Abstract

This study aims to explain about Indonesia’s policy during 2020 after seeing the fact that its coal exports to India decrease dramatically due to the COVID-19 pandemic. In fact, India is one of Indonesia's main export destinations after China. The research method used in this research is descriptive analysis with qualitative research type. The data collection technique used is 'library research', which is a systematic procedure for reviewing and evaluating both printed and electronic documents. This study uses the theory of international cooperation as an analytical tool to explain Indonesia’s policies. This study shows that Indonesia took two important policies in response to the decline in coal exports to India. First, Indonesia chooses to reduce the volume of domestic production in order to suppress global coal prices from getting weaker which will harm exporting countries. Second, Indonesia is increasing its cooperation with India through a bilateral communication forum, namely the 'joint working group'. Keyword: Indonesia’s policy, Decrease Coal Export, COVID-19

Abstract

This study discusses the Indonesian state policy on paper waste imports from the United States in 2017-2019. Paper and pulp is an important industry in Indonesia and ranks ninth as the world's largest pulp producer, and sixth in the paper industry. The lack of raw materials for new paper in Indonesia encourages the import of paper waste as raw material for paper in Indonesia. In this study, data were collected from books, journals, articles, mass media and official websites. In addition, the perspective used by the author is a neoliberal perspective with foreign policy theory and the level of analysis of the nation state.Weak legal regulations regarding waste in Indonesia have a significant impact on Indonesia. The factor that causes Indonesia to import paper waste is in order to protect Indonesia's forests and the production costs incurred are considered cheaper than the production of new raw materials. Behind this cooperation between the two countries, the United States is known to have violated its cooperation agreement by smuggling B3 waste and plastic waste in containers of paper waste raw materials. The smuggling of plastic waste behind the import of paper waste is detrimental to Indonesia. The results of this study show that Indonesia's policy in overcoming the import of paper waste from the United States is by issuing a policy which includes re-exporting containers containing B3 and plastic waste, ratifying the Basel convention through presidential decree number 61 of 1993 and revising the regulation of the minister of trade No. 31/2016 be No. 84/2019. Keywords: Industry waste, smuggling of B3 waste, impact on Indonesia, Indonesian Regulation.

While the factors that hinder the process of monitoring money politics by the Bawaslu include: Difficulty in proving money politics practices because the formulation and elements of punishment in the legislation are not yet rigid. People tend not to dare to report to the Bawaslu and the Gakkumdu center. Low public awareness and knowledge of the practice of money politics. The author's suggestion is to the Pekanbaru City Bawaslu and the ranks of election organizers to optimize it again in coordinating in terms of supervision so that it is carried out better. Bawaslu must also be able to make maximum efforts to eliminate the factors that are driving the occurrence of money politics. Bawaslu instills a moralistic system, namely prevention through moral punishment or social witnesses. This system will strengthen moral values so that it is expected to be able to suppress the crime of money politics in the midst of society. Keywords: Supervision, Bawaslu, Money Politics
