Abstract

This research aims to analyze the effectiveness of PT.McDermott Indonesia's Corporate Social Responsibility (CSR) program that is Hinterland Support on the Community in Batam. The purpose of this research are to find out and to describe the impact of the Hinterland Support throughout its programs to Community in Galang. The Hinterland area of Batam has not fully had access to adequate facilities. PT.McDermott Indonesia is committed and brings their awareness about those issues and fix it by their own CSR program.This research is a qualitative research, which is done by explaining the case based on facts. Neo liberalism theory helps to analyze the role of non nation actor, which is Multinational Corporation. Another theoretical framework applied in this research are Corporate Social Responsibility theory and also group analysis to assisting the researcher to find the answers in this case. The techniques used to collect data to study the case of library research in the form of journals, books, an official document, articles, and websites.The result of this research shows that the Hinterland Support program in the form of renovation and development  has given impacts on the people of Batam City since it was established in 2002. Even though it is not implemented every year, in the first ten years of its operation, Hinterland Support focuses on building public facilities that help the Hinterland area community. Abstract

PPDB zoning system is enforced in all cities in Indonesia, one of which is Pekanbaru City, Riau Province. PPDB is a school agenda that takes place every year and is guided by policy regulations set by the Government. Every year the implementation of PPDB causes different polemics according to the circumstances of each region. Enduring problems such as the lack of group numbers are the main cause of the unsuccessful implementation of PPDB at the SMA Negeri Pekanbaru City level. The purpose of the zoning system in implementing PPDB is to equal access to education services based on the principles of objectivity, transparency, accountability, and justice or non-discrimination. The research objective was to determine the evaluation of zoning system policies on PPDB in public high schools in Pekanbaru City which was carried out by the Riau Provincial Education Office based on 6 indicators of policy evaluation from William Dunn, namely effectiveness, efficiency, adequacy, fairness, responsiveness and accuracy.             The research method used in this research is descriptive research method with a qualitative approach. Data collection techniques through interviews, observation, and documentation study. The problem examined in this study is the PPDB policy of the zoning system in Pekanbaru City Public Senior High School which is carried out by the Riau Provincial Education Office based on the Riau Governor Regulation and the Regulation of the Ministry of Education and Culture of the Republic of Indonesia.             The results of this study indicate that the zoning system policy in Pekanbaru City is still not running according to its objectives, namely equal access to education services when viewed from the six indicators of policy evaluation. However, it has been implemented in accordance with policy principles, namely objective, transparent and accountable, but it is not just. This policy also has impacts that are expected and that are not as well as those that can be felt now and in the future. Abstract

This research was conducted in Duri, Mandau District, Bengkalis Regency. The objectives of this study were (1) Want to know how parents develop the achievements of children with hearing impairment. (2) Want to know how parents choose the interests and talents of high-achieving deaf children. The method used in this research is descriptive qualitative research method. In accordance with the objectives of this study, namely to determine the role of teachers and parents in developing the interests and talents of deaf children in SLB Cendana, Mandau District, Bengkalis Regency. The qualitative method seeks to understand, describe and interpret the meaning of an event of human behavior interaction. The subjects of this study were determined by purposive sampling technique. This purposive sampling technique is also called judgmental sampling, which is sampling based on research judgment (judgment) of anyone who deserves (meets the requirements) to be sampled and data collection techniques use observation, interviews and documentation of the results of the research. that we can know that the role of parents to deaf children is to guide their children accordingly because if they are after school, of course the parents will trust the school to further develop their achievements. Then the achievements can not be separated from the guidance of parents and teachers in schools who help to continue to hone the abilities of children with hearing impairment. At school children are taught a series of tars to take a series of tests to children with hearing impairment so they can participate in competitions.Keywords: Role of Parents, Achievement, Deaf Children

Abstract

Education is something that is very essential in the humanitarian process in a cultured society. So in practice, every child has the right to get an education which has become his right to obtain an education that is accessible and of good quality. There are various kinds of problems to make it happen, such as education infrastructure such as school spaces that are still lacking, and the low quality of education is caused by the number of teachers who are not evenly distributed and the level of teacher welfare cannot be said to be good, especially teachers who are not civil servants. There are two problem formulations in this research, namely "How is the role of the Pekanbaru city education office in realizing equal and quality access to education and the inhibiting factors in its implementation".The research approach used is a qualitative approach. while the type of research used is descriptive. The data was collected by the author using interview and documentation techniques. The data used are primary data obtained from research informants and further supported by secondary data obtained from various government agencies related to this research.The results showed that the Education Office made various efforts in order to achieve equal and quality access to education in Pekanbaru City. This is supported by increasing the role of the government, in this case the education office. Efforts are being made to use the theory of the role of government, namely (1) Role as community service, (2) Role as facilitator, (3) Role as companion, (4) Role as partner, (5) Role as funder. In carrying out its duties and functions in realizing equitable and quality access to education, the Pekanbaru City Education Office experiences several obstacles such as limited budget and human resources. Keywords: Role, Even and Quality Education, Education Office

Abstract

Pasar Simpang Baru was previously one of the traditional markets in Pekanbaru City. Initially, it was only a market for the surrounding environment, with limited facilities and infrastructure, namely in the form of kiosks, booths, and street vendors to accommodate and meet the needs of the surrounding community and under the authority of Tampan District. However, along with the development of Pekanbaru City, the Simpang Baru Market automatically grows to be as large as it is today, this is very helpful in meeting the needs of the growing community. One of the services available at Simpang Baru Market is the tailor. Especially male tailors whose tribe is Minangkabau. Of course, sewing activities that are usually carried out by women will be different if it is done by men. So it is necessary to have special research related to this phenomenon, especially how the tailors maintain their business existence. The purpose of this study is to determine the existence of Minangkabau male tailors in Pekanbaru and to determine the strategies adopted by Minangkabau male tailors. This study involved 4 respondents who were tailors. The results of this study indicate that of the 5 strategies that may be undertaken by tailors (biological, successive, educational, economic investment, and symbolic investment strategies), the tailors are more likely to use economic strategies to sustain their business. Abstract

The high rate of population growth is a problem that is being faced in Indonesia. The rate of population growth often occurs in the provincial capitals in Indonesia. Pekanbaru city as the capital of Riau province also experienced a population growth rate caused by the high rate of fertilization that occurred in Pekanbaru City. To achieve a balance between the quality and quantity of population distribution and the environment as stated in Law Number 52 of 2009 concerning Population Development and Family Development, Pekanbaru City must coordinate in the field of population control and family planning in order to realize a quality population and population distribution. evenly distributed and controlled population in Pekanbaru City. Lack of coordination in population control and family planning, causes the number of fertilization rates to continue to grow and not be controlled.The purpose of this study was to determine the coordination of the BKKBN in controlling the fertility rate in Pekanbaru City in 2018 and to describe the obstacles to the coordination of the BKKBN in controlling the fertility rate in Pekanbaru City. This study uses a qualitative approach with a descriptive method. In collecting data, the author uses interview and documentation techniques.The results of this study found that communication between field lines and coordination in controlling fertility rates was still not maximized, further socialization of joint programs carried out together, and BKKBD had not been formed in Pekanbaru City.  Keywords: Coordination, Fertilization, Population.

Abstract

This research was carried out in the overseas organization SAS (Sulit Air Sepakat) Pekanbaru City. The organization is a sorority  organization origaniting from Nagari Sulit Air X Koto Diatas District Solok Regenncy. This organization from the beginning wa formed until now still persists and exists in Pekanbaru City. The purpose of this research  is to find out how elements of social capital play a role in the existence of  SAS (Sulit Air Sepakat) organization and how rationality become a members in joining the SAS (Sulit Air Sepakat) organization. this research uses descriptive qualitative methods. There were also informants in this study totaling 8 people 3 of whom were supporting informants. In determininhg informants using purposive sampling technique. Data collection techniques namely by observation interview and documentation. The theory used is the social capital theory put forward by Putnam which consistsof 3 elements of social capital, namely networks, trust and norms. The results of this study explain that an organization requires social capital to maintain the relationship and sustainability of the SAS (Sulit Air Sepakat) organization in the City of Pekanbaru. The elements of social capital that play a role in the SAS (Sulit Air Sepakat) organization is trust. This scan be seen from the solidarity of the SAS (Sulit Air Sepakat) organization itself. the cohesiveness between the members, management and the trust given by outsiders to the SAS (Sulit Air Sepakat) organization. The rationality of members in joining the SAS (Sulit Air Sepakat) organization is instumental rationality, value-oriented rasionality and tradisonal rasionality. The rationality is carried out  by the members by considering and taking into account firts before the action is stated.  Keyword:  social capital, rasionality, SAS (Sulit Air Sepakat).

Abstract

Pekanbaru city plays a role as the center of government, education, industry and trade. It increases the population extremely. This is one of the triggers of increasing the amount and complexity of waste.  In order to minimalize the amount of waste, some of terms have done by waste bank and compost houses. Waste management is one of the authorities of City Environment and Sanitation Service Department of Pekanbaru. It aims to cover the solid waste problem by increasing, encouraging and facilitating the provision of facilities and infrastructure, as well as growing public awareness in waste management. However, there are some sources pertinent to the waste management. They are the unable infrastructure and facilities, lack of the public awareness and the less strictness of both Regional and Mayor Regulations and Circular on waste management.The recent research aimed to identify the implementation of waste management by the government of Pekanbaru in 2018 by using descriptive qualitative method. Furthermore, the data were collected by using documentation and interview. They were analyzed by collecting the information, data reduction, and data presentation. Additionally, the theory of policy implementation was applied.The result found that the implementation of waste management by the Pekanbaru Government in 2018 has not been running optimally. The lack of facilities, supervision of the government and socialization of the regulation have resulted the waste problem hard to solve. Keyword: Waste management, policy implementation

Abstract

This research was conducted in the village of Rambah Hilir Tengah in the Rambah Hilir District, Rokan Hulu Regency. The purpose of this study aims to determine the interest of parents in sending their children to MTs Thamrin Yahya. The focus topic of this research is about children’s education. The sample in this study amounted to 75 people. Researchers use quantitative methods and use census technique. Data instruments are observation, questionnaires and documentation. This research provides an explanation that the interest of parents in sending their children to MTs Thamrin Yahya as education for MTs or SMP. Parental interests that underlie and drive one’s behavior in social action. Behavior based on social structures in the form of habist and traditions from the community, beliefs, driving factors that make the parents of Rambah Hilir Tengah village interested in sending thei children to MTs Thamrin Yahya. Encouragement of mobilization, namely the development of every science and technology, social control in providing supervision to children who attend school at MTs Thamrin Yahya in the fields of behavior, attitudes, Children’s character. Whit the interest of the parents the village of Rambah Hilir Tengah who send their children to MTs Thamrin Yahya based on the parents and the support of the children who want to go to school because that interest comes from someone’s desire to take action. Keywords: Interest, views, attitude, action

Abstract

Abundant yields and high competition make it difficult for farmers to find a market that is willing to accept a fair price. It takes a wider market share and raw fish processing techniques to make it durable for consumption. One of the efforts currently being made by farmers is to diversify the product into smoked fish and fillets. However, to be able to do this, of course, requires a large amount of capital as well as adequate support and infrastructure, which is difficult for farmers to do. The purpose of this study was to see the role of the Fisheries Service and the obstacles faced in community empowerment at post-harvest catfish processing centers in Koto Mesjid Village, XIII Koto Kampar District, Kampar Regency.            This research use desciptive qualitative approach. Then the data collection techniques used were interviews, observation and documentation. While the data analysis technique is carried out by collecting information through interviews, data reduction and data presentation.            Based on the results of the research, it was found that the role of the Fisheries Service in community empowerment at post-harvest catfish processing centers in Koto Mesjid Village was in the form of facilities and infrastructure assistance as well as training and coaching programs. Meanwhile, the obstacles faced in carrying out activities were intrinsic constraints which included low public awareness and budget constraints. Meanwhile, extrinsic controls include the price of raw materials, the cost of production which is increasing over time, product durability related to mileage, product standards and licensing. Keywords: Role, Community Empowerment and Post Harvest.
