Abstract

Clothing traders traveling to traditional markets from Air Buluh Village, Kuantan Mudik District, Kuantan Singingi Regency have been clothing traders for many years, and still survive as clothing traders who trade around the markets, this is certainly inseparable from capital. social they have. This research was conducted in Air Buluh Village, Kuantan Mudik District, Kuantan Singingi Regency with the aim of knowing the social capital owned by clothing traders traveling around traditional markets. The method used in this research is descriptive qualitative method. Subjects taken in this study consisted of 10 people. This study uses the theory of social capital which consists of social networks, social norms, and trust. The results obtained in this study that social capital is very important in maintaining the sustainability of the business of clothing traders around traditional markets and providing convenience and smooth running of business such as the existence of a network that helps facilitate the running of this business. The existence of social norms that are run by them makes everything more organized and directed. Trust strengthens the relationship between traders and agents, traders with buyers and between fellow traders which then leads to the sustainability of these relationships.  Keywords: Social Capital, Mobile Clothing Traders, Traditional Markets

Abstract

Pollution of palm oil industry waste that still occurs today is due to the person in charge of the business not managing the waste according to environmental quality standards, environmental management and environmental monitoring efforts (UKL-UPL). Based on the phenomena that occur, the formulation of this study is How is the Monitoring of the Environmental Service for Palm Oil Industry Waste and what factors hinder the implementation of this supervision. This study aims to find out how the supervision of the Environmental Service is carried out on palm oil industry waste and its management. This study uses qualitative methods with descriptive analysis research type. The data collection techniques are interviews, observation, and documentation. The key informants for this study were the Kuantan Singingi Regency Environmental Service in monitoring palm oil industrial waste and those in charge of the business. Based on the results of the research, it shows that the implementation of supervision has not been maximized and has not touched the entire existing palm oil industry. This can be seen from the violations of those in charge of business regarding waste management that does not comply with environmental quality standards, issues of environmental permits, phenomena of unresolved waste pollution, the adherence of those in charge of business in reporting Environmental Management Documents every semester. And the lack of strict sanctions given to palm oil industries that commit violations. as well as not yet effective supervision which is influenced by inhibiting factors such as monitoring support facilities, access and long distances. Abstract

This research was conducted in the District of Kubu Babussalam Rokan Hilir with the aim of explaining the sesemah Tradition for the Malay Community in the District of Kubu Babussalam Rokan Hilir and explaining the function of sesemah for the Malay Community in the Kubu Babussalam Rokan Hilir. This study uses descriptive qualitative research methods. Data collection was carried out using in-depth interview techniques, direct observation and documentation. The results of the analysis show that the divided sesemah tradition is carried out in high tide conditions, as well as an unspecified time for small sesemah. In the sesemah tradition there are many values of life that must be taught to the younger generation today. The sesemah tradition also teaches humans not to forget to give alms when they get something or a favor. sesemah tradition also invites humans to always live in harmony with nature Keywords: Tradition, sesemah Malay Society.

Abstract

Integrity is the cornerstone of good governance. This is a prerequisite for the legitimacy of government activities and more generally for trust in government. This study discusses the Integrity of PDAM Tirta Karimun Management in 2018-2020. The purpose of this research is to determine the integrity in managing PDAM Tirta Karimun Tanjungbatu Branch. Then to find out the settlement process in the Crimes contained in PDAM Tirta Karimun. The theory used in this research is the theory of integrity according to Henry Cloud. This study uses qualitative methods with data collection techniques are interview techniques, documentation and library studies. For data sources on integrity in PDAM management in Tirta Karimun Tanjungbatu branch using a descriptive qualitative research approach. The results of the study explain that the integrity of the management of PDAM Tirta Karimun in 2018-2020 is not optimal, it can be seen based on several indicators of problems, namely the work environment, administrative system, individual behavior, prevention of corruption, with problems in the integrity of managers in PDAM and solving cases of corruption problems. in the PDAM. The inhibiting factor in the integrity of the PDAM Tirta Karimun manager is the lack of attention from the government in preventing cases of corruption problems and preventing the lack of water management in the PDAM. Abstract

One of the main challenges in Japan's defense is the risk of a security dilemma due to the contingency that occurs in the East Asia Region, because each country needs to take action for reasons that have a defensive motive, including Japan. The increasingly challenging security environment of the East Asia Region has brought about drastic changes for Japan recently with its defense rebuilding efforts and Japan's national security policy. By maintaining its basic stance as a peace-loving country, Japan is expected to play a more active role in regional security. In this study, the authors used library research methods and qualitative research. The analysis in this study uses a nation-state level analysis, using the concept of the Security Dilemma, within the framework of the deterrence theory. The perspective in this study uses the perspective of structural realism—neorealism. The findings show that Japan's current foreign policy of adopting Detterence can be reconstructed towards Extended detterence and will continue to develop as Japan's reaction to the contingency that occurs in East Asia and the role of the growing Japan-US alliance is. With a rebuild defense that complies with Japan's constitutional limitations as well as increasing Japan's offensive capabilities, will help Japan contribute more to peace and deterrence in the East Asia Region. Abstract

This research describes about Singapore’s reason for ratified International Convention on the Elimination of All Forms of Racial Discrimination (ICERD) in 2017. Singapore as a multiracial state is upholding social harmony, yet that does not make Singapore free from racial discrimination. Minority and immigrant worker often get discrimination. The government has made attempts to reduce racial discrimination in its society. As a country that adheres to semi-authoritarian system, many individual rights are limited by the government, as well as civil society groups whose movements are limited by strict regulations and policies. However, in contrast to the facts, Singapore ratified ICERD in 2017. The author collects data from books, academic journals, official websites, articles and also official documents related to this research, then uses document analysis as a research method. The issue of this study is to analyze Singapore’s reason which has ratified ICERD in 2017 using theory the cost of commitment from Oona Hathaway, and the level of analysis is state. The result of the study shows that civil society groups played a very large role in the government’s decision to ratify ICERD in 2017. One of the civil society group coalition, COSINGO, succeeded in submitting their reports to UPR through the UPR Pre-Session and recommended Singapore to ratify ICERD as soon as possible. Many actions were taken by civil society groups which indirectly influenced the government to ratify ICERD in 2017. Keywords: ICERD, Civil Society Groups, Racial Discrimination, Ratification.

Abstract

Authority is formal power that comes from legislation. The Cultural Office of Riau Province is a Regional Apparatus Organization that has the authority to preserve Malay culture in Riau Province. Today, Malay culture is fading in the midst of society. This study aims to find out how the authority of the Riau Provincial Cultural Office in preserving Malay culture in Riau Province in 2019-2020 and to find out the causes of the Riau Province Cultural Office not being maximized in preserving Malay culture in Riau Province. The method used in this research is descriptive method with qualitative research type. The types of research data are primary data and secondary data. The data analysis technique used is descriptive qualitative data analysis.The results of this study are the authority of the Riau Provincial Cultural Office in preserving Malay culture in 2019-2020, the Riau Provincial Cultural Office refers to the Riau Governor Regulation Number 82 of 2016 concerning the Position, Organizational Structure, Duties and Functions and Work Procedures of the Riau Province Cultural Service Article 15-Article 18 which in carrying it out is given the freedom to take policies in terms of preserving Malay culture in Riau Province. The causes of the Riau Provincial Cultural Service not being maximal in preserving Malay culture in Riau Province in 2019-2020 are the very low or small budget for the Riau Provincial Culture Service, the incoming culture from outside due to the swift and unstoppable flow of globalization and the covid-19 pandemic.  Keywords: Authority, Conserve, Culture

Abstract

The development of technology today is very influential on various aspects of life. One of them is that people's lifestyles are becoming more modern and practical. This change also affects the consumption actions of people who prefer to shop through e-commerce. For this reason, this study aims to find out what strategies conventional traders do in the midst of the increasing development of ecommerce at Sukaramai Trade Center Pekanbaru. This study uses a descriptive method with a qualitative approach. Data collection in this study used three techniques, namely observation, interview and documentation techniques. By using the theory of adaptation strategies. The subject of this research used purposive sampling technique. In this study, there were 6 sources from 805 traders on two floors of the Sukaramai trade center. With this research, it is found that conventional traders at Sukaramai Trade Center are able to adapt and have strategies in adapting to the development of e-commerce. Therefore, conventional traders can increase their income and survive so as not to be eroded by change, namely by running e-commerce while maintaining conventional stores. Abstract

Management of Village Funds regulated in Minister of Home Affairs Regulation No. 113 of 2014 in fulfilling and implementing the administration of Pulau Permai Village requires a Village Fund budget so that it can improve village development and empower the people of Pulau Permai Village. Permai Island Community Empowerment Activities in 2019-2020 include several empowerment activities, such as: sewing training, computer training, BPD capacity building training, stunting outreach, culinary training, and talikur training. But on the other hand, the problem is that the empowerment carried out by Pulau Permai Village has no impact on the economy because the budget for empowerment is not used properly so that it has not been able to explore the potential that exists in Pulau Permai Village. This study used qualitative research methods. Data collection is done by observation, interviews and documentation. In this study, researchers used the theory according to Isbandi Rukminto Adi, there were 7 stages of empowerment consisting of: preparation stage, assessment stage, alternative program planning stage, action plan formulation stage, program implementation stage, evaluation stage, termination stage. Based on the results of data analysis and discussion that has been carried out by the authors, the authors can draw conclusions, namely: 1. Village Fund Management in Pulau Permai Village for 2019-2020 carried out as best as possible by the village government. But in the process there were several problems that occurred, starting from planning that was not mature and not optimal as a whole, namely the lack of community participation 2. The inhibiting factors for the management of the Pulau Permai Village Fund, Tambang District, Kampar Regency in 2019, are as follows: (1). Human resources, (2). Minimal community participation, (3). Facilities and infrastructure, (4). Lack of motivation and awareness of the Village community. Keywords: Village Fund, Community Empowerment

Abstract

This study aims to determine and analyze the financial statements to measure the financial performance in Usaha Ekonomi Kelurahan-Simpan Pinjam (UEK-SP) Rumbai Pesisir, Pekanbaru. This research was conducted at UEK-SP Lembah Sari Makmur and UEK-SP Mitra Bersama Pekanbaru. The data analysis technique used in this research is descriptive analysis by analyzing financial ratios. The results of this study indicate that the ability to generate profits and the ability to manage working capital of the Savings and Loans Unit (USP) of both Lembah Sari Makmur and Mitra Bersama are better than their Kelurahan Economic Enterprises (UEK). This is due to the limited working capital of the savings and loan business unit, thus requiring the sub-district government to increase the working capital of the savings and loan unit, for example by setting aside profits from the UEK to increase the working capital of the savings and loan unit.
