Abstract

Implementation of long-range learning to mode learning SMPN 2 Koto Kampar Hulu student’s. This study was conducted specifically on the school superintendent VII class up to date IX class to the Bandur Picak village, Kecamatan Koto Kampar Hulu, Kabupaten Kampar. The purpose of this study is to know how to perform the long-range learning at the junior high and know how to motivate learn student. The methods in this research are using a quantitative approach with quantitative is a descriptive that is the conclusion to the research done and got an analysis of the sample and subjects it can be imposed for the population. Subjective testing of this research uses a census of which the whole student will be 89 student’s. The theory used in this study is the motivation theory that McDonald came up with the results of the further study know that the performance of long range learning consists of four indicators that both tools and infrastructure fall at a moderate percentage of 100%. Ability tu use tecnhology is moderate or with a percentage of 70,1%. A moderate category of internet connection or a percentage of 77,1%. The teacher’s creativity in teaching is high in category or with a 79,8%. While the motivation for learning is two indicators: intrinsic factors are moderate or with a percentage of 87,6% and extrinsic factors at a high rating of 48,3%. Extrinsic factors are categorically high because at present levels 50,1% are effected as low as 1,6%. The percentage difference between low levels and high levels is too far away, so extrinsix factors fall into a high category of student learning motivation.   Keywords: remote learning, motivation learning, motivation theory.

Abstract

This study aims to determine: 1) the effectiveness of the work of Regional Office XII of the Pekanbaru State Civil Service. 2) factors that hinder the effectiveness of the work of Regional Office XII of the Pekanbaru State Personnel Agency. This study uses the theory of effectiveness, Mahmudi (2015) explains that effectiveness is the relationship between output and the purpose of the large contribution (donation) of output to achieving goals, the more effective the organization with input, process, output and outcome indicators. The research method in this study is a qualitative method with data collection through interviews, observation and documentation. Informants in this study were the selection committee from Kanreg XII BKN, proposing agencies and CPNS applicants. The results of the study show that the effectiveness of the Regional Office XII of the Pekanbaru State Personnel Agency has been effective, this is proven by the fulfillment of several indicators in accordance with the effectiveness assessment indicators. This is proven by competent human resources, supporting facilities such as adequate facilities and infrastructure. Although, there were still participants who complained that there were deficiencies and that they were not fully optimal because there were several things that needed attention to be improved. The inhibiting factors in this research are inconsistent provisions or rules set by the committee, as well as the limitations of internet network facilities and backup electricity.Keywords: Effectiveness, Computer Assisted Test (CAT), Procurement, Candidates for Civil Servants (CPNS)

Abstract

It is very necessary to make efforts in the aspect of culture and local wisdom of the Malay community in IV Koto Setingkai Village, Kampar Kiri in forming the identity of the true Malay community. So that the current generation who tends to be ignorant, will be able to know, uphold, foster, preserve, and maintain the values contained in the Malay wedding customs of IV Koto Setingkai Village Kampar Kiri.The type of research is qualitative research with a field study approach (filed research). Data collection techniques through interviews, observations, and documentation studies. Informants were taken from traditional stakeholders, village officials, ulama, and the community. The results obtained that: First; The forms of the traditional Malay wedding procession of IV Koto Setingkai Village are: (a) Merisik, (b) Returning ba dunsanak, (c) Opening the sign, (d) Gathering Tunganai, (e) Delivery, (f) Bernai, (g) Marriage contract, and (h) Fresh flour. Second; The socio-cultural values of the community that become the essence of the traditional Malay marriage cultural procession of Desa IV Koto Setingkai are (a) Efforts to become a perfect human being,(b) Fostering relationships with God, fellow humans, and other creatures as well as nature,  (c) Maintaining kinship structure, (d) Becoming a person into Malay, (e) Giving birth to a quality generation, (f) Forming and maintaining Adat, and (g) Consistency in customary law. Based on the researcher's analysis that why the traditional marriage procession in IV Koto Setingkai Village is still sustainable, there are several strategies that are carried out, namely: (a) The activity of the customary government system, (b) Carrying out the customary marriage procession consistently by complying with customary law, and (c) Disseminate advice through oral poetry in an effort to inculcate values.Keywords: Culture, Marriage, Malay

Abstract

Prior to the growth of digitalization globally, the value of bitcoin was less fascinated and unpopular. In the first of bitcoin trials, it was use by a person in America who went to Papa’s John Pizza and he used more than a thousand coins to purchase a slice of it. But nowadays, bitcoin knowns as the most luxurious things in the world. The bitcoin appearances had caught many attentions, including China government. This research would explained how bitcoin existence could impact monetary policy in China.Discussion arranged with neo-liberalism perspective and social networking theory, together with qualitative methodology and data collection method such as observation, documents and reports. The researcher also used analysis from different sources including books, journal, website, newspaper and mass media. The states actor played important role toward this research.The results showed the China’s detention through their policy to bitcoin existence by closed the exchange building, realization of the Yuan digital project, and increased cooperation between the government and local company toward digital money. The government’s strategy seems effective to detained bitcoin movement. This plans also reduction the Chinese intensity to deal with bitcoin. Also, the Chinese government endeavour towards digital yuan development aims to improve their monetary stabilization and achieve the national goals.  Keyword: Bitcoin, Satoshi Nakamoto, Digital Money, China Government, Monetary Policy.

Abstract

National Border Management Agency (BNPP) is the National Border Management Agency and Border Areas as referred to in Law Number 43 of 2008 concerning State Territories. BNPP is a non-structural institution led by a Head of Agency who is under and responsible to the President. The problem in this research is that the Rokan Hilir Regional Border Management Agency was removed/liquidated in 2016, this is as a result of the issuance of Government Regulation No.18 of 2016 concerning Regional Apparatus. The purpose of this study is to describe how the authority of border management in Rokan Hilir Regency is (Study on the Elimination of Border Agency 2014-2018).                The research approach is qualitative with descriptive analysis method by describing phenomena and data accurately. The research location is at the Regional Secretariat of Rokan Hilir Regency. The types and sources of research data are divided into primary data with purposive informant retrieval techniques and secondary data in the form of supporting data related to the Regional Border Management Agency. Data collection techniques used by interview and documentation.                The results of this study are that first, the authority of the Regional Border Management Agency of Rokan Hilir Regency has not run optimally. It can be seen from the withdrawal of authority of BPPD, which was originally in the regions, has now shifted to centralization. Second, the factors that influence the abolition of the Regional Border Management Agency in Rokan Hilir Regency are based on laws and regulations obtained through ways, namely attribution, delegation, and mandate. In addition, another factor that influenced the abolition of the Regional Border Management Agency in Rokan Hilir Regency was as a form of embodiment of budget effectiveness and efficiency.  Keywords: Authority, BPPD, Border

Abstract

This research was conducted along Jalan Hr. Soebrantas from the intersection of the four red lights Pasar Pagi Arengka to the Garuda Sakti intersection, where the road is used by the community to carry out their daily activities but the condition of this road is not as expected. The number of street vendors who trade on the road so that traffic jams often occur and disrupt traffic lanes, it is clear in Regional Regulation No. 05 of 2002 concerning public order, that public areas are not justified as places to store goods or to sell because they can disrupt traffic flow and damage the beauty of the city. . Therefore, researchers are very interested in this problem. Do street vendors understand or know the rules for prohibiting selling in street vendors in the legislation according to Regional Regulation Number 5 of 2002? What are the factors that cause street vendors to continue selling at that location? How to Implement Regional Regulations (Perda) along Jalan HR. Soebrantas Handsome District, Pekanbaru City? The theory used by the researcher is Instrumental Rational Action by Max Weber where the socio-economic conditions of street vendors carry out work or actions according to their circumstances and abilities to achieve their needs. The purpose of this study is to analyze the causes of street rioters operating on the road. The method used in this research is descriptive quantitative. Data collection techniques are observation, questionnaires and documentation with random sampling technique. The results of the research show that many traders are aware of Perda No. 05 of 2002, but in order to meet the economic needs of street vendors, they violate it. Researchers suggest that the government pay more attention and provide a suitable location for small traders so that there are no more street vendors selling on the road. Keywords: economy; Street Vendors; Perda no 05

Abstract

The purpose of this research is to analyze the role of the OSCE as an international organization that has the task of maintaining security and peace in the country of Ukraine which is experiencing a prolonged conflict, especially in the East Ukraine region. The conflict in Ukraine began after the fall of Ukrainian President Victor Yanucovych who was pro-Russian in 2014 which prompted Russia to illegally annex Crimea and was then followed by armed conflict between Pro-Russian separatists and Pro-Government parties. This conflict is getting bigger and longer because Russia provides support to the rebels and separatists. And this attracts the OSCE to play a role in resolving and reducing conflicts that occur. This research is analyzed with the perspective of neorealism which believes that the state is the dominant actor but does not rule out the role of non-state actors. This research is also guided by the role theory and concept of Security. The method used is a qualitative method with a descriptive model. The technique of collecting data in this research is through literature study from several journals, books, documents and websites.This study shows the results of the roles performed by the OSCE in dealing with the conflict in Ukraine. The participation of the OSCE's efforts are in the form of negotiations, holding conferences, forming a charter of agreements, sending special monitoring missions to monitor the dynamics of the conflict, supervising the presidential election as well as weapons and missions to assess human rights and minorities during the conflict. The forms of roles that the OSCE has carried out in Ukraine have worked well, although they cannot stop the conflict from continuing.Keywords: Ukraine, OSCE, Conflict, Crimea and Russia.

During maintenance Elections simultaneously 2019 a lot happening violation administration related deficiency letter voice and infringing APKs, ASN neutrality as well as political unfinished money maximized in supervision and the prosecution.As for destination from study this is for describe capability Body Supervisor Election Public ( Bawaslu ) Pekanbaru City in title election general simultaneously year 2019. The theory used in study this is Ability Organization Public according to Kusumasari which has 4 variables, consists of from capability institutional, capability source power human, capability finance ( budget ), and capability technical implementation. Study this use approach qualitative with method descriptive in data collection, writer use technique interview and documentation.Results from study this find that Body Supervisor Election Public ( Bawaslu ) Pekanbaru City in capability institutional has operate Duty as should be However weak existing rules result in the difficulty pursue legal proceedings to the violation that occurred. Abstract

This research motivated by  carrying out events by banquets, the application of procedures is important as a guide to anticipate various kinds of unexpected situations that will be faced by the hotel as well as a reference for carrying out work. Implementing the right procedures in running an event will greatly facilitate the banquet employees in completing their work.In this study, the authors use descriptive qualitative methods, this method will assist researchers in providing an overview, conditions or phenomena needed by researchers. The technique used by the author in collecting data is observation, interviews, literature study and documentation of the Banquet Manager and Supervisor of The Zuri Hotel Pekanbaru.The results of this study indicate that the implementation of the event by The Zuri Hotel Pekanbaru's banquet runs according to the established procedures although there are still some obstacles such as changes in layout, lack of order, lack of staff and miss communication between banquet employees.   Keywords: Procedure, Event, Banquet

Abstract

This study was written to find out how the implementation of The Ship for Southeast Asian and Japanese Youth Program (SSEAYP) to improve friendship and mutual understanding between Indonesia-Japan. SSEAYP is an important mechanism and a pioneering project for Japan that can help improve the country's negative image from the perception of countries in Southeast Asia, SSEAYP is also used by Japan as public diplomacy to create mutual understanding and sustainable relations between Japan and ASEAN countries. For Indonesia, SSEAYP provides an opportunity to promote Indonesian culture and state through its youth conducting cultural diplomacy with Japan and other ASEAN countries as well as assisting the process of preparing a cadre of future Indonesian leaders.This study uses the theory of public diplomacy with a globalization perspective. The research method used in this research is the explanation with the qualitative research type. The data collection technique of this research is analyzing documents from various information collected through books, journals, theses, articles, and news as well as other related documents via the internet.The research show that the implementation of SSEAYP to improve friendship and mutual understanding between Indonesia-Japan is realized through cultural exchange activities and dicussion programs that carried out by participating youths while participating in the onboard activity and country programs. The program has been successful in achieving its proven objectives by continued implementation of SSEAYP activities to date and the evaluation of participants who claim that SSEAYP has contributed to promoting friendship and mutual understanding among people from other countries. Keywords: Public Diplomacy, SSEAYP, Indonesian-Japan Relation.
