river is protected through rituals or in accordance with local customs. The tradition of raking lubuk prohibited fish aims to maintain the smoothness of the river and protect and protect the local fish in the river from becoming extinct. This research is located in Tanjung Belit Village, Kampar Kiri Hulu District, Kampar Regency. This study uses a qualitative research method with a  environmental communication  approach. The subjects of this study consisted of 6 (six) speech people in the village of Tanjung Belit from the village head, ninik mamak, tourism awareness groups and community leaders and the outside community who know the tradition of feeding the lubuk ban fish using purposive sampling technique. Data collection was carried out through interviews, observation and documentation. The results of this study indicate that the tradition of mending lubuk prohibited fish in the community of Tanjung Belit village is a local wisdom of the local culture which has become an annual tradition and an icon for the people of Tanjung Belit village. Environmental communication carried out by the community of Tanjung Belit village in maintaining local wisdom, namely Communication through the village government and Ninik Mamak, Communication through tradition and communication through customary law. Keywords : Enviromental Communication, Local Wisdom, Mencokou Ikan

Abstract

University is one of the places where many organizations/communities are found, including at the University of Riau, one of which is Ukm Batra from the only arts field at Riau University who channels artistic talents, such as in the fields of theater, music and literature, UKM BATRA has recognized by artists in Riau Province, so that many participants and administrators are recommendations from artists and also Batra alumni of course. This study aims to determine the behavior of group members, how the member's theater creativity is and what are the factors that affect the effectiveness of group communication in developing members' theater creativity. This study used qualitative research methods, with data collection techniques, observation, interviews, and documentation. The selection of informants used a purposive technique, selecting five selected informants, namely a chairman of UKM BATRA, one coach, two administrators and two active members of UKM BATRA Pekanbaru. For data analysis techniques, refer to Miles and Huberman's interactive model. Checking the validity of the data used the participation extension technique and triangulation.  The results of this research show that UKM BATRA has a behavior that is closely related to collaborations that can be carried out by anyone as well as actively participating in activities, each member adapts himself by restraining his own ego, blending is done by putting mutual interests first. The form of group communication that occurs in this group is found in the form of descriptive group communication, through three approaches, task groups, group meetings and awareness groups. Of the three things, it is found that activities are carried out in developing members' theater creativity, namely, maintaining cohesiveness, training, participating in theater performances and see / read literature. Effectiveness is seen from two sub-focuses, namely situational factors using democratic leadership, the existence of shared interests and hobbies and the communication network formed is an all-channel scheme. Personal factors, the openness of group members and roles in the group according to their function, the act of communicating is carried out directly and is allowed to anyone at any time. Keywords: Group Communication, UKM BATRA UR, Creativity, Theater

Abstract

Library development management, a practical approach, explains that "Library management is library management based on management theory and principles. The Kuantan Singi District Public Library has not received the accreditation predicate from the Indonesian National Library, and includes 6 districts in Riau Province that have not been accredited. This study aims to determine and analyze library development management and inhibiting factors of development management in the Department of Library and Archives of Kuantan Singingi Regency.This type of research uses qualitative methods with interview data collection techniques, and documentation. The research location is in Kuantan Singingi Regency in the Regional Library and Archives Office of Kuantan Singingi Regency. The types and sources of research data are divided into primary data with purposive informant retrieval techniques and secondary data in the form of supporting data related to library development management.The results showed that the Kuansing Library Management by the Department of Library and Archives of Kuantan Singingi Regency was not optimal in terms of planning, organizing, directing and monitoring. The regional public library of Kuantan Singingi Regency has not met national standards. Inhibiting factors for the management of the Kuansing Library by the Kuantan Library and Archives Office in Singingi Regency are facilities and infrastructure, inadequate IT-based regulations and budget constraints. Keywords: Planning, Organizing, Direction, and Supervision.

Abstract

Termination of employment is part of an employment relationship which was originally a legal relationship within the scope of private law because it only concerns the individual legal relationship between the worker/laborer and the entrepreneur. Termination of employment by PT. Bormindo Nusantara against employees is carried out unilaterally without prior notification by the company and layoffs of contract employees are not in accordance with the agreed contract agreement. Some of the workers whose employment relationship was terminated made a defense in the form of a complaint to the Bengkalis Regency Manpower and Transmigration Office as a mediating agency for solving layoffs. The formulation of the problem in this study is how the role of the Bengkalis Regency Manpower and Transmigration Office in solving the problem of termination of employment by PT. Bormindo Nusantara in 2018-2019? This study aims to describe and analyze the role of the Bengkalis Regency Manpower and Transmigration Office in Solving the Problem of Termination of Employment by PT. Bormindo Nusantara 2018-2019. This research is a descriptive research using a qualitative approach. Data collection techniques in this study using interview techniques, observation and documentation, data analysis used is qualitative analysis. The results of this study are the implementation of the role of the Bengkalis Regency Manpower and Transmigration Office in solving the problem of termination of employment (PHK) carried out by PT. Bormindo Nusantara 2018-2019 is in accordance with the applicable regulations and Law No. 2 of 2004 concerning PPHI. However, there are still obstacles in carrying out their roles, such as a lack of mediators in resolving layoffs, lack of facilities and budget in carrying out operational activities and guidance to companies in anticipation of layoffs and complaints to the agency, and in conducting mediation sessions there is a reluctance of the parties to negotiate or be present at the hearing. mediation. Abstract

Coronavirus Disease 2019 (Covid-19) is a virus that spreads rapidly, including in Pekanbaru City. The initial case of Covid-19 in Pekanbaru City was in March 2020 and there was a very fast case development so that special handling was needed to suppress the spread of Covid-19 carried out by the Pekanbaru City Health Sector. In the implementation of the handling of Covid-19 in Pekanbaru City, the Health Sector followed the scheme of the Decree of the Minister of Health HK.01.07/Menkes/250/2020 concerning the Establishment of Large-Scale Social Restrictions in the Pekanbaru City Area in the Context of Accelerating Handling of the 2019 Corona Virus Disease.The purpose of this study was to determine the effectiveness of the Pekanbaru City Government in handling Covid-19 in the Health Sector in 2020 and the inhibiting factors for the effectiveness of the Pekanbaru City Government in handling Covid-19 in the Health Sector. This research uses qualitative method with descriptive research type. This method aims to get the right picture and explain the effectiveness of the Pekanbaru City Government in handling Covid-19 in the Health Sector. The results of this study are the Pekanbaru City Government in handling Covid-19 in the Health Sector with various policies and activities or handling efforts that are considered ineffective. Although various efforts have been made, such as Find, Treat and Heal (TOS), implementation of Pre-Large-Scale Social Restrictions (PSBB), Phase I to Phase III Large-Scale Social Restrictions (PSBB). Curative activities, preventive activities and promotive activities carried out by the Health Sector have not been effective as seen by the high number of Covid-19 cases in Pekanbaru City and the lack of facilities and infrastructure available in the Pekanbaru City Health Sector to handle the increasing number of Covid-19 patients.  Keywords: Effectiveness, handling Covid-19

Abstract

Meranti islansd is the regency with the highest poverty rate in Riau Province, by 27%. Besides, the limitations of basic infrastructure such as roads, electricity and clean water have also exacerbated this condition. Geographically, Meranti islands Regency is located on the eastern coast of Sumatra island, with a coastline bordering several neighboring countries and included in the Indonesia - Malaysia - Singapore (IMS-GT) Economic Growth Triangle (IMS-GT) area and has indirectly become Hinterland Free Trade Zone (FTZ) Batam-Tj Balai Karimun area. The administrative boundary of the Kepulauan Meranti Regency is the northern part bordering of Malacca Strait. This condition causes a large number of labor migration flows to Malaysia illegally. The research aims to find out the factors that make Indonesian Labor (TKI) from Meranti islands Regency migrate to Malaysia, also to find out the reasons why TKI prefer to work illegally rather than legally to improve their welfare. The research used a qualitative method by conducting observations, interviews and documentation on informants to obtain in-depth information regarding the problems in the study. The informants consisted of 5 people with different professions and one key informant, namely the Head of Department of Labor, Meranti islands Regency. The results showed that the motivating factors for people to work in Malaysia illegally are economic factors, family prestige, difficulty in finding employment opportunities, employment opportunities in Malaysia, proximity and cultural similarities between the Merant iislands  Regency and Malaysia. Keywords: TKI, Illegall, Meranti islands, Malaysia

Abstract

This research is motivated by the formation of volunteer democracy in Kampar District to improve the quality of the electoral process, increase voter participation, increase public confidence in the democratic process and generate civil society volunteerism in the electoral and democratization agenda. However, in the process of direct socialization to the public, various problems were still found, both internal and external. The existing problems make the duties and functions of democracy volunteers less felt by the community as targets of socialization. This study aims to determine the Performance of Democratic Volunteers (Relation) in the Socialization of the 2019 Concurrent General Election in Kampar Regency and to find out the obstacles faced by Democratic Volunteers (Relation) in the Socialization of the 2019 Simultaneous General Election in Kampar Regency. The method used in this research is qualitative with a descriptive approach. The types of data in this study are primary data and secondary data. Data collection techniques in this study were interviews and documentation. The data analysis technique used is descriptive qualitative.                The results of this study indicate that the Performance of Democratic Volunteers (Relationships) in the Socialization of the 2019 Concurrent General Election in Kampar Regency can be assessed from several performance indicators, namely: (1) Quality (2) Quantity (3) Timeliness (Timeliness) ) (4) Effectiveness Cost (5) Need For Supervision (Need for Supervision) (6) Interpersonal Impact (Relationships between individuals). As for the Obstacles faced by Democratic Volunteers (Relation) in the Socialization of the 2019 Concurrent General Election in Kampar Regency, namely the Duties of Democracy Volunteers (Relationships) are less clear, Democratic Volunteers (Relation) lack experience, budget constraints, limited number of personnel or personnel, limited time due to regional coverage Broad and Lack of Community Response in Socialization. The conclusion of this study shows that the Performance of Democratic Volunteers (Relationships) in the Socialization of the 2019 Concurrent General Election in Kampar Regency is still not optimal. Abstract

The Online Community Complaints Information System or Sikesal is an E-Government program that functions as a place for complaints and aspirations submitted by the people of Jambi City regarding improvements or problems with public services. The problem in this study is that the implementation of the Sikesal application in Jambi City has not been optimal due to several determining factors that underlie the readiness of implementing E-Government that have not been achieved. The purpose of this study is to determine the implementation of E-Government in the Sikesal application in Jambi City 2018-2019.This study uses Indrajit's theory, which is related to the determining factors for the readiness of implementing E-Government in the regions. The research approach used is a qualitative approach. This type of research is descriptive. The research location is in Jambi City, to be precise at the Communication & Informatics Office as well as several agencies that have the most reports on this Sikesal application. Types and sources of research data are divided into primary data with purposive informant retrieval techniques and secondary data in the form of supporting data related to the Sikesal application.The results of this study are that the implementation of E-Government in the Sikesal application by the Jambi City Government in 2018-2019 is not optimal, this is because the level of E-Government readiness is only fulfilled in two indicators, namely telecommunications infrastructure, and paradigm shift. The obstacles that underlie the process of implementing this system are related to the implementation process that has not been evaluated, so there are several obstacles that are different from other implementing agencies, the absence of a special budget for the application socialization program so that many people do not know about this application and still report with the manual method, as well as the role of the heads of agencies in the regions who seem not yet serious in supporting the implementation of E-Government because they are preoccupied with their respective internal affairs. Keywords: Implementation of Sikesal, Kominfo, Indicators

Abstract

This research was conducted at Hotel Inna Parapat Girsang Sipanganbolon. The purpose of this study was to determine the effect of service quality and pricing on consumer satisfaction at the Hotel Inna Parapat Girsang Sipanganbolon. The influence of service quality and pricing as independent variables (X1, X2) while consumer satisfaction as the dependent variable (Y). The problem in this research is the reduction in the number of consumers in the last  two years, the number of consumers staying overnight is decreasing. It can be seen from the data of consumer visits and the table of scores given by consumers. The sample of this study was taken as many as 100 respondents from the population which was calculated using the Slovin formula. The data obtained from the results of the questionnaire and then processed and then tested with statistics through the SPSS program. From the results of the tests carried out, it shows that the influence of service quality and pricing has a positive and significant effect on customer satisfaction at the Inna Parapat Girsang Sipanganbolon Hotel.        Keywords : Service Quality, Pricing and Consumer Satisfaction
